In Ethiopia and Sierra Leone, recent social, political and environmental transformations have precipitated the intensification of wetland use, as local people have sought to safeguard and strengthen their livelihoods. Concurrent decentralization policies in both countries have also seen the government strengthen its position at the local level. Drawing upon recent field-based evidence from Ethiopia and Sierra Leone, this paper examines the compatibility between community-based local institutions for wetland use, and the process of decentralization. It argues that decentralization has in fact restricted the development of mature local institutional arrangements, due to its intrinsically political interventionist nature. 相似文献

Sedimentologic and biostratigraphic evidence is used to develop a geochemical model for Great Salt Lake, Utah, extending back some 30,000 yrs. B.P. Hydrologie conditions as defined by the water budget equation are characterized by a lake initially at a low, saline stage, rising by about 17,000 yrs. B.P. to fresh water basin-full conditions (Bonneville level) and then, after about 15,000 yrs. B.P., dropping rapidly to a saline stage again, as exemplified by the present situation.Inflow composition has changed through time in response to the hydrologie history. During fresh-water periods high discharge inflow is dominated by calcium bicarbonate-type river waters; during saline stages, low discharge, NaCl-rich hydrothermal springs are significant solute sources. This evolution in lake composition to NaCl domination is illustrated by the massive mirabilite deposition, free of halite, following the rapid drawdown until about 8,000 years ago, while historic droughts have yielded principally halite.Hydrologic history can be combined with inferred inflow composition to derive concentration curves with time for each major solute in the lake. Calcium concentrations before the drawdown were controlled by calcite solubility, and afterwards by aragonite. Significant amounts of solutes are removed from the lake by diffusion into the sediments. Na+, Cl? and SO42? are also involved in salt precipitation. By including pore fluid data, a surprisingly good fit has been obtained between solute input over the time period considered and the amounts actually found in lake brines, pore fluids, salt beds and sediments. Stratigraphic units are defined and described for the Lower Carboniferous succession in the Walterstown-Kentstown area of Co. Meath, Ireland. A complete (unexposed) Courceyan succession from the terrestrial red bed facies of the Baronstown Formation to the Moathill Formation of the Navan Group has been penetrated in several boreholes. Although the lower part of the sequence is comparable with the Courceyan succession at Navan and Slane, the middle part of the sequence differs markedly in the Walterstown-Kentstown area and two new members, the Proudstown and Walterstown Members, are defined in the upper part of the Meath Formation. Syndepositional faulting was initiated during the Courceyan, probably in latest Pseudopolygnathus multistriatus or early Polygnathus mehli latus time. Movement on the ENE trending St. Patrick's Well Fault influenced the deposition of the Walterstown Member and the overlying Moathill Formation and was probably associated with the development of the East Midlands depocentre to the south of the area. A second episode of tectonism in the latest Courceyan or early Chadian resulted in uplift and erosion and the development of ‘block and basin’ sedimentation. Subsequent transgression of the uplifted block led to the establishment of the Kentstown Platform, bounded to the north, west and south by rocks of basinal facies. The Milverton Group (Chadian-Asbian), confined to this platform, unconformably overlies Courceyan or Lower Palaeozoic strata and is subdivided into three formations: Crufty Formation (late Chadian), Holmpatrick Formation (late Chadian-Arundian) and Mullaghfin Formation (late Arundian-Asbian). The Walterstown Fault controlled the western margin of the Kentstown Platform at this time. Contemporaneous basinal sediments of the Fingal Group (Lucan and Naul Formations) accumulated to the west of the Walterstown Fault and are much thicker than age-equivalent platform facies. Platform sedimentation ceased in latest Asbian to early Brigantian time with tectonically induced collapse and drowning of the platform; platform carbonates of the Mullaghfin Formation are onlapped northwards by coarse proximal basinal facies of the Loughshinny Formation. A distinct gravity anomaly in the Kentstown area suggests the presence of a granitoid body within the basement. The Kentstown Platform is therefore considered to have formed on a buoyant, granite-cored, footwall high analogous to the Askrigg and Alston Blocks of northern England. 相似文献

Summary A geothermal anomaly reported to exist in southern Portugal and with heat flow density values as high as 160 mW/m2 was studied by the magneto-telluric method. The results of the magneto-telluric survey indicate that the study area is divided into several high electrical resistivity, deep-rooted blocks separated by low electrical resistivity zones. These latter zones coincide with the main trends of the faults that cross the region. The high heat flow density values reported for the area are incompatible with the high electrical resistivities observed in the magneto-telluric survey. Furthermore, heat production values calculated for some of the rocks that crop out in the area of the geothermal anomaly cannot explain the high heat flow density valuss. Knowing the long‐term frequency of high magnitude storm events that cause coastal inundation is critical for present coastal management, especially in the context of rising sea levels and potentially increasing frequency and severity of storm events. Coastal sand dunes may provide a sedimentary archive of past storm events from which long‐term frequencies of large storms can be reconstructed. This study uses novel portable optically stimulated luminescence (POSL) profiles from coastal dunes to reconstruct the sedimentary archive of storm and surge activity for Norfolk, UK. Application of POSL profiling with supporting luminescence ages and particle size analysis to coastal dunes provides not only information of dunefield evolution but also on past coastal storms. In this study, seven storm events, two major, were identified from the dune archive spanning the last 140 years. These appear to correspond to historical reports of major storm surges. Dunes appear to be only recording (at least at the sampling resolution used here) the highest storm levels that were associated with significant flooding. As such the approach seems to hold promise to obtain a better understanding of the frequency of large storms by extending the dune archive records further back to times when documentation of storm surges was sparse. © 2017 The Authors. Technical assistance (TA) has a long and varied history as a development practice. It initially emerged as a set of ‘hard’ programs, tools, and technologies delivered to developing countries by imported First World experts, typically in the agricultural and resource sectors. Later, in response to critical and antidevelopment theories, TA morphed into its ‘soft’ version, attempting to empower marginalized people in the Global South by delivering the know-how - often collaboratively generated - sufficient to produce forms of development ‘from below’. In spite of this shift in the politics and practices of TA, it remains susceptible to neoliberal styles of development that have proceeded apace with withdrawal of state institutions in the funding and operation of social and economic development programs, and with the concomitant rise of nongovernmental organizations (NGOs).In this paper, we follow the operation of one TA program operated by an intermediary NGO in Oaxaca, Mexico. We find that the program intersects with neoliberalization in two prominent ways, relying on a form of governmentality that codifies and prescribes: (a) the social spaces of action and need, and (b) learning subjects deficient in entrepreneurial initiative and know-how. We conclude by commenting on the political economic conditions that continue to underwrite TA as a development practice in spite of a decade or more of criticism directed at it and we consider the possibilities for its subversion. 相似文献

