Global GHG emissions continue to rise, with nearly a quarter of it due to trade that is not currently captured within global climate policy. In the context of current trade patterns and limited global cooperation on climate change, the feasibility of consumption-based emissions accounting to contribute to a more comprehensive (national) policy framework in the UK is investigated. Consumption-based emissions results for the UK from a range of models are presented, their technical robustness is assessed, and their potential application in national climate policy is examined using examples of policies designed to reduce carbon leakage and to address high levels of consumption. It is shown that there is a need to include consumption-based emissions as a complementary indicator to the current approach of measuring territorial emissions. Methods are shown to be robust enough to measure progress on climate change and develop and inform mitigation policy. Finally, some suggestions are made for future policy-oriented research in the area of consumption-based accounting that will facilitate its application to policy.

Policy relevance

Emissions embodied in trade are rapidly increasing and there is thus a growing gap between production emissions and the emissions associated with consumption. This is a growing concern due to the absence of a global cap and significant variation in country-level mitigation ambitions. Robust measurements of consumption-based emissions are possible and provide new insights into policy options. This includes trade-related policy (e.g. border carbon adjustments) and domestic policies (e.g. resource efficiency strategies). As climate policy targets deepen, there is a need for a broad range of policy options in addition to production and technological solutions. Consumption-based emissions are complementary to production-based emissions inventories, which are still the most accurate estimate for aggregated emissions at the global level. However, without consumption-based approaches, territorial emissions alone will not provide a complete picture of progress in regional and national emissions reduction.  相似文献

This paper provides an in-depth analysis of the links between dematerialisation and climate change mitigation. Methods used for material flow analyses (MFA) within the wider context of industrial ecology (which includes a focus on all resource flows in an economy, not purely material tonnage) tend to focus either on detoxification and pollution reduction or dematerialisation and resource productivity. An environmentally extended input–output (EEIO) model incorporates both aspects, which need to be dealt with when looking at how to meet challenging greenhouse gas (GHG) emission targets. The approach understands both production systems and consumption patterns and has the ability through scenarios to analyse the (GHG) effectiveness of a wide range of material efficiency options. This analysis adopts an environmentally extended input–output approach to assess the role of material efficiency measures in reducing UK GHG emissions by 2050. A method for projecting the variables and parameters in the model, including the supply of and demand for materials and products, is presented and applied to investigate thirteen material efficiency strategies in the UK.  相似文献

Climate change creates a double inequality through the inverse distribution of risk and responsibility. Developed states are responsible, but are forecast to confront only moderate adverse effects; least developed states are not culpable and yet experience significant threats to livelihoods, assets and security. Adaptation finance addresses inequity by developed states facilitating/funding behaviour adjustments necessary for exposed communities to lessen climate risk. This article investigates the ground-level effectiveness of adaptation finance in climate vulnerable villages across Malawi, while controlling for disparities in vulnerability. Malawi and selected districts are both climate vulnerable and significant recipients of adaptation finance. This concludes a larger top–down multi-scalar analysis of climate justice, which applies the distribution and effectiveness of adaptation finance as a proxy. The study avails of participatory assessments to compare actions of villages receiving adaptation finance with those engaging in autonomous and informal adaptations. Adaptation finance villages: (a) address more climate related risks; and (b) enhance agency, security and sustainably lessen climate vulnerability. Conversely, informal practice villages attend to a lower proportion of climate risks and often develop short-term strategies with less enduring vulnerability reduction. Vulnerable communities receiving adaptation finance do change behaviours to reduce climate risk and thus secure local level climate justice.  相似文献

In the Mesozoic eugeosynclinal sequences of the Italian North Apennines, ophiolitic rocks are commonly stratigraphically overlain by thick bedded chert sequences of Late Jurassic age. The isotopic composition of Pb contained in upper basalts, lower ferruginous (and in places manganiferous) cherts, middle cherts and upper cherts indicates that simple mixing occurred in the sediments between basalt-derived Pb, and more radiogenic Pb provided by fine-grained terrigenous detritus, radiolarian silica and possibly seawater.The most ferruginous cherts are those nearest the ophiolitic basement, which is interpreted as ocean crust formed early in the opening of the Apennine ocean. Hematite content, considered to represent original Fe hydroxy-oxide chemical precipitate in the sediment, decreases upwards in a general way to very low values in the upper cherts. The most ferruginous cherts also contain the highest volcanogenic Pb component and total Pb, whereas higher cherts contain mainly terrestrially-derived Pb. These relations indicate a volcanic-hydrothermal origin for a significant portion of the Pb in the basal to middle parts of the chert formation, and suggest a similar origin for the hematitic Fe. The vertical distribution of hematite and volcanogenic Pb suggests that some initial Fe precipitates, carrying such Pb, had a widespread lateral dispersal after formation at an active ridge.  相似文献

