2012年,中非合作论坛第五届部长级会议确定对非洲国家气象援助项目,由国家商务部负责牵头。2013年初,CMA与WMO、非洲区域协会沟通确认气象业务需求最迫切的非洲国家清单,外交部、商务部审定确定10个候选受援非洲国家。2013年底,最后筛选出8个受援候选国,受商务部委托,中国气象局组建专家组赴非洲受援候选国进行实地调研,了解当地的实际情况和需求。商务部根据各国调研结果,最终确定了援非项目的7个受援国家。
