Managing marine fisheries using output controls in the form of individual transferable quotas (ITQs) can be an attractive alternative to more traditional input controls. There are now a number of examples of where ITQ-managed fisheries have been able to reduce the impact of the major management problems in global fisheries, namely, gross over-capitalisation and effort. However, ITQs are not the perfect management tool and one of the lesser known consequences of ITQ-managed fisheries where ITQs consist of a harvest right is the implicit relationship between ITQ property rights and rights of access to the fishing grounds. This implicit spatial right to the grounds can provide obstacles in the way of allocating water-space within fishing grounds for alternative uses such as marine-protected areas, large-scale aquaculture, and wind farms. This study provides the first response data for ten Southern California macrophytes exposed to untreated, primary, secondary and secondary chlorinated sewage effluent during long-term culture studies in the laboratory as well as short-term metabolic studies in the field and in the laboratory. Bossiella orbigniana, Lithothrix aspergillum and Corallina officinalis var, chilensis had relatively broad homeostatic capabilities and enhanced net production rates when exposed to primary treated sewage. In the long-term cultures, Amphiroa zonata, B. orbigniana and C. officinalis var. chilensis all demonstrated enhanced growth in the presence of primary sewage. Chlorination of effluent had only a short-term negative effect; i.e. species' responses to secondary and secondary chlorinated sewage were virtually identical beyond the second week in culture. Three populations of C. officinalis var. chilensis with differing pollution histories showed a tolerance to sewage corresponding to the extent of previous exposure, indicating that this species may be able to acclimate physiologically to sewage stress. The more sewage-tolerant macrophytes displayed lower photosynthetic quotient values during exposure to effluent than those possessing little tolerance to sewage. 相似文献

The Antarctic Polar Front is a complex set of meandering jets, which appear to support enhanced primary productivity. The US Joint Global Ocean Flux Study conducted a series of survey and process studies in part to study the processes regulating primary productivity in this high nutrient, low chlorophyll region. We deployed a set of surface velocity drifters, some of which were equipped with bio-optical sensors, to study the temporal and spatial scales of biological and physical processes in the Antarctic Polar Frontal Zone. There were two primary sets of deployments: November 1997 before the spring bloom and January 1998 after the spring bloom. The November deployment revealed a strong spring bloom that lasted about 10 days. In late spring, when incoming solar radiation began to increase, the vertical motions associated with the meanders strongly affected the accumulation of phytoplankton biomass, primarily through their impact on light availability. Weaker meandering was observed in the January deployment, and chlorophyll values remained relatively constant. As the bloom began to decay, it appears that nutrient availability became more important in regulating phytoplankton photosynthesis. Some of the drifters in the November deployment were deployed in coherent clusters, thus allowing us to calculate vertical velocities associated with the meanders. Estimates of fluorescence/chlorophyll suggest that areas of upwelling and downwelling alternately decrease and increase photosynthetic stress, perhaps as a result of changes in the availability of iron or light during the formation of the bloom. 相似文献

Catch-quota balancing in multispecies individual fishing quotas 总被引:2,自引:1,他引:2
Individual fishery quotas (IFQs) are an increasingly prevalent form of fishery management around the world, with more than 170 species currently managed with IFQs. Yet, because of the difficulties in matching quota holdings with catches, many argue that IFQs are not appropriate for multispecies fisheries. Using on-the-ground-experience with multispecies IFQ fisheries in Iceland, New Zealand, Australia, and Canada, we assess the design and use of catch-quota balancing mechanisms. Our methodology includes a mix of interviews with fishery managers, industry representatives, and brokers, literature review, and data analysis. We find that a combination of incentives and limits on use rates for the mechanisms provide sufficient flexibility to the quota owner without the fishery manager incurring excessive levels of overexploitation risk. Contrary to some opinions, these programs are evidence that it is possible to implement IFQ programs for multispecies fisheries and that they can be profitable and sustainable. 相似文献

