Inclement weather creates a chronic hazard for Canadian travellers. Past studies indicate that road collision rates increase during precipitation, although the magnitude of theincrease varies from study to study, partly as a result of variations in weather and driving conditions,but also because of differences in methods. The goal of the current study is to improve ourunderstanding of the links between weather and travel risk in mid-sized Canadian cities by using astandardized method for analyzing data from six cities with different climates: Halifax-Dartmouth,Ottawa, Québec, Hamilton, Waterloo Region, and Regina. The study has four interrelated objectives: (1) Toconduct a sensitivity analysis to determine the extent to which risk estimates vary depending onthe criteria used to define precipitation events and `normal' conditions; (2) To compare therelative risk of collision and injury during precipitation relative to `normal' conditions; (3) Todetermine the extent to which weather-related risks vary fordifferent Canadian cities; and (4) To explore any differences in collision characteristics between events and controls, especially as theyvary from city to city. Results are based on a matched-pair analysis, using six-hour time blocks over afour-year period, 1995 to 1998. Results indicate only modest sensitivity to the criteria used to define precipitation events and `normal' conditions. On average, precipitation is associated with a 75 percentincrease in traffic collisions and a 45 percent increase in related injuries, as compared to `normal'seasonal conditions, but risk levels vary depending on the characteristics of the weather event.Both sensitivity to specific weather conditions and weather-related accident profiles vary from city tocity in ways that are not easily explained. 相似文献

Based on the experience of the U.S. National Assessment, we propose a program of research and analysis to advance capability for assessment of climate impacts, vulnerabilities, and adaptation options. We identify specific priorities for scientific research on the responses of ecological and socioeconomic systems to climate and other stresses; for improvement in the climatic inputs to impact assessments; and for further development of assessment methods to improve their practical utility to decision-makers. Finally, we propose a new institutional model for assessment, based principally on regional efforts that integrate observations, research, data, applications, and assessment on climate and linked environmental-change issues. The proposed program will require effective collaboration between scientists, resource managers, and other stakeholders, all of whose expertise is needed to define and prioritize key regional issues, characterize relevant uncertainties, and assess potential responses. While both scientifically and organizationally challenging, such an integrated program holds the best promise of advancing our capacity to manage resources and the economy adaptively under a changing climate. 相似文献

Siliceous oncoids, up to 4 cm in diameter, are common on the laterally extensive sinter aprons that surround the spectacular geysers and hot springs at El Tatio in northern Chile. Many of these complex oncoids developed close to geyser and spring vents that discharge boiling water. Internally the oncoids, which are composed of precipitated amorphous silica, are formed of complex arrays of spicules and concentric laminae as well as detrital volcanic grains. Spicular growth is dominant in most examples. The formation and growth of the spicules and concentric laminae were mediated by a microbial community which included filamentous microbes, mucus, and possibly bacteria. The microbes and mucus were silicified by replacement and encrustation. In some laminae the filamentous microbes lay parallel to the growth surface; in other laminae most filaments forming the thin mats were suberect. Amorphous silica precipitated between the filaments occluded porosity and commonly disguised the microbial fabric. The oncoids grew on the proximal sinter aprons around the geyser vents and hot spring pools. Most growth took place subaerially with the silica delivered to the precipitation sites by splashing water from the geysers and/or periodic shallow flooding of the discharge aprons. Recent attention given to the concept of vertical integration and disintegration of production processes has identified the existence of a continuum, with small, flexibly specialized producers at one end and large, mass production units at the other end. Firms along the continuum constantly strive for the optimum combination of economies of scale and scope. This paper attempts to identify the organizational characteristics of high technology firms in one industrial complex of the U.S. Manufacturing Belt. A principal components analysis is performed on a number of theoretically relevant variables for a sample of high technology establishments in Northeast Ohio. The results indicate that the region contains a variety of organizational forms ranging from isolated workshops to large, vertically integrated assembly plants. These findings conform to expectations derived from recent conceptualizations in the literature. Additional empirical research will further enhance understanding of the processes that shape the organization of production in territorial complexes. 相似文献
