The establishment of local self-government was a key part of the post-1989 transformation in East and Central Europe. Local
government in both Western and East and Central Europe has increasingly been expected to play a role in local economic development
(LED). Local government is one important agent in the complex processes of building 'institutional thickness' to ensure the
development of local economies and the quality of life of inhabitants. This paper presents the results of a national postal
questionnaire survey of the LED role of the lowest level of local self-government in Poland, the gmina or commune. The paper
establishes a baseline of knowledge regarding: the local economic problems faced by communes; their attitudinal, strategic
and organisational responses; and the main factors which are hindering the communes' LED role.

The ability to analyse shear-wave anisotropy in a mine environment is greatly aided by using multiple source orientations of a reproducible, impulsive shear-wave source. The analysis of what is probably the first controlled source shear-wave experiment in a mine environment demonstrates clearly that shear-wave polarizations and time delays between split shear-wave arrivals are reliably measured because of the use of multiple source orientations rather than a single shear-wave source. Reliability is further aided by modelling the shear-wave source radiation pattern, which allows for the unequivocal discrimination between seismic raypaths where shear-wave splitting did and did not occur. The analysis also demonstrates the great importance of high reproducibility of the seismic source for the use of shear waves in time-lapse surveys to monitor changes in a rockmass. 相似文献

We report contemporaneous multi-wavelength interferometric imaging of the red supergiant star Betelgeuse ( α Orionis), using the Cambridge Optical Aperture Synthesis Telescope (COAST) and the William Herschel Telescope (WHT), at wavelengths of 700, 905 and 1290 nm. We find a strong variation in the apparent symmetry of the stellar brightness distribution as a function of wavelength. At 700 nm the star is highly asymmetric, and can be modelled as the superposition of three bright spots on a strongly limb-darkened disc. However, at 905 nm only a single low-contrast feature is visible and at 1290 nm the star presents a featureless symmetric disc. The change in spot contrast with wavelength is consistent with a model in which the bright spots represent unobscured areas of elevated temperature, owing perhaps to convection, on a stellar disc that itself has a different appearance, i.e. geometrical extent and limb-darkening profile, at different wavelengths. The featureless centre-to-limb brightness profile seen at 1290 nm is consistent with this model and suggests that future interferometric monitoring of the star to quantify the size changes associated with radial velocity variations should be performed at similar wavelengths in the near-infrared. 相似文献

