Two decades of reforms to the state in New Zealand have altered policy, its making and the ways in which it is realised in
micro settings. This paper uses the example of schooling to examine the rationality of these reforms, their spatial logic
and what they mean for our understanding of the national state. It examines the development and practices of the Education
Review Office (ERO), the body established under the reforms to evaluate and audit the performance of schools in the new national
education `system'. The paper interprets neo-liberalism as a governmentality, and argues that the development of new managerial
technologies of remote control such as contract and audit constitute a spatial model of control. The paper suggests that this
model encourages, and relies for its efficacy upon, the cultivation of neo-liberal subjectivities. It argues that although
the political projects working through the reforms have shifted, the altered rationality of the state and the models of control
erected to secure it define an enduring and neo-liberalising social transformation. The shift to the `Third Way' in New Zealand's
political and social economy is underpinned by neo-liberalising processes, which continue to reorganise social and economic
spaces.

Egg production of planktonic copepods, is commonly measured as a proxy for secondary production in population dynamics studies
and for quantifying food limitation. Although limitation of copepod egg production by food quantity or quality is common in
natural waters, it appears less common or severe in estuaries where food concentrations are often high. San Francisco Estuary,
California, has unusually low concentrations of chlorophyll compared to other estuaries. We measured egg production rates
of three species ofAcartia, with dominate the zooplankton biomass at salinity above 15 psu, on 36 occasions during 1999–2002. Egg production was determined
by incubating up to 40 freshly collected individual copepods for 24 h in 140 ml of ambient water. Egg production was less
than 10 eggs female−1 d−1 most of the year, but as high as 52 eggs female−1 d−1 during month-long spring phytoplankton blooms. Egg production was a saturating function of total chlorophyll concentration
with a mean of 30 eggs female−1 d−1 above a chlorophyll concentration of 12±6 mg chl m−3. We take chlorophyll to be a proxy for total food ofAcartia, known to feed on microzooplankton as well as phytoplankton. These findings, together with long-term records of chlorophyll,
concentration and earlier studies of abundance of nauplius larvae in the estuary, imply chronic food limitation ofAcartia species, with sufficient food for maximum egg production <10% of the time over the last 25 yr. These results may show the
most extreme example of food limitation of copepod reproduction in any temperate estuary. They further support the idea that
estuaries may provide suitable habitat forAcartia species by virtue of other factors than high food concentration. 相似文献

The forage and oilseed halophyte,Salicornia bigeloviiTorr., was grown in gravity-drained lysimeters set in open plots of the same crop over two seasons in a coastal desert environment in Sonora, Mexico. The lysimeters were irrigated daily with seawater (40 g l−1salts) at rates ranging from 46–225% of potential evaporation. Biomass and seed yields increased with increasing irrigation depth over the range of treatments. Biomass yields ranged from 13·6–23·1 t DM ha−1, equivalent to conventional forage crops, on seasonal water application depths of 2·3–3·8 m, but were markedly lower at lower irrigation depths. Increasing the irrigation depth lowered the soil solution salinity, resulting in greater growth and water use, and hence leaching fractions that were nearly even over irrigation treatments, averaging 0·5. Evapo-transpiration rose in direct proportion to the irrigation depth. Potential evaporation was estimated by site pan evaporation and by the Blaney-Criddle and Penman models using climatological data; the methods agreed within 15%. The ratio of evapo-transpiration to potential evaporation increased over the growing season and approached 1·5 by pan on the highest irrigation treatment due to the combined effects of high transpiration and high evaporation from the permanently moist soil surface. The best field predictor of biomass yield was the salinity of the soil moisture in the top 15 cm of soil profile, which constitutes the root zone for this crop. Root zone salinity must be kept at 70–75 g l−1for high yields. Although irrigation and drainage requirements were high compared to conventional crops, seawater irrigation appears to be feasible in medium sand and could augment crop production along coastal deserts. A method has been developed to determine ice pack rigidity and mobility using observed ice motion. Using this method, one may determine how solidly the ice pack is frozen in near real-time. In addition, spatial and temporal variations in the freezing and thawing of the ice pack can be studied. Various degrees of ice rigidity were considered using remotely-sensed ice motion off the N coast of Alaska during 1975 and 1979. Summer-time ice rigidities were detected first in late June 1975 and lasted through September 1975. However, in 1979 considerably higher rigidities were found in August while summer-like rigidities were detected into late November. Analyses of atmospheric pressure distributions suggest that less mechanical breakup occurred in the summer of 1979, resulting in the greater rigidities during August of that year. In addition, minimum ice coverage was 21% less in the Beaufort Sea in 1979 than in 1975. The result was a relatively large percent of thinner ice for November of 1979 than for 1975, the likely cause of the less rigid conditions detected during the fall of 1979.Nomenclature D

During the 19th century the predominant form of rural settlement in Transkei was that of dispersed homesteads. The form of the homesteads tended to differ from tribe to tribe, while the homesteads of various tribal groups were separated from each other by uninhabitated areas, or buffer zones. During the 19th century mission settlements were introduced to Transkei, some of which developed into towns.In the 20th century, mainly as a result of government action, homesteads have been nucleated into rural settlements and villages and much of the land has been fenced. Boninites and related magnesian low-Ti magmas are generally regarded as partial melts of a moderately to severely depleted peridotite source. Incompatible lithophile element abundances indicate that this source was variably enriched in LREE, Zr, Sr, Ba and alkalis by some mantle metasomatic process. Low-Ti lavas from the Bonin-Mariana arc system, Cape Vogel, New Caledonia, Cyprus, Newfoundland and SE Australia have been analysed for Pd, Ir, Au, Cu, S and Se. Comparison of fresh glassy material with variably altered samples suggests sporadic loss of Au and Cu and essentially inert behaviour for Pd, Ir and Se during seawater and subsequent alteration. They are uniformly enriched in Pd (mean 15 ppb) and depleted in Cu (mean 20 ppm), S (mean < 54 ppm) and Se (mean 53 ppb) compared to average MORB (<0.8 ppb Pd, 72 ppm Cu, 800 ppm S and 196 ppb Se) and exhibit incompatible-like behaviour for these elements and Au.The data are compatible with fractionation of the chalcophile elements during multi-stage mantle melting. Primary MORB liquids are S-saturated in their mantle source and an immiscible sulfide component is retained in the mantle residue. This results in the preferential removal of metals having low DS/L- values (base metals) and concentration of those metals with high DS/L values (precious metals) in the residual mantle sulfide fraction. Subsequent remelting of this refractory source produces S-deficient precious metal-enriched magmas, as exemplified by boninites. The absence of correlation between incompatible lithophile element enrichment and chalcophile element abundances suggests that the latter were not added to the source during mantle metasomatism.The constraints imposed by the nature of the source region result in two fundamentally contrasting patterns of behaviour for exclusively chalcophile elements. Magmas generated in mildly depleted to undepleted source regions by low to moderate degrees of partial melting (e.g. MORB) are S-saturated and become rapidly impoverished in precious metals during the early stages of silicate fractionation, owing to the co-precipitation of an immiscible sulfide component. Magmas generated from a strongly depleted source are initially S-undersaturated and concentrate chalcophile metals in their liquid residua.The contrasting behaviour of chalcophile metals during the early crystallisation stage of MORB and low-Ti magmas lead to divergent predictions concerning the primary distribution of these metals in oceanic crust generated by these magmas. The similarity in composition of early Bushveld magmas and boninites suggests that these S-deficient, PGE-enriched magmas may be essential to the formation of platiniferous horizons in layered intrusions. 相似文献