High-resolution measurements of velocity and physio-chemistry were conducted before, during and after the passage of a transient front in a small subtropical system about 2.1 km upstream of the river mouth. Detailed acoustic Doppler velocimetry measurements, conducted continuously at 25 Hz, showed the existence of transverse turbulent shear between 300 s prior to the front passage and 1300 s after. The stable carbon isotope ratios (δ13C) of the organic fraction of intertidal sediments in the Forth Estuary and the Firth of Forth, Scotland, were measured to determine if terrestrially derived carbon was present in the estuarine sediments. It was hypothesised that differences in the inputs from marine vs. terrestrial sources to the organic carbon of estuarine and marine sediments, as well as differences in ambient seawater stable oxygen isotope (δ18O) ratios between the estuary and the Outer Firth, would allow the use of these two stable isotopes as habitat markers for juvenile plaice (Pleuronectes platessa), to allow determination of nursery habitats. Muddy and sandy sediments from the estuary and sandy sediments from the Outer Firth were sampled and δ13C measured. Juvenile plaice were caught at two estuarine sites and at two Outer Firth sites and otoliths were removed for δ13C and δ18O analysis. The sandy sediments in the estuary showed a strong gradient of δ13C enrichment with distance down the estuary, while the muddy sediments showed a much shallower gradient. δ13C and δ18O measured in the carbonate of juvenile plaice otoliths showed no clear difference between otoliths of fish caught at one of the estuarine sites and at the two Outer Firth sites. However, the isotope ratios of both carbon and oxygen in plaice otoliths from the other estuarine site showed the expected trend of depletion in the heavier isotopes. While the measurements recorded here did not conclusively distinguish between otoliths from juveniles caught in the estuarine site and those caught in the other three sites, they show that stable isotopes have potential to distinguish between estuarine habitats with terrestrial carbon inputs, and coastal marine habitats with predominantly marine carbon inputs. 相似文献

Neomysis mercedis were exposed to the rice herbicides molinate and thiobencarb, which have been detected in the Sacramento-San Joaquin Delta. Continuous-flow acute and chronic toxicity studies were performed. For thiobencarb, the 4-, 7- and 14-day LCsos were 304, 214 and 91 μg/liter, respectively. For molinate, these values were 9910, 2530, and 820 μg/liter, respectively. Mortality stabilized after 18 and 28 days exposure, respectively, for thiobencarb and molinate. The incipient lethal concentrations were 53 and 230 μg/liter, respectively. Joint toxicity studies indicated additive toxicity for the two chemicals. Chronic no observable effects concentrations (NOECs) were estimated at 3·2 and 25·6 μg/liter for thiobencarb and molinate, with measurable effects occurring at 6·2 and 45·2 μg/liter, respectively. Environmental monitoring data suggests that concentrations of these chemicals in the Delta prior to 1985 may have exceeded the threshold for chronic toxicity, under conditions of joint exposure. However, due to continued improvements in pesticide management practices, environmental concentrations decreased to approximately 30 percent of the chronic threshold for joint toxicity by 1988. An analytical model is proposed for predicting the dynamics of instrumented oceanographic surface moorings made up of a combination of wire rope and compliant synthetic rope. The model simplifies the problem by treating only the vertical motion of the buoy and the longitudinal motion of the mooring line and attached instruments. It is demonstrated using full-scale experimental data and numerical simulations, that the simplified model captures all of the important dynamic effects and gives accurate predictions of the dynamic tension at the top of the mooring line. The model shows that the total mass and damping of the instruments and wire rope that make up the stiff upper half of the mooring are the major sources of the dynamic tension. Damping of the instruments becomes a significant factor in larger sea states, especially near the peak frequency of the wave spectrum. Elastic stretching of the wire and synthetic rope make up approximately 10% of the total response. This is based on a coefficient of friction equal to 0.003 which fits the experimental data best. 相似文献
