The existing United Nations Framework Convention on Climate Change (UNFCCC) has failed to deliver the rate of low-carbon technology transfer (TT) required to curb GHG emissions in developing countries. This failure has exposed the limitations of universalism and renewed interest in bilateral approaches to TT. Gaps are identified in the UNFCCC approach to climate change TT: missing links between international institutions and the national enabling environments that encourage private investment; a non-differentiated approach for (developing) country and technology characteristics; and a lack of clear measurements of the volume and effectiveness of TTs. Evidence from econometric literature and business experience on climate change TT is reviewed, so as to address the identified pitfalls of the UNFCCC process. Strengths and weaknesses of different methodological approaches are highlighted. International policy recommendations are offered aimed at improving the level of emission reductions achieved through TT.  相似文献

A methodological proposal for the assessment of impacts due to linear infrastructures such as motorways, railways, etc. is presented. The approach proposed includes a series of specific issues to be addressed for each geomorphological feature analysed—both ‘static’ and ‘dynamic’—as well as a series of steps to be followed in the process.Geomorphic characteristics potentially affected were initially identified on the basis of a conceptual activities/impacts model that helps to single out geomorphic impacts related to environmental concerns for the area. The following issues were addressed for each individual impact: nature of potential effects; indicators that can be used to measure impacts; criteria of ‘geomorphologic performance’; procedure for measurement/prediction of changes; translation of geomorphologic impacts into significant terms from the viewpoint of human concerns; possible mitigation and/or compensation measures.The procedure has been applied to a case study corresponding to a new motorway in the Basque Country, northern Spain. Geomorphological impacts considered in this analysis included: (1) consumable resources; (2) sites of geomorphological interest; (3) land units with high potential for use, high productivity or value for conservation; (4) visual landscape; (5) slope instability processes. The procedure has been designed for implementation in a Geographic Information System (GIS) environment. Details are given on the application of the method to each individual impact analysed and results are presented in both numerical and map form.Impacts assessed were initially expressed by means of heterogeneous magnitudes, depending on the geomorphological feature considered. Those geomorphological impacts were then translated into significant terms and homogeneous magnitudes. Integration was carried out on the basis of impact values thus obtained. Final integrated results were also expressed in numerical and map form.The method proposed enables comparison of alternatives as well as ‘prediction’ and assessment of impacts in terms directly related to geomorphic characteristics. It also facilitates the expression of those impacts in terms that allow integration with other types of environmental impacts.  相似文献

ABSTRACT

Underground urban development is rapidly expanding. Like all forms of ‘development’, utilising the underneath of cities can present a range of possibilities and problems. Much underground urban development, however, has been conceptualised through a technical rather than a broader social lens. This is problematic, not least as these developments are usually financed with public money, while their governance is often realised through complicated and opaque public–private partnerships. In this context, the urban underground is often present as sub terra nullius: an epistemologically blank slate waiting to be exploited with the necessary technology and funding. In this paper, the author presents four analytical strata to help us to rethink how urban undergrounds are conceptualised and developed. Drawing on examples from Australia, she presents how we need to appreciate the more-than-human geographies of the underground (stratum 1); critically understand the dynamics of volumetric dispossession (stratum 2); question who owns the underground and how (stratum 3); and rethink how the underground is accessed (stratum 4). By engaging with these themes, we can explore ways to move subterranean urban development away from a technoscientific tunnelling decision-making process to one that engages with the social, political and economic implications of urban infrastructural projects.  相似文献

