This article provides insights into the role of institutions involved in climate governance working towards a future low-carbon society at the national level, within the global climate change governance architecture. Specifically, it contributes to understanding the fragmented governance of energy efficiency policy in developing countries by focussing on Vietnam’s building sector, identifying key institutions related to underlying discourses, national and international power relations, resource distribution and coalitions. It uses the case of baseline setting in developing Nationally Appropriate Mitigation Actions (NAMAs) to illustrate institutional dynamics, nationally and transnationally, as well as to question whether demands for baseline setting achieve the ideal trade-off between actual GHG emissions reduction and institutionalized demands for accountability. The analysis reveals that, in addition to domestic efforts and challenges, the international agenda greatly influences the energy efficiency policy arena. The article presents lessons to be learnt about policy processes from the specific Vietnamese case, reflecting on the role of international actors and discourses in it. Finally, it argues for the abolition of baselines in favour of adequate monitoring and evaluation, from the perspective that requirement for deviation from fictitious baselines is unproductive and only serves an international techno-managerial discourse.

POLICY RELEVANCE

Baseline establishment is commonly considered an initial step in developing NAMAs, in order to facilitate the demonstration of a deviation from such baselines. The requirement to produce baselines is traditionally not questioned by policy practitioners. Thus, significant development resources are allocated to the establishment of baselines and the bridging of data gaps, often without consideration as to whether baselines are a necessary instrument for NAMA implementation. We suggest omitting the lengthy and resource-consuming practice of establishing baselines and recommend proceeding forthwith to the planning and implementation of mitigation and energy efficiency policies. As conditions vary significantly in different contexts, it would be more appropriate to measure the initial situation, establishing the ‘base point’, and monitor development from that point. The present article might serve as motivation for policymakers to question traditional approaches to policy development and consider alternatives to maximize the cost efficacy of NAMA programmes and facilitate their implementation.  相似文献

This study examines the impact of future urban expansion on local near-surface temperature for Sydney (Australia) using a future climate scenario (A2). The Weather Research and Forecasting model was used to simulate the present (1990–2009) and future (2040–2059) climates of the region at 2-km spatial resolution. The standard land use of the model was replaced with a more accurate dataset that covers the Sydney area. The future simulation incorporates the projected changes in the urban area of Sydney to account for the expected urban expansion. A comparison between areas with projected land use changes and their surroundings was conducted to evaluate how urbanization and global warming will act together and to ascertain their combined effect on the local climate. The analysis of the temperature changes revealed that future urbanization will strongly affect minimum temperature, whereas little impact was detected for maximum temperature. The minimum temperature changes will be noticeable throughout the year. However, during winter and spring these differences will be particularly large and the increases could be double the increase due to global warming alone at 2050. Results indicated that the changes were mostly due to increased heat capacity of urban structures and reduced evaporation in the city environment.  相似文献

The precise estimation of precipitation quantities in tropical mountain regions is in great demand by ecological and hydrological studies, due to the heterogeneity of the rainfall distribution and the lack of meteorological station data. This study uses radar images and ground station data to provide the required high-resolution precipitation maps. Also wind data are taken into account, due to its influence on the precipitation formation and to demonstrate the relation between synoptic wind, topography and the precipitation distribution inside small mountain valleys. The study analyses the rainfall distribution and amounts of 4 days inside the San Francisco Valley, a small catchment in the tropical Andes of southern Ecuador, representing different seasons and the typical atmospheric flows, which are correlated to the annual precipitation map. The results show that the rainfall distribution and amounts are generally defined by the wind direction and velocity, besides the topographic location in relation to the main barriers and pathways. The dominant wind direction causes a division of the catchment in a wetter eastern and a dryer western part. Moreover, the annual seasons are reversed; the main rainy season for the eastern part occurs between June and August, while the western part reaches the precipitation maximum between January and March. This may have influence on the species composition at the different slopes and the annual hydrological cycle inside the catchment.  相似文献

煤巷顶板锚固区域富水岩层支护中出现的沿锚杆(索)钻孔持续渗、淋、涌水难题是工程中亟待解决的问题。采用一种新型锚杆(索)防水锚固剂进行了相关防水性配比试验研究;为了获得煤系碎裂顶板持续渗水作用下粉砂岩强度变化规律,在现场与实验室分别进行渗水试验。结果表明:NS-1不饱和聚酯树脂及添加2%的XS-1高分子速溶胶粉是防水型锚固剂关键点;在静水浸泡作用下,粉砂岩抗压强度呈现先缓慢增大而后快速衰减的变化规律;在动水渗流、循环风干作用下粉砂岩在36~42 h内裂隙开度增加,强度持续弱化。研究了粉砂岩顶板水与支护体耦合作用关系,在团柏煤矿101101巷道进行新型锚固剂锚杆(索)锚固试验,防水型锚固剂在钻孔渗流量为140 mL/s时,仍能达到208 kN的锚固效果;试验结果表明,对锚杆、锚索施加高预应力和采用防水锚固剂可保证顶板淋水碎裂煤巷的稳定。  相似文献

