This essay proposes an innovative institutional strategy for global climate protection, quite distinct from but ultimately complementary to the UNFCCC climate treaty negotiations. Our “building block” strategy relies on a variety of smaller-scale transnational cooperative arrangements, involving not only states, but also subnational jurisdictions, firms, and civil society organizations, to undertake activities whose primary goal is not climate mitigation but which will achieve greenhouse gas reductions as a byproduct. This strategy avoids the problems inherent in developing an enforceable, comprehensive treaty regime by mobilizing other incentives—including economic self-interest, energy security, cleaner air, and furtherance of international development— to motivate a range of actors to cooperate on actions that will also produce climate benefits. The strategy uses three specific models of regime formation (club, linkage, and dominant actor models) which emerge from economics, international relations, and organizational behavior, to develop a variety of transnational regimes that are generally self-enforcing and sustainable, avoiding the free rider and compliance problems endemic in collective action to provide public goods. These regimes will contribute to global climate action not only by achieving emissions reductions in the short term, but also by creating global webs of cooperation and trust, and by linking the building block regimes to the UNFCCC system through greenhouse gas monitoring and reporting systems. Zircon crystals precipitated from granitoid magmas contain a robust record of the age and chemistry of continental magmatism spanning some 4.375 Ga of Earth history, a record that charts initiation of plate tectonics. However, constraining when exactly plate tectonics began to dominate crustal growth processes is challenging as the geochemical signatures of individual rocks may reflect local subduction processes rather than global plate tectonics. Here we apply counting statistics to a global database of coupled U–Pb and Hf isotope analyses on magmatic zircon grains from continental igneous and sedimentary rocks to quantify changes in the compositions of their source rocks. The analysis reveals a globally significant change in the sources of granitoid magmas between 3.2 and 2.7 Ga. These secular changes in zircon chemistry are driven by a coupling of the deep (depleted mantle) and shallow (crustal) Earth reservoirs, consistent with a geodynamic regime dominated by Wilson cycle style plate tectonics. 相似文献

A method of landscape evaluation based on the anthropo-ecological approach is worked out. The procedure consists of three stages, viz., general, special and optimization. Within the general stage, the structural arrangement of the landscape is evaluated by means of the concept of geo-ecological sites (GES), which are distributed into four zones (A, B, C, D) according to the degrees of their anthropic disturbance. The zoning performed makes it possible to select those geo-ecological sites where eco-critical relationships can be expected to appear; in order to eliminate such situations, transition zones are calculated for the geo-ecological sites concerned. The outcome of this approach is a proposal of a new structural arrangement of the geo-ecological sites, solving eco-critical situations and serving as a basis for the special and optimization stages of the anthropo-ecological method. 相似文献

Models for ground water flow (MODFLOW) and particle tracking (MODPATH) were used to determine ground water flow patterns, principal ground water discharge and recharge zones, and estimates of ground water travel times in an unconfined ground water system of an outer coastal plain watershed on the Delmarva Peninsula, Virginia. By coupling recharge and discharge zones within the watershed, flowpath analysis can provide a method to locate and implement specific management strategies within a watershed to reduce ground water nitrogen loading to surface water. A monitoring well network was installed in Eyreville Creek watershed, a first-order creek, to determine hydraulic conductivities and spatial and temporal variations in hydraulic heads for use in model calibration. Ground water flow patterns indicated the convergence of flow along the four surface water features of the watershed; primary discharge areas were in the nontidal portions of the watershed. Ground water recharge zones corresponded to the surface water features with minimal development of a regional ground water system. Predicted ground water velocities varied between < 0.01 to 0.24 m/day, with elevated values associated with discharge areas and areas of convergence along surface water features. Some ground water residence times exceeded 100 years, although average residence times ranged between 16 and 21 years; approximately 95% of the ground water resource would reflect land use activities within the last 50 years. 相似文献

Quantifying spatial and temporal dynamics of organic matter (OM) is critical both for understanding ecosystem functioning and for predicting impacts of landscape change. To determine the influence of different habitats and coarse particulate OM (CPOM) types upon floodplain OM dynamics, we quantified aerial input, lateral surface transfer, and surface storage of CPOM over an annual cycle on the near-natural floodplain of the River Tagliamento in NE-Italy. Using these data, we modelled floodplain leaf dynamics, taking account of the spatial distribution and hydrologic connectivity of habitats, and using leaf storage as a response variable. Mean aerial CPOM input to the floodplain was similar from riparian forest and islands, but surface transfer was greater from islands, supporting the suggestion that these habitats act as “islands of fertility” along braided rivers. Leaves were the lateral conveyor of energy to more open parts of the floodplain, whereas CPOM was mainly stored as small wood in vegetated islands and riparian forest. Simulating the loss of habitat diversity (islands, ponds) decreased leaf storage on the whole floodplain, on exposed gravel and in large wood accumulations. In contrast, damming (loss of islands, ponds and floods plus floodplain overgrowth) greatly increased storage on exposed gravel. A random shuffle of habitats led to a storage increase on exposed gravel, while that in large wood accumulations and ponds declined. These results disentangle some of the complexities of CPOM dynamics in floodplain ecosystems, illustrate the value of models in understanding ecosystem functioning at a landscape level, and directly inform river management practice. 相似文献
