Fisheries compliance has been identified as key to sustainable fisheries management. However, it has been widely acknowledged that the approach by many governments worldwide to achieve compliance is largely through law enforcement efforts. Although theories of normative action have expanded compliance thinking from that of rationalist approaches, this paper takes the argument further. By drawing on criminology and security discourse, and on empirical research on small-scale fisheries in South Africa, this paper argues for a new approach to our understanding of compliance. Furthermore, it argues that rather than taking law as given, the formation of law and the power dynamics influencing such processes are critical aspects that need to be acknowledged and understood in fisheries compliance theory.  相似文献

There is currently a critical knowledge gap in how eutrophication and climate variables separately and interactively impact the dynamics of marine ecosystems. Based on long-term monitoring data we quantified the separate and combined impacts of nutrient loading, temperature, salinity, and wind conditions on zooplankton, zoobenthos and fish inhabiting a brackish water ecosystem in the Gulf of Riga. Changes in zoobenthos communities and herring stock were largely explained by climate variables. Zooplankton species were related to both eutrophication and climate variables, and models combining all environmental variables explained additional variation in zooplankton data compared to the separate models of climate and eutrophication. This suggests that zoobenthos communities and herring stock are largely driven by weather conditions, whereas the combined effect of weather and nutrient loads are likely the cause for dynamic zooplankton communities in the Gulf of Riga.  相似文献

The Water Framework Directive (WFD) 2000/60/EC, adopted by the European Community in 2000 with the goal of maintaining and improving the aquatic environments, requires that member states achieve and maintain a good ecological status of all water bodies by 2015. In the marine context, the ecological status has to be quantified applying indexes based on appropriate key biological elements, which allow the categorization of water bodies into five Ecological Status (ES) classes. The CARLIT index is a cartographic monitoring tool enabling the Ecological Quality Ratio (EQR) to be calculated using macroalgae in coastal hard bottoms as a key biological element; at present it is being applied in Spain, France and Italy. To detect actual changes of water quality and, consequently, rely on the application of indexes for the assessment of the ecological status in the marine environment, it is necessary to evaluate their sensitivity to natural variability at different temporal and spatial scales. In this study we present a first quantification of natural (spatial and temporal) variability of EQR‐CARLIT quality assessment in 2006 and 2007 along the Ligurian coast (North‐Western Mediterranean, Italy). The EQR‐CARLIT values recorded along the Ligurian coastline show that natural variability of EQR‐CARLIT is low and that it does not affect the attribution of a given stretch of coast to a particular ES class, in agreement with the major human pressures acting in the area (urbanization, river load, sea‐farming). A small‐scale variability was detected, strengthening the use of cartography of the whole rocky shore, whenever possible, or, alternatively, the assessment of the ecological status for long stretches of coast, to encompass the small‐scale variability due to local factors.  相似文献

Multidimensional statistical analysis was used to study the polychaete distribution in soft-bottoms of two coastal areas of the Tyrrhenian Sea (Italy), which are influenced by the discharges of the rivers Tiber and Ombrone. In both areas the distributional patterns of these organisms are determined mainly by sediment types and related factors such as hydrodynamics, river input, and sedimentation. The grain-size gradient from the coast to the open sea affects not only species composition, but also species richness, diversity and abundance.In both areas three main communities have been identified: a sandy biocoenosis, a mixed-sediment biocoenosis and a muddy biocoenosis. The sandy coastal community is characterized by only a few species, while the intermediate zone of sandy-mud sediments presents the highest species richness and diversity. At the mouth of the River Tiber the influence of the river is more evident than at the mouth of the River Ombrone. This is due to the Tiber's greater river flow, which determines an environmental uniformity and a ‘cenotic continuum’ from sandy to muddy communities. This does not occur at the mouth of the Ombrone, where the river flow is less important and the polychaete communities are better defined.  相似文献

Meiobenthic fauna is complex and essential part of the stream benthos and it is known as intermediaries from bacteria to higher trophic levels. However, the dynamics and mechanisms regulating this community at small-scale largely have been neglected. This study was carried out to determine meiofaunal dynamics in a small scale-patterns influenced by flow velocity and other abiotic and biotic factors. We examined meiofauna within bryophytes on a tufa barrier in Plitvice Lakes National Park using a detailed taxonomic approach of various meiofaunal groups and their feeding guilds. We choose three microhabitats (slow, medium, fast) differing significantly in flow velocity above bryophytes. Bdelloid rotifers were the most abundant group in microhabitat with highest flow velocity, while in other two microhabitats nematodes and monogonont rotifers prevailed in abundance. Data on environmental variables and main meiofaunal taxa and feeding guilds were analyzed using redundancy analysis. This analysis indicated that microfilter feeding guild (e.g. bdelloid rotifers) was strongly affected by interaction of flow velocity and POM fractions. Other feeding guilds were influenced by temperature, oxygen and/or pH and did not prefer high flow velocity. Suction-feeder nematodes and microfilter-feeder rotifers were dominant on temporal and spatial scale, indicating their good adaptations on frequently disturbed conditions that prevailed on bryophyte covered tufa barrier. Our results provide comprehensive survey of diversity, density as well as trophic structure of meiofauna in aquatic bryophytes. Differences in meiofaunal composition and density between three microhabitats suggest that the meiofauna is relevant indicator of environmental changes even at small-scale pattern.  相似文献

In this paper the spatial and temporal responses of the Some?u Mic River (Romania) to natural and anthropogenic controls over the past 150 years are analysed, based on a series of morphometric parameters extracted from five successive sets of topographic maps and one set of orthophotos. Prior to the intensive hydrotechnical interventions of the last four decades, the river was characterized by a complex alternation of different channel types, resulting in a mixture of alluvial and mixed sinuous – meandering – sinuous anabranched – meandering anabranched reaches, each a few hundred metres to a few kilometres long. The main cause for this spatial behaviour was the local geology. Its effects were intensified by a larger scale slope, slightly higher than along a longitudinal profile with normal concavity, as a consequence of the presence of a 400 m elevation knick‐point located in the catchment area. A generalized maintenance of river in the floodplain perimeter during the entire interval of study (centennial scale), with local planform adjustments and lack of median scale avulsion in lateral tilting areas and along the anabranched reaches, channel lengthening and meander development during hydrological stable periods and channel shortening and increasing of natural cutoffs during periods with higher incidence of floods (decadal scale), and the incapacity of local morphologic changes resulted from human interventions to completely counterbalance general trends (decadal scale), supports the idea of decreasing the amplitude and frequency of important floods, after the end of the Little Ice Age. Channel metamorphosis by canalization, diminishing/elimination of overflows and medium‐scale avulsions by changes in flow regimes (dams) and the presence of dykes in the floodplain perimeter, channel narrowing (43%) and incision (at least after 1945) downstream from dams, and probably because of in‐channel gravel mining are the main anthropically induced changes along the Some?u Mic River. Even if human impact is important, both at the drainage basin scale and along the Some?u Mic River, it has only local impacts, subordinated to climate. The low level of human impact on this river could be the consequence of the higher general slope downstream from 400 m elevation knick‐point, which probably forces the positioning of its effects under an important internal threshold of the fluvial system. This boundary condition defines Some?u Mic River as an atypical river. This study supports the idea that climate has a more important role in the post‐Little Ice Age (LIA) rivers' behaviour than currently accepted. Copyright © 2011 John Wiley & Sons, Ltd.  相似文献
