Decentralisation, the transfer of powers to a lower level of government, is thought to encourage more efficient and equitable management of natural resources. Participation of civil society organisations (CSOs) is considered critical to create positive outcomes of decentralisation. Here we examine aspects of civil society participation in decentralised management using the case of Brazil's water resources management. Several Brazilian states have enacted reforms mandating watershed committees in which the participation of civil society is either encouraged or required. However, actual participation of civil society is not yet well understood. To assess participation, we collected qualitative data on watershed districts in three Brazilian states (Bahia, Paraná and São Paulo). Our findings reaffirm the importance of the state in establishing a transparent legal framework to encourage participation and in defining “civil society”. The ability of civil society leaders to obtain and deploy local environmental knowledge, which frames environmental issues in new geographical scales, is useful to achieve the efficiency and efficacy objectives of decentralisation. However, by “upscaling” political activities beyond decentralisation's new territories, CSOs could make decentralisation irrelevant to local environmental issues.  相似文献

 To study glacial termination and related feedback mechanisms, a continental ice dynamics model is globally and asynchronously coupled to a physical climate (atmosphere-ocean-sea ice) model. The model performs well under present-day, 11 kaBP (thousand years before present) and 21 kaBP perpetual forcing. To address the ice-sheet response under the effects of both perpetual orbital and CO2 forcing, sensitivity experiments are conducted with two different orbital configurations (11 kaBP and 21 kaBP) and two different atmospheric CO2 concentrations (200 ppmv and 280 ppmv). This study reveals that, although both orbital and CO2 forcing have an impact on ice-sheet maintenance and deglacial processes, and although neither acting alone is sufficient to lead to complete deglaciation, orbital forcing seems to be more important. The CO2 forcing has a large impact on climate, not uniformly or zonally over the globe, but concentrated over the continents adjacent to the North Atlantic. The effect of increased CO2 (from 200 ppmv to 280 ppmv) on surface air temperature has its peak there in winter associated with a reduction in sea-ice extent in the northern North Atlantic. These changes are accompanied by an enhancement in the intensity of the meridional overturning and poleward ocean heat transport in the North Atlantic. On the other hand, the effect of orbital forcing (from 21 kaBP to 11 kaBP) has its peak in summer. Since the summer temperature, rather than winter temperature, is found to be dominant for the ice-sheet mass balance, orbital forcing has a larger effect than CO2 forcing in deglaciation. Warm winter sea surface temperature arising from increased CO2 during the deglaciation contributes to ice-sheet nourishment (negative feedback for ice-sheet retreat) through slightly enhanced precipitation. However, the precipitation effect is totally overwhelmed by the temperature effect. Our results suggest that the last deglaciation was initiated through increasing summer insolation with CO2 providing a powerful feedback. Petrogenetic grids in the KFMASH and KMnFMASH model systems calculated with the software thermocalc 3.1 are presented for the P–T range 0.5–12 kbar and 450–900 °C, for assemblages involving garnet, muscovite, chloritoid, biotite, chlorite, staurolite, cordierite, spinel, orthopyroxene, K‐feldspar, Al2SiO5 phases, quartz, water and melt. Based on calculated compatibility diagrams and P–T and T–MMn [Mn/(Mg + Fe + Mn)] pseudosections for different metapelitic bulk compositions, the principal conclusions are that the addition of Mn to the KFMASH system: (i) enhances the stability of garnet, and, to a lesser extent, aluminosilicates; (ii) reduces the stability of staurolite, cordierite and, to a lesser extent, chlorite; and (iii) extends the medium pressure stability of muscovite and the low‐P stability field of K‐feldspar. The influence of Mn on individual mineral stabilities is strongly related to rock composition, in particular, to the relative contents of Al2O3 and K2O. For metapelites of a range of compositions and MMn values, P–T pseudosections in the KFMASH system, in most cases, do not adequately predict the mineral assemblages observed in natural assemblages under medium and low‐pressure conditions. In contrast, the P–T pseudosections in the KMnFMASH system generally provide more satisfactory results, suggesting that MnO is one of the non‐KFMASH components that should not be neglected in documenting the phase equilibria of medium‐ and low‐P metapelites.  相似文献

The use of CCD cameras for digital photogrammetry has only slowly been taken up by the photogrammetric community. However, the pace of change is quickening with better understanding and cheaper equipment. Recently a decision was made to start some research into close range three dimensional digital measurement. The overall objective was to develop a low cost system for the automated measurement of small industrial objects. This shorter contribution describes the initial stages of this work.  相似文献

Organic material exposed within a small swale fill in Pit 6 of the Wedron Silica Sand Co. near Wedron in LaSalle County, Illinois, includes well-preserved pollen, plant macrofossils, and insect remains. This material occurs in slackwater sediment in the lower part of the Peddicord Formation, which was deposited as existing valleys were dammed by fluvial aggradation during the initial late Wisconsinan advance of Laurentide ice into the Wedron area. Wood from the organic horizon has a radiocarbon age of 21,460 ± 470 yr B.P. (ISGS-1486). The pollen spectrum is dominated by Picea, Pinus, and Cyperaceae. Plant macrofossils comprise a mix of boreal-forest taxa, including Picea, Larix laricina, and the moss Campylium stellatum; subarctic species including Betula glandulosa, Empetrum nigrum, and Selaginella selaginoides; along with the predominantly arctic Vaccinium uliginosum var. alpinum, Dryas integrifolia, and Rhododendron lapponicum. The insect fauna contains the western montane ground beetle Opisthius richardsoni; several arctic-subarctic ground beetles including Diacheila polita, Helophorus sibiricus, and Pterostichus (Cryobius) caribou; and a diverse assemblage of insects that today inhabit the boreal forest. We interpret the biotic record to record a phase in the transition from closed boreal forest to open tundra as climatic conditions deteriorated in advance of continental glaciation.  相似文献

