A driving force of urban development is “accumulation by dispossession” which occurs through expropriation, privatization, and commodification of land. While the macro theory is now well refined, there is still much we do not know about how the underlying processes occur and how they shape economic development and urbanization. In this study, we analyze 2009 survey data of land expropriation cases across 12 Chinese cities, and find that expropriation takes different forms leading to specific outcomes. In half the cases, local governments followed central government policies requiring them to pay standard rates of compensation, but in the other half, local governments negotiated with farmers over the terms of expropriation. In the latter scenario, farmers were more likely to receive compensation higher than the standard rate, particularly if they were embedded in local power structures, which we argue could be counteracted if all households in a rural collective negotiate one agreement rather than individual agreements. These findings move us closer to understanding why accumulation through dispossession sometimes contributes to economic growth and social development, and at other times undermines urban development leading to social instability.  相似文献

This paper describes the options appraisal undertaken in the UK within the major TE2100 project to investigate the future of protecting London from flooding from the sea. An economic analysis, within a Benefit-Cost framework complemented by Multi-Criteria Analysis, shows that improving the existing flood defences and, in 2070, constructing a new Thames Barrier downstream from the existing one are the “front runner” options for tackling the increase in flood risk that is anticipated in the future. Both sensitivity and scenario analysis have little effect on option choice. Uncertainties inevitably remain, however, when looking so far ahead, but it is clear that continuing to protect this area from the sea is highly cost-beneficial. Also the very high standard of protection now, and the robustness of the existing flood defence assets, mean that major new interventions will not be needed for some time (i.e. until c. 2070). We therefore have time to monitor the situation, carefully plan measures to maintain and enhance the existing defences, and to seek to restrain the growth of risk in the Estuary and in London through carefully designed and implemented resilience-building flood plain management measures. Rather than having to rush to new engineering works, because we have not anticipated what is needed but are forced to respond hastily to a “crisis” situation, the adaptive approach that is now possible is a key legacy of the TE2100 project.  相似文献

The Pliocene and Pleistocene sediments of the Gippsland shelf are dominated by mixed carbonates and siliciclastics. From a detailed stratigraphic study that combines conventional marine geology techniques with magnetic imagery, the Late Neogene tectonic and eustatic history can be interpreted and correlated to the onshore section. Stratigraphic analyses of eight oil and gasfield foundation bores drilled to 150 m below the seabed revealed three principal facies types: (i) Facies A is fine‐grained limestone and limey marl deeper than 50 m below the seabed, of Late Pliocene age (nannofossil zones CN11–12); (ii) Facies B is a fine‐coarse pebble quartz‐carbonate sand that occurs 10–50 m below the seabed in the inner shelf, grading down into Facies A in wells in the outer shelf, and is of Early‐Middle Pleistocene age (nannofossil subzones CN13a-14b: ca 1.95–0.26 Ma); and (iii) discontinuous horizons of Facies C composed of carbonate‐poor carbonaceous and micaceous fine quartz sand occurring 10–50 m below the seabed. The sparse benthic foraminifers in Facies C are inner shelf or Gippsland (euryhaline) Lakes forms. Holocene sands dominate the upper 1.5–2.5 m of the Gippsland shelf and disconformably overlie cemented limestones with aragonite dissolution, indicating previous exposure to meteoric water. Nannofossil dating of the limestones indicates ages within subzone CN14b (dated between ca 0.26 and 0.47 Ma). Airborne magnetic imaging across the Gippsland shelf and onshore provides details of buried magnetic palaeoriver channels and barrier systems. The river systems trend south‐southeast from the Snowy, Tambo, Mitchell, Avon, Macalister and Latrobe Rivers across the shelf. Sparker seismic surveys show the magnetic palaeochannels as seismic ‘smudges’ 20–40 m below the seabed. They appear to correspond to Facies C lenses (i.e. are Early to Middle Pleistocene features). Magnetic palaeobarrier systems trending south‐southwest in the inner shelf and onshore beneath the Gippsland Lakes are orientated 15° different to the modern Ninety Mile Beach barrier trend. Offshore, they correlate stratigraphically to progradation packages of Facies B. Analysis of bore data in the adjacent onshore Gippsland Lakes suggests that a Pliocene barrier sequence 100–120 m below surface is overlain by fluvial sand‐gravel and lacustrine mud facies. The ferruginous sandstone beds resemble offshore Facies C, and are located where magnetic palaeoriver channel systems occur, implying Early to Middle Pleistocene ages. Presence of the estuarine bivalve Anadara trapezia in the upper lacustrine mud facies suggests that the Gippsland Lakes/Ninety Mile Beach‐type barriers developed over the past 0.2 million years. Further inland, magnetic river channels that cut across present‐day uplifted structures, such as the Baragwanath Anticline, suggest that onshore Gippsland uplift continued into the Middle Pleistocene.  相似文献