Dust particles (glass, tungsten, and nickel) with sizes ranging from 0.25 to 3m were levitated in a Paul-trap and charged by ions or electrons. For ions the particle potential is limited at field strength of about 1×109 V m–1 by a temperature-dependent discharge mechanism. The particles interaction with 2 to 20 keV electrons always leads to positive surface potentials which can be explained in terms of a decreased absorption of electrons by small particles. Micrometer sized agglomerates were used for the investigation of the electrostatic fragmentation. A steep escarpment edge, deep gorges and distinct knickzones in river profiles characterize the landscape on the Western Escarpment of the Andes between ~5°S and ~18°S (northern Peru to northern Chile). Strong north–south and east–west precipitation gradients are exploited in order to determine how climate affects denudation rates in three river basins spanning an otherwise relatively uniform geologic and geomorphologic setting. Late Miocene tectonics uplifted the Meseta/Altiplano plateau (~3000 m a.s.l.), which is underlain by a series of Tertiary volcanic‐volcanoclastic rocks. Streams on this plateau remain graded to the Late Miocene base level. Below the rim of the Meseta, streams have responded to this ramp uplift by incising deeply into fractured Mesozoic rocks via a series of steep, headward retreating knickzones that grade to the present‐day base level defined by the Pacific Ocean. It is found that the Tertiary units on the plateau function as cap‐rocks, which aid in the parallel retreat of the sharp escarpment edge and upper knickzone tips. 10Be‐derived catchment denudation rates of the Rio Piura (5°S), Rio Pisco (13°S) and Rio Lluta (18°S) average ~10 mm ky?1 on the Meseta/Altiplano, irrespective of precipitation rates; whereas, downstream of the escarpment edge, denudation rates range from 10 mm ky?1 to 250 mm ky?1 and correlate positively with precipitation rates, but show no strong correlation with hillslope angles or channel steepness. These relationships are explained by the presence of a cap‐rock and climate‐driven fluvial incision that steepens hillslopes to near‐threshold conditions. Since escarpment retreat and the precipitation pattern were established at least in the Miocene, it is speculated that the present‐day distribution of morphology and denudation rates has probably remained largely unchanged during the past several millions of years as the knickzones have propagated headward into the plateau. Nitrate monitoring is commonly conducted with low-spatial resolution, only at the outlet or at a small number of selected locations. As a result, the information about spatial variations in nitrate export and its drivers is scarce. In this study, we present results of high-spatial resolution monitoring conducted between 2012 and 2017 in 65 sub-catchments in an Alpine mesoscale river catchment characterized by a land-use gradient. We combined stable isotope techniques with Bayesian mixing models and geostatistical methods to investigate nitrate export and its main drivers, namely, microbial N turnover processes, land use and hydrological conditions. In the investigated sub-catchments, mean values of NO3 concentrations and its isotope signatures (δ15NNO3 and δ18ONO3) varied from 2.6 to 26.7 mg L−1, from −1.3‰ to 13.1‰, and from −0.4‰ to 10.1‰, respectively. In this study, land use was an important driver for nitrate export. Very strong and strong positive correlations were found between percentages of agricultural land cover and δ15NNO3, and NO3 concentration, respectively. Mean proportional contributions of NO3 sources varied spatially and seasonally, and followed land-use patterns. The mean contribution of manure and sewage was much higher in the catchments characterized by a high percentage of agricultural and urban land cover comparing to forested sub-catchments. Specific NO3 loads were strongly correlated with specific discharge and moderately correlated with NO3 concentrations. The nitrate isotope and concentration analysis results suggest that nitrate from external sources is stored and accumulated in soil storage pools. Nitrification of reduced nitrogen species in those pools plays the most important role for the N-dynamics in the Erlauf river catchment. Consequently, nitrification of reduced N sources was the main nitrate source except for a number of sub-catchments dominated by agricultural land use. In the Erlauf catchment, denitrification plays only a minor role in controlling NO3 export on a regional scale.  相似文献

This study describes the stratigraphic and palaeoenvironmental significance of the Lower-“middle” Oligocene sediments based on the fauna from the Delikarkas? Formation and the microflora from the ?ncesu Formation of the ?ncesu area (northern part of the western Taurides, Isparta province, Turkey). In the area, the Oligocene sediments show a regressive succession, which begins with the limestones of the Delikarkas? Formation indicating marine conditions followed by conglomerates, sandstones and coaly mudstones of alluvial and fluvial (shallow marine-continental) origin. A well preserved foraminiferal assemblage including Nummulites intermedius, Nummulites vascus and Halkyardia maxima proves an Early Oligocene age for the Delikarkas? Formation. Due to palynological markers such as Boehlensipollis hohli, Slowakipollis hippophaëoides, Dicolpopollis kockelii, Magnolipollis neogenicus ssp. minor, Plicapollis pseudoexcelsus, Caryapollenites simplex and Intratriporopollenites instructus the ?ncesu Formation, which concordantly rests on the Delikarkas? Formation, may be assigned to the Early-“middle” Oligocene. From the palynomorph assemblage, three zones have been recognised according to abundance of species. Zone 1 is characterized by predominance of C. simplex and Momipites punctatus and rarely presence of tricolpate and tricolporate pollen. Zone 2 consists mainly of Inaperturopollenites dubius, Leiotriletes maxoides ssp. maximus, Verrucatosporites favus, Verrucatosporites alienus and infrequently marine dinoflagellate cysts. Zone 3 is characterized by a high percentage of ferns such as Echinatisporis?chattensis and Polypodiaceoisporites saxonicus. The presence of marine dinoflagellate cysts like Apectodinium sp. and Cleistosphaeridium sp., back-mangrove elements such as Acrostichum aureum and lepidocaryoid palms (e.g. Longapertites discordis, Longapertites punctatus and Longapertites psilatus) in the sediments of the ?ncesu Formation imply coastal or near-coastal conditions. Terrestrial palynomorphs in more inland settings were transported by running water towards the sea. Conifers are represented by poorly preserved and rare pollen grains of Pityosporites, Cathayapollis and Piceapollis which may have been transported by wind. In this study, the terrestrial climate of the ?ncesu Formation is also discussed on the basis of the Coexistence Approach method. The climate was warm at the coast (over 20 °C), as evidenced by A. aureum and lepidocaryoid palms, whereas there was a mean annual temperature of 17.2–17.4 °C must be assumed for the upland environment(s).  相似文献
