ABSTRACT

In 2014, the New South Wales (NSW) state parliament passed legislation implementing a new Code of Practice (‘Code 10/50’) granting property owners in bushfire-prone areas the right to clear all trees within 10 m, and all vegetation within 50 m, of residences without prior approval from authorities. The Code is a significant departure from previous regimes which often required permits for vegetation clearance. The Code was introduced in direct response to bushfire threat in the wake of the 2013–14 bushfires in NSW. However, the Code has been plagued by controversy, with accusations of abuse in areas with little or no bushfire history, and a lack of any substantial environmental protections, particularly prior to a review in August 2015. In this paper we examine the debates surrounding the enactment of the Code and consider the way in which particular justifications for the Code permeated parliamentary deliberations. Our investigation relies on unpacking how the Code emerged in order to shed light on how a very controversial policy came into being. We adopt a legal geography approach, together with insights from political ecology, to demonstrate that changes in regulatory processes have the potential to fundamentally alter our landscapes.  相似文献

Several algorithms have been proposed to generate a polygonal ‘footprint’ to characterize the shape of a set of points in the plane. One widely used type of footprint is the χ-shape. Based on the Delaunay triangulation (DT), χ-shapes guaranteed to be simple (Jordan) polygons. This paper presents for the first time an incremental χ-shape algorithm, capable of processing point data streams. Our incremental χ-shape algorithm allows both insertion and deletion operations, and can handle streaming individual points and multiple point sets. The experimental results demonstrated that the incremental algorithm is significantly more efficient than the existing, batch χ-shape algorithm for processing a wide variety of point data streams.  相似文献

We present evidence of flux variability, on both short (hours) and long (months) time-scales, of the Seyfert 2 galaxy NGC 7172. These results are based on the ASCA observation of NGC 7172 performed in 1996 May. The source was detected at a rather low flux level, about 3 times fainter than its usual state (including 1 yr before, when it was also observed by ASCA ).   The source also varied by about 30 per cent during the observation, confirming the presence of a type 1 nucleus in its centre. However, its spectrum appears to be flatter than the typical Seyfert 1 spectrum (in agreement with findings on other Seyfert 2s), posing problems for the unification model unless complex absorption is invoked.  相似文献

The z  = 2.286  IRAS galaxy F10214 + 4724 remains one of the most luminous galaxies in the Universe, despite its gravitational lens magnification. We present optical and near-infrared spectra of F10214 + 4724, with clear evidence for three distinct components: lines of width ∼ 1000 km s−1 from a Seyfert 2 nucleus; ≲ 200 km s−1 lines which are likely to be associated with star formation; and a broad (∼ 4000 km s−1) C  III ] 1909-Å emission line which is blueshifted by ∼ 1000 km s−1 with respect to the Seyfert 2 lines. Our study of the Seyfert 2 component leads to several new results. (i) From the double-peaked structure in the Lyα line, and the lack of Lyβ, we argue that the Lyα photons have emerged through a neutral column of N H ∼ 2.5 × 1025 m−2, possibly located within the AGN narrow-line region, as proposed for several high-redshift radio galaxies. (ii) The resonant O  VI 1032, 1036-Å doublet (previously identified as Lyβ) is in an optically thick (1:1) ratio. At face value this implies an extreme density ( n e ∼ 1017 m−3) more typical of broad-line region clouds. However, we attribute this instead to the damping wings of Lyβ from the resonant absorption. (iii) A tentative detection of He  II 1086 suggests little extinction in the rest frame ultraviolet.  相似文献

Point of the Mountain spit and Fingerpoint spit are two of the largest geomorphic features of Pleistocene Lake Bonneville of the western Great Basin, USA. The spits and their associated shorelines show distinctly different geomorphic expression and genesis; this is a function of their positions within the lake and the dynamics of the waves and storms that formed them. Mapping of geomorphic features, geometry of erosional features, and detailed lithologic analysis of shoreline deposits are used to determine dominant modes of sediment erosion and deposition. The Point of the Mountain spit, located in the eastern portion of the basin, was formed as a result of highly fractured bedrock in a salient of the Wasatch Front being exposed to wave trains that approached from the north‐northwest causing north‐to‐south longshore sediment transport. Shoreline development and sediment transport on the southern portion of the spit were minimal. The Fingerpoint spit, located on an island in the northwest portion of the basin, was formed by bidirectional longshore sediment transport as the result of waves that approached from both the north‐northeast and the south‐southwest. Spit development is a function of surface wave energy and direction which in turn is the integrated result of wind direction, wind intensity, and fetch. Wave transport direction determined from ?eld measurements at Point of the Mountain spit corresponds very well to the direction of maximum fetch (c. 200 km). For the Fingerpoint spit, the hypothesized wave transport direction from the south corresponds with the direction of maximum fetch (c. 350 km). However, wave energy transport from the north had limited fetch (c. 100 km), implying that wind intensity from the north was relatively large. The geometry of the two large Bonneville spits suggests the predominant wind direction from storms during the Pleistocene was from the north and points the way for future studies that can aid in further understanding the nature of Pleistocene wind ?elds in the Great Basin. Terrestrial laser scanning (TLS) monitoring has been used to estimate the location, volume, and kinematics of a variety of small magnitude rockfalls before failure (1–1000 m3 range), and in some cases, potential failure time has been assessed through the application of inverse velocity methods. However, our current understanding of rock slope pre-failure behavior for this magnitude range and prediction ability is based on observations of a small number of failure case histories. In this study, a pre-failure deformation database was constructed for rockfall volumes exceeding 0.1 m3, observed over a 1252-day study interval at the Goldpan rock slope, British Columbia, Canada, in order to better understand the pre-failure behavior of rock slopes and provide an empirical means of estimating temporal failure ranges. Repeated TLS datasets were acquired at an average scanning interval of 2–3 months. A total of 90 rockfall events were recorded at this site, during this time period, of which 64 (71%) exhibited measurable deformation prior to failure. Classification of rockfalls by volume suggests that a scale dependency may exist, as deformation was detected for a greater proportion of rockfalls >?5 m3 (92%) than for smaller rockfalls in the range of 0.1–0.5 m3 (61%). A lower rate of pre-failure deformation detection was also reported for planar sliding failures as compared with wedge or toppling failures, suggesting that deformation was less easily detected for these failure types. This study proposes and implements a framework for rockfall assessment and forecasting that does not require continuous monitoring of deformation.  相似文献

