“全国地理信息系统技术与应用工作会议”今天召开了。我代表国家科委向参加会议的同志们表示热烈的欢迎,预祝会议取得圆满的成功。并向为地理信息系统技术和应用的发展做出贡献的科技、经营管理及市场营销人员致以诚挚的问候和崇高的敬意! 这次会议将对发展我国地理信息系统产业的战略、政策等问题进行研讨,同时交流产品开发和推广应用等方面的经验。希望通过这次会议,达到统一认识、推动全社会各个方面为地理信息系统产业发展多做实事的目的,加速我国地理信息系统产业的发展。     

PROPAGATION OF 30—60 DAY LOW FREQUENCY OSCILLATIONS AND THEIR INFLUENCE UPON THE SUBTROPICAL WESTERLIES JET STREAM DURING NORTHERN HEMISPHERE WINTER

Based on daily ECMWF gridpoint data of two winters during 1981—1983 including an ENSOyear,propagation of low frequency oscillations(LFO)during Northern Hemisphere winters andtheir influences upon 30—60 day oscillations of the subtropical jet stream are studied with the sta-tistical methods as complex empirical orthogonal function(CEOF)and so on.Results show that inthe winter of a normal year(1981—1982),30—60 day oscillations in the subtropical zone aremainly in the northern and southern flanks of exit region of jet stream.In the ENSO year(1982—1983),they are mainly in the vicinity of entrance and exit regions of jet stream.Intraseasonalchanges of subtropical jet stream manifested themselves as latitudinal fluctuation or longitudinalprogression or regression of about 40 day period.There are marked differences between propagat-ing passages of low frequency modes responsible for changes of subtropical jet stream in the normalyear(1981—1982)and in the ENSO year(1982—1983).Changes of oscillation amplitude showobvious phases.In general,the one in late winter is stronger than that in early winter,strongestone occurs in February.     

A MESO-β SCALE SIMULATION OF THE EFFECTS OF BOREAL FOREST ECOSYSTEM ON THE LOWER ATMOSPHERE

Based on the Intensive Field Campaign(IFC-1)data of Boreal Ecosystem-Atmosphere Study(BOREAS).a three-dimensional meso-β scale model is used to simulate the effect of boreal forests onthe lower atmosphere.A fine horizontal resolution of 2 km×2 km is used in order to distinguish thevegetative heterogeneity in the boreal region.A total of 20×25 grid points cover the entire sub-modeling area in BOREAS' South Study Area(SSA).The ecosystem types and their coverage ineach grid square are extracted from the North American Land Cover Characteristics Data Base(NALCCD)generated by the U.S.Geographical Survey(USGS)and the University of Nebraska-Lincoln(UNL).The topography of the study area is taken from the Digital Elevation Map(DEM)of USGS.The model outputs include the components of the energy balance budget within the canopyand at the ground.the turbulence parameters in the atmospheric boundary layer and the wind.temperature and humidity profiles extending up to a height of 1500 m.In addition to the fine timeand spatial step,the unique feature of the present model is the incorporation of both dynamic andbiological effects of the Boreal forest into the model parameterization scheme.The model resultscompare favorably with BOREAS' IFC-1 data in 1994 when the forest was in the luxuriant growingperiod.     

The Fault Block''s Framework in Boli Basin and its Control Over the Deposition

Boli basin, between Yishu fracture belt and Dunmi fracture belt, is the biggest Mesozoic coal basin in the east of Heilongjiang Province. Now it is a fault - fold remnant basin. The basin' s shape is generally consistent with the whole distribution of the cover folds, an arc protruding southwards. The basement of the basin can be divided into three fault blocks or structural units. The formation and evoluation of the basin in Mesozoic was determined by the basement fault blocks' displacement features rusulted from by the movement of the edge faults and the main basement faults.     

抗差估计的初值选择

对L1 范估计的平差值和LS估计的平差值作为抗差估计的初值进行了比较 ,指出在 ρ函数是严凸函数时 ,二者无明显的区别。因为LS估计简单且易于计算 ,因此建议用LS估计的平差值作为抗差估计的初值。

Early warning research on salt-alkalization desertification in western Songnen Plain

Desertification is an environmental issue in the world. The salt-alkalization desertification land area formed by both primary and secondary salt-alkalization has extended in a large scale, which has become a significant eco-environmental problem. Based on the characteristics of eco-environment and the situation of desertification in western Songnen plain, this paper reports the analyzes of its formation in background and cause. An early warning system on the salt-alkalization desertification is established and the GIS technology is used to abstract the information of desertification evaluation index. Supported by the integrated technology of the GIS and ANN, the orientation and quantitative result of desertification are gained, which is helpful to the eco-environment protection and resource development in western Songnen Plain.     

The Kaidun meteorite: Mineralogy of an unusual CM1 lithology

Abstract Kaidun is a breccia of disparate enstatite and carbonaceous chondrite clasts that continues to provide real surprises. Many Kaidun clasts have been intensely altered by aqueous fluids, as evidenced by the widespread occurrence of ferromagnesian phyllosilicates and by the presence of carbonate- and phyllo-silicate-filled veins. In this report, we describe an unusual CM lithology containing many mineralogical features not previously reported from any meteorite, including pyrrhotite, with exclusive needlelike morphologies and thick mantles of phyllosilicate, and complex aggregates of phyllosilicate, melanite garnet, crosscut by pentlandite veins. The latter features appear to be due in large part to extensive hydrothermal alteration at temperatures on the order of 450 °C, which is significantly higher than that attained during secondary processing from other known CM material.     

临沂市开展集体建设用地使用权流转的几点思考

结合临沂市几年来开展集体建设用地使用权流转的实践和探索,对开展集体建设用地使用权流转的背景、概念及范围进行了论述。认为在计划经济条件下形成的农民集体所有建设用地使用权不能流转的制度已与当前农村经济,特别是小城镇的建设发展严重不适应,允许集体建设用地使用权流转已势在必行。开展集体建设用地使用权流转对保护土地所有者和失地农民的权益,推动小城镇建设健康发展,规范土地市场具有重要意义。     

基于GIS的印度洋大眼金枪鱼延绳钓钓获率与水温关系的研究

采用GIS定性分析和数值分析的方法,研究了印度洋大眼金枪鱼延绳钓钓获率与水温的 关系。结果表明,大眼金枪鱼延绳钓高钓获率的出现与印度洋加权水温大面分布存在明显的相互 关系,大眼金枪鱼的渔获适温在14～17℃间。建议测量200m水深处的水温作为海上生产时的参 考。
