Protection of the sea has received much political attention—for example, at successive North Sea Conferences environmental ministers have formulated a stringent policy with the aim of reducing pollution in the north-east Atlantic. In the past this area received many substances from many sources, but gradually intergovernmental action since 1972 in the Oslo and Paris Conventions has succeeded in tracing the major sources and understanding the effects of these inputs on the marine environment. After long discussion, many dumpings and discharges have been ended because they were considered harmful to the marine environment. Dredging activities were included in the discussions but they may be regarded as being a special case compared with many other disposals.

In general, clean dredged material for sea disposal offers no problems, although restrictions may be caused by physical impacts, mainly to habitats for living organisms. However, this material also has positive, often even beneficial uses. In contrast, contaminated material disposal is restricted and the internationally accepted rule is that the material should not create hazards to human health, harm living resources and marine life or damage amenities or interfere with other legitimate uses of the sea. There are in principle three options for dealing with polluted sediments: doing nothing, remedial action in situ, removal of the contaminated material; occasionally treatment is a possibility. The distinction has been made between the disposal of industrial waste, sewage sludge or dredged material. Industrial waste disposal is now prohibited; sewage sludge may be dumped until 31 December 1998, although dredged material may still be stored at sea under certain conditions. The Oslo Convention 1972 decided with regard to dredged material: that pollution has to be tackled at the source; dumping at sea is forbidden, although dredged materials may be excluded from this; land disposal prevails, although in several countries there is a growing resistance to disposal on land; there should be a precautionary approach against marine disposal; a stand-still principle should be followed where the quantities disposed in a certain year should not be exceeded nor should the quality of the receiving water be reduced; marine disposal should be phased out and, where appropriate, time-limits set; and the polluter pays.

Dredged material is regarded as polluted and as a consequence may in general not be disposed of at sea when it contains substances listed in the Annexes of the Convention. Exceptions to this are indicated by the terms ‘a trace contaminant’, ‘rapidly rendered harmless’ or ‘significant amounts’. Therefore, to achieve uniformity in the application of the Convention, guidelines have been prepared by a joint London Dumping Convention/Oslo Commission working group of experts on dredged material. Several characteristics must be considered when choosing a site for marine disposal and interests such as beach recreation, sport and commercial fishing, nature, cultural or historical interests, navigation, military interests and cables and pipelines should be taken into account. Also the capacity of the area to assimilate disposed matter per time unit must not be exceeded, especially in low energy areas. It is considered that in discussions of the environmental aspects of dredging it is important that associations such as PIANC argue for safe and economic navigation.  相似文献

Ocean surges onto coastal lowlands caused by tropical and extra tropical storms, tsunamis, and sea level rise affect all coastal lowlands and present a threat to drinking water resources of many coastal residents. In 2005, two such storms, Hurricanes Katrina and Rita struck the Gulf Coast of the US. Since September 2005, water samples have been collected from water wells impacted by the hurricanes’ storm surges along the north shore of Lake Pontchartrain in southeastern Louisiana. The private and public water wells tested were submerged by 0.6–4.5 m of surging saltwater for several hours. The wells’ casing and/or the associated plumbing were severely damaged. Water samples were collected to determine if storm surge water inundated the well casing and, if so, its effect on water quality within the shallow aquifers of the Southern Hills Aquifer System. In addition, the samples were used to determine if the impact on water quality may have long-term implication for public health. Laboratory testing for several indicator parameters (Ca/Mg, Cl/Si, chloride, boron, specific conductance and bacteria) indicates that surge water entered water wells’ casing and the screened aquifer. Analysis of the groundwater shows a decrease in the Ca/Mg ratio right after the storm and then a return toward pre-Katrina values. Chloride concentrations were elevated right after Katrina and Rita, and then decreased downward toward pre-Katrina values. From September 2005 to June 2006, the wells showed improvement in all the saltwater intrusion indicators.  相似文献

