The dominant assumption in economic models of climate policy remains that adaptation will be implemented in an optimal manner. There are, however, several reasons why optimal levels of adaptation may not be attainable. This paper investigates the effects of suboptimal levels of adaptation caused by different types of adaptation restrictions, on the composition and level of climate change costs and on welfare. We find that especially restrictions to the effectiveness of adaptation at more extreme levels of climate change can be very harmful. Furthermore we show that the potential of mitigation to offset suboptimal adaptation varies from being essential in case adaptation becomes ineffective at higher temperature increases, to being largely ineffective in case of short-term inaction. However, in all cases the short-term recommendation is to increase mitigation levels slightly above what is normally recommended, and to keep mitigation policies flexible enough to be able to respond when adaptation restrictions become more prominent. It is clear that by reducing adaptation restrictions, in combination with adjusting the optimal level of mitigation may keep the costs of adaptation restrictions limited, and thus generally it is very harmful to ignore existing restrictions on adaptation when devising (efficient) climate policies. 相似文献

A new methodology is developed to estimate an aquatic community toxicity threshold concentration based on the limited toxicity data that are available for thiosalts. To analyze the indirect effect of thiosalts on decreasing pH, an exposure model is developed that estimates the residual concentration of thiosalts and pH in the water body. The results from this model are incorporated in thiosalts risk assessment and a case study is used to illustrate the applicability of the proposed model. In this study, the exposure model predicts that, trithionate and tetrathionate degraded to $ {{\text{SO}}_{4}}^{2 - } $ ions, $ {{\text{HSO}}_{3}}^{ - } $ ions, $ {{\text{SO}}_{3}}^{2 - } $ ions and elemental sulfur. The concentration of thiosulfate, trithionate and tetrathionate, initially at 25, 40 and 6 mg/L, respectively are expected to decrease. Over the duration of 77 h, thiosulfate degrades completely, while the estimated residual trithionate and tetrathionate concentrations are 13 and 5.77 mg/L, respectively. pH of the undiluted effluent is estimated to decrease from 9.2 to 5.6 within an hour of the effluent discharge and decreases further to 4 over a period of next 3 days. A framework and methodology developed in this paper can be utilized to estimate the potential direct and indirect risk of thiosalts exposure to ecological entities. 相似文献

The ridge-and-swale topography on the continental shelf south of Fire Island, New York, is characterized by northeast-trending linear shoals that are shore attached and shore oblique on the inner shelf and isolated and shore parallel on the middle shelf. High-resolution seismic reflection profiles show that the ridges and swales occur independent of, and are not controlled by, the presence of internal structures (for example, filled tidal inlet channels, paleobarrier strata) or underlying structure (for example, high-relief Cretaceous unconformity). Grab samples of surficial sediments on the shelf south of Fire Island average 98 % sand. Locally, benthic fauna increase silt and clay content through fecal pellet production or increase the content of gravel-size material by contribution of their fragmented shell remains. Surficial sand on the ridges is unimodal at 0.33 mm (medium sand, about 50 mesh), and surficial sand in troughs is bimodal at 0.33 mm and 0.15 mm (fine sand, about 100 mesh). In addition to seismic studies, 26 vibracores were recovered from the continental shelf in state and federal waters from south of Rockaway and Long Beaches, Long Island, New York. Stratigraphic and sedimentological data gleaned from these cores were used to outline the geologic framework in the study area. A variety of sedimentary features were noted in the cores, including burrow-mottled sections of sand in a finer silty-sand, rhythmic lamination of sand and silty-sand that reflect cyclic changes in sediment transport, layers of shell hash and shells that probably represent tempestites, and changes from dark color to light color in the sediments that probably represent changes in the oxidation reduction conditions in the area with time. The stratigraphic units identified are an upper, generally oxidized,nearshore facies, an underlying fine-to medium-sand and silty-clay unit considered to be an estuarine facies, and a lower, coarse-grained, deeply oxidized, cross-laminated preHolocene unit. Grain-size analysis shows that medium-to fine-grained sand makes up most (68-99 %) of the surficial sediments. Gravel exists in trace amounts up to 19 %. Investigation of a 17 m vertical profile of a silt and clay aquitard at a natural gas well site in Alberta, Canada revealed a contaminant plume of gas condensate, along with high concentrations of acetate, propionate and butyrate. The pattern of the distribution of these short-chain fatty acids in groundwater and sediment samples suggested that they have been produced by microorganisms in a process associated with degradation of the condensate hydrocarbons. It is suggested that, in certain zones, under water-saturated and/or anaerobic conditions, these acids were actively consumed by SO4-reducing bacteria. Analyses of DNA extracts by denaturing gel gradient electrophoresis (DGGE) indicated that, compared to sediment samples collected from outside the condensate plume, contaminated samples tended to have fewer, but more strongly developed bands of DNA, which typically had closest affinities to known anaerobes, including species of Fe-reducing Geobacter, and SO4-reducing Desulfosporosinus. 相似文献

