Fisheries compliance in South Africa: A decade of challenges and reform 1994–2004

In South Africa, fishery managers have struggled with a number of challenges in terms of compliance amidst a process of legal and policy reform since the democratic elections of 1994. The past 10 years, and more specifically the past five, have seen a significant change in compliance effort, with a particular focus on increasing law enforcement activities and capacity. This paper highlights two case studies that have been instrumental in restructuring fisheries compliance in South Africa. Although law enforcement has been significantly strengthened, greater political will and government commitment is required to implement alternative strategies that will have a long-term impact on levels of compliance.     

Structural control of the distribution of trace elements between silicates and hydrothermal solutions

Over several years many partition coefficients have been measured between framework silicates, sheet silicates and hydrothermal solutions. Only trace alkaline cations are considered in the present work. It is well known that the difference between ionic radii of the trace cation and the major cation is replaces is not satisfactory for a good correlation with the partition coefficients P_X. A structural parameter δ_c is therefore defined, taking into consideration the adaptation of the trace cation to the cavity in which it occurs. This cavity may be the entire site of the major element, or a part of this site in the case of small cations, or a structural cavity located out of the alkali-ion site. The adaptation parameter δ_c is the difference between the ionic radius of the trace cation and the radius of that cavity. This paper shows that the partition coefficient P_X of the trace alkali-ion from the hydrothermal solution is an exponential function of the adaptation parameter δ_c, whatever the silicate may be.     

Brèches sédimentaires marines à la frontière entre les domaines briançonnais et piémontais dans les Alpes occidentales

Different types of jurassic and cretaceous submarine breccias, deposited on the internal part of the Briançonnais shoal, and on the external part of the Piemont trough, are described, especially breccias of the Acceglio zone, which show a cement looking like a “sedimentary micaschist”. Genetic problems are discussed: rock breaking and disintegration, and transportation of rock fragments.     

Isolation and characterization of Aeromonas species from an eutrophic tropical estuary

Isolation and characterization of Aeromonas species were undertaken in the Ebrié lagoon (Abidjan, Côte d’Ivoire) over a one year period. Overall 63% of 501 water samples were identified as positive for Aeromonas spp. A. sobria, A. hydrophila and A. caviae represent respectively 49.20%, 20.63% and 30.15% of the positive samples. Thirty nine of the positive samples were recovered from surface water samples; while 24 bottom water samples were positive for Aeromonas. Aeromonas species are most frequently (82.53) present in the Ebrié lagoon urban area during the rainy and flood seasons when the salinity is low and below 10‰. A lower isolation frequency is noticed during the dry season when water salinity is over 10‰. Finally, a higher isolation frequency occurred in samples with highest counts of Escherichia coli.     

Paleoindian bison procurement and paleoenvironments in Middle Park of Colorado

The Upper Twin Mountain Site, located within a geologic slump scar at 2548 m altitude, provides significant information on Paleoindian bison procurement. As the highest known Paleoindian bison bone bed, the site contained the partial skeletal remains of at least 15 adult Late Pleistocene bison (B. antiquus), Goshen projectile points, and debitage. Radiocarbon dates of 10,240±70 and 10,470±50 yr B.P. place Upper Twin Mountain midway between the northern Plains Goshen and southern Plains Plainview sites. With a late fall or early winter mortality of the bison and the presence of only local stone, year round occupation of Middle Park is indicated. Analysis of the geology, soil, and pollen, from the archaeological and nonarchaeological deposits at the Upper Twin Mountain and elsewhere in the region are used to describe the paleoenvironmental conditions in Middle Park. © 1999 John Wiley & Sons, Inc.     

Process-based modeling of the overflow-induced growth of erosional channels

A new process-based approach is introduced for a more efficient computation of the overflow-induced growth of an erosional channel in a non-cohesive homogeneous narrow landmass such as the breach growth in a sand-dike. The approach is easy to incorporate in a 1D/2DV morphodynamic model to compute the channel growth both vertically and laterally.     

Total resonant absorption of acoustic oscillations in sunspots

The question of total resonant absorption of acoustic oscillations in sunspots is studied for cylindrical 1-D flux tubes that are stratified only in the radial direction and surrounded by a uniform, non-magnetic plasma. The numerical investigation of Goossens and Poedts (1992) in linear resistive MHD is taken further by increasing the strength of the azimuthal magnetic field in the equilibrium flux tubes. For relatively strong azimuthal magnetic fields, total absorption is found over a relatively wide range of spot radii.
