Abstract The present stalemate in climate negotiations between the USA and the other Annex I countries has led policy analysts and economists to explore the possible emergence of alternative climate regimes that may be applied after 2012. This article explores the idea of replacing international cooperation on greenhouse gas emission control with international cooperation on climate-related technological innovation and diffusion. This idea—recently proposed among others by Barrett (2001) and Benedick (2001)—is based on the insight that incentives to free-ride are much smaller in the case of technological cooperation than in the case of cooperation on emission control. This article provides a first applied game theory analysis of a technology-based climate protocol by assessing: (i) the self-enforcingness (namely, the absence of incentives to free-ride) of the coalition that would form when countries negotiate on climate-related technological cooperation; (ii) the environmental effectiveness of a technology-based climate protocol. The analysis is carried out by using a model in which endogenous and induced technical change are explicitly modelled. The results of our analysis partly support Barrett's and Benedick's conjectures. On the one hand, a self-enforcing agreement is more likely to emerge when countries cooperate on environmental technological innovation and diffusion than when they cooperate on emission abatement. However, technological cooperation—without any commitment to emission control—may not lead to a sufficient abatement of greenhouse gas concentrations. 相似文献

We inferred the late Holocene environmental history of the Guatemala highlands from multiple lines of evidence in a sediment core from Lake Amatitlán. Inferred environmental changes are generally synchronous with archaeologically documented highland Maya cultural shifts. Population increases in the Middle Preclassic, Early Classic, and Late Postclassic are associated with deforestation and soil erosion. Land abandonment in the Late Preclassic, Late Classic, and Early Postclassic is associated with evidence for reforestation and soil stabilization. Diatoms indicate relatively lower lake level and greater trophic status at times of reduced human impact, from ca. 250 B.C. to A.D. 125 and from ca. A.D. 875 to 1375. Decreased water levels were probably due to drier climate, to reforestation, or both. Lake eutrophication was caused by reduced water volume combined with a legacy of long‐term agricultural activity. Solar Photometer in X-rays (SphinX) was a spectrophotometer developed to observe the Sun in soft X-rays. The instrument observed in the energy range ≈?1?–?15 keV with resolution ≈?0.4 keV. SphinX was flown on the Russian CORONAS–PHOTON satellite placed inside the TESIS EUV and X telescope assembly. The spacecraft launch took place on 30 January 2009 at 13:30 UT at the Plesetsk Cosmodrome in Russia. The SphinX experiment mission began a couple of weeks later on 20 February 2009 when the first telemetry dumps were received. The mission ended nine months later on 29 November 2009 when data transmission was terminated. SphinX provided an excellent set of observations during very low solar activity. This was indeed the period in which solar activity dropped to the lowest level observed in X-rays ever. The SphinX instrument design, construction, and operation principle are described. Information on SphinX data repositories, dissemination methods, format, and calibration is given together with general recommendations for data users. Scientific research areas in which SphinX data find application are reviewed. 相似文献

In this investigation we treat a special configuration of two celestial bodies in 1:1 mean motion resonance namely the so-called exchange orbits. There exist—at least—theoretically—two different types: the exchange-a orbits and the exchange-e orbits. The first one is the following: two celestial bodies are in orbit around a central body with almost the same semi-major axes on circular orbits. Because of the relatively small differences in semi-major axes they meet from time to time and exchange their semi-major axes. The inner one then moves outside the other planet and vice versa. The second configuration one is the following: two planets are moving on nearly the same orbit with respect to the semi-major axes, one on a circular orbit and the other one on an eccentric one. During their dynamical evolution they change the characteristics of the orbit, the circular one becomes an elliptic one whereas the elliptic one changes its shape to a circle. This ‘game’ repeats periodically. In this new study we extend the numerical computations for both of these exchange orbits to the three dimensional case and in another extension treat also the problem when these orbits are perturbed from a fourth body. Our results in form of graphs show quite well that for a large variety of initial conditions both configurations are stable and stay in these exchange orbits. 相似文献

The behavior of a number of solar wind, radiation belt, auroral and geomagnetic parameters is examined during the recent extended solar minimum and previous solar cycles, covering the period from January 1972 to July 2010. This period includes most of the solar minimum between Cycles 23 and 24, which was more extended than recent solar minima, with historically low values of most of these parameters in 2009. Solar rotational periodicities from 5 to 27 days were found from daily averages over 81 days for the parameters. There were very strong 9-day periodicities in many variables in 2005?–?2008, triggered by recurring corotating high-speed streams (HSS). All rotational amplitudes were relatively large in the descending and early minimum phases of the solar cycle, when HSS are the predominant solar wind structures. There were minima in the amplitudes of all solar rotational periodicities near the end of each solar minimum, as well as at the start of the reversal of the solar magnetic field polarity at solar maximum (~?1980, ~?1990, and ~?2001) when the occurrence frequency of HSS is relatively low. Semiannual equinoctial periodicities, which were relatively strong in the 1995?–?1997 solar minimum, were found to be primarily the result of the changing amplitudes of the 13.5- and 27-day periodicities, where 13.5-day amplitudes were better correlated with heliospheric daily observations and 27-day amplitudes correlated better with Earth-based daily observations. The equinoctial rotational amplitudes of the Earth-based parameters were probably enhanced by a combination of the Russell-McPherron effect and a reduction in the solar wind-magnetosphere coupling efficiency during solstices. The rotational amplitudes were cross-correlated with each other, where the 27-day amplitudes showed some of the weakest cross-correlations. The rotational amplitudes of the >?2 MeV radiation belt electron number fluxes were progressively weaker from 27- to 5-day periods, showing that processes in the magnetosphere act as a low-pass filter between the solar wind and the radiation belt. The A p/K p magnetic currents observed at subauroral latitudes are sensitive to proton auroral precipitation, especially for 9-day and shorter periods, while the A p/K p currents are governed by electron auroral precipitation for 13.5- and 27-day periodicities. 相似文献