Structural overprinting relationships indicate that two discrete terranes, Mt. Stafford and Weldon, occur in the Anmatjira Range, northern Arunta Inlier, central Australia. In the Mt. Stafford terrane, early recumbent structures associated with D1a,1b deformation are restricted to areas of granulite facies metamorphism and are overprinted by upright, km-scale folds F1c), which extend into areas of lower metamorphic grade. Structural relationships are simple in the low—grade rocks, but complex and variable in higher grade equivalents. The three deformation events in the Mt. Stafford terrane constitute the first tectonic cycle (D1-D2) deformation in the Weldon terrane comprises the second tectonic cycle. The earliest foliation (S2a) was largely obliterated by the dominant reclined to recumbent mylonitic foliation (S2b), produced during progressive non-coaxial deformation, with local sheath folds and W- to SW-directed thrusts. Locally, (D2d) tectonites have been rotated by N—S-trending, upright (F2c) folds, but the regional upright fold event (F2d), also evident in the adjacent Reynolds Range, rotated earlier surfaces into shallow-plunging, NW—SE-trending folds that dominate the regional outcrop pattern.The terranes can be separated on structural, metamorphic and isotopic criteria. A high-strain D2 mylonite zone, produced during W- to SW-directed thrusting, separates the Weldon and Mt. Stafford terranes. 1820 Ma megacrystic granites in the Mt. Stafford terrane intruded high-grade metamorphic rocks that had undergone D1a and D1b deformation, but in turn were deformed by S1c, which provides a minimum age limit for the first structural—metamorphic event. 1760 Ma charnockites in the Weldon terrane were emplaced post-D2a, and metamorphosed under granulite facies conditions during D2b, constraining the second tectonic cycle to this period.Each terrane is associated with low-P, high-T metamorphism, characterized by anticlockwise PTt paths, with the thermal peaks occurring before or very early in the tectonic cycle. These relations are not compatible with continental-style collision, nor with extensional tectonics as the deformation was compressional. The preferred model involves thickening of previously thinned lithosphere, at a stage significantly after (>50 Ma) the early extensional event. Compression was driven by external forces such as plate convergence, but deformation was largely confined to and around composite granitoid sheets in the mid-crust. The sheets comprise up to 80% of the terranes and induced low-P, high-T metamorphism, including migmatization, thereby markedly reducing the yield strength and accelerating deformation of the country rocks. Mid-crustal ductile shearing and reclined to recumbent folding resulted, followed by upright folding that extended beyond the thermal anomaly. Thus, thermal softening induced by heat-focusing is capable of generating discrete structural terranes characterized by subhorizontal ductile shear in the mid-crust, localized around large granitoid intrusions.  相似文献

The problems involved in the factor analysis of data consisting of measurements of material quantity or proportion are discussed, and the inability of existing factor analysis solutions to properly model such data is pointed out. A new factor analysis solution using the linear programming technique is presented which properly analyzes mixture data. A numerical example is presented in which a body of suspended sediment grain-size distribution data is analyzed using the new factor analysis solution. FORTRAN-IV subroutines for computing this solution are included in an Appendix.  相似文献

Comparisons of gravimetric and astrogeodetic deflections of the vertical in the Australian region indicate that the former are affected by position dependent systematic errors, even after orientation onto the Australian Geodetic Datum. These are probably due to errors in the predicted mean anomalies for gravimetrically unsurveyed oceanic regions to the east, south and west of the continent. Deflection component residuals (astrogeodetic minus oriented gravimetric) at 83 control stations are made the observables in a set of observation equations, based on the Vening Meinesz equations, from which pseudocorrections to the mean anomalies for a set of arbitrarily selected surface elements are computed. These pseudocorrections compensate for prediction errors in much larger unsurveyed regions. Their effects on individual deflection components are calculated using the Vening Meinesz equations. Statistical tests indicate that pseudocorrections computed for four large offshore elements and six smaller elements in unsurveyed areas produce corrections to the gravimetric deflections which make the ξ and η components in seconds of arc consistent with normally distributed populations N (0.00, 0.702).  相似文献

The South Mountain batholith of southwestern Nova Scotia is a large, peraluminous, granodiorite-granite complex which intrudes mainly greenschist facies metasediments of the Cambro-Ordovician Meguma Group. Using Rb-Sr isochrons constructed from whole rocks and mineral separates, the present study shows a variation in age and initial ratios of the intrusive phases of the batholith as follows: biotite granodiorite (371.8 ± 2.2 Ma, (87Sr86Sr)i ranges from 0.7076 ± 0.0003 to 0.7090 ± 0.0003, with the average = 0.7081); adamellite (364.3 ± 1.3 Ma, (87Sr86Sr)i = 0.70942 ± 35); porphyry (361.2 ± 1.4 Ma, (87Sr86Sr)i = 0.71021 ± 119); using λ87Rb = 1.42 × 10?11yr?1.A suite of Meguma country rock samples showed a variation of 87Sr86Sr = 0.7113?0.7177 at the time of intrusion of the batholith. A number of xenoliths of this material occurring in the marginal granodiorite had partially equilibrated isotopically with the granodiorite at a higher 87Sr86Sr ratio than elsewhere in the granodiorites. This evidence demonstrates that isotopic (and probably some accompanying bulk chemical) contamination by the Meguma rocks has been an important factor in determining the ultimate chemical composition and mineralogy of the South Mountain batholith.The (87Sr86Sr)372 = 0.7081 of the early granodiorites indicates that the parent magma of the South Mountain batholith was derived from a source unlike the Meguma Group. The precise nature of the source region cannot be determined by Rb-Sr work unless the degree of contamination with Megumalike material is known.  相似文献