Fluvial channel geometry classification schemes are commonly restricted in relation to the scale at which the study took place, often due to outcrop limitations or the need to conduct small‐scale detailed studies. A number of classification schemes are present in the literature; however, there is often limited consistency between them, making application difficult. The aim of this study is to address this key problem by describing channel body geometries across a depositional basin to ensure that a wide range of architectures are documented. This was achieved by studying 28 locations over 4000 m of vertical succession in Palaeocene‐aged and Early Eocene‐aged deposits within the Bighorn Basin, Wyoming, USA. Five different channel body geometries have been defined based on the external geometric form, and internal arrangement and nature of storey contacts. These include the massive channel body geometry, semi‐amalgamated channel body geometry, internally amalgamated channel body geometry and offset stacked channel body geometry, which are considered to be subdivisions of the sheet geometry of many other classifications. An isolated channel body geometry has also been recognized alongside splay channel and sheet sandstone geometries in the floodplain facies associations. Field evidence, including the stacking style of storey surfaces, suggests that the different geometries form a continuum. The nature and degree of amalgamation at the storey scale are important in producing the different geometries and are related to the degree of channel migration. It is speculated that this is the result of differences in sediment supply and available accommodation. In contrast to previous schemes, the classification scheme presented here recognizes the importance of transitional geometries. This geometrical range has been recognized because of the basin‐scale nature of the study. 相似文献

Two large (200 to 300 km), near‐continuous outcrop transects and extensive well‐log data (ca 2800 wells) allow analysis of sedimentological characteristics and stratigraphic architecture across a large area (ca 60 000 km2) of the latest Santonian to middle Campanian shelf along the western margin of the Western Interior Seaway in eastern Utah and western Colorado, USA. Genetically linked depositional systems are mapped at high chronostratigraphic resolution (ca 0·1 to 0·5 Ma) within their sequence stratigraphic context. In the lower part of the studied interval, sediment was dispersed via wave‐dominated deltaic systems with a ‘compound clinoform’ geomorphology in which an inner, wave‐dominated shoreface clinoform was separated by a muddy subaqueous topset from an outer clinoform containing sand‐poor, gravity‐flow deposits. These strata are characterized by relatively steep, net‐regressive shoreline trajectories (>0·1°) with concave‐landward geometries, narrow nearshore belts of storm‐reworked sandstones (2 to 22 km), wide offshore mudstone belts (>250 km) and relatively high sediment accumulation rates (ca 0·27 mm year?1). The middle and upper parts of the studied interval also contain wave‐dominated shorefaces, but coeval offshore mudstones enclose abundant ‘isolated’ tide‐influenced sandstones that were transported sub‐parallel to the regional palaeoshoreline by basinal hydrodynamic (tidal?) circulation. These strata are characterized by relatively shallow, net‐regressive shoreline trajectories (<0·1°) with straight to concave‐seaward geometries, wide nearshore belts of storm‐reworked sandstones (19 to 70 km), offshore mudstone belts of variable width (130 to >190 km) and relatively low sediment accumulation rates (ca ≤0·11 mm year?1). The change in shelfal sediment dispersal and stratigraphic architecture, from: (i) ‘compound clinoform’ deltas characterized by across‐shelf sediment transport; to (ii) wave‐dominated shorelines with ‘isolated’ tide‐influenced sandbodies characterized by along‐shelf sediment transport, is interpreted as reflecting increased interaction with the hydrodynamic regime in the seaway as successive shelfal depositional systems advanced out of a sheltered embayment (‘Utah Bight’). This advance was driven by a decreasing tectonic subsidence rate, which also suppressed autogenic controls on stratigraphic architecture. 相似文献

Declines in bivalve populations have been quite common worldwide, often associated with coastal development, pollution and climate change. In addition to the impacts of these chronic stressors, occasional mass mortality events may have severe consequences on ecosystem services and biodiversity. In this study, we examined the impact of a mass mortality event of the clam (Austrovenus stutchburyi) on an estuarine food web and the grazing pressure exerted by the bivalve population. In February 2009, c. 60% of the clam population died in Whangateau Harbour, New Zealand. Population clearance rate calculations suggest that the clam population do not exert significant top-down control on phytoplankton biomass in the estuary, and thus the impact of the mortality event on bivalve grazing pressure was less severe than the reduction in abundance would suggest. A trophic model shows that phytoplankton play a limited role in the estuary food web, which is instead dominated by microphytobenthos and clams. This study highlights the importance of microphytobenthos in shallow estuaries, and the application of the trophic model is a useful tool that can identify key components of the ecosystem and could help inform monitoring programmes. 相似文献