The Sargaz Cu–Zn massive sulfide deposit is situated in the southeastern part of Kerman Province, in the southern Sanandaj–Sirjan Zone of Iran. The stratigraphic footwall of the Sargaz deposit is Upper Triassic to Lower Jurassic (?) pillowed basalt, whereas the stratigraphic hanging wall is andesite. Mafic volcanic rocks are overlain by andesitic volcaniclastics and volcanic breccias and locally by heterogeneous debris flows. Rhyodacitic flows and volcaniclastics overlie the sequence of basaltic and andesitic rocks. Based on the bimodal nature of volcanism, the regional geologic setting and petrochemistry of the volcanic rocks, we suggest massive sulfide mineralization in the Sargaz formed in a nascent ensialic back-arc basin. The current reserves (after ancient mining) of the Sargaz deposit are 3 Mt at 1.34% Cu, 0.38% Zn, 0.08%Pb, 0.24 g/t Au, and 7 g/t Ag. The structurally dismembered massive sulfide lens is zoned from a pyrite-rich base, to a pyrite?±?chalcopyrite-rich central part, and a sphalerite–chalcopyrite-rich upper part, with a sphalerite-rich zone lateral to the upper part. The main sulfide mineral is pyrite, with lesser chalcopyrite and sphalerite. The feeder zone, comprised of a vein stockwork consists of quartz–sulfide–sericite pesudobreccia and, in the deepest part, chlorite–quartz–pyrite pesudobreccia. Footwall hydrothermal alteration extends at least 70–80 m below the massive sulfide lens and more than a hundred meters along strike from the massive sulfide lens. Jasper and Fe–Mn bearing chert horizons lateral to the sulfide deposit represent low-temperature hydrothermal precipitates of the evolving hydrothermal system. Based on mineral textures and paragenetic relationships, the growth history of the Sargaz deposit is complex and includes: (1) early precipitation of sulfides (protore) on the seafloor as precipitation of fine-grained anhedral pyrite, sphalerite, quartz, and barite; (2) anhydrite precipitation in open spaces and mineral interstices within the sulfide mound followed by its subsequent dissolution, formation of breccia textures, and mound clasts and precipitation of coarse-grained pyrite, sphalerite, tetrahedrite–tennantite, galena and barite; (3) replacement of pre-existing sulfides by chalcopyrite precipitated at higher temperatures (zone refining); (4) continued “refining” led to the dissolution of stage 3 chalcopyrite and formation of a base-metal-depleted pyrite body in the lowermost part of the massive sulfide lens; (5) carbonate veins were emplaced into the sulfide lens, replacing stage 2 barite. The δ34S composition of the sulfides ranges from +2.8‰ to +8.5‰ (average, +5.6‰) with a general increase of δ34S ratios with depth within the massive sulfide lens and underlying stockwork zone. The heavier values indicate that some of the sulfur was derived from seawater sulfate that was ultimately thermochemically reduced in deep hydrothermal reaction zones.  相似文献

 Groundwater is an important and valuable resource for water supply to cities. In order to make full and wise use of the asset value, a clear understanding of the quantities and sources of urban groundwater recharge is needed. The water supply and disposal network is often an important source of recharge to urban groundwater through leakage from water mains and sewers. An approach to establishing the spatial and temporal amounts of the three urban recharge sources (precipitation, mains and sewers) is developed and illustrated using the Nottingham (UK) urban aquifer. A calibrated groundwater flow model is supplemented by calibrated solute balances for three conservative species (Cl, SO4 and total N), thus providing four lines of evidence to use in the recharge estimation. Nottingham is located on a Triassic sandstone aquifer with average precipitation of 700 mm/year. Using the models, current urban recharge is estimated to be 211 mm/year, of which 138 mm/year (±40%) is from mains leakage and 10 mm/year (±100%) is from sewer leakage. The wide confidence intervals result from the scarcity of historical field data and the long turnover time in this high volume aquifer, and should be significantly lower for many other aquifer systems. Alongshore variation in the rip current hazard at Pensacola Beach, Florida   总被引:1,自引:1,他引:1  
Many drowning and near drownings at Pensacola Beach, Florida are attributed to rip currents, the strong seaward-flowing currents that extend from the shoreline to the line of breakers and sometimes beyond. While surf forecasts assume that the rip hazard is uniform alongshore and that the (erosion) rips are ephemeral features, evidence is presented to suggest that the rip hazard at Pensacola Beach is not uniform alongshore. Rather the rip current “hotspots” develop as a consequence of an alongshore variation in the surf similarity parameter and nearshore state on the order of ~1,450 m. The variation is forced by transverse ridges on the inner shelf that force wave refraction and focusing at the ridge crests. This creates a more dissipative, rhythmic bar and beach morphology at the ridges and rougher surf. Between ridges, where wave heights and periods are smaller and the outermost bar is forced closer to the shoreline, the nearshore is in a (more reflective) bar and rip state during red flag conditions. Drownings between 2000 and 2009 are shown to be clustered between transverse ridges and in the years following a hurricane or tropical storm (2000–2003 and 2005–2008) when the bar and rip morphology first develops as the shore face recovers. This continues until the innermost bar attaches to the beach face unless the bar system is reset by another tropical storm or hurricane. It is argued that the rip hazard is dependent on the alongshore covariation of the environmental forcing with the individual and group behavior in both time and space, even on what appears to be a relatively uniform beach environment.  相似文献

We have applied maximum entropy reconstruction methods to the IRAS observations of the nova GK Persei to examine the spatial distribution of the far-IR emission. We have discovered discrete regions of emission in a co-linear structure extending to 17 arcmin on either side of the binary system, supporting a stellar origin for the structure. We postulate that the evolved secondary is the progenitor of the circumbinary envelope.  相似文献

The National Agricultural Policy was implemented to arrest the decline that agriculture experienced in the 1970s and early 1980s. It aims to modernise and revitalise Malaysian agriculture and alleviate rural poverty while retaining labour in agriculture. This paper evaluates its likely effects on poverty among small‐scale padi farmers. The analysis is based on an evaluation of the strategies and programs that are being implemented as part of the policy. It is argued that the National Agricultural Policy will not alleviate poverty in the padi sub‐sector for three main reasons. Firstly, the strategies and programs currently being employed are essentially unchanged from those that were unsuccessfully employed in the past. Secondly, it is premised on a theoretical base which will not lead to the development of effective anti‐poverty strategies. And, finally, it is flawed by policy contradictions.  相似文献
