OPA 90 set out stringent requirements and liabilities for tankers operating in US national waters. OPA 90 was in response to the public concern caused by the grounding of the Exxon Valdez in 1989. It made ship owners responsible for the cost of pollution incidents and required all tank ships/barges operating in US waters have double hulls by 2015. We model factors influencing oil spills and test whether OPA 90 helped reduce the number of those spills. After accounting for causal factors, both increased liability and double hulls were statistically significant factors in reducing the number of spills. 相似文献

Despite substantial survey effort and a large body of literature on abiotic and biotic factors in temperate reef ecosystems, knowledge of the complex and interactive effects of environmental variables on those communities is limited. Various survey methods have been developed to study environmental predictors of biodiversity, but there remains a gap in our understanding of how survey results are influenced by environmental factors. Here, we surveyed the fish assemblage associated with southeastern U.S. temperate marine reefs with simultaneous, paired trap, and camera gears throughout a ~50,000 km2 area during 2011–2013 and assessed the influence of environmental variables on the trap‐ and video‐surveyed assemblages. Predictor variables in the multivariate general linear models included depth, temperature, month, year, location, substrate relief, percent sessile biota, biota type, and turbidity. Depth and latitude had the greatest influence on the fish assemblage for both gears. The influence of habitat variables differed between methods and percent biota explained more variation in the fish assemblage when assessed by traps, while substrate relief and biota type explained more variation in the fish assemblage when assessed by video. In general, habitat complexity was positively related to the abundance of fishes in the video survey, but there was a negative relationship in the trap survey. Differences between gears were species‐specific and the influences of environmental variables were similar for some species such as Haemulon plumierii and Hyporthodus niveatus. The methods presented here can be used to assess method‐dependent differences in fish assemblages, which is a necessary precursor to assess the effect of environmental variables on the accuracy of surveys. 相似文献

Private industry, the Government of Gabon and two international NGOs collaborated to conduct marine surveys off the coast of Gabon, Central Africa. Surveys addressed multiple objectives of surveillance and monitoring, the documentation of the distribution of and threats to the marine megafauna, and capacity-building among government agents and local early-career scientists. During 22 days of survey effort over a two-year period, observers documented humpback whales Megaptera novaeangliae, bottlenose dolphins Tursiops truncatus, Atlantic humpback dolphins Sousa teuszii and common dolphins Delphinus delphis. Humpback whale presence was limited to the months of July to November. Bottlenose dolphins were present year-round and photo-identification of individuals indicated a closed, resident population, with an abundance estimate of 118 (CV = 21.6%, 95% CI 78–180). Small open-decked fishing vessels with gillnets were observed concentrated around river mouths within 2 km of shore, while commercial trawlers were at least 10 km offshore; all were confirmed to be registered and legal. Observations of marine turtles, flocks of marine birds, and floating logs and other debris were sparse. This multi-stakeholder collaboration to conduct a marine survey can serve as an effective model by which funding and logistic support from private industry paired with technical expertise from NGOs and academic institutions can benefit marine and coastal conservation. 相似文献

Open coast storm surge water levels consist of wind setup due to wind shear at the water surface; a wave setup component caused by wind induced waves transferring momentum to the water column; an atmospheric pressure head component due to the atmospheric pressure deficit over the spatial extent of the storm system; a Coriolis forced setup or setdown component due to the effects of the rotation of the earth acting on the wind driven alongshore current at the coast; a possible seiche component due to resonance effects initiated by moving wind system, and, if astronomical tides are present, an astronomical tide component (although the tide is typically considered to be a forced astronomical event and not really a direct part of the external wind-driven meteorological component of storm surge). Typically the most important component of a storm surge is the wind setup component, especially on the U.S. East Coast and the Gulf of Mexico shorelines. In many approaches to storm surge modeling, a constant depth approximation is invoked over a limited step size in the computational domain. The use of a constant depth approximation has received little attention in the literature although can be very important to the resulting magnitude of the computed storm surge. The importance of discrete step size to the wind setup storm surge component is considered herein with a simple case computation of the wind setup component on a linear slope offshore profile. The present study findings show that the constant depth approximation to wind setup storm surge estimation is biased on the low side (except in extremely shallow water depths) and can provide large errors if discrete step size is not sufficiently resolved. Subslab soil gas sampling and analysis is a common line of evidence for assessing human health risks associated with subsurface vapor intrusion to indoor air for volatile organic compounds; however, conventional subslab sampling methods have generated data that show substantial spatial and temporal variability, which often makes the interpretation difficult. A new method of monitoring has been developed and tested that is based on a concept of integrating samples over a large volume of soil gas extracted from beneath the floor slab of a building to provide a spatially averaged subslab concentration. Regular field screening is also conducted to assess the trend of concentration as a function of the volume removed to provide insight into the spatial distribution of vapors at progressive distances away from the point of extraction. This approach minimizes the risk of failing to identify the areas of elevated soil vapor concentrations that may exist between discrete sample locations, and can provide information covering large buildings with fewer holes drilled through the floor. The new method also involves monitoring the extraction flow rate and transient vacuum response for mathematical analysis to help interpret the vapor concentration data and to support an optimal design for any subslab venting system that may be needed. 相似文献