This paper presents two cases of multi-scale modeling in the context of dynamic structure soil-structure interaction. The first case concerns the behaviour of reinforced soils. It is shown that such system may involve both shear and bending effect at the leading order, which corresponds to a second gradient material. The second case addresses the seismic response of soils in presence of a densely urbanized city. It appears that the effect of resonance of the whole buildings in interaction actually modify the seismic response. In both cases the theoretical approach is completed by a validation through analogous samples tested on a shaking table.  相似文献

Phytoscreening has been proven to rapidly delineate subsurface contaminant plumes for semiquantitative site assessment, with minimal impact to property or ecology through the collection and analysis of tree cores. Here, three phytoscreening methods were applied concurrently to identify multiple chlorinated volatile organic compounds (cVOCs) in a phytoremediation treatment system at a contaminated industrial facility. Tree coring, in planta gas chromatography–mass spectrometry (GC‐MS), and in planta passive sampling showed general agreement, with the in planta GC‐MS providing the quickest but least quantitative results. The portable GC‐MS sampling and analysis method identified six cVOCs in the xylem of hybrid poplars (Populus sp.) in the phytoremediation plot. These real‐time data can permit onsite identification and delineation of the contaminants, allowing for adaptive sampling during a single mobilization to a site. The in vitro methods provided quantitative data across two sampling campaigns, as relative cVOC concentrations remained similar between the two trips, despite a decrease in absolute cVOC concentrations from August to October. Overall, this research demonstrates the advantages and limitations of three phytoscreening techniques.  相似文献

Shelf break systems are highly dynamic environments. However little is known about the influence that benthic interactions and water mass mixing may have on vertical distributions of iron in these systems. Dissolved Fe (< 0.4 μm) concentrations were measured in samples from nine vertical profiles across the upper slope (150–2950 m water depth) at the Atlantic Ocean–Celtic Sea shelf break. Dissolved iron concentrations varied between less than 0.2 and 5.4 nM, and the resulting detailed section showed evidence of a range of processes influencing the Fe distributions. The near sea floor data were interpreted in terms of release and removal processes. The concentrations of dissolved Fe present in near seabed waters were consistent with release of Fe from in situ remineralisation of particulate organic matter at two upper slope stations, and possibly release from pore water upon resuspension on shelf. Lateral transport of dissolved iron was evident from elevated Fe concentrations in an intermediate nepheloid layer and its advection along isopycnals. Surface waters at the shelf break also showed evidence of vertical mixing of deeper iron-rich waters. These waters contained macronutrients that sustained primary productivity in these otherwise nutrient-depleted surface waters. The data also suggest some degree of stabilisation of relatively high concentrations of iron, presumably through ligand association or as colloids. This study supports the view that lateral export of dissolved iron to the interior of the ocean from shelf and coastal zones and may have important implications for the global budget of oceanic iron.  相似文献

The future status of the surface ocean around New Zealand was projected using two Earth System Models and four emission scenarios. By 2100 mean changes are largest under Representative Concentration Pathway 8.5 (RCP8.5), with a +2.5°C increase in sea surface temperature, and decreases in surface mixed layer depth (15%), macronutrients (7.5–20%), primary production (4.5%) and particle flux (12%). Largest macronutrient declines occur in the eastern Chatham Rise and subantarctic waters to the south, whereas dissolved iron increases in subtropical waters. Surface pH projections, validated against subantarctic time-series data, indicate a 0.335 decline to ~7.77 by 2100. However, projected pH is sensitive to future CO2 emissions, remaining within the current range under RCP2.6, but decreasing below it by 2040 with all other scenarios. Sub-regions vulnerable to climate change include the Chatham Rise, polar waters south of 50°S, and subtropical waters north of New Zealand, whereas the central Tasman Sea is least affected.  相似文献
