The article discusses how municipal planning and management can enable South Sámi and Norse cultural history to contribute to local development in two sparsely populated mountain municipalities in south-east Norway. The authors’ methods comprised document studies of relevant planning documents and treatment of single cases, and interviews with actors at different levels, who were responsible for cultural heritage, land use planning, industrial development and reindeer husbandry. The findings revealed that the organization of cultural heritage management was extremely fragmented in terms of responsibilities, activities and localization. Responsibility for managing Norse and Sámi cultural heritage is divided between counties and the Sámi Parliament, and the municipalities have no legal responsibilities. This fragmentation contributes to the neglect and marginalization of cultural heritage management in general, and especially the management of Sámi cultural heritage. The discourse of attractiveness based on competing for in-migration from other municipalities holds a hegemonic position in both municipal master planning and regional planning. The authors conclude that a different approach based on local community development, namely the residential place, should be prioritized, whereby cultural heritage is used to strengthen the inhabitants’ knowledge, identity and ‘sense of place’.  相似文献

The geological coal resource of the U.S. is abundant and proved coal reserves are listed as the world’s largest. However, the reserves are unevenly distributed and located in a small number of states, giving them major influence over future production. A long history of coal mining provides detailed time series of production and reserve estimates, which can be used to identify historical trends. In reviewing the historical evolution of coal reserves, one can state that the trend here does not point toward any major increases in available recoverable reserves; rather the opposite is true due to restrictions and increased focus on environmental impacts from coal extraction. Future coal production will not be entirely determined by what is geologically available, but rather by the fraction of that amount that is practically recoverable. Consequently, the historical trend toward reduced recoverable amounts is likely to continue into the future, with even stricter regulations imposed by increased environmental concern. Long-term outlooks can be created in many ways, but ultimately the production must be limited by recoverable volumes since coal is a finite resource. The geologic amounts of coal are of much less importance to future production than the practically recoverable volumes. The geological coal supply might be vast, but the important question is how large the share that can be extracted under present restrictions are and how those restrictions will develop in the future. Production limitations might therefore appear much sooner than previously expected.  相似文献

The neodymium concentration, CNd, and isotopic composition, εNd, in seawater have been determined in the water column at five sites in the Barents Sea-Fram Strait area where most of the water exchange between the Arctic Ocean and the North Atlantic takes place. In the main Arctic Ocean inflow branch across the Barents Sea the concentration and isotopic composition (CNd = 15.5 pmol/kg and εNd = −10.8) are similar to those reported for the northeastern Nordic Seas, which is consistent with this region being a source area for the Arctic inflow. Due to the addition of Nd from Svalbard shelf sediments, the CNd in the surface waters above 150 m, in the Fram Strait inflow branch is higher by a factor of 2 and the εNd is shifted to lower values (−11.8).In the stratified Nansen Basin, where cold low salinity water overlies warmer Atlantic water the CNd and εNd do not vary with the vertical temperature-salinity structure but are essentially constant and similar to those of the Atlantic inflow throughout the entire water column, down to 3700 m depth, which indicates that the Nd is to a large extent of Atlantic origin.Compared to the Atlantic inflow water, the Nd in the major Arctic Ocean outflow, the Fram Strait, show higher CNd in the surface waters above 150 m, and a higher εNd (−9.8) throughout the entire water column down to 1300 m depth. Sources for the more radiogenic Nd isotopic composition in deep water of the Fram Strait outflow most likely involve boundary exchange with sediments on the shelf and slope as the water passes along the Canadian archipelago. River water is a possible source in the surface water but it also seems likely that Pacific water Nd, modified by interactions on the shelf, is an important component in the Fram Strait surface outflow. Changes in the relative proportions of inflow of river water and flow of Pacific water through the Arctic Ocean could thus influence the isotopic composition of Nd in the North Atlantic.  相似文献