In the Tanco pegmatite, one of the world’s major Ta deposits, tantalum mineralization shows a complexity that reflects the complex petrogenesis of its host pegmatite. Micas are common in most of the pegmatite units and are intimately associated with the successive stages of Ta mineralization, from the wall zone to the central zones where micaceous replacement is pervasive. Different generations of micas, both primary and secondary, associated with Ta oxides, were selected for electron microprobe and laser ablation ICP-MS investigation. Their chemical trends are used to constrain the magmatic versus hydrothermal processes that played a role in their crystallization and their associated Ta mineralization. Micas range from dioctahedral muscovite to trioctahedral lepidolite through Al↔Li substitution. Unexpectedly, the most evolved compositions (low K/Rb ratios and high Li contents) occur in the wall zone; they are interpreted to reflect nonequilibrium crystallization from an undercooled melt, with or without boundary layer effects. In the central zones, the fine-grained mica–quartz assemblage hosts some coarser-grained Li-muscovite, which has the highest Ta contents (up to 400 ppm). These Li–F–a-rich micas are interpreted to originate from a magmatic metasomatic event, which was also at the origin of the MQM-style Ta mineralization at Tanco. However, the Li–Ta-poor, muscovite end-member compositions of fine-grained alteration micas suggest crystallization from an aqueous fluid, during a metasomatic (hydrothermal) event involving late pegmatitic fluids. The low Ta concentrations (around 50 ppm) of this fine-grained muscovite suggest that this fluid transported at least small amounts of Ta.  相似文献

Deposition of suspended dust near eroding source fields can have detrimental effects on vegetation, as well as on soil and water quality. This study was undertaken to quantify dust deposition within 200 m of a source field during wind erosion events. Erosion was measured with BSNE samplers on a small field of Amarillo fine sandy loam at field at Big Spring, TX. Suspension‐sized dust discharge averaged 33 ± 5 per cent of the total sediment discharge and ranged from 18·0 to 147·4 kg m?1 during eight selected storm events. Within 200 m of the source field boundary, dust collected in deposition samplers placed above a vegetated surface averaged 34 per cent of initial dust discharge. Predicted deposition, according to a line source model, was 43 per cent. Actual deposition was likely near that predicted, because of lateral diffusion of the dust and some under‐sampling by the disk samplers. Thus, the line source model seems useful in estimating both the pattern and quantity of deposition. About 30 per cent of the suspended dust was deposited within the initial 50 m of vegetated surface, but only about 12–15 per cent was deposited in the initial 10 m. To assist the government of Vietnam in its efforts to better understand the impacts of climate change and prioritise its adaptation measures, dynamically downscaled climate change projections were produced across Vietnam. Two Regional Climate Models (RCMs) were used: CSIRO’s variable-resolution Conformal-Cubic Atmospheric Model (CCAM) and the limited-area model Regional Climate Model system version 4.2 (RegCM4.2). First, global CCAM simulations were completed using bias- and variance-corrected sea surface temperatures as well as sea ice concentrations from six Coupled Model Intercomparison Project Phase 5 (CMIP5) global climate models. This approach is different from other downscaling approaches as it does not use any atmospheric fields from the GCMs. The global CCAM simulations were then further downscaled to 10 km using CCAM and to 20 km using RegCM4.2. Evaluations of temperature and precipitation for the current climate (1980-2000) were completed using station data as well as various gridded observational datasets. The RCMs were able to reproduce reasonably well most of the important characteristics of observed spatial patterns and annual cycles of temperature. Average and minimum temperatures were well simulated (biases generally less than 1oC), while maximum temperatures had biases of around 1oC. For precipitation, although the RCMs captured the annual cycle, RegCM4.2 was too dry in Oct.-Nov. (-60% bias), while CCAM was too wet in Dec.- Mar. (130% bias). Both models were too dry in summer and too wet in winter (especially in northern Vietnam). The ability of the ensemble simulations to capture current climate increases confidence in the simulations of future climate.  相似文献

Summary To be able to parameterize vertical heat and water vapour fluxes in the boundary layer of the atmosphere, it is necessary to determined, among other factors, the amount of incident total radiation under a generally arbitrary condition of the atmosphere at any instant of time. This paper deals with a simple model for computing the total radiation based on known solar elevation, total cloud cover and the atmospheric turbidity parameter. This variant of the model was formulated on the basis of a two-year series of total radiation observations made in the radiation network of the Czech Hydrometeorological Institute, and on the measurements and observations made at the observatory of the Institute of the Physics of the Atmosphere in Kopisty. An example of comparing the observed and theoretical values of total radiation will also be given.

