Local governance involves coalitions between public and private actors on policy issues. Actors participating in these coalitions may vary according to the issue in question, even within the same city. Based on a survey carried out among actors from different sectors of the local political community in four Spanish cities, governance networks are analyzed across five different issues: public housing, cultural tourism, urban regeneration, social policy, and citizen participation. Using network analysis and indexes in a comparative examination of 20 policy networks, we show that variations across networks are explained by policy issue content and supra-municipal regulations, regardless of the cities’ political characteristics.  相似文献

In the last several decades, population growth in the cities of the Andes has caused urban areas to expand into landslide-prone areas. Fatal landslides affecting urban settlements are especially frequent in cities located in the Neogene intramontane basins of the Andes. These basins have similar situations and include geographical and geological features that frequently generate ground instabilities. We studied the characteristics of the mass movements observed in these basins by carrying out a detailed analysis of four landslides that have occurred in the Loja Basin (Ecuador). This multi-method study integrated geophysical, geotechnical methods, mineralogical studies and analyses of precipitation time series. Our study characterizes the slope movements as active, slow-moving, complex earthslide earthflows. According to Differential GPS measurements, these landslides move at velocities of up to several metres per year. Electrical resistivity tomography profiles show that most of the landslides are mainly surficial. Time-series analyses of precipitation reveal that rainfall events that are not exceptionally intensive can reactivate these landslides. This characteristic and the development of these landslides on low-gradient slopes are explained using the results obtained from the geotechnical and mineralogical analyses. We find that the smectite clay minerals detected in the mobilized geological formations, combined with the tropical climate of the northern Andean region, induce the observed weak slope stability conditions. The conceptual model for the studied landslides may aid in assessing landslide-prone areas in Loja and other Neogene intramontane basins of the Andes and can help to mitigate the associated risks.  相似文献

ABSTRACT

This paper presents the spatial distribution, variation and trend of 5-day antecedent rainfall in Singapore based on rainfall data from 22 meteorological stations. The effect of climate was analyzed by dividing the study period into three decades i.e. Decade 1: 1982–1991, Decade 2: 1992–2001 and Decade 3: 2002–2011. Kriging interpolation was used for rainfall mapping. The results show that spatial distribution of 5-day antecedent rainfall does not coincide with that of the annual rainfall. The maximum annual rainfall occurred in the northwestern side of Singapore. On the other hand, the maximum 5-day antecedent rainfall occurred in the north and northeastern sides. The results of this study suggest that the climate change has increased the amount of 5-day antecedent rainfall quite significantly, i.e. from 420.5 (1987) to 592.9 mm (2006), thus affecting the vulnerability of the area with respect to rainfall-induced slope failure. The analyses also showed that most of slope failures were located in the north and northeast of Singapore between December and earlier March. More slope failures were observed in Decade 3 as compared to Decades 1 and 2. In other words, the analysis confirmed that 5-day antecedent rainfall had affected the slope stability in Singapore.  相似文献

The purpose of the paper is to study the vibrational characteristics of the Flaminio Obelisk in Rome as part of general studies being performed for preservation purposes. The scope of the paper is limited to dynamic analysis using a finite element model and comparison of the results with those from the measured response to forced vibrations. The state of preservation of the monument is described as well as the sonic method used to evaluate the integrity of the sections. The results of the sonic tests are used to determine reductions in the cross-sectional properties. A stick model including two rotational frequency independent soil springs at the basement level of the obelisk is developed. A good agreement between the numerical and the experimental results is obtained for the natural frequencies and for the modal shapes. A response spectrum and stress analysis according to the Italian Seismic Code is performed considering and evaluating the degraded characteristics of sections.  相似文献

