This paper discusses the analysis and modelling of the hydrological system of the basin of the Kara River, a transboundary river in Togo and Benin, as a necessary step towards sustainable water resources management. The methodological approach integrates the use of discharge parameters, flow duration curves and the lumped conceptual model IHACRES. A Sobol sensitivity analysis is performed and the model is calibrated by applying the shuffled complex evolution algorithm. Results show that discharge generation in three nested catchments of the basin is affected by landscape physical characteristics. The IHACRES model adequately simulates the rainfall–runoff dynamics in the basin with a mean modified Nash-Sutcliffe efficiency measure of 0.6. Modelling results indicate that parameters controlling rainfall transformation to effective rainfall are more sensitive than those routing the streamflow. This study provides insights into understanding the catchment’s hydrological system. Nevertheless, further investigations are required to better understand detailed runoff generation processes.

Crustal shortening in the Central Alps (300–400 km or more in western Switzerland, 400–500 km or more in eastern Switzerland) occurrend in discrete orogenic phases, separated by times of slower movement or of complete stop.
The aim of the present paper is to analyze the light variation as well as the period changes of the eclipsing binary RZ Cas. New photometric elements are computed using the frequency-domain method. The possibility of the light-time effect and the apsidal motion is discussed.
The precise estimation of precipitation quantities in tropical mountain regions is in great demand by ecological and hydrological studies, due to the heterogeneity of the rainfall distribution and the lack of meteorological station data. This study uses radar images and ground station data to provide the required high-resolution precipitation maps. Also wind data are taken into account, due to its influence on the precipitation formation and to demonstrate the relation between synoptic wind, topography and the precipitation distribution inside small mountain valleys. The study analyses the rainfall distribution and amounts of 4 days inside the San Francisco Valley, a small catchment in the tropical Andes of southern Ecuador, representing different seasons and the typical atmospheric flows, which are correlated to the annual precipitation map. The results show that the rainfall distribution and amounts are generally defined by the wind direction and velocity, besides the topographic location in relation to the main barriers and pathways. The dominant wind direction causes a division of the catchment in a wetter eastern and a dryer western part. Moreover, the annual seasons are reversed; the main rainy season for the eastern part occurs between June and August, while the western part reaches the precipitation maximum between January and March. This may have influence on the species composition at the different slopes and the annual hydrological cycle inside the catchment.
The reflectance coefficient of the regolith layer of celestial bodies has been studied in relation to the physical properties of regolith particles (size, refractive index, and packing density) on the basis of an accurate numerical radiative-transfer algorithm for a semi-infinite flat layer. Using the geometric-optics approximation, we have found that a shape mixture of randomly oriented spheroids can successfully model the single-scattering phase function of independent soil grains. In order to take into account the effect of packing density in a regolith layer, the concept of the so-called static structure factor was used. The main effect of increasing packing density is to suppress the forward-scattering peak of the phase function and to increase the albedo of the reflecting surface. We also investigated the influence of fine dust on the reflected light. An addition of small particles not only increases the surface albedo, but also changes the brightness profile and enhances the backscattering. Although the problem of unique solution, which is inherent in the retrieval of the properties of a medium from the measurements of the intensity of light scattered by this media, cannot be removed in the proposed model, the procedure used here, in contrast to widely used approximations, allows us to fit observational data with a set of real characteristics of the regolith. Semiempirical approaches are able to fit the measurements well with a small number of free parameters, but they do not explicitly contain crucial physical characteristics of the regolith such as grain sizes or the refractive index. We compared the numerical solution of the radiative-transfer equation with the Hapke approximation, which is most often used by investigators. The errors introduced by the Hapke model are small only for near-isotropic scattering by isolated particles. However, independent regolith grains are known to scatter light mainly in the forward direction.
This article provides insights into the role of institutions involved in climate governance working towards a future low-carbon society at the national level, within the global climate change governance architecture. Specifically, it contributes to understanding the fragmented governance of energy efficiency policy in developing countries by focussing on Vietnam’s building sector, identifying key institutions related to underlying discourses, national and international power relations, resource distribution and coalitions. It uses the case of baseline setting in developing Nationally Appropriate Mitigation Actions (NAMAs) to illustrate institutional dynamics, nationally and transnationally, as well as to question whether demands for baseline setting achieve the ideal trade-off between actual GHG emissions reduction and institutionalized demands for accountability. The analysis reveals that, in addition to domestic efforts and challenges, the international agenda greatly influences the energy efficiency policy arena. The article presents lessons to be learnt about policy processes from the specific Vietnamese case, reflecting on the role of international actors and discourses in it. Finally, it argues for the abolition of baselines in favour of adequate monitoring and evaluation, from the perspective that requirement for deviation from fictitious baselines is unproductive and only serves an international techno-managerial discourse.
POLICY RELEVANCE
Baseline establishment is commonly considered an initial step in developing NAMAs, in order to facilitate the demonstration of a deviation from such baselines. The requirement to produce baselines is traditionally not questioned by policy practitioners. Thus, significant development resources are allocated to the establishment of baselines and the bridging of data gaps, often without consideration as to whether baselines are a necessary instrument for NAMA implementation. We suggest omitting the lengthy and resource-consuming practice of establishing baselines and recommend proceeding forthwith to the planning and implementation of mitigation and energy efficiency policies. As conditions vary significantly in different contexts, it would be more appropriate to measure the initial situation, establishing the ‘base point’, and monitor development from that point. The present article might serve as motivation for policymakers to question traditional approaches to policy development and consider alternatives to maximize the cost efficacy of NAMA programmes and facilitate their implementation.
Dust particles (glass, tungsten, and nickel) with sizes ranging from 0.25 to 3m were levitated in a Paul-trap and charged by ions or electrons. For ions the particle potential is limited at field strength of about 1×109 V m–1 by a temperature-dependent discharge mechanism. The particles interaction with 2 to 20 keV electrons always leads to positive surface potentials which can be explained in terms of a decreased absorption of electrons by small particles. Micrometer sized agglomerates were used for the investigation of the electrostatic fragmentation. Fragmentation takes place in a twofold manner: small surface flufl can be removed or the parent particle can be disrupted into smaller agglomerates.Paper presented at the 11th European Regional Astronomical Meetings of the IAU on New Windows to the Universe, held 3–8 July, 1989, Tenerife, Canary Islands, Spain.
In contrast to atmospheric surface-layer (ASL) turbulence, a linear relationship between turbulent heat fluxes (FT) and vertical gradients of mean air temperature within canopies is frustrated by numerous factors, including local variation
in heat sources and sinks and large-scale eddy motion whose signature is often linked with the ejection-sweep cycle. Furthermore,
how atmospheric stability modifies such a relationship remains poorly understood, especially in stable canopy flows. To date,
no explicit model exists for relating FT to the mean air temperature gradient, buoyancy, and the statistical properties of the ejection-sweep cycle within the canopy
volume. Using third-order cumulant expansion methods (CEM) and the heat flux budget equation, a “diagnostic” analytical relationship
that links ejections and sweeps and the sensible heat flux for a wide range of atmospheric stability classes is derived. Closure
model assumptions that relate scalar dissipation rates with sensible heat flux, and the validity of CEM in linking ejections
and sweeps with the triple scalar-velocity correlations, were tested for a mixed hardwood forest in Lavarone, Italy. We showed
that when the heat sources (ST) and FT have the same sign (i.e. the canopy is heating and sensible heat flux is positive), sweeps dominate the sensible heat flux.
Conversely, if ST and FT are opposite in sign, standard gradient-diffusion closure model predict that ejections must dominate the sensible heat flux.
