The shift away from coal is at the heart of the global low-carbon transition. Can governments of coal-producing countries help facilitate this transition and benefit from it? This paper analyses the case for coal taxes as supply-side climate policy implemented by large coal exporting countries. Coal taxes can reduce global carbon dioxide emissions and benefit coal-rich countries through improved terms-of-trade and tax revenue. We employ a multi-period equilibrium model of the international steam coal market to study a tax on steam coal levied by Australia alone, by a coalition of major exporting countries, by all exporters, and by all producers. A unilateral export tax has little impact on global emissions and global coal prices as other countries compensate for reduced export volumes from the taxing country. By contrast, a tax jointly levied by a coalition of major coal exporters would significantly reduce global emissions from steam coal and leave them with a net sector level welfare gain, approximated by the sum of producer surplus, consumer surplus, and tax revenue. Production taxes consistently yield higher tax revenues and have greater effects on global coal consumption with smaller rates of carbon leakages. Questions remain whether coal taxes by major suppliers would be politically feasible, even if they could yield economic benefits.  相似文献

The WEGENER activities related to the study of post-glacial rebound are presented together with a review of the present state-of-the-art in this study field. Post-glacial rebound research is an unique tool for studying the viscoelastic behaviour of the Earth's mantle on time scales of thousands of years. The viscosity structure of the Earth's mantle determined from an inversion of observations of glacially induced deformations is a basic requirement for modelling long-term phenomena such as the convection in the Earth's mantle, and for better understanding unsolved questions such as the nature of the mantle discontinuities or the vertical scale of convection.First, an introduction to the scientific background is given, and the three principal ingredients for post-glacial rebound studies, namely the ice model, the Earth model, and the observations are briefly considered. For the ice model, the uncertainties due to a trade-off between ice model and Earth rheology are outlined. The different approaches used to model the Earth and its deformations in post-glacial rebound studies are discussed emphasising the preliminary nature of the derived rheologies and depth dependencies. The observations, in particular the relative sea-level changes and three-dimensional surface deformations, are described with special emphasis on observational gaps. Based on the discussion of the ingredients, an outline of the future developments in post-glacial rebound research is attempted with particular emphasis on the Earth model and the theory of deformations.For several decades extreme efforts have been made to precisely monitor the land uplift in Scandinavia. However, for the height component the existing data still are associated with large uncertainties while reliable data on the horizontal component are practically nil. The ongoing long-term (longer than ten years) spacegeodetic measurements are likely to provide the three-dimensional deformations with the spatial resolution and accuracy required in order to substantially contribute to post-glacial rebound studies. Thus, present-day three-dimensional deformations of the Earth's surface beneath and around the former ice sheets as a constraint for the mantle rheology and viscosity structure will increasingly become important as they become known from space-geodetic measurements with high spatial resolution and an accuracy approaching the mm/a-level.  相似文献

We compute in parametrized form the effect of source-velocity terms in the gravitational deflection of light. Internal rotation corresponds to sources of order 3 where . We find for rigidly rotating models of the Sunand of Jupiter that, in each case, this effect is of order 10–6 arc sec. A very high accuracy that may be achievable by future space-bourne instruments is thus necessary for its detection.  相似文献

The daily GPS height series of the Medicina station were analyzed for the period July 1996–September 2001. The station is located in the middle Po Plain on fine-grained alluvial deposits. A seasonal oscillation in the order of 18 mm (peak-to-peak amplitude) is present in the data. This crustal deformation has been modeled by including variations in the atmospheric, oceanic and hydrologic mass. The vertical positions can also be affected significantly by soil consolidation. Geotechnical parameters derived by in situ tests and laboratory analyses of the clayey soil collected at Medicina allowed the estimate of the soil settlement relevant to the seasonal oscillation of the surficial water table. Thermal expansion of the geodetic monument has to be taken into account in the case of high-precision vertical positioning. In this work models both for the soil consolidation and the thermal expansion effects are provided. The continuous gravity observations collected at Medicina by means of a superconducting gravimeter also exhibit a marked seasonal oscillation, which has been interpreted as the sum of loading and Newtonian attraction effects, as well as of the contribution due to soil consolidation. Especially the study concerning the soil consolidation effect has allowed a better insight on the seasonal vertical movements occurring at the Medicina station by providing quantitative information on soil behavior due to change of effective pressures. The results can be applied to those stations characterized by similar fine-grained soils and surficial hydrogeology.  相似文献

Series of gravity recordings at the stations Medicina (Italy) and Wettzell (Germany) are investigated to separate seasonal gravity variations from long-term trends in gravity. The findings are compared to height variations monitored by continuous GPS observations. To study the origin of these variations in height and gravity the environmental parameters at the stations are included in the fact finding. In Medicina, a clear seasonal signal is visible in the gravity and height data series, caused by seasonal fluctuations in the atmosphere including mass redistribution, the ocean, groundwater but also by geo-mechanical effects such as soil consolidation and thermal expansion of the structure supporting the GPS antenna. In Wettzell, no seasonal effect could be clearly identified, and the long-term trend in gravity is mainly caused by ground water variations. The successful combination of height and gravity series with the derived ratio of gravity to height changes indicates that the long-term trends in height and gravity are most likely due to mass changes rather than to tectonic movements.  相似文献
