For more than twenty years, the state of Montana has pursued a controversial policy of lethal control to manage winter migrations of bison from Yellowstone National Park. In the late 1990s, as the state and a number of federal agencies attempted to cooperatively outline a more palatable scenario for bison management, local environmental groups became active participants in the debate. This paper examines the strategies pursued by these organizations in the course of their attempt to construct a new, ecosystem-level territorial space and jurisdictional scale for bison, and places their struggle within the context of existing work in geography on the politics of scale. Ultimately, the failure of their efforts illustrates some of the important constraints faced by social groups that attempt to create new territorial regimes and new scales of resistance in the interstices of existing political structures.  相似文献

As in all fields of sample analysis, reference materials play a large role in supporting measurements in the geosciences. While a rather large number of materials are in distribution (> 380), not all are equally effective or fit-for-purpose in supporting laboratory data quality and thereby assuring the desired comparability of measurements between laboratories. Equally important, reference values that are not fit-for-purpose cannot be used effectively to establish traceability links between laboratory measurements and national and international standards. The needed fitness-for-purpose is not achieved for reference values either when more than one reference value has been proposed and a consensus does not exist among users as to which should be used by all, or when reference value uncertainties are too large in comparison to those of routine laboratory measurements. The focus of this review will be, first to outline the current reality, and second to suggest ways in which certifications of RMs can be improved to provide reference values that are universally accepted and more fit-for-purpose in general laboratory use. The discussion will be illustrated largely by current uses of USGS BCR-1, NIST SRM 610 and IAEA NBS28, as these three materials are those for which the largest body of newly published data exists, according to recent bibliographies of the geoanalytical literature published annually in Geostandards Newsletter: The Journal of Geostandards and Geoanalysis.  相似文献

In the Négron River catchment area (162 km2), surface‐sediment stores are composed of periglacial calcareous ‘grèze’ (5 × 106 t) and loess (21 × 106 t), and Holocene alluvium (12·6 × 106 t), peat (0·6 × 106 t) and colluvium (18·5 × 106 t). Seventy‐five per cent of the Holocene sediments is stored along the thalwegs. Present net sediment yield, calculated from solid discharge at the Négron outlet, is low (0·6 t km?2 a?1) due to the dominance of carbonate rocks in the catchment. Mean sediment yield during the Holocene period is 7·0 t km?2 a?1 from alluvium stores and 7·6 t km?2 a?1 from colluvium stores. Thus, the gross sediment yield during the Holocene period is about 18·7 t km?2 a?1 and the sediment delivery ratio 3 per cent. The yield considerably varies from one sub‐basin to another (3·9 to 24·5 t km?2 a?1) according to lithology: about 25 per cent and 50 per cent of initial stores of periglacial grèze and loess respectively were reworked during the Holocene period. Sediment yield has increased by a factor of 6 in the last 1000 years, due to the development of agriculture. The very high rate of sediment storage on the slope during that period (88 per cent of the yield) can be accounted for by the formation of cultivation steps (‘rideaux’). It is predicted that the current destruction of these steps will result in a sediment wave reaching the valley floors in the coming decades. Subboreal and Subatlantic sediments and pollen assemblages in the Taligny marsh, where one‐third of the alluvium is stored, show the predominant influence of human activity during these periods in the Négron catchment. Military training activities reduce vegetation cover, disturb crusts, and degrade soil aggregates, making the land more vulnerable to wind erosion. The objective of this study was to quantify wind erosion rates for typical conditions at the Marine Corps Air Ground Combat Center, Twentynine Palms, CA, U.S.A. Five Big Spring Number Eight (BSNE) sampler stations were installed at each of five sites. Each BSNE station consisted of five BSNE samplers with the lowest sampler at 0·05 m and the highest sampler at 1·0 m above the soil surface. Once a month, sediment was collected from the samplers for analysis. Occurrence of saltating soil aggregates was recorded every hour using Sensits, one at each site. The site with the most erosion had a sediment discharge of 311 kg m−1 over a period of 17 months. Other sites eroded much less because of significant rock cover or the presence of a crust. Hourly sediment discharge was estimated combining hourly Sensit count and monthly sediment discharge measured using BSNE samplers. More simultaneously measured data are needed to better characterize the relationship between these two and reconstruct a detailed time-series of wind erosion. This measured time-series can then be used for comparison with simulation results from process-based wind erosion models such as the Wind Erosion Prediction System (WEPS), once it has been adapted to the unique aspects of military lands.  相似文献

In eastern North Island New Zealand, oblique subduction of the Pacific Plate beneath the Australian Plate is associated with strain partitioning. Dextral along-strike component of displacement occurred first at Early Miocene major faults within the eastern fore-arc domain. These faults were active from Early Miocene to Pliocene times. Since Pliocene times, most of the movement occurs at western faults such as the Wellington Fault. The latter joins the back-arc domain to the north. The jump of wrench faulting is related to the oblique opening of the back-arc domain. Both phenomena are impeded southwards by the Hikurangi oceanic plateau entering the subduction zone. This study presents the evolution of agreements between the governments of Canadaand Québec on flood damage reduction. In Québec, the implementation of a regulation about building in floodplains came about in 1983–1984. Today, this regulation takes the form of a policy called ``Policy of shores, littoral and floodplain protection'. Municipalities must adopt rules that concur with the principles of this policy.The Chaudiére River basin was selected for analysis of urban developmentduring the period following the application of building rules in flood-risk areas.Despite the ban on building in the strong current zone (0–20 year return periodflood zone), many buildings, essentially residential, have been erected in thiszone. These new constructions generally account for a low percentage of thetotal property value in the 0–100 year flooding area, but are legal since theyare connected to a water and sewage network that existed prior to the officialfloodplain regulation.Flood damage along the Chaudiére River will tend to increase for two reasons.Firstly, while respecting the policy mentioned above, sites are still available infloodplains for future development. Secondly, no structural flood protection workshave been erected in view of the fact they are only marginally profitable from anbenefit-cost point of view.  相似文献

Weather as a Chronic Hazard for Road Transportation in Canadian Cities   总被引:2,自引:1,他引:2  
Inclement weather creates a chronic hazard for Canadian travellers. Past studies indicate that road collision rates increase during precipitation, although the magnitude of theincrease varies from study to study, partly as a result of variations in weather and driving conditions,but also because of differences in methods. The goal of the current study is to improve ourunderstanding of the links between weather and travel risk in mid-sized Canadian cities by using astandardized method for analyzing data from six cities with different climates: Halifax-Dartmouth,Ottawa, Québec, Hamilton, Waterloo Region, and Regina. The study has four interrelated objectives: (1) Toconduct a sensitivity analysis to determine the extent to which risk estimates vary depending onthe criteria used to define precipitation events and `normal' conditions; (2) To compare therelative risk of collision and injury during precipitation relative to `normal' conditions; (3) Todetermine the extent to which weather-related risks vary fordifferent Canadian cities; and (4) To explore any differences in collision characteristics between events and controls, especially as theyvary from city to city. Results are based on a matched-pair analysis, using six-hour time blocks over afour-year period, 1995 to 1998. Results indicate only modest sensitivity to the criteria used to define precipitation events and `normal' conditions. On average, precipitation is associated with a 75 percentincrease in traffic collisions and a 45 percent increase in related injuries, as compared to `normal'seasonal conditions, but risk levels vary depending on the characteristics of the weather event.Both sensitivity to specific weather conditions and weather-related accident profiles vary from city tocity in ways that are not easily explained.  相似文献