ABSTRACTProper management of coastal freshwater resources depends on an understanding of processes controlling their chemistry and seasonal flowpaths. A quantitative approach involving the coupling of major solutes and isotopes (δ18O, δ2H) of 180 samples in end-member mixing analysis (EMMA) was adopted to elucidate seasonal patterns of hydraulic exchanges amongst coastal waters along the Ebrié Lagoon catchment, Ivory Coast. The results show that the Ebrié Lagoon is a hydrologically dynamic system. In the dry season, evaporation and seawater inflow are the dominating processes, while in the wet season, river discharge is the main water source in the lagoon. Regional geology plays a significant role in aquifer recharge patterns. The Quaternary aquifer responds faster to precipitation, while the Mio-Pliocene aquifer is recharged indirectly via floodplain seepages. Salinization of over 90% of wells arises from hydrological exchanges with the Ebrié Lagoon. A diluted seawater effect was recorded in wells during the wet season owing to the relative increase in freshwater inflow. 相似文献

Isla de los Estados (54° 45′S, 63° 10′–64° 46′W) lies east of the main island of Tierra del Fuego and is the southeastern-most point in Argentina. Because of its geographic position near the latitudes of the Southern Hemisphere Westerlies and the strong influence of the Antarctic Circumpolar Current (ACC), the area is suitable for paleoecological and paleoclimate research. The island is not far north of the Subantarctic Front, which limits the northern boundary of the ACC. Paleoenvironmental study in this geographic location can shed light on past changes in atmospheric and marine circulation patterns. Diatom analysis of the lower part of a sediment sequence from Laguna Cascada (54° 45′ 51.3′′S, 64° 20′ 20.07′′W) enabled inference of changing lake conditions between 16 and 11.1 cal ka BP. Between 16 and 14.4 cal ka BP fragilarioid diatom species, often a pioneer group, dominated the record. Their presence shows seasonally open-water conditions from the onset of sedimentation. In zone II (14.4–12.8 cal ka BP), the dominance of planktonic/tychoplanktonic Aulacoseira spp. might represent longer ice-free periods and windier conditions, which would have kept this heavy species suspended in the water column. This period corresponds to the Antarctic Cold Reversal, when the Southern Hemisphere Westerlies were possibly centered on the latitudes of Tierra del Fuego, resulting in windy and wet conditions. Zone III (12.8–11.1 cal ka BP) is dominated by benthic diatom taxa that are mainly associated with peat and wetland vegetation. This suggests that climate conditions had become milder and less windy, favoring aquatic productivity and terrestrial vegetation development. This change in environmental conditions may have been a consequence of the southward movement of the Southern Hemisphere Westerlies at the start of the Antarctic Holocene thermal optimum. 相似文献

There is a relatively good understanding of the paleoenvironmental changes that have occurred in southern Sweden since the Late Glacial. A main exception, however, is the sedimentary response of lacustrine systems during this period of rapid climate shifts. To address this, high-resolution X-ray fluorescence core scanning, Total Organic Carbon (TOC), C/N and δ13C analyses were made on a core from Hässeldala Port, a paleolake in the region. Site-specific geochemical analyses documented variations in silicate inputs (Zr/Ti, Si/Ti, K/Ti and K/Rb), productivity (TOC, Ca/Ti and Sr/Ti), as well as redox conditions in the sediment (δ13C, Mn/Ti and Fe/Ti), which were then linked to the regional climatic framework. During the Bølling/Older Dryas sediment accumulation was at its highest, particularly prior to colonization by terrestrial vegetation, and hydrological transport dominated. No clear signal of the Older Dryas was detected in the elemental chemistry. The Allerød was a period of relatively constant sediment accumulation, with the exception of during the Gerzensee oscillation when rates increased. There is evidence for increased within-lake and -catchment productivity and a change in silicate source during parts of the Allerød. As opposed to other records from the region, constant sediment accumulation rates were found during the Younger Dryas. Other proxies also suggest that this was a rather static period at Hässeldala Port. A gradual change in productivity and hydrological activity was observed from 12,000 cal year BP. The Preboreal section is rather short but the geochemical response was similar to that seen during other periods with milder climate conditions. The geochemical record archived in the sediments at Hässeldala Port was found to be the integrated result of physical erosion, landscape and soil development, vegetation changes, basin hydrology and moisture and temperature variations and it fills an important information gap in our understanding of the geochemical response of lake sediments to past climate change. 相似文献

This paper reviews how state policy and regulatory instruments, including protected area alienations and concessions, have altered or denied the access to land and natural livelihood resources of the indigenous Basarwa and minority subsistence-oriented communities in the Okavango Delta (OD) in Botswana. Drawing on field research and guided by a sustainable rural livelihoods framework, the paper provides an overview of key institutional interventions – in particular the setting up of the Moremi Game Reserve, Wildlife Conservation Policy, Tourism Policy, Agricultural Development Policy and the erection of veterinary fences – that have served to privilege a foreign-owned and dominated commercialized wildlife and nature tourism sector and the export-oriented beef industry in the OD. The officially sanctioned barriers to customary and usufructory rights and access, and the non-recognition of historically embedded traditional land uses have decimated already marginalized resource-based subsistence livelihoods, and precipitated intergroup conflicts over preferential rights and access to resources and opportunities, notably wildlife, non-timber veld products, agriculture and community-based tourism schemes. Such outcomes, moreover, will have consequences for the longer-term sustainability of the OD both as a socioeconomic resource base and as a natural ecosystem. 相似文献