We develop and analyze a mixed finite element method for the solution of an elliptic system modeling a porous medium with
large cavities, called vugs. It consists of a second-order elliptic (i.e., Darcy) equation on part of the domain coupled to
a Stokes equation on the rest of the domain, and a slip boundary condition (due to Beavers–Joseph–Saffman) on the interface
between them. The tangential velocity is not continuous on the interface. We consider a 2-D vuggy porous medium with many
small cavities throughout its extent, so the interface is not isolated. We use a certain conforming Stokes element on rectangles,
slightly modified near the interface to account for the tangential discontinuity. This gives a mixed finite element method
for the entire Darcy–Stokes system with a regular sparsity pattern that is easy to implement, independent of the vug geometry,
as long as it aligns with the grid. We prove optimal global first-order L
2 convergence of the velocity and pressure, as well as the velocity gradient in the Stokes domain. Numerical results verify
these rates of convergence and even suggest somewhat better convergence in certain situations. Finally, we present a lower
dimensional space that uses Raviart–Thomas elements in the Darcy domain and uses our new modified elements near the interface

Recent advances have been made to modernize estimates of probable precipitation scenarios; however, researchers and engineers often continue to assume that rainfall events can be described by a small set of event statistics, typically average intensity and event duration. Given the easy availability of precipitation data and advances in desk‐top computational tools, we suggest that it is time to rethink the ‘design storm’ concept. Design storms should include more holistic characteristics of flood‐inducing rain events, which, in addition to describing specific hydrologic responses, may also be watershed or regionally specific. We present a sensitivity analysis of nine precipitation event statistics from observed precipitation events within a 60‐year record for Tompkins County, NY, USA. We perform a two‐sample Kolmogorov–Smirnov (KS) test to objectively identify precipitation event statistics of importance for two related hydrologic responses: (1) peak outflow from the Six Mile Creek watershed and (2) peak depth within the reservoir behind the Six Mile Creek Dam. We identify the total precipitation depth, peak hourly intensity, average intensity, event duration, interevent duration, and several statistics defining the temporal distribution of precipitation events to be important rainfall statistics to consider for predicting the watershed flood responses. We found that the two hydrologic responses had different sets of statistically significant parameters. We demonstrate through a stochastic precipitation generation analysis the effects of starting from a constrained parameter set (intensity and duration) when predicting hydrologic responses as opposed to utilizing an expanded suite of rainfall statistics. In particular, we note that the reduced precipitation parameter set may underestimate the probability of high stream flows and therefore underestimate flood hazard. The Hammond Hill Research Catchment (HH) is a small (120 ha), temperate, second order tributary to Six Mile Creek, Cayuga Lake, and the Great Lakes (42.42°, −76.32°). The HH has been monitored since January 2017 for the purpose of understanding how recent infiltration mixes with antecedent soil water on hillslope forest floors and the spatial and temporal patterns of Root Water Uptake (RWU) by temperate northeastern US tree species (eastern hemlock [Tsuga canadensis], American beech [Fagus grandifolia], and sugar maple [Acer saccharum]). These data are informing us about the hydrologic consequences of anticipated tree species composition change and supporting the development of more refined ecohydrological models. The glaciated catchment is underlain by a shallow confining siltstone layer (1–1.5 m depth) and densely covered with an approximately 60 year old regrowth mixed species forest of hemlock, beech, and other deciduous tree species common to the northeastern US. Current datasets from the HH include precipitation snow water equivalent, discharge, and associated isotopic water compositions, δ2H & δ18O. Measurements of (top 10 cm) soil water content, as well as bulk soil water and hemlock and beech xylem isotopic compositions are made at several locations across a topographic wetness gradient. The near-term role of the HH is to support an understanding of the environmental and ecological drivers of plant RWU competition. All data from the HH are publicly available. 相似文献

Clonal lines of the submersed aquatic angiospermPotamogeton pectinatus were grown in three culture systems. The first, which used sucrose as a carbon source in a liquid medium, supported vigorous vegetative growth and can be used to propagate large numbers of plants in axenic conditions. In this culture system, plants were responsive to increasings photosynthetically active radiation (PAR) photon flux density (PFD) and were photosynthetically competent. However, their growth was heterotrophic and root development was poor. When these plants were transferred to a second nonaxenic culture system, which used 16-1 buckets containing artificial sediments and tap water, growth was autotrophic and plants were morphologically identical to field-harvestedP. pectinatus. The last culture system which consisted of a sand substrate and inorganic nutrient bathing solution aerated with 135 ml min?1 ambient air enhanced to 3.0% CO2 was axenic and supported autotrophic growth by plants that were also morphologically normal. 相似文献

One of the most promising developments for early warning of climate hazards is seasonal climate forecasting. Already forecasts are operational in many parts of the tropics and sub-tropics, particularly for droughts and floods associated with ENSO events. Prospects for further development of seasonal forecasting for a range of climatichazards are reviewed, illustrated with case studies in Africa, Australia, the U.S.A. and Europe. A critical evaluation of the utility of seasonal forecasts centres on vulnerability, communicationchannels, and effective responses.