We investigated whether species richness, diversity and density of understory herbaceous plants differed along logging(gap) and grazing(primarily by cattle) disturbance gradients, and sought to identify drivers of richness, diversity and density of understory vegetation of logged sites. A factorial experiment was conducted in the mixed conifer forest of Gidakom in Western Bhutan. Levels of the logging treatment included small(0.15 – 0.24 ha), medium(0.25 – 0.35 ha) and large(0.36 – 1.31 ha) gaps. The grazing treatment included grazed(primarily by cattle) and ungrazed(where herbivores were excluded by a fence) plots nested within each gap. Data were collected from 12 gaps(4 replicates at each level of logging) using the point intercept method. Shannon Weaver Diversity and Margalef's indices were used to estimate species diversity and describe species richness, respectively. Soil samples were analyzed for pH and nutrients. The interaction effect of logging and grazing was significant(p≤0.001) only on species diversity. Relative to ungrazed areas, species diversity was significantly higher(0.01≤p≤0.05) in medium grazed gaps. Under grazed conditions, soil P was negatively correlated with gap size and species diversity. While species diversity was positivelycorrelated(0.01≤p≤0.05) with soil N in grazed plots species richness was positively correlated(0.001≤p≤0.01) with soil N in ungrazed plots. Relative density of Yushania microphylla and Carex nubigena were higher under ungrazed conditions. Our study suggests that the combined effect of cattle grazing and logging results in higher species diversity of understory vegetation in medium and grazed gaps in mixed conifer forests of Bhutan,whereas increase or decrease in relative density of major species is determined primarily by the independent effects of grazing and logging. From management perspective, forest managers must refrain from creating large gaps to avoid loss of nutrients(mainly P and N), which may eventually affect tree regeneration. Managers intending to maintain understory vegetation diversity must consider the combined effects of grazing and logging, ensuring low to moderate grazing pressure.  相似文献

Meiobenthic fauna is complex and essential part of the stream benthos and it is known as intermediaries from bacteria to higher trophic levels. However, the dynamics and mechanisms regulating this community at small-scale largely have been neglected. This study was carried out to determine meiofaunal dynamics in a small scale-patterns influenced by flow velocity and other abiotic and biotic factors. We examined meiofauna within bryophytes on a tufa barrier in Plitvice Lakes National Park using a detailed taxonomic approach of various meiofaunal groups and their feeding guilds. We choose three microhabitats (slow, medium, fast) differing significantly in flow velocity above bryophytes. Bdelloid rotifers were the most abundant group in microhabitat with highest flow velocity, while in other two microhabitats nematodes and monogonont rotifers prevailed in abundance. Data on environmental variables and main meiofaunal taxa and feeding guilds were analyzed using redundancy analysis. This analysis indicated that microfilter feeding guild (e.g. bdelloid rotifers) was strongly affected by interaction of flow velocity and POM fractions. Other feeding guilds were influenced by temperature, oxygen and/or pH and did not prefer high flow velocity. Suction-feeder nematodes and microfilter-feeder rotifers were dominant on temporal and spatial scale, indicating their good adaptations on frequently disturbed conditions that prevailed on bryophyte covered tufa barrier. Our results provide comprehensive survey of diversity, density as well as trophic structure of meiofauna in aquatic bryophytes. Differences in meiofaunal composition and density between three microhabitats suggest that the meiofauna is relevant indicator of environmental changes even at small-scale pattern.  相似文献

An effective way to study the complex seismic soil‐structure interaction phenomena is to investigate the response of physical scaled models in 1‐g or n‐g laboratory devices. The outcomes of an extensive experimental campaign carried out on scaled models by means of the shaking table of the Bristol Laboratory for Advanced Dynamics Engineering, University of Bristol, UK, are discussed in the present paper. The experimental model comprises an oscillator connected to a single or a group of piles embedded in a bi‐layer deposit. Different pile head conditions, that is free head and fixed head, several dynamic properties of the structure, including different masses at the top of the single degree of freedom system, excited by various input motions, e.g. white noise, sinedwells and natural earthquake strong motions recorded in Italy, have been tested. In the present work, the modal dynamic response of the soil–pile–structure system is assessed in terms of period elongation and system damping ratio. Furthermore, the effects of oscillator mass and pile head conditions on soil–pile response have been highlighted, when the harmonic input motions are considered.