This study was designed to examine the environmental exposure of surface‐ and groundwater pollution in remote mountainous regions of northern Vietnam. In 2008, we monitored the loss of four commonly applied pesticides (imidacloprid, fenitrothion, fenobucarb, dichlorvos) from paddy rice farming systems to a receiving stream on the watershed scale and quantified groundwater pollution. For the entire monitoring period, runoff loss of pesticides from the watershed was estimated to range between 0.4% (dichlorvos) and 16% (fenitrothion) of the total applied mass. These losses were correlated well with the octanol–water partition coefficient and water solubility of pesticides (r2 = 0.78–0.99). In the groundwater collected from eight wells, all target pesticides were frequently detected. Maximum measured concentrations were 0.47, 0.22, 0.17, and 0.07 µg L?1 for fenitrothion, imidacloprid, fenobucarb, and dichlorvos, respectively. Our results strongly indicate that under the current management practice pesticide use in paddy fields poses a serious environmental problem in mountainous regions of northern Vietnam.  相似文献

In any type of groundwater transport problem (contaminant solutes, heat, etc.), knowledge of the location and properties of pathways of increased hydraulic conductivity is essential. However, answering such questions in strongly heterogeneous media, such as fractured rock, can be very difficult and budget-intensive with standard geophysical or hydrogeological field investigations. We present a new testing concept and analysis procedure based on a time sequence of wellbore electric conductivity logs, which provides the exact location and the outflow parameters (transmissivity, formation fluid conductivity) of flowing features (fractures, faults, layers) intercepted by the borehole.Previously the quantitative analysis of this time sequence of electrical conductivity logs was based on a code, called BORE, used to simulate borehole fluid conductivity profiles given these parameters. The present report describes a new direct (not iterative) method for analyzing a short time series of electric conductivity logs which is based on moment quantities of the individual outflow peaks, and applies it to synthetic as well as to field data. The results of the method are promising and are discussed in terms of the method's advantages and limitations. In particular it is shown that the method is capable of reproducing hydraulic properties derived from packer tests well within a factor of three, which is below the range of what is recognized as the accuracy of packer tests themselves. Furthermore the new method is much quicker than the previously used iterative fitting procedure and is even capable of handling transient fracture outflow conditions.  相似文献

Current flood protection policies in the Netherlands are based on design water levels. This concept does not allow for a proper evaluation of costs and benefits of flood protection. Hence, research is being carried out on the introduction of a flood risk approach, which looks into both the probability of flooding and the consequences of flooding. This research is being carried out within the framework of a major project called the Floris project (FLOod RISk in the Netherlands). To assess the probability of flooding the Floris project distinguishes different failure modes for dikes and structures within the dike ring. Based on a probabilistic analysis of both loads and resistance the probability of failure is determined for each failure mode. Subsequently the probabilities of failure for different failure modes and dike sections are integrated into an estimate of the probability of flooding of the dike ring as a whole. In addition the Floris project looks into the different consequences of flooding, specifically the economic damages and the number of casualties to be expected in case of flooding of a particular dike ring. The paper describes the approach in the Floris project to assess the flood risk of dike rings in the Netherlands. One of the characteristics of the Floris project is the explicit attention to different types of uncertainties in assessing the probability of flooding. The paper discusses the different starting-points adopted and presents an outline on how the Floris project will deal with uncertainties in the analysis of weak spots in a dike ring as well as in the cost benefit analysis of flood alleviation measures.  相似文献

We studied the effect of pH(pH 5, 6, 7 and 8) on the hatching percentage, survival and reproduction of Artemia strains in Bohai Bay salt ponds. Strains included parthenogenetic Artemia from Bohai Bay(BHB), Artemia franciscana from San Francisco Bay, and A. franciscana artifi cially produced in salt ponds in Vietnam. The latter was included as a potential inoculum for biological management of salt ponds. The hatching percentage of cysts after 24 h and the survival rate of the tested Artemia strains were signifi cantly reduced when exposed to a culture medium at pH 5 for 18 d( P 0.05). The tolerance of Artemia to 48 h acid exposure varied with developmental stage, increasing in the following order: juvenile, nauplii, pre-adult, with maximum tolerance in adults. All strains of Artemia tested could not reproduce at pH 5. At pH levels from pH 6–8, a higher pH generally resulted in a shorter brood interval and enhanced ovoviviparity. Hence, we suggest that brine acidifi cation has a negative impact on Artemia populations in the Bohai Bay saltworks. Inoculation of Artemia with either local parthenogenetic Artemia or exotic A. franciscana should be feasible at pH 7–8.  相似文献