Geomaterials such as soils and rocks can exhibit inherent anisotropy due to the preferred orientation of mineral grains and/or cracks. They can also be partially saturated with multiple types of fluids occupying the pore space. The anisotropic and unsaturated behaviors of geomaterials can be highly interdependent. Experimental studies have shown that the elastic parameters of rocks evolve with saturation. The effect of saturation has also been shown to differ between directions in transversely isotropic clay rock. This gives rise to saturation-dependent stiffness anisotropy. Similarly, permeability anisotropy can also be saturation-dependent. In this study, constitutive equations accommodating saturation-dependent stiffness and hydraulic anisotropy are presented. A linear function is used to describe the relationship between the elastic parameters and saturation, while the relative permeability–saturation relationship is characterized with a log-linear function. These equations are implemented into a hydromechanical framework to investigate the effects of saturation-dependent properties on the shrinkage behavior of clay rocks. Numerical simulations are presented to demonstrate the role of saturation-dependent stiffness and hydraulic anisotropy in shrinkage behavior. The results highlight that strain anisotropy and time evolution of pore pressures are substantially influenced by saturation-dependent stiffness and hydraulic anisotropy.

Surface ocean currents are often of interest in environmental monitoring. These vectorial data can be reasonably treated as a finite realization of a complex-valued random field, where the decomposition in modulus (current speed) and direction (current direction) of the current field is natural. Moreover, when observations are also available for different time points (other than at several locations), it is useful to evaluate the evolution of their complex correlation over time (rather than in space) and the corresponding modeling which is required for estimation purposes. This paper illustrates a first approach where the temporal profile of surface ocean currents is considered. After introducing the fundamental aspects of the complex formalism of a random field indexed in time, a new class of models suitable for including the temporal component is proposed and applied to describe the time-varying complex covariance function of current data. The analysis concerns ocean current observations, taken hourly on 30 April 2016 through high frequency radar systems at some stations located in the Northeastern Caribbean Sea. The selected complex covariance model indexed in time is used for estimation purposes and its reliability is confirmed by a numerical analysis.

A methodology is proposed for mapping susceptibility to landsliding and validating the results. Heavy rains in late 1996 and early 1997 led to a large number of landslids in the Rute sector (Córdoba, Southern Spain), where landslide susceptibility mapping had previously been carried out using a ‘matrix’ method developed with a Geographical Information System (GIS). Analysis of the distribution of the new landslides (or reactivated earlier ones) enabled the methodology to be validated by calculating association coefficients and determining the closeness of the match between subsequent field evidence and the previously defined susceptibility levels. From the data obtained, it can be concluded that the susceptibility mapping effectively explained the spatial distribution of landslides, thus providing valuable information on stability conditions over a widespread area. The assumptions that Karenia brevis cell abundance and brevetoxin concentrations are proportional and that cell abundance and chlorophyll are related were tested in a 3-year field study off the west coast of Florida. The relationship between K. brevis cell abundance and brevetoxins (PbTx-2+PbTx-3) in whole water samples was strong (R2=0.92). There was no significant difference between the brevetoxin concentrations in whole water and the >0.7 μm particulate fraction. Only 7% of the total brevetoxin concentration was measured in the <0.7 μm (cell free) filtrate. The relationship of K. brevis cell abundance >5000 cells L−1 with chlorophyll for all cruises and at all depths was robust (R2=0.78). These data substantiate the use of chlorophyll as a proxy for K. brevis cell abundance and K. brevis cell abundance as a proxy for brevetoxins during blooms. The ratios of the brevetoxins, PbTx-2:PbTx-3, was significantly higher in surface water than in bottom water. This information in conjunction with K. brevis growth rates may provide a useful indicator for determining the physiological state of the bloom over time.  相似文献

The paper investigates the dynamic behaviour of hybrid systems made of partially restrained (PR) steel–concrete composite frames coupled with viscoelastic dissipative bracings. A numerical model that accounts for both the resisting mechanisms of the joint and the viscoelastic contribution of the dissipative bracing is introduced and briefly discussed. The model is first validated against experimental outcomes obtained on a one‐storey two‐bay composite frame with partial strength semi‐rigid joints subjected to free vibrations. A number of time‐history analyses under different earthquake ground motions and peak ground accelerations are then carried out on the same type of frame. The purpose is to investigate the influence of the type of beam‐to‐column connection and property of the viscoelastic bracing on the performance of the hybrid system. The inherent stiffness of the bare PR frame and the plastic hysteresis of the beam‐to‐column joints, which always lead to only limited damage in the joint, are found to provide a significant contribution to the overall structural performance even under destructive earthquakes. This remark leads to the conclusion that the viscoelastic bracing can be effectively used within the hybrid system. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献
