ABSTRACTLevees are the most common structural solution to prevent flooding, reduce damage and generate benefits through more investment/economic activity in floodplain areas. While being relatively easy to build, levee effectiveness can be compromised by poor design and substandard construction methods and maintenance, thus increasing failure probability. Further, levees might increase societal vulnerability by instilling a sense of safety, the so-called “levee effect”. To cope with these phenomena, we develop a risk-based framework that quantifies residual risk under levee breaching and the levee effect, by disentangling its structural, dynamic and anthropic components, thus contributing to a better understanding of the phenomena at different spatial scales and the definition of flood risk policies. Through an illustrative example, we show how residual risk might become larger than under natural conditions, as function of the scale of interest, e.g. an area, a line at a given distance from the river, or a point within the floodplain. 相似文献

This paper deals with the period evaluation of Reinforced Concrete (RC) framed buildings in elastic, yield and severely damaged states. Firstly, period-height relationships either reported in the literature, or obtained from both numerical simulations (eigenvalue analyses) and experimental measurements (ambient vibration analyses) have been examined and compared. Structural types representing low-rise, mid-rise and high-rise RC buildings without earthquake resistant design, widely present in the Italian and European built environment, have been studied. Results have shown high differences between numerical and experimental period values. Period elongation (stiffness degradation) during and after strong ground shaking has been also examined based on results from experimental in situ and laboratory tests performed on some RC framed building structures which suffered moderate-heavy damage. The macrozoobenthic assemblage from the Karavasta lagoon system, the main wetland of Albania, was studied on soft bottoms and artificial hard substrates. Three different communities were identified: the typical ‘brackish‐water community’, an ‘outlet community’ dominated by filter‐feeders, and a typical ‘marine community’, inhabiting fine sandy bottoms, where polychaetes are dominant, together with a few species of tunicates and bivalves, which colonize hard substrates. The occurrence of build‐ups of the bryozoan Conopeum seurati, settled on the upper portion of long submerged wooden poles, was the main feature of faunistic interest. The faunistic affinity between the zoobenthic assemblage recorded in the hyperhaline lagoon of Karavasta and the assemblages from two Italian lagoons, the brackish Lake of Lesina and the euhaline Lake of Fogliano, was considered according to the different hydrological conditions and the geographical location. Hydrological confinement and salinity were likely to be the leading factors influencing the benthic community composition in the Karavasta wetland area. Therefore, on a vaster spatial scale, the isolation and geographical proximity of the ecosystems and colonizing ability and dispersal changes of the species appear to be the main factors liable to produce faunal variations. 相似文献

Single station seismic noise measurements were carried out at 192 sites in the western part of Istanbul, Turkey. This extensive survey allowed the fundamental resonance frequency of the sedimentary cover to be mapped, and identify areas prone to site amplification. The results are in good agreement with the geological distribution of sedimentary units, indicating a progressive decrease of the fundamental resonance frequencies from the northeastern part, where the bedrock outcrops, towards the southwestern side, where a thickness of some hundreds meters for the sedimentary cover is estimated. The particular distribution of fundamental resonance frequencies indicates that local amplification of the ground motion might play a significative role in explaining the anomalous damage distribution after the 17 August 1999 Kocaeli Earthquake. 相似文献

Probabilistically controlled design values of the nonlinear seismic response of reinforced concrete frames are obtained using a method previously proposed by the authors. The method allows to calculate conservative design values characterized by a predefined non‐exceedance probability, using a limited number of spectrum‐fitting generated accelerograms. Herein the method is applied to elastic‐strain hardening single degree of freedom systems representative of RC framed structures and is then assessed with reference to four reinforced concrete model frames designed according to EC8. The frames are characterized by different natural periods and aspect ratios. The results, compared with those obtained applying current EC8 recommendations, show the effectiveness of the proposed method. EC8 provides for design values of the seismic response of a structure with a nonlinear behavior computed as the mean value of the responses to seven accelerograms or as the maximum value of the responses to three accelerograms. These two criteria lead to design values characterized by very different and uncontrolled non‐exceedance probability levels, while the proposed method allows the analyst to directly control the non‐exceedance probability level of the calculated design values. The meridional circulation plays an essential role in determining the basic mechanism of the dynamo action in the case of a low eddy diffusivity. Flux-transport dynamos with strong return flow and a deep stagnation point are discussed in the case of a positive α-effect located in the overshoot layer and a rotation law consistent with helioseismology. By means of a linear dynamo model, it will be shown that the migration of the toroidal belts at lower latitudes and the periods of the activity cycles are consistent with the observations. Moreover, at variance with previous investigations, the typical critical dynamo numbers of dipolar solutions are significantly smaller than those of quadrupolar solutions even in the regime of strong flow. 相似文献

The characteristics of the temporal and height variations of the temperature structure parameter $C_\mathrm{T}^{2}$ in strongly convective situations derived from the sodar echo-signal intensity measurements were analyzed for the first 100 m. It was corroborated that the probability density function (pdf) of the logarithm of $C_\mathrm{T}^{2}$ in the lower convective boundary layer is markedly non-Gaussian, whereas turbulence theory predicts it to be normal. It was also corroborated that the sum of two weighted Gaussians, which characterize the statistics of $C_\mathrm{T}^{2}$ within convective plumes and in their environment and the probability of plume occurrence, well approximates the observed pdfs. It was shown that the height behaviour of the arithmetic mean of $ C_\mathrm{T}^{2}$ (both total and within plumes) follows well a power law $C_\mathrm{T}^{2} (z) \sim z^{-q}$ with the exponent $q$ close to the theoretically predicted value of 4/3. But for the geometrical means of $C_\mathrm{T}^{2}$ (both total and within the plumes), $q$ is close to 1. The difference between arithmetically and geometrically averaged $C_\mathrm{T}^{2}$ profiles was analyzed. The vertical profiles of the standard deviation, skewness and kurtosis of $\hbox {ln}C_\mathrm{T}^{2}$ pdfs were analyzed to show their steady behaviour with height. The standard deviations of the logarithm of $C_\mathrm{T}^{2}$ within the plumes and between them are similar and are 1.5 times less than the total standard deviation. The estimate of the variability index $F_\mathrm{T}$ and its height behaviour were obtained, which can be useful to validate some theoretical and modelling predictions. The vertical profiles of the skewness and kurtosis show the negative asymmetry of pdfs and their flatness, respectively. The spectra of variations in $\hbox {ln}C_\mathrm{T}^{2}$ are shown to be satisfactorily fitted by the power law $f^{-\gamma } $ in the frequency range 0.02 and 0.2 Hz, with the average exponent $\approx $ 1.27 $\pm $ 0.22. 相似文献

Risk assessment has considered factors related to: natural vulnerability, hazard due to human activities and costs resulting from pollution. In order to evaluate existing hazard, a specific census was carried out over the area and industrial, agricultural and quarrying activities were mapped. Industrial activities were first divided into 4 groups according to national waste type regulation.
