Upon completion, China’s national emissions trading scheme (C-ETS) will be the largest carbon market in the world. Recent research has evaluated China’s seven pilot ETSs launched from 2013 on, and academic literature on design aspects of the C-ETS abounds. Yet little is known about the specific details of the upcoming C-ETS. This article combines currently understood details of China’s national carbon market with lessons learned in the pilot schemes as well as from the academic literature. Our review follows the taxonomy of Emissions Trading in Practice: A Handbook on Design and Implementation (Partnership for Market Readiness & International Carbon Action Partnership. (2016). Key policy insights
Accurate emissions data is paramount for both design and implementation, and its availability dictates the scope of the C-ETS.
The stakeholder consultative process is critical for effective design, and China is able to build on its extensive experience through the pilot ETSs.
Current policies and positions on intensity targets and Clean Development Mechanism (CDM) credits constrain the market design of the C-ETS.
Most critical is the nature of the cap. The currently discussed rate-based cap with ex post adjustment is risky. Instead, an absolute, mass-based emissions cap coupled with the conditional use of permits would allow China to maintain flexibility in the carbon market while ensuring a limit on CO2 emissions.
Aviation constitutes about 2.5% of all energy-related CO2 emissions and in addition there are non-CO2 effects. In 2016, the ICAO decided to implement a Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and in 2017 the EU decided on faster emission reductions in its Emissions Trading System (EU ETS), which since 2012 includes the aviation sector. The effects of these policies on the expected development of air travel emissions from 2017 to 2030 have been analyzed. For the sample country Sweden, the analysis shows that when emissions reductions in other sectors are attributed to the aviation sector as a result of the EU ETS and CORSIA, carbon emissions are expected to reduce by ?0.8% per year (however if non-CO2 emissions are included in the analysis, then emissions will increase). This is much less than what is needed to achieve the 2°C target. Our analysis of potential national aviation policy instruments shows that there are legally feasible options that could mitigate emissions in addition to the EU ETS and CORSIA. Distance-based air passenger taxes are common among EU Member States and through increased ticket prices these taxes can reduce demand for air travel and thus reduce emissions. Tax on jet fuel is an option for domestic aviation and for international aviation if bilateral agreements are concluded. A quota obligation for biofuels is a third option.Key policy insights
Existing international climate policies for aviation will not deliver any major emission reductions.
Policymakers who want to significantly push the aviation sector to contribute to meeting the 2°C target need to work towards putting in place tougher international policy instruments in the long term, and simultaneously implement temporary national policy instruments in the near-term.
Distance-based air passenger taxes, carbon taxes on jet fuel and quota obligations for biofuels are available national policy options; if they are gradually increased, and harmonized with other countries, they can help to significantly reduce emissions.
In a viscous damping device under cyclic loading, after the piston reaches a peak stroke, the reserve movement that follows may sometimes experience a short period of delayed or significantly reduced device force output. A similar delay or reduced device force output may also occur at the damper’s initial stroke as it moves away from its neutral position. This phenomenon is referred to as the effect of “deadzone”. The deadzone can cause a loss of energy dissipation capacity and less efficient vibration control. It is prominent in small amplitude vibrations. Although there are many potential causes of deadzone such as environmental factors, construction, material aging, and manufacture quality, in this paper, its general effect in linear and nonlinear viscous damping devices is analyzed. Based on classical dynamics and damping theory, a simple model is developed to capture the effect of deadzone in terms of the loss of energy dissipation capacity. The model provides several methods to estimate the loss of energy dissipation within the deadzone in linear and sublinear viscous fluid dampers. An empirical equation of loss of energy dissipation capacity versus deadzone size is formulated, and the equivalent reduction of effective damping in SDOF systems has been obtained. A laboratory experimental evaluation is carried out to verify the effect of deadzone and its numerical approximation. Based on the analysis, a modification is suggested to the corresponding formulas in FEMA 356 for calculation of equivalent damping if a deadzone is to be considered. 相似文献
