This paper highlights the three legally defined property areas that lie in the coastal zone in Great Britain (land, foreshore and seabed), and considers the mechanisms used by the two legal systems that operate on the mainland (Scots and English law) to cope with natural processes of erosion and accretion. The two legal systems are shown to be slightly different in how they accommodate erosion and accretion. However, they both have difficulty in coherently addressing the issues of coastal mobility and land ownership, which raises important questions of social justice, as they are based on the perceptions of judges in historic cases.  相似文献

Place-based adaptation planning is an approach to address cross-sectoral and multi-level governance concerns as well as to build local adaptive capacity in vulnerable resource-dependent communities facing the adverse impacts of climate change. In contrast, sector-based adaptation planning focuses on addressing climate change impacts on individual economic sectors (e.g. fisheries or forestry) or sub-sectors (such as lobsters or timber). Yet, linking sectoral approaches with local adaptation policies is challenging. More effort is needed to identify opportunities for complementary adaptation strategies and policy integration to foster multiple benefits. In this article, we use a case study of fishery sector resources and municipal adaptation planning in Nova Scotia to demonstrate how meaningful entry points could catalyse policy integration and lead to co-benefits across multiple levels and stakeholder groups. Drawing on a fisheries systems and fish chain framework, we identify and assess several entry points for policy integration across sector- and place-based adaptation domains within coastal habitats, as well as harvesting, processing, and marketing sectors. The analysis highlights the multiple benefits of integrating local municipal adaptation plans with multi-scale resource sectors especially towards monitoring ecosystem changes, protecting essential infrastructure, and securing local livelihoods.

POLICY RELEVANCE

Climate change is having a growing impact on coastal communities around the world, with consequences for sea-level rise, critical habitats, essential infrastructure, and multiple economic sectors and industries. This Canadian case study demonstrates how municipal adaptation initiatives can be complementary to sector-based adaptation at both local and regional levels through various entry points across commodity production chains. Policy integration across place-based and sector-based adaptation processes should lead to multiple benefits such as conserving marine biodiversity, protecting essential infrastructure, and securing livelihoods. Our analysis, which focuses specifically on the fishery sector and coastal communities, shows that these co-benefits may arise particularly in such coastal-marine systems and provide policy lessons to terrestrial systems and other sectors.  相似文献

Data and estimates on the spatial distribution of consumer spending form the foundation of retail location analysis and location-allocation spatial interaction models. The presented research presents and compares four methods to estimate consumer spending that combine different levels of detail in household spending data across multiple levels of household aggregation (i.e. census units). Results demonstrate that these methods, which use publicly available census data, can capture a substantial amount of reported sales. Furthermore, comparison of the best method with the de facto industry standard for business data in Canada shows a strong correlation (R2 > 0.85) across space and is within 10% of aggregate industry-derived spending estimate. Analysis of the spending data across space finds that the majority of spending occurs in census metropolitan areas with high spending clusters that offer unique opportunities for retail location. We interrogate the socio-demographic characteristics of the population in these high spending clusters and find that only a few variables are required to explain a large proportion of the variance in consumer spending. The overarching outcome of the presented research is that small-to-medium businesses, planners, and municipalities do not need expensive proprietary data to estimate and predict consumer spending and market demand.  相似文献

In a recently published paper, Agardy et al. [Mind the gap: addressing the shortcomings of marine protected areas through large scale marine spatial planning. Marine Policy 2011;35:226-32] discuss the shortcomings of several Marine Protected Areas (MPAs) including the Gully MPA, located 200 km offshore Nova Scotia, Canada. Although the paper's critical assessment of MPA effectiveness was welcomed, the Gully MPA received an out-of-date profile resulting in an erroneous analysis of current protection levels. Soil models based on kinematic hardening together with elements of bounding surface plasticity, provide a means of introducing some memory of recent history and stiffness variation in the predicted response of soils. Such models provide an improvement on simple elasto‐plastic models in describing soil behaviour under non‐monotonic loading. Routine use of such models requires robust numerical integration schemes. Explicit integration of highly non‐linear models requires extremely small steps in order to guarantee convergence. Here, a fully implicit scheme is presented for a simple kinematic hardening extension of the Cam clay soil model. The algorithm is based on the operator split methodology and the implicit Euler backward integration scheme is proposed to integrate the rate form of the constitutive relations. This algorithm maintains a quadratic rate of asymptotic convergence when used with a Newton–Raphson iterative procedure. Various strain‐driven axisymmetric triaxial paths are simulated in order to demonstrate the efficiency and good performance of the proposed algorithm. Relationships between weather conditions and rock fall occurrences have been acknowledged in the past, but seldom have such relationships been quantified and published. Rock falls are frequent hazards along transportation corridors through mountainous terrain, and predicting hazardous rock fall periods based on weather conditions can enhance mitigation approaches. We investigate the relationship between weather conditions and rock fall occurrences along a railway section through the Canadian Cordillera. Monthly weather-rock fall trends suggest that the seasonal variation in rock fall frequency is associated with cycles of freezing and thawing during the winter months. The intensity of precipitation and freeze–thaw cycles for different time-windows was then compared against recorded rock falls on a case-by-case approach. We found that periods when 90% of rock falls occurred could be predicted by the 3-day antecedent precipitation and freeze–thaw cycles. Some rock falls not predicted by this 3-day antecedent approach occurred during the first two weeks of spring thaw. These findings are used to propose a rock fall hazard chart, based on readily available weather data, to aid railway operators in their decision-making regarding safe operations.  相似文献