The mostly carbon dioxide (CO2) atmosphere of Mars condenses and sublimes in the polar regions, giving rise to the familiar waxing and waning of its polar caps. The signature of this seasonal CO2 cycle has been detected in surface pressure measurements from the Viking and Pathfinder landers. The amount of CO2 that condenses during fall and winter is controlled by the net polar energy loss, which is dominated by emitted infrared radiation from the cap itself. However, models of the CO2 cycle match the surface pressure data only if the emitted radiation is artificially suppressed suggesting that they are missing a heat source. Here we show that the missing heat source is the conducted energy coming from soil that contains water ice very close to the surface. The presence of ice significantly increases the thermal conductivity of the ground such that more of the solar energy absorbed at the surface during summer is conducted downward into the ground where it is stored and released back to the surface during fall and winter thereby retarding the CO2 condensation rate. The reduction in the condensation rate is very sensitive to the depth of the soil/ice interface, which our models suggest is about 8 cm in the Northern Hemisphere and 11 cm in the Southern Hemisphere. This is consistent with the detection of significant amounts of polar ground ice by the Mars Odyssey Gamma Ray Spectrometer and provides an independent means for assessing how close to the surface the ice must be. Our results also provide an accurate determination of the global annual mean size of the atmosphere and cap CO2 reservoirs, which are, respectively, 6.1 and 0.9 hPa. The author introduces a theoretical context for discussing the organizational structure and conceptual framework of the Fishery Conservation and Management Act of 1976. He applies this to the Regional Fishery Management Councils established under the Act in order to assess the trends in their evolution and, in particular, to examine the balance between federal and regional authority over fisheries management. He concludes that structural and conceptual dichotomies within the Act provide a desirable flexibility, but could be counterproductive if the Regional Fishery Management Councils do not take specific action to commission the data that they require to fulfil the roles authorized by the Act. The in vitro solubilization and bioaccumulation of mercury and other trace metals by the intestinal fluid of the sea cucumber, Sclerodactyla briareus, was investigated. Sediments were incubated with intestinal fluid and the intestinal fluid was analyzed for the in vitro experiments. Experiments examined both procedural effects of in vitro solubilization and bioaccumulation of trace metals by the sea cucumber. Both solubilization and bioaccumulation were compared among the different metals. This comparison revealed that monomethylmercury (MMHg) solubilization and bioaccumulation is greater than HgI; Cd solubilization is higher than MMHg and HgI; and Cu and Pb solubilization is similar to MMHg and slightly higher than HgI. Solubilization and bioaccumulation was found to be very low, except for Cd, which had high relative solubilization but low bioaccumulation. It was concluded that while solubilization could be the rate-limiting step for certain metals, other factors, such as depuration and membrane transport, may influence overall bioaccumulation of the other metals. 相似文献

The first factor determining recyclability is the composition of the material itself. Metals, for example, can be reused with little or no loss in quality. Paper and rubber, by this criterion, are less recyclable. Each time paper is recycled, some cellulose fibers are broken. Shorter fibers can mean weaker paper of perceived lower quality and value. Vulcanizing is an irreversible chemical process that precludes recycling rubber in its original form. Both materials may be reused in other applications often of lower value than the original one. To be recyclable, the discarded material must have a collection infrastructure at the source of waste generation, at a central collection site, or at curbside. The recovered material must also have a market. A first pilot-scale field experiment using vitamin B12 and reduced titanium was conducted in an in situ vertical circulation column at CFB Borden. The objective of the experiment was to test the applicability of the technology for restoring aquifer source zones contaminated by chlorinated solvents—tetrachloroethene (PCE) and 1,1,1-trichloroethane (1,1,1-TCA)—in a mixture of dense nonaqueous phase liquids (DNAPLs). Vitamin B12 promotes the reductive dechlorination of chlorinated organics. A highly reducing and slightly alkaline environment must be maintained (Eh < - 480 mV and 7 < pH < 9) to maximize the rate of degradation. In this field test, PCE and 1,1,1-TCA degraded to a limited extent under experimental conditions, with 1,1,1-TCA degrading more readily. Indigenous bacteria were found to metabolize citrate, which caused titanium to precipitate, limiting degradation. The addition of glucose at the end of a second field season effectively limited citrate degradation and helped recover the optimal redox potential by keeping reduced titanium in solution. A laboratory column was used to confirm field results. The column also produced a significant biomass, which provided an additional source of organic carbon onto which the solvents sorbed. 相似文献
