The shale gas boom in the United States spurred a shift in electricity generation from coal to natural gas. Natural gas combined cycle units emit half of the CO2 to produce the same energy as a coal unit; therefore, the market trend is credited for a reduction in GHG emissions from the US power sector. However, methane that escapes the natural gas supply chain may undercut these relative climate benefits. In 2016, Canada, the United States and Mexico pledged to reduce methane emissions from the oil and natural gas sector 40–45% from 2012 levels by 2025. This article reviews the science-policy landscape of methane measurement and mitigation relevant for meeting this pledge, including changes in US policy following the 2016 presidential election. Considerable policy incoherence exists in all three countries. Reliable inventories remain elusive; despite government and private sector research efforts, the magnitude of methane emissions remains in dispute. Meanwhile, mitigation efforts vary significantly. A framework that integrates science and policy would enable actors to more effectively inform, leverage and pursue advances in methane measurement and mitigation. The framework is applied to North America, but could apply to other geographic contexts.
Key policy insights
The oil and gas sector’s contribution to atmospheric methane concentrations is becoming an increasingly prominent issue in climate policy.
Efforts to measure and control fugitive methane emissions do not presently proceed within a coherent framework that integrates science and policy.
In 2016, the governments of Canada, Mexico and the United States pledged to reduce methane emissions from the oil and natural gas sector 40–45% from 2012 levels by 2025.
The 2016 presidential election in the United States has halted American progress at the federal level, suggesting a heavier reliance on industry and subnational efforts in that country.
Collectively or individually, the countries, individual agencies, or private stakeholders could use the proposed North American Methane Reduction framework to direct research, enhance monitoring and evaluate mitigation efforts, and improve the chances that continental methane reduction targets will be achieved.
Active wildfire seasons in the western U.S. warrant the evaluation of post-fire forest management strategies. Ground-based salvage logging is often used to recover economic loss of burned timber. In unburned forests, ground-based logging often follows best management practices by leaving undisturbed areas near streams called stream buffers. However, the effectiveness of these buffers has not been tested in a post-wildfire setting. This experiment tested buffer width effectiveness with a novel field-simulated rill experiment using sediment-laden runoff (25 g/L) released over 40 min at evenly timed flow rates (50, 100 and 150 L/min) to measure surface runoff travel length and sediment concentration under unburned and high and low soil burn severity conditions at 2-, 10- and 22-month post-fire. High severity areas 2-month post-fire had rill lengths of up to 100 m. Rill length significantly decreased over time as vegetation regrowth provided ground cover. Sediment concentration and sediment dropout rate also varied significantly by soil burn severity. Sediment concentrations were 19 g/L for the highest flow 2-month post-fire and reduced to 6.9–14 g/L 10-month post-fire due to abundant vegetation recovery. The amount of sediment dropping out of the flow consistently increased over the study period with the low burn severity rate of 1.15 g L−1 m−1 approaching the unburned rate of 1.29 g L−1 m−1 by 2-year post-fire. These results suggest that an often-used standard, 15 m buffer, was sufficient to contain surface runoff and reduce sediment concentration on unburned sites, however buffers on high burn severity sites need to be eight times greater (120 m) immediately after wildfire and four times greater (60 m) 1-year post-fire. Low burn severity areas 1-year post-fire may need to be only twice the width of an unburned buffer (30 m), and 2-year post-fire these could return to unburned widths. 相似文献