Shells of the rocky shore intertidal gastropod Osilinus turbinatus (von Born), often abundant in archaeological deposits in the Mediterranean region, are a potential source of data on palaeotemperature, palaeoseasonality and archaeological seasonality. To evaluate this species as a climate archive, investigations of annual patterns of shell growth and of monthly variations in oxygen isotopes in shell carbonates were made on different populations in NW Sicily. Mark-recapture experiments at San Vito lo Capo and Mazzaforno show that O. turbinatus grows almost continuously throughout the year but at different rates in different seasons. Around 75% of the yearly shell growth occurs in the autumn and winter. On average, larger/older shells produce narrower annual growth increments than smaller/younger ones. Conspicuous growth lines in larger/older shells show that growth stops during the hottest part of the summer. Oxygen isotope analyses on monthly collected shells of O. turbinatus from three shores (Cala Grande, Monte Cofano and Mazzaforno) show that the isotope values record temperature variations through the year. In all the datasets, surface seawater temperatures (SSTs) calculated from δ18OSHELL mostly underestimate measured SSTs, offsets being generally greater in summer. Minimum annual offsets range from 0.0°C to 0.7°C and maximum annual offsets from 3.1°C to 8.7°C. δ18OSHELL values fail to record temperatures higher than 25°C. Careful selection of shells to be analysed can reduce offsets between δ18OSHELL temperature estimates and measured SSTs for many parts of the year, except the hottest. Allowing for this, shells of O. turbinatus offer good potential as climate archives and for archaeological studies of seasonal patterns of human foraging for shellfish. 相似文献
ABSTRACTExploitation of natural resources has long been a flashpoint for contention in Australia. This is clear in the case of forest management, where groups advocating protection have faced off against state and industry actors. The move towards multifunctionalism that recognises different values in the management of natural resources has led to a search for alternative solutions. In the case of forestry, introduction of Regional Forest Agreements (RFA) in the 1990s sought to devolve responsibility to the States, while striking a balance between economic and environmental considerations. The aim of this paper is to identify how forest activism has developed since the RFA process began and its significance in relation to changes in land use. The paper draws on a protest event catalogue of forest-related events over the 1997–2017 period to identify the intensity, tactics and location of such actions. The findings suggest that state action has reduced the intensity of contention, in line with changes in resource management practices. However, they also point to the importance of identity and its link to the social construction of resources in determining the ability of actors to de-escalate and find solutions. 相似文献
Spiritual landscapes arise from a dynamic relationship of spiritual beliefs, ritual practices, and embodied encounters in place. They can contain multiple spiritual and non‐spiritual elements that change over time. This paper offers an appreciation of the diverse, overlapping, and ambivalent meanings emerging from Trappist monasteries in the United States. With origins tracing back to eleventh‐century France, Trappist monasteries are Roman Catholic intentional communities belonging to the Order of Cistercians of the Strict Observance. Attempts to establish monasteries in the American scene began around the turn of the nineteenth century. Contemplation, a receptive state of interior spiritual silence, represents one significant component of Trappist spirituality. Like other aspects of the spiritual landscape, contemplation has been reprioritized as Trappist monks and nuns confront situations like political conflict, changes in monastic leadership, and economic problems. These places continue to address challenges and possibilities for reinvention as they become open to shifting social contexts. 相似文献
We measured the He, Ne, and Ar isotopic concentrations and the 10Be, 26Al, 36Cl, and 41Ca concentrations in 56 iron meteorites of groups IIIAB, IIAB, IVA, IC, IIA, IIB, and one ungrouped. From 41Ca and 36Cl data, we calculated terrestrial ages indistinguishable from zero for six samples, indicating recent falls, up to 562 ± 86 ka. Three of the studied meteorites are falls. The data for the other 47 irons confirm that terrestrial ages for iron meteorites can be as long as a few hundred thousand years even in relatively humid conditions. The 36Cl‐36Ar cosmic ray exposure (CRE) ages range from 4.3 ± 0.4 Ma to 652 ± 99 Ma. By including literature data, we established a consistent and reliable CRE age database for 67 iron meteorites. The high quality of the CRE ages enables us to study structures in the CRE age histogram more reliably. At first sight, the CRE age histogram shows peaks at