Addressing climate change requires the synergy of technological, behavioural and market mechanisms. This article proposes a policy framework that integrates the three, deploying personal carbon trading as a key element within a policy portfolio to reduce personal carbon footprints. It draws on policy and human motivation literatures that address the behavioural changes that may be needed in the context of a long-term threat such as climate change. This proposal builds on an analysis of the British Columbia carbon tax, international examples of carbon pricing instruments and strategies for behavioural change such as social networks, loyalty management, mobile apps and gamification. Interviews were conducted with experts in financial services, energy conservation and clean technology, as well as with specialists in climate, health and taxation policy. Their input, together with a review of the theoretical literature and practical case studies, informed the proposed design of a Carbon, Health and Saving System for promoting individual engagement and collective action by linking long-term climate mitigation measures with short-term personal and social goals, including health, recreation and social reinforcement.

Policy Relevance

This article identifies areas for climate policy innovation and recommends policies that can support, promote and enable personal carbon budgeting and collective action. Although this study is focused on British Columbia, both the input provided by key opinion leaders and the proposed framework are applicable to other jurisdictions.

This policy proposal shows how personal carbon trading could work in the context of a Canadian province with an existing climate mitigation policy. It also specifies a minimum viable product approach to establishing the economic, social and technological foundations for personal carbon trading.

The Carbon, Health and Saving System identifies the technologies and stakeholders needed to implement personal carbon trading, and offers the possibility of motivating a widespread conscious human response in the event that carbon taxation proves insufficient to generate economic adaptation in a changing climate.  相似文献

The complex variables boundary element method (CVBEM) is used to study interaction between a circular opening and fractures originating from its boundary in a piecewise homogeneous plane. A new complex hypersingular equation for piecewise homogeneous media with a circular opening is obtained. The equation is solved using the CVBEM technique with circular and straight boundary elements and polynomial approximations (with square root asymptotics for crack tip elements) for the unknown functions. The algorithm is verified through comparison with known semi‐analytical and numerical solutions that involve interaction between a circular opening and specific systems of cracks or other openings. New numerical results concerning the interaction of the circular opening with the cracks and circular inclusions are presented. The method is applied to an important problem in the petroleum industry: modelling propagation of hydraulic fractures in the vicinity of a borehole. Copyright © 2000 John Wiley & Sons, Ltd.  相似文献

The aim of this paper is to evaluate current knowledge and uncertainties associated with the impact of increasing greenhouse gas and aerosol concentrations on the West African monsoon. For this purpose, coupled and time-slice simulations are used. A global measure of the monsoon changes is defined in order to avoid regional biases and to try and obtain significant results. The position and width of the monsoon in latitude are the main focuses. There is almost no agreement between the Coupled General Circulation models from the Coupled models Inter-Comparison project—Phase II in regard to the impact of climate change on the monsoon. Moreover, very simple discriminations between the models seem inappropriate to get a better signal. The role of the different forcings in time-slice simulations is then investigated. The sea surface temperature (SST) and particularly the pattern of the SST are shown to be the most important forcing. This accounts for the diversity of the results either from the coupled or the forced simulations with different SST changes. With a fixed SST, but of a smaller magnitude in AMJ, there are still uncertainties, coming first from the Atmospheric General Circulation models and the way they balance greenhouse gas and global SST increase. Finally the uncertainty due to the Land Surface models (LSMs) is not negligible. The greenhouse gas and the LSMs are shown to have more impact in August, when the monsoon is at its highest latitude on the continent.  相似文献

Multichannel high‐resolution seismic and multibeam data were acquired from the Maldives‐isolated carbonate platform in the Indian Ocean for a detailed characterization of the Neogene bank architecture of this edifice. The goal of the research is to decipher the controlling factors of platform evolution, with a special emphasis on sea‐level changes and changes of the oceanic currents. The stacking pattern of Lower to Middle Miocene depositional sequences, with an evolution of a ramp geometry to a flat‐topped platform, reflects variations of accommodation, which here are proposed to be primarily governed by fluctuations of relative sea level. Easterly currents during this stage of bank growth controlled an asymmetric east‐directed progradation of the bank edge. During the late middle Miocene, this system was replaced by a twofold configuration of bank development. Bank growth continued synchronously with partial bank demise and associated sediment‐drift deposition. This turnover is attributed to the onset and/or intensification of the Indian monsoon and related upwelling and occurrence of currents, locally changing environmental conditions and impinging upon the carbonate system. Mega spill over lobes, shaped by reversing currents, formed as large‐scale prograding complexes, which have previously been interpreted as deposits formed during a forced regression. On a regional scale, a complex carbonate‐platform growth can occur, with a coexistence of bank‐margin progradation and aggradation, as well as partial drowning. It is further shown that a downward shift of clinoforms and offlapping geometries in carbonate platforms are not necessarily indicative for a sea‐level driven forced regression. Findings are expected to be applicable to other examples of Cenozoic platforms in the Indo‐Pacific region.  相似文献