Sedimentary material from coastal and nearshore areas in the Mississippi Delta region are comprised of different organic carbon sources with diverse ages that require isotopic and elemental records for resolving the various sources of plant residues. Carbon isotopic ((13)C, (14)C) values were used to differentiate contributions from plants using the C3, C4, and/or CAM (crassulacean acid metabolism) carbon fixation pathways., and iodine concentrations indicated that wetland plant residues are a significant source of organic carbon in a sediment core from the Mississippi River delta region collected at a 60 m water depth. This sediment core had been extensively described in Oktay et al. [Oktay, S.D., Santschi, P.H., Moran, J.E., Sharma, P., 2000. The (129)Iodine Bomb Pulse Recorded in Mississippi River delta Sediments: Results from Isotopes of I, Pu, Cs, Pb, and C. Geochim. Cosmochim. Acta 64 (6), 989-996.] and significantly, includes unique features that had not previously been seen in the marine environment. These special features include a plutonium isotopic close-in fallout record that indicates a purely terrestrial source for these sediment particles and the elements associated with it, and a distinct iodine isotopic peak (as well as peaks for plutonium and cesium isotopes) that indicate little bioturbation in this core. Our carbon isotopic and iodine data can thus be compared to published records of changes in drainage basin land use, river hydrology, and hydrodynamic sorting of suspended particles to elucidate if these changes are reflected in nearshore sediments. This comparison suggests a significant contribution for organic carbon (OC) from C4 plants to these sediments during the 1950's to early 1960's. Relative older carbon isotopes, and episodically high iodine concentrations (up to 34 ppm) were observed during this time period that (1) indicate sediment deposition that is coincident with the times of major hydrological changes induced from dam and levee building in both the upper and lower reaches of the Mississippi River drainage basin, and (2) suggest episodic organic carbon deposition from wetland plant residues. 相似文献
To better understand the partitioning behavior of elements during the formation and evolution of iron meteorites, two sets of experiments were conducted at 1 atm in the Fe-Ni-P system. The first set examined the effect of P on solid metal/liquid metal partitioning behavior of 22 elements, while the other set explored the effect of the crystal structures of body-centered cubic (α)- and face-centered cubic (γ)-solid Fe alloys on partitioning behavior. Overall, the effect of P on the partition coefficients for the majority of the elements was minimal. As, Au, Ga, Ge, Ir, Os, Pt, Re, and Sb showed slightly increasing partition coefficients with increasing P-content of the metallic liquid. Co, Cu, Pd, and Sn showed constant partition coefficients. Rh, Ru, W, and Mo showed phosphorophile (P-loving) tendencies. Parameterization models were applied to solid metal/liquid metal results for 12 elements. As, Au, Pt, and Re failed to match previous parameterization models, requiring the determination of separate parameters for the Fe-Ni-S and Fe-Ni-P systems.Experiments with coexisting α and γ Fe alloy solids produced partitioning ratios close to unity, indicating that an α versus γ Fe alloy crystal structure has only a minor influence on the partitioning behaviors of the trace element studied. A simple relationship between an element’s natural crystal structure and its α/γ partitioning ratio was not observed. If an iron meteorite crystallizes from a single metallic liquid that contains both S and P, the effect of P on the distribution of elements between the crystallizing solids and the residual liquid will be minor in comparison to the effect of S. This indicates that to a first order, fractional crystallization models of the Fe-Ni-S-P system that do not take into account P are appropriate for interpreting the evolution of iron meteorites if the effects of S are appropriately included in the effort. 相似文献
The stratigraphy of the Eocene-Miocene peripheral foreland basin in Switzerland consists of basal deposits of Nummulitic Limestones and Globigerina Marls representing a phase of deepening, followed by two shallowing-up megacycles culminating in fully continental sedimentation. The onset of sedimentation was diachronous and took place on an unconformity surface with increasing stratigraphic gap to the north and west. In the Ultrahelvetic units, which were derived from the south and have a provenance between the Helvetic shelf and the Penninic ocean, the stratigraphic gap is minimal. This restricts the initiation of erosion of the southern European margin due to emersion to post-Maastrichtian and pre-late Palaeocene. This coincides with the final closing of the Valais trough and may therefore be interpreted as the point at which continental flexure s. s. started. In the autochthon, the subcrop map of the unconformity surface shows that the regional pattern of subcropping units is oblique to both neo-Alpine tectonic structures and Helvetic (Mesozoic) passive margin structures. There are local zones of disruption to the broad regional pattern suggesting that the basal unconformity was corrugated. Both the paliaspastic restoration of the autochthon relative to the thrust front during the Palaeocene, and the regional pattern of erosion indicate that the basal unconformity