The summit crater of Mt Ruapehu volcano normally hosts a 15.4-ha warm lake, whose water has been repeatedly wholly or partly ejected by explosive and extrusive eruptions. Some of the larger eruptions have modified the lake outlet by burying it under unconsolidated tephra (volcanic ash and blocks), creating a dam-break flood hazard independently of the occurrence of an eruption. Eruptions in 1995 and 1996 followed this sequence; a break-out flood was anticipated and a warning system was installed to mitigate the risk from this event and subsequent lahars in the same catchment. The 11-year filling time allowed much planning and rehearsal. The warning system involved manual inspections of dam integrity, and seepage and lake-level monitoring to constrain the likely failure window, and telemetered instruments including a tripwire and geophones to detect breaching of the dam and propagation of the outbreak flood. The dam-collapse sequence, captured by a time-lapse camera, involved a series of retrogressing landslides initiated and accelerated by seepage forces and toe scour when the lake was 1.1 m below overtopping. The barrier failed in two phases on 18th March, 2007, beginning at 09:55 (NZST), with rapid retreat of one of the erosion scarps on the downstream slope of the eastern barrier, initiated by internal erosion. Headward retrogression of the scarp into the barrier formed an initial breach in the dam, after which increasing outflow led to erosion and undercutting of the wider downstream toe of the western barrier. A final, larger dam breach occurred between 11:21 and 11:22 as slope instability caused retrogressive failure of the remaining barrier. Five-hundred meters downstream of the dam, a large landslide was reactivated by toe scour during the flood, contributing about a million cubic meters of solid material to the volumetric bulking of the outflow, which reached the coast, 215 km away, 17 h later. The success of the planning and warning system allowed the whole event to occur with little damage to infrastructure and without causing injury.  相似文献

This paper examines the constitution of ‘sustainable management’ within the context of the New Zealand marine environment. Firstly this paper examines the difference between ‘sustainable ecosystems’ and ‘sustainable utilisation’. The distinction is important if we are to make sense of the different ways in which various stakeholders (fishers, fisheries companies, scientists, fisheries managers and environmental groups) use ‘sustainability’ in the management of New Zealand's marine environment. We then examine how contestation results in sustainable management becoming a governmentality. We propose that such contestation transforms stakeholders into subjects whose everyday practices and relationships are influenced by seemingly incommensurable understandings of the lexicon that surrounds sustainable management. We conclude try considering how the potential revelation of new unknowns may be needed in order for disparate stakeholders to forge a unified approach to New Zealand's marine management.  相似文献

We report the results of a cosmic shear survey using the 4.2-m William Herschel Telescope on La Palma, to a depth of   R = 25.8 ( z ≈ 0.8)  , over 4 deg2. The shear correlation functions are measured on scales from 1 to 15 arcmin, and are used to constrain cosmological parameters. We ensure that our measurements are free from instrumental systematic effects by performing a series of tests, including a decomposition of the signal into E - and B -modes. We also reanalyse the data independently, using the shear measurement pipeline developed for the COMBO-17 survey. This confirms our results and also highlights various effects introduced by different implementations of the basic 'Kaiser–Squires–Broadhurst' shear measurement method. We find that the normalization of the matter power spectrum on 8  h −1 Mpc scales is  σ8= (1.02 ± 0.15)(0.3/Ω m )1/2  , where the 68 per cent confidence limit error includes noise, sample variance, covariance between angular scales, systematic effects, redshift uncertainty and marginalization over other parameters. We compare these results with other cosmic shear surveys and with recent constraints from the Wilkinson Microwave Anisotropy Probe experiment.  相似文献

Vessel-based observations of water column structure and flow near a shallow-crested seamount are used to quantify the physical disturbance induced by that seamount. The implications of this disturbance on the ‘feeding hole’ hypothesis are then examined based on data from moored thermistors and acoustic current profilers, as well as vessel-based acoustic sounding-derived biomass estimates, currents, and conductivity-temperature-depth profiles from a 55 km square grid of stations around the crest. Mean currents in the region of 0.2 m s?1 are comparable to observations from surface drifters whereas the semidiurnal tidal flow amplitude was one third of this. Thorpe Scale-based estimates of energy dissipation rate were in the range 10?9 to 2.10?8 W kg?1 and vertical diffusivities Kz were in the range 10?4 to 10?3 m2 s?1. Turbulence levels were higher upstream of the seamount–likely due to the influence of nearby seamounts Rumble IV and V. There was no evidence of a Taylor Cap in the Rumble III velocity field. The sounder data provide some evidence of a feeding hole and analysis based on diffusivities suggests that this might persist downstream of the seamount for as much as 7 days.  相似文献