Aerobic fixed bed bioreactors were used to study and compare biostimulation and bioaugmentation for remediation of soil contaminated with spent motor oil. Bioaugmentation using consortium of bacteria and biostimulation using inorganic fertilizer and potassium dihydrogen orthophosphate were investigated. The bioremediation indicators used were the oil and grease content removals, total heterotrophic bacteria counts and carbon dioxide respiration rates. Results showed that biodegradations were very effective with 50, 66 and 75 % oil and grease content removal efficiencies for control, bioaugmentation and biostimulation respectively after ten weeks. Carbon dioxide respiration followed similar pattern as the oil and grease content removals. Biostimulation option has the highest carbon dioxide generation (6 249 mg/kg) and the control with the least (4 276 mg/kg). Therefore, the biostimulation option can be used to develop a realistic treatment technology for soils contaminated with spent motor oil.  相似文献

This study simulates and quantifies the exchange and the pathways of deep and shallow groundwater flow and solute transport under different climate and permafrost conditions, considering the example field case of the coastal Forsmark catchment in Sweden. A number of simulation scenarios for different climate and permafrost condition combinations have been performed with the three-dimensional groundwater flow and transport model MIKE SHE. Results show generally decreasing vertical groundwater flow with depth, and smaller vertical flow under permafrost conditions than under unfrozen conditions. Also the overall pattern of both the vertical and the horizontal groundwater flow, and the water exchange between the deep and shallow groundwater systems, change dramatically in the presence of permafrost relative to unfrozen conditions. However, although the vertical groundwater flow decreases significantly in the presence of permafrost, there is still an exchange of water between the unfrozen groundwater system below the permafrost and the shallow groundwater in the active layer, via taliks. ‘Through taliks’ tend to prevail in areas that constitute groundwater discharge zones under unfrozen conditions, which then mostly shift to net recharge zones (through taliks with net downward flow) under permafrost conditions.  相似文献

The short-lived thorium isotope 234Th (half-life 24.1 days) has been used as a tracer for a variety of transport processes in aquatic systems. Its use as a tracer of oceanic export via sinking particles has stimulated a rapidly increasing number of studies that require analyses of 234Th in both marine and freshwater systems. The original 234Th method is labor intensive. Thus, there has been a quest for simpler techniques that require smaller sample volumes. Here, we review current methodologies in the collection and analysis of 234Th from the water column, discuss their individual strengths and weaknesses, and provide an outlook on possible further improvements and future challenges. Also included in this review are recommendations on calibration procedures and the production of standard reference materials as well as a flow chart designed to help researchers find the most appropriate 234Th analytical technique for a specific aquatic regime and known sampling constraints.  相似文献

In recent years, the bivariate frequency analysis of drought duration and severity using independent drought events and copula functions has been under extensive application. Meanwhile, emphasis on the procedure of independent drought data collection leads to the omission of the actual potential of short-term extreme droughts within a long-term independent drought. However, a long-term individual continuous drought as an Unconnected Drought Runs can be considered as a combination of short-term Connected Drought Runs. Thus, an advanced and new procedure of data collection in the bivariate drought characteristics analysis has been developed in this study. The results indicated a high relative advantage of the new proposed procedure in analysing bivariate drought characteristics (i.e., drought duration and severity frequency analysis). This advantage has been reflected in the more appropriate determination of the best copula and significant reduction in the uncertainty of bivariate drought frequency analysis.  相似文献

The airborne measurement platform MASC-3 (Multi-Purpose Airborne Sensor Carrier) is used for measurements over a forested escarpment in the Swabian Alps to evaluate the wind field. Data from flight legs between 20 and 200 m above the ground on two consecutive days with uphill (westerly) flow in September 2018 are analyzed. In the lowest 140 m above the ground a speed-up is found with increased turbulence and changes in wind direction directly over the escarpment, whereas in the lowest 20 to 50 m above the ground a deceleration of the flow is measured. Additionally, simulation results from a numerical model chain based on the Weather Research and Forecasting (WRF) model and an OpenFOAM (Open Source Field Operation and Manipulation) model, developed for complex terrain, are compared to the data captured by MASC-3. The models and measurements compare well for the mean wind speed and inclination angle.
