Reducing Emissions from Deforestation and forest Degradation (REDD+) has emerged as a promising climate change mitigation mechanism in developing countries. In order to identify the enabling conditions for achieving progress in the implementation of an effective, efficient and equitable REDD+, this paper examines national policy settings in a comparative analysis across 13 countries with a focus on both institutional context and the actual setting of the policy arena. The evaluation of REDD+ revealed that countries across Africa, Asia and Latin America are showing some progress, but some face backlashes in realizing the necessary transformational change to tackle deforestation and forest degradation. A Qualitative Comparative Analysis (QCA) undertaken as part of the research project showed two enabling institutional configurations facilitating progress: (1) the presence of already initiated policy change; and (2) scarcity of forest resources combined with an absence of any effective forestry framework and policies. When these were analysed alongside policy arena conditions, the paper finds that the presence of powerful transformational coalitions combined with strong ownership and leadership, and performance-based funding, can both work as a strong incentive for achieving REDD+ goals.

Key policy insights

  • The positive push of already existing policy change, or the negative stress of resource scarcity together with lack of effective policies, represents institutional conditions that can support REDD+ progress.

  • Progress also requires the presence of powerful transformational coalitions and strong ownership and leadership. In the absence of these internal drivers, performance-based funding can work as a strong incentive.

  • When comparing three assessments (2012, 2014, 2016) of REDD+ enabling conditions, some progress in establishing processes of change can be observed over time; however, the overall fluctuation in progress of most countries reveals the difficulty in changing the deforestation trajectory away from business as usual.

Daily averaged tilt component data from two sites of the Central Apennines (Italy) and of the Southern Caucasus (Georgia), respectively, revealed intermediate-term tilts as possible precursors to earthquakes (M=3.0÷4.7) which occurred in the above-mentioned seismic areas within a distance of 50 km from the sites. A good temporal correlation as well as a fair spatial correspondence between these residual tilts (with amplitude and duration of some microradians and months, respectively) and main shocks were pointed out, by removing both secular trends and seasonal thermoelastic effects from the raw tilts. An attempt was made to justify the above-mentioned results, based on the assumption that the observed intermediate-term preseismic tilts are the manifestation of aseismic creep episodes of comparable duration in the fault materials of thrust faults close to the tilt sites. The mechanism refers to a strain field slowly propagating from the preparation focal area to the tilt site, through crustal blocks separated by weak transition zones. This propagation is thought to be the cause of the local aseismic fault slip recorded by the tiltmeters. Previously, both discrete structures and strain propagation effects were revealed in the Central Apennines and are thought also to exist in the Southern Caucasus. As in the past, the rheological properties of fault materials are revealed as viscoelastic ones. In fact, creep equations obtained by applying several viscoelastic models on our data, proved to fit quite well some of the observed tilt precursors, producing viscosity and rigidity values very similar to those reported in literature.Professor Petr Viktorovich Manjgaladze died during the writing of this paper  相似文献

Although there is a consensus on the necessity of monitoring solid wastes pollution on beaches, the methods applied vary widely. Therefore, creating, testing and recommending a method that not only allows comparisons of places and periods, but also the detection of source signals, will be important to reach the objectives of the source-prevention principle. This will also allow the optimisation of time, resources, and processing of samples and data. A classification of the items found into specific categories was made according to their most probable source/use (fisheries, food packaging, hazardous, sewage/personal hygiene, beach user, general home). This study tested different widths of sampling transects to be used in the detection of plastics contamination on beaches, until all the categories were significantly represented. Each transect had its total width (50m) sub-divided into eight intervals of 0-2.5m; 2.5-5m; 5-10m; 10-15m; 15-20m; 20-30m; 30-40m; and 40-50m. The accumulated number of categories in the 50m (up to 2.5m; up to 5m and so on) was used to determine the minimal width necessary to qualitatively characterize the area regarding plastics contamination. The diversity of the categories was directly related to the area of the sampling transect. These results indicate that a significant increase in the number of categories in the first intervals tend to stabilize from 15-20m onwards.  相似文献

Use of tire shred–soil mixtures as backfill materials in mechanically stabilized earth walls has several advantages over other backfill materials: (1) good drainage, (2) high shear strength, and (3) low compacted unit weight. This paper presents the results of laboratory pullout tests performed on uniaxial geogrid embedded in tire shred–sand mixtures. The effects of tire shred size, tire shred–sand mixing ratio and confining pressure on the interaction between the geogrid and tire shred–sand mixtures are evaluated. Three sizes of tire shreds are considered: tire chips (with 9.5 mm nominal size), tire shreds 50-to-100 mm long and tire shreds 100-to-200 mm in length, with mixing ratios of 0, 12, 25 and 100 % of tire shreds in the mixtures (by weight). Based on compaction testing of a number of mixtures, the optimal mixing proportion of tire shreds and sand was found to lie between 25/75 and 30/70 (by weight of tire shred and sand); this is equivalent to approximately 40/60 and 50/50, respectively, by volume of tire shreds and sand. The pullout resistance of a geogrid embedded in tire shred–sand mixtures is significantly higher than that of the same geogrid embedded in tire shreds only. The size of the tire shreds has negligible effect on the pullout resistance of a geogrid embedded in mixtures prepared with either low (12/88 mix) or high (100/0 mix) tire shred content. However, when the 25/75 mixture is used, greater geogrid pullout resistance was obtained for the geogrid embedded in tire chip–sand mixtures than in tire shred–sand mixtures.  相似文献

Stratigraphy, structure and host-rock chemistry are dominant controls on the location of Au in Archaean greenstone-hosted Au deposits, but the stratigraphy in such deposits is seldom obvious due to the monotonous nature of the host rocks or pervasive alteration associated with Au mineralisation. Portable, hand-held, X-ray fluorescence (pXRF) spectrometry provides a method to rapidly collect large amounts of whole-rock geochemical data that can yield new insights into both stratigraphy and Au localisation. Here we present results of pXRF analyses of samples from a representative section through Au-mineralised amphibolite-facies metabasaltic rocks at Plutonic Gold Mine, Western Australia. These data illustrate a geochemical stratigraphy in which individual lava flows can be identified on the basis of element concentrations. The most evolved basalts are at the structural base of the succession, and the least evolved at the top of the sequence, confirming previous geochemical interpretations and textural evidence that the sequence is overturned, and demonstrating for the first time that the presented section does not involve significant structural repetition. In conjunction with Au assay data, the pXRF data reveal that Au commonly occurs along basalt flow boundaries. The elemental concentration data clearly demonstrates for the first time the stratigraphic control on Au mineralisation that is not readily apparent at the macroscopic level. The methods described in this paper are readily applied, and have the potential to enhance the understanding of otherwise unclear stratigraphy and its control on mineralisation in many different types of deposits worldwide.  相似文献