本研究基于10′×10′空间分辨率运用GIS软件对中国植被分布地理配准数字化,提取获得196个优势植物的地理分布数据以及内插相关的气候因子,运用分位数函数计算获得各个植物地理分布的气候阈值;   在此基础上采用生物气候群组(BAGs)的分类方法,对196个优势植物气候因子数据进行聚类分析,同时结合中国植被的地理分布特征,最后划分出29个BAG组,包括13个乔木组(6个常绿阔叶和2个落叶阔叶群组,4个常绿针叶和1个落叶针叶群组)、10个灌木组(5个常绿灌木和5个落叶灌木群组)和6个草本组。本研究的BAGs划分是建立在较高空间分辨率和定量气候因子阈值的基础上,因此,通过计算获得BAGs气候阈值(包括每日温度变化幅度、地表霜冻频率、月均温度、月降雨量、相对湿度、日照时数和>5℃年积温等),运用生物圈碳循环CARAIB模型,模拟出中国19个生物群区的现代潜在分布。模拟结果较好地表达了中国植被类型的地理分布,尤其较详细地展示了热带、亚热带、温带和高原地区的不同植被类型地理分布格局,但由于东北地区、西部草原以及热带原生植被受人类活动严重干扰,使得模拟结果比该地区的原生植被地理分布的实际面积偏大。总体而言,本研究获得的29个生物气候群组对模拟现代生物群区分布提供了理想的分类依据,其气候阈值也是进行过去和未来生物群区模拟的重要参照数据。  相似文献

Coral-reef terraces on tectonically elevated coasts provide important data on variations of sea level. In this paper a systematic approach is presented for the construction of synthetic reef terraces. Idealized reef terraces are generated assuming a constant rate of tectonic uplift ν and a harmonic variation of sea level with amplitudehwo and period τ. It is further assumed that coral terraces grow only during periods of relative sea-level rise. The behavior is governed by the parameter u = τυ/2π hwo. If u > 1 no reef terraces form. If 0.217 < u < 1 a discontinuous series of terraces form on the uplifting basement. If 0 < u < 0.217 the basement is covered with coral and a series of coral terraces forms on this coral. Uplifted coral-reef terraces on the Huon Peninsula, Papua New Guinea, compare reasonably well with terraces generated by our model with τ = 20,000 years andhwo = 21.4 m. We also compare the observed terraces with model terraces using the paleo sea level inferred from18O/16O data. The observed terraces are qualitatively similar to those predicted using the oxygen isotope data, however, the model terraces require larger relative sea-level variations with a near 20,000 year period than those inferred directly from the18O/16O data.  相似文献

Eclogite thermobarometry is crucial for constraining the depths and temperatures to which oceanic and continental crust subduct. However, obtaining the pressure and temperature (P–T) conditions of eclogites is complex as they commonly display high-variance mineral assemblages, and the mineral compositions only vary slightly with P–T. In this contribution, we present a comparison between two independent and commonly used thermobarometric approaches for eclogites: conventional thermobarometry and forward phase-equilibrium modelling. We assess how consistent the thermobarometric calculations are using the garnet–clinopyroxene–phengite barometer and garnet–clinopyroxene thermometer with predictions from forward modelling (i.e. comparing the relative differences between approaches). Our results show that the overall mismatch in methods is typically ±0.2–0.3 GPa and ±29–42°C although differences as large as 80°C and 0.7 GPa are possible for a few narrow ranges of P–T conditions in the forward models. Such mismatch is interpreted as the relative differences among methods, and not as absolute uncertainties or accuracies for either method. For most of the investigated P–T conditions, the relatively minor differences between methods means that the choice in thermobarometric method itself is less important for geological interpretation than careful sample characterization and petrographic interpretation for deriving P–T from eclogites. Although thermobarometry is known to be sensitive to the assumed XFe3+ of a rock (or mineral), the relative differences between methods are not particularly sensitive to the choice of bulk-rock XFe3+, except at high temperatures (>650°C, amphibole absent) and for very large differences in assumed XFe3+ (0–0.5). We find that the most important difference between approaches is the activity–composition (a–x) relations, as opposed to the end-member thermodynamic data or other aspects of experimental calibration. When equivalent a–x relations are used in the conventional barometer, P calculations are nearly identical to phase-equilibrium models (ΔP < 0.1). To further assess the implications of these results for real rocks, we also evaluate common mathematical optimizations of reaction constants used for obtaining the maximum P–T with conventional thermobarometric approaches (e.g. using the highest aGrs2 × aPrp in garnet and Si content in phengite, and the lowest aDi in clinopyroxene). These approaches should be used with caution, because they may not represent the compositions of equilibrium mineral assemblages at eclogite facies conditions and therefore systematically bias P–T calculations. Assuming method accuracy, geological meaningful Pmax at a typical eclogite facies temperature of ~660°C will be obtained by using the greatest aDi, aCel, and aPrp and lowest aGrs and aMs; garnet and clinopyroxene with the lowest Fe2+/Mg ratios may yield geological meaningful Tmax at a typical eclogite facies pressure of 2.5 GPa.  相似文献

We have searched for very high energy (VHE) gamma rays from four blazars using the CANGAROO-III imaging atmospheric Cherenkov telescope. We report the results of the observations of H 2356-309, PKS 2155-304, PKS 0537-441, and 3C 279, performed from 2005 to 2009, applying a new analysis to suppress the effects of the position dependence of Cherenkov images in the field of view. No significant VHE gamma ray emission was detected from any of the four blazars. The GeV gamma-ray spectra of these objects were obtained by analyzing Fermi/LAT archival data. Wide range (radio to VHE gamma-ray bands) spectral energy distributions (SEDs) including CANGAROO-III upper limits, GeV gamma-ray spectra, and archival data, even though they are non-simultaneous, are discussed using a one-zone synchrotron self-Compton (SSC) model in combination with a external Compton (EC) radiation. The HBLs (H 2356-309 and PKS 2155-304) can be explained by a simple SSC model, and PKS 0537-441 and 3C 279 are well modeled by a combination of SSC and EC model. We find a consistency with the blazar sequence in terms of strength of magnetic field and component size.  相似文献