about 400 and 630 Ma. After correction for pairing, the updated CRE age histogram comprises 41 individual samples and shows no indications of temporal periodicity, especially not if one considers each iron meteorite group separately. Our study contradicts the hypothesis of periodic GCR intensity variations (Shaviv 2002, 2003), confirming other studies indicating that there are no periodic structures in the CRE age histogram (e.g., Rahmstorf et al. 2004; Jahnke 2005). The data contradict the hypothesis that periodic GCR intensity variations might have triggered periodic Earth climate changes. The 36Cl‐36Ar CRE ages are on average 40% lower than the 41K‐K CRE ages (e.g., Voshage 1967). This offset can either be due to an offset in the 41K‐K dating system or due to a significantly lower GCR intensity in the time interval 195–656 Ma compared to the recent past. A 40% lower GCR intensity, however, would have increased the Earth temperature by up to 2 °C, which seems unrealistic and leaves an ill‐defined 41K‐K CRE age system the most likely explanation. Finally, we present new 26Al/21Ne and 10Be/21Ne production rate ratios of 0.32 ± 0.01 and 0.44 ± 0.03, respectively. 相似文献
Laser ablation inductively coupled plasma‐mass spectrometry (LA‐ICP‐MS) U–Pb geochronology of shocked zircon grains in a vesicular‐fluidal impact melt rock from the ≥54 km Charlevoix impact structure, Québec, Canada, suggests an Ordovician to Silurian age of 450 ± 20 Ma for the impact. This age is anchored by concordant U–Pb results of ~450 Ma for a U‐rich, cryptocrystalline zircon grain in the melt rock, interpreted as a recrystallized metamict zircon crystal; the U–Th–Pb system of the metamict grain was seemingly chronometrically reset by the Charlevoix impact, but withstood later tectonometamorphic events. The new zircon age for Charlevoix is in agreement with a stratigraphically constrained Late Ordovician maximum age of ~453 Ma and corroborates earlier suggestions that the impact occurred most likely in the Ordovician, and not ~100 Myr later, as indicated by previous K/Ar and 40Ar/39Ar geochronologic results. The latter may reflect postimpact thermal overprint of impactites during the Salinian (Late Silurian to Early Devonian) and/or Acadian (Late Devonian) orogenies. U–Pb geochronology of zircon crystals in anorthosite exposed in the central uplift of the impact structure yielded a Grenvillian crystallization age of 1062 ± 11 Ma. The preferred Ordovician age for the Charlevoix impact structure, which is partially overthrusted by the Appalachian front, suggests the impact occurred during a phase of Taconian tectonism and an episode of enhanced asteroid bombardment of the Earth. Our results, moreover, demonstrate that (recrystallized) metamict zircon grains may be of particular interest in impact geochronology. 相似文献
Since the discovery of shatter cones (SCs) near the village of Agoudal (Morocco, Central High Atlas Mountains) in 2013, the absence of one or several associated circular structures led to speculation about the age of the impact event, the number, and the size of the impact crater or craters. Additional constraints on the crater size, age, and erosion rates are obtained here from geological, structural, and geophysical mapping and from cosmogenic nuclide data. Our geological maps of the Agoudal impact site at the scales of 1:30,000 (6 km2) and 1:15,000 (2.25 km2) include all known occurrences of SCs in target rocks, breccias, and vertical to overturned strata. Considering that strata surrounding the impact site are subhorizontal, we argue that disturbed strata are related to the impact event. Three types of breccias have been observed. Two of them (br1‐2 and br2) could be produced by erosion–sedimentation–consolidation processes, with no evidence for impact breccias, while breccia (br1) might be impact related. The most probable center of the structure is estimated at 31°59′13.73?N, 5°30′55.14?W using the concentric deviation method applied to the orientation of strata over the disturbed area. Despite the absence of a morphological expression, the ground magnetic and electromagnetic surveys reveal anomalies spatially associated with disturbed strata and SC occurrences. The geophysical data, the structural observations, and the area of occurrence of SCs in target rocks are all consistent with an original size of 1.4–4.2 km in diameter. Cosmogenic nuclide data (36Cl) constrain the local erosion rates between 220 ± 22 m Ma?1 and 430 ± 43 m Ma?1. These erosion rates may remove the topographic expression of such a crater and its ejecta in a time period of about 0.3–1.9 Ma. This age is older than the Agoudal iron meteorite age (105 ± 40 kyr). This new age constraint excludes the possibility of a genetic relationship between the Agoudal iron meteorite fall and the formation of the Agoudal impact site. A chronolgy chart including the Atlas orogeny, the alternation of sedimentation and erosion periods, and the meteoritic impacts is presented based on all obtained and combined data. 相似文献