In the last several decades, garbage strikes have taken place around the world. In this article, I examine the case of garbage strikes in Oaxaca, Mexico, a rapidly growing city. Here, garbage, which is normally considered a hazard, is revealed also to be an effective political tool for people demanding “rights to the city.” Processes of modernization that have produced an expectation of cleanliness in modern cities have, at the same time, relied on production and consumption patterns that create more and more garbage. It is this inherent contradiction that provides a space for marginalized people to use garbage as a political tool.  相似文献

Within the politically‐defined Greater Mekong Subregion (GMS), the borderlands of southeast Yunnan, China and Lào Cai province, northern Vietnam, have been categorized as being part of the GMS North‐South Economic Corridor. I argue that the creation of this subregion and corridor have been an opportunity for the governments in these locales to extend their territorialization and create new state spaces. For centuries, relatively isolated and ignored by lowland rulers, ethnic minority residents in these borderlands maintained their own culturally appropriate livelihoods, trade networks and societies. Nowadays, an increasing state presence in the uplands presents both challenges and opportunities for local populations on either side of the border, be they ethnic minorities, or Kinh (lowland Vietnamese) and Han Chinese. Contemporary border narratives gathered from local traders managing important upland commodities shed light on the means by which these borderland spaces are shaping both attractive prospects as well as restrictive constraints. Local residents fashion new trading‐scapes by drawing on kin ties, historical linkages, local indigenous knowledges and transnational societies that reach deep inside each country. As inhabitants carefully avoid or manipulate the state's gaze, I conclude that those living in the Sino‐Vietnamese borderlands possess the agency to ‘do things differently’ from hegemonic development approaches supported by GMS sponsors, and can create, maintain, support and refashion culturally appropriate trade livelihoods.  相似文献

Through recent changes in urban governance practices, citizens and community organizations assume ever-greater responsibility for local-level planning and service delivery. Scholars have debated whether this shift disempowers community organizations by subsuming their plans and priorities into state planning imperatives or empowers them through inclusion of community priorities and local knowledge. In carrying out their new responsibilities, many community organizations are adopting tools such as GIS. Strikingly similar questions have been raised about empowerment, disempowennent, incorporation, and autonomy; but relatively little work has systematically documented the ways in which GIS use alters community-level decision-making efforts. In this paper, I show how GIS use fosters changes in the language, practices, and paradigms of community planning, particularly strengthening an instrumental rational approach to community planning and revitalization. Drawing on research with a Minneapolis, Minnesota, neighborhood organization, I argue that these impacts of GIS use on community planning practices complicate and intensify a dynamic tension between incorporation and autonomy that community organizations experience within collaborative governance approaches. NGC 3310 is a local galaxy with an intense, ongoing starburst thought to result from a merger with a companion galaxy. It has several known tidal features in the northwest and southern regions around the main galactic disc, as well as a closed, tidal loop emerging from the eastern side of the disc and rejoining in the north. This loop appears to be distinct from the rest of the shells surrounding NGC 3310 and is the first of its kind to be detected in a starburst galaxy. In this work, we present U BV R photometry to faint surface brightness levels of this debris network, and we explore various strategies for modelling NGC 3310's disc and subtracting its contribution from each region of debris. We then compare these photometric results with the GALaxy EVolution (GALEV) spectral synthesis models, and find possible material from the intruder galaxy, suggesting that the recent accretion of several small galaxies is driving the evolution of NGC 3310.  相似文献

Clementine and photographic data sets have been used to investigate the crustal stratigraphy and geology of King crater on the lunar farside (120°E, 5.5°N). Pre-existing topographic regimes or stress fields dominate many structures in the crater, which has excavated materials from depths of up to 14 km. The upper crust in the area is noritic anorthosite, grading to a more anorthositic signature with depth. A possible batholithic intrusion is also present in a 15-km-wide band, extending from the southern crater floor to at least 50 km north of King, and from near-surface levels down to at least the excavation depth of the crater. It is generally feldspathic, but is cut by mafic dykes now visible in the north wall. King also shows evidence for the presence of a cryptomare, exposed in regions of the peaks and in dark halo craters within the ejecta blanket. Localized olivine-bearing mineralogies are observed on the central peaks, suggesting isolated pockets of troctolitic mineralogies to have been present at 8- to 14-km depths. Copious volumes of crystalline melt produced from the impact event cover King’s floor to a maximum thickness of 30-60 m, and have pooled in a number of natural depressions outside of the main crater. The main pool in the pre-existing A1-Tusi crater has a minimum depth of 150 m. Domes on the crater floor are verified as nonvolcanic in origin, and did not act as a source for any of the lava-like materials in King.  相似文献

The ROSAT All-Sky Survey revealed soft X-ray emission on kiloparsec scales towards the Galactic center. Separately, it has also been observed that the cosmic ray intensity (measured via γ-ray emission) rises only very slowly towards the center of the Galaxy, counter to expectations based on the greater number of cosmic ray sources there. A thermal and cosmic-ray driven wind could potentially explain both of these observations. We find that a cosmic-ray and thermally driven wind fits the X-ray observations well; in fact, a wind fits significantly better than an earlier-proposed static-polytrope gas model.  相似文献
