The declining health of marine ecosystems around the world is evidence that current piecemeal governance is inadequate to successfully support healthy coastal and ocean ecosystems and sustain human uses of the ocean. One proposed solution to this problem is ecosystem-based marine spatial planning (MSP), which is a process that informs the spatial distribution of activities in the ocean so that existing and emerging uses can be maintained, use conflicts reduced, and ecosystem health and services protected and sustained for future generations. Because a key goal of ecosystem-based MSP is to maintain the delivery of ecosystem services that humans want and need, it must be based on ecological principles that articulate the scientifically recognized attributes of healthy, functioning ecosystems. These principles should be incorporated into a decision-making framework with clearly defined targets for these ecological attributes. This paper identifies ecological principles for MSP based on a synthesis of previously suggested and/or operationalized principles, along with recommendations generated by a group of twenty ecologists and marine scientists with diverse backgrounds and perspectives on MSP. The proposed four main ecological principles to guide MSP—maintaining or restoring: native species diversity, habitat diversity and heterogeneity, key species, and connectivity—and two additional guidelines, the need to account for context and uncertainty, must be explicitly taken into account in the planning process. When applied in concert with social, economic, and governance principles, these ecological principles can inform the designation and siting of ocean uses and the management of activities in the ocean to maintain or restore healthy ecosystems, allow delivery of marine ecosystem services, and ensure sustainable economic and social benefits.  相似文献

The complexity of formulations for the hydromechanical coupled mechanics of porous media is typically minimised by simplifying assumptions such as neglecting the effect of inertia terms. For example, three formulations commonly employed to model practical problems are classified as fully dynamic, simplified dynamic and quasi‐static. Thus, depending on the porous media conditions, each formulation will have advantages and limitations. This paper presents a comprehensive analysis of these limitations when solving one‐dimensional fully saturated porous media problems in addition to a new solution that considers a more general loading situation. A phase diagram is developed to assist on the selection of which formulation is more appropriate and convenient regarding particular cases of porosity and hydraulic conductivity values. Non‐dimensional formulations are proposed to achieve this goal. Results using the analytical solutions are compared against numerical values obtained with the finite element method, and the effect of porosity is investigated. During several triaxial compression experiments on plastic hardening, softening, and failure properties of dense sand specimens, it was found on various stress paths that the size of the failure surface was not constant. Instead, it changed depending on the current state of hydrostatic pressure. This finding is in contrast to the standard opinion consisting of the fact that the failure surface remains constant, once it has been reached during an experiment or in situ. In general, the behaviour of cohesionless granular‐material‐like sand is somehow characterised in between fluid and solid, where the solid behaviour results from the angle of internal friction and the confining pressure. Although the friction angle is an intrinsic material property, the confining pressure varies with the boundary conditions, thus defining different solid properties like plastic hardening, softening, and also failure. Based on our findings, it was the goal of the present contribution to introduce an improved setting for the plastic strain hardening and softening behaviour including the newly found yield properties at the limit state. For the identification of the material parameters, a complete triaxial experimental analysis of the tested sand is given. The overall elasto‐plasticity concept is validated by numerical computations of several laboratory foundation‐ and slope‐failure experiments. The performance of the proposed approach is compared with the standard concept of a constant failure surface, where the corresponding yield surfaces are understood as contours of equivalent plastic work or plastic strain. The snowfall in the Baltimore/Washington metropolitan area during the winter of 2009/2010 was unprecedented and caused serious snow‐related disruptions. In February 2010, snowfall totals approached 2 m, and because maximum temperatures were consistently below normal, snow remained on the ground the entire month. One of the biggest contributing factors to the unusually severe winter weather in 2009/2010, throughout much of the middle latitudes, was the Arctic Oscillation. Unusually high pressure at high latitudes and low pressure at middle latitudes forced a persistent exchange of mass from north to south. In this investigation, a concerted effort was made to link remotely sensed falling snow observations to remotely sensed snow cover and snowpack observations in the Baltimore/Washington area. Specifically, the Advanced Microwave Scanning Radiometer onboard the Aqua satellite was used to assess snow water equivalent, and the Advanced Microwave Sounding Unit‐B and Microwave Humidity Sounder were employed to detect falling snow. Advanced Microwave Scanning Radiometer passive microwave signatures in this study are related to both snow on the ground and surface ice layers. In regard to falling snow, signatures indicative of snowfall can be observed in high frequency brightness temperatures of Advanced Microwave Sounding Unit‐B and Microwave Humidity Sounder. Indeed, retrievals show an increase in snow water equivalent after the detection of falling snow. Yet, this work also shows that falling snow intensity and/or the presence of liquid water clouds impacts the ability to reliably detect snow water equivalent. Moreover, changes in the condition of the snowpack, especially in the surface features, negatively affect retrieval performance. Copyright © 2011. Current designs for nuclear-waste repositories rely primarily upon subsurface geologic barriers for long-term containment. Because water and air are generally considered to be the mechanisms most likely to transport radioactivity to the surface environment, flow and transport models are important tools in repository assessment. Most models assume that the geologic medium can be treated as a continuum. A substantial body of recent work has focused on applying these models to difficult-to-solve problems, such as the simulation of variably dense or variably saturated flow and transport, large and complex flow systems, sharp solute concentration fronts, and fractured rock systems. The complex chemical interactions between the transport fluid and solid particles within the system have been analyzed using geochemical flow models, most of which assume that the system is at chemical equilibrium. The role of colloids in contaminant transport is a relatively new area of research. The large-scale effects of small-scale variability within the geologic system have been the subject of intense investigation. Inherent limitations of the continuum approach have prompted the design of models in which the flow occurs in discrete fractures. The difficulty and complexity of simulating transport has led to the development of network transport models, which represent the flow field as a series of 1-D path segments. The widespread use of models for prediction and analysis has prompted investigations of their reliability and relative merits.  相似文献

This article critically reviews the international debate on desertification, its status and rate as well as causes and consequences. The article rejects the commonly used concept of a degrading environment, but tries to explain the environmental problems as symptoms of a wider economic and political crisis. An alternative approach applying systems analysis of the entire socio-economic-system to the study of desertification and land degradation is discussed, with examples from the Western Sudan.  相似文献

In long-arc precise orbit determinations of altimetric satellites such as ERS-1, large errors may occur from mismodelling of aerodynamic drag and solar radiation pressure. Such surface forces for non-spherical satellites require accurate modelling of the effective area and particle-surface interactions, but the dominant source of error is neutral air density as derived from thermospheric models for aerodynamic drag. Several techniques can be employed to alleviate air-drag mismodelling but all require the solution of additional parameters from the tracking data. However, for ERS-1 the sparsity of laser range data limits the application of such empirical techniques. To overcome this, use can be made of the dense DORIS Doppler tracking for SPOT2 which is in a similar orbit to ERS-1. A recent investigation by CNES examined the use of drag scale factors from SPOT2 to constrain the ERS-1 orbit. An improvement to that methodology is to consider along-track mismodelling as observed by timing errors in the Doppler data for each pass of SPOT2. The along-track correction to the acceleration as derived from SPOT2 can then be applied to ERS-1 orbits, solving for a scale factor to absorb systematic errors - particularly that arising from the 50 km altitude difference. Results are presented of the associated improvement in ERS-1 orbits as derived from concurrent SPOT2 arcs. It will be seen that the procedure not only improves the laser range fit, but more importantly, leads to more precise radial positioning as evident in the altimeter and crossover residuals.  相似文献