The Missouri Department of Conservation detected high organochlorine levels in tissues of fish from the Mississippi River south of Saint Louis. Chlordane, which is both a carcinogen and an endocrine disrupter, reached 2960 micrograms/kg in fillets of shovelnose sturgeon, Scaphirhynchus platyorynchus, and 1926 micrograms/kg in their roe, wet weight basis. Polychlorinated biphenyls (PCBs) and p,p'-dichlorodiphenyldichloroethylene (DDE) in roe have reached 5810 and 780 micrograms/kg, respectively. The purpose of this study was to determine if endocrine disrupters and carcinogens are a potential cause of the significantly diminished reproduction capacity and population declines in the endangered pallid sturgeon, Scaphirhynchus albus. Twenty-four surrogate shovelnose sturgeons were sampled north of Saint Louis where contaminant levels were lower compared with 17 sampled south of Saint Louis where contaminant levels were high. Liver and gonad tissues were formalin-fixed, histologically processed and examined. Neoplasms were not found. The principal finding was that the testes of two of the seven downstream male fish contained ovigerous lamellae, in addition to mature sperm. Since sturgeons are gonochoristic and intersexes are rare and unusual, the occurrence of intersex in 29% of the male Mississippi River shovelnose sturgeon examined from a population contaminated with chlordane and other chemicals raise concern for human health, species biodiversity and preservation of waterway quality. Winter flounder (Pseudopleuronectes americanus), a demersal egg layer, is at risk from dioxins and metals in the sediments of the Hudson/Raritan Estuary (the Estuary). The effects of tetrachlorodibenzo-p-dioxin (TCDD), mercuric chloride and sediment elutriates on the embryos of winter flounder from four sites in the Estuary, and a reference site: Long Island Sound (LI) were examined. Embryos were exposed from 2 days after fertilization until 2 days post hatch. TCDD absorption by embryos/larvae ranged from 13 to 44%, with an average 23.4%. One experiment, with the LI population showed a LD50 of 1.8 pg/larva (2.6 ng/g) and LD10 of 0.9 pg/larva (1.4 ng/g). Major observed lesions included pericardial edema (PE), and spinal lesions (SL). Background lesion occurrence in controls was 0.31 lesions/individual, and 0.27 major lesions/individual. NOELs were observed for PE 0.3–0.5 pg/larva, and SL 1.4–9.0 pg/larva. PE and SL are good indicators of low and high dose effects of TCDD in winter flounder, respectively. With mercuric chloride all populations showed 50% mortality at 100 μg/l, and 50% lesions at 25–50 μg/l. Three of seven sediment elutriates collected from the Estuary were acutely toxic. Site-specific variability in sediment toxicity and breeding stock sensitivity to known contaminants was observed. Future studies should incorporate metamorphosis from larva to juvenile. Nitrate-nitrogen (nitrate-N) in groundwater is a potential problem in many parts of Kansas.From 1990 to 1998, 747 water samples were collected from domestic, irrigation, monitoring,and public water supply wells primarily from the western two-thirds of the state, and analyzedfor nitrate-N by the Kansas Geological Survey. Nitrate-N concentrations of the 747 samplesanalyzed range from 29% with less than or equal to 3 mg/L, 51% between 3 and 10 mg/L,and 20% greater than or equal to 10 mg/L. Factors that show a statistically significantrelationship with the occurrence of nitrate-N in Kansas groundwater in this assessment includegeographic area of the state, depth of well, and age of well. Nitrate-N levels of wells screenedin the High Plains aquifer in south-central Kansas showed a statistically higher concentrationthan samples collected from the High Plains aquifer in the western portion of the state.Comparison of nitrate-N with depth of well indicated that shallower wells throughout the stategenerally have higher nitrate-N values than deeper wells. Irrigation wells older than 1975showed statistically higher nitrate-N concentration than wells installed during and since 1975,possibly related to changes in well-construction practices and regulations that occurred in 1975. 相似文献

I present a development of the scattering model of Young et al. that can reproduce the velocity resolved polarization of the scattered broad lines, along with the continuum polarization of AGN. Two possible emission models are presented, namely a rotating disc and a radially expanding shell of emission. Using known, or expected, scattering regions present in AGN it is possible to reproduce the polarization observed to be present in type 1 and type 2 active galaxies.
The use of the model is illustrated by its application of the spectropolarimetric observations of the Seyfert 1 galaxy, Mrk 509. By a simple alteration of the incident flux upon the scattering regions it is shown that the time variable polarization in this object can be reproduced. 相似文献

Seasonal variations of water chemistry occurred in acid mine drainage receiving mine and leachate water. Sulfate and metal concentrations were low in winter but high in spring and summer. Mine waters were highly acidic (up to pH 3.4) in nature with high concentrations of manganese, copper and zinc but high electrical conductivity and sulfate in leachate. The blue and brownish yellow precipitates were formed under different chemical environments of acid mine drainage. Brownish yellow (Munsell color 7.5YR 8/12), blue (Munsell color 2.5B 9/7) and light blue (Munsell color 2.5B 9/3) precipitates deposited on the stream bottom receiving acid mine water. The brownish yellow precipitates formed in the acid mine water, whereas the blue and light blue precipitates formed in the leachate water. The brownish yellow precipitates consisted mainly of ferrihydrite, whereas the blue and light blue precipitates consisted of glaucocerinite and/or woodwardite. 相似文献