may be due to erosion of a flexural forebulge. Following deposition of the shallow water Nummulitic Limestones and the deeper water Globigerina Marls, clastic sediments were shed from the orogenic wedge in the south. These turbidites, the Taveyannaz Sandstones, filled both ponded basins at the contemporaneous thrust front and the frontal trench or foredeep. Evidently, early thrusts drove at a shallow level into the embryonic basin as ‘front-runners’, whereas most shortening and uplift continued to take place within the main part of the orogenic wedge further to the south. Eventually, the frontal palaeohighs, together with the turbidite basins, were buried by the northward emplacement of surface mud-slides, and sediment depocentres were translated northwards onto the foreland. The most likely cause of the underfilled ‘Flysch’ stage is the rapid advance of a submarine thrust wedge over the flexed European plate which resulted in (i) low sediment fluxes and (ii) high subsidence rates associated with the rapid migration of the load and depocentre. Later, as the rate of advance slowed and the wedge became subaerially exposed, the basin rapidly filled with coarse-grained detritus representing the ‘Molasse’ stage. 相似文献
Shoreline armoring is extensive in urban areas worldwide, but the ecological consequences are poorly documented. We mapped
shoreline armoring along the Duwamish River estuary (Washington State, USA) and evaluated differences in temperature, invertebrates,
and juvenile salmon (Oncorhynchus spp.) diet between armored and unarmored intertidal habitats. Mean substrate temperatures were significantly warmer at armored
sites, but water temperature similar to unarmored habitats. Epibenthic invertebrate densities were over tenfold greater on
unarmored shorelines and taxa richness double that of armored locations. Taxa richness of neuston invertebrates was also higher
at unarmored sites, but abundance similar. We did not detect differences in Chinook (O. tshawytscha) diet, but observed a higher proportion of benthic prey for chum (O. keta) from unarmored sites. Given that over 66% of the Duwamish shoreline is armored—similar to much of south and central Puget
Sound—our results underscore the need for further ecological study to address the impacts of estuary armoring. 相似文献
This paper models the political economy of corruption in the 'space beyond' the corruption discourse, using a case study of Zimbabwe. While a critical body of writers have examined the relationship between global neoliberal governance and the anti-corruption agenda within aid-recipient states, there is less critical work about the political economy of corruption in pariah and failing states. This paper asks how far political corruption can be identified and understood in spaces beyond the neoliberal paradigm, when instead of existing as a normative aberration, it is a central moment of instrumental state power. 相似文献
We analyzed the distribution patterns of the galatheid squat lobsters (Crustacea, Decapoda, Galatheidae) of the Pacific Ocean. We used the presence/absence data of 402 species along the continental slope and continental rise (200–2000 m) obtained from 54 cruises carried out in areas around the Philippines, Indonesia, Solomon, Vanuatu, New Caledonia, Fiji, Tonga, Wallis and Futuna and French Polynesia. The total number of stations was ca. 3200. We also used published data from other expeditions carried out in the Pacific waters, and from an exhaustive search of ca. 600 papers on the taxonomy and biogeography of Pacific species. We studied the existence of biogeographic provinces using multivariate analyses, and present data on latitudinal and longitudinal patterns of species richness, rate of endemism and the relationship between body sizes with the size of the geographic ranges. Latitudinal species richness along the Western and Eastern Pacific exhibited an increase from higher latitudes towards the Equator. Longitudinal species richness decreased considerably from the Western to the Central Pacific. Size frequency distribution for body size was strongly shifted toward small sizes and endemic species were significantly smaller than non-endemics. This study concludes that a clear separation exists between the moderately poor galatheid fauna of the Eastern Pacific and the rich Western and Central Pacific faunas. Our results also show that the highest numbers of squat lobsters are found in the Coral Sea (Solomon-Vanuatu-New Caledonia islands) and Indo-Malay-Philippines archipelago (IMPA). The distribution of endemism along the Pacific Ocean indicates that there are several major centres of diversity, e.g. Coral Sea, IMPA, New Zealand and French Polynesia. The high proportion of endemism in these areas suggests that they have evolved independently. 相似文献
