During extreme events, like hurricanes, it is essential to position relief services for non‐evacuees throughout the affected region in optimal locations. While previous research has explored a variety of spatial optimization models to accomplish such a task, most work assumes that the population with demand is relatively static. However, this assumption neglects to account for potential feedbacks in the relief distribution system. For example, a population's behavior can both affect and be affected by the placement of relief services, resulting in a dynamic spatial distribution of demand. This article presents a hybrid modeling approach that utilizes GIS data with agent‐based and spatial optimization models to position emergency relief teams in Bay County, Florida during a hurricane event. Non‐evacuating household agents choose to remain at home or seek shelter, while relief team agents are periodically repositioned to account for changes in the spatial distribution of household agents. A total of 220 simulations are run to explore a variety of scenarios. Results show different repositioning timing strategies and the magnitude of the feedback effect drastically changes the level of access households have to relief teams. Ultimately, this work demonstrates the importance of accounting for behavioral and spatial dynamics in disaster relief distribution systems.  相似文献

 A classic study by Harris (1954) shows a map of U.S. national accessibility. Harris argued that access to population and income represents a critical factor for location analysis. Such maps and analyses are now readily produced by geographical information systems, allowing experimentation with various parameters, and explorations of changes. By comparing changes in these measurements we can develop a synthetic picture of the impacts of population redistribution. This paper offers a comprehensive review of these calculations and illustrates their use with maps from county population in the continental U.S. from 1940 through to 2000. The high-resolution Voyager images of Ganymede show a class of fresh craters 6–89 km in diameter which is distinguished by an ejecta blanket similar to those seen for some types of Martian craters. One hundred and eighty-five were identified and studied for trends with respect to latitude, longitude, and terrain type. No correlation of the ratio of ejecta diameter to crater diameter was found as a function of latitude or longitude, and there is only a suggestion of a trend in this ratio with respect to major terrain types. Central peak frequency is greatest for the smaller crater diameters. Central pit occurrence dominates central peak occurrence at crater diameters ?35 km. We conclude that the ejecta morphology probably results from impact into an icy target. The question of whether atmospheric ejecta-particle drag contributes to ejecta blanket morphologies on planets with an atmospheric cannot be resolved entirely from the Voyager images. The image resolution is insufficient to show diagnostic flow features on the ejecta, if they exist, or to detect evidence of any other ejecta deposits which would lie beyond the pedestal, predicted by some researchers to exist only on bodies with an atmosphere.  相似文献

Hydrological signatures that represent snow processes are valuable to gain insights into snow accumulation and snow melt dynamics. We investigated five snow signatures. Considering inter-annual average of each calendar day, two slopes derived from the relation between streamflow and air temperature for different periods and streamflow peak maxima are used as signatures. In addition, two different approaches are used to compute inter-annual average and yearly snow storage estimates. We evaluated the ability of these signatures to characterize average (a) snow melt dynamics and (b) snow storage. They were applied in 10 Critical Zone Observatory catchments of the Southern Sierra mountains (USA) characterized by a Mediterranean climate. The relevance and information content of the signatures are evaluated using snow depth and snow water equivalent measurements as well as inter-catchment differences in elevation. The slopes quantifying the relations between streamflow and air temperature and the date of streamflow peak were found to characterize snow melt dynamics in terms of snow melt rates and snow melt affected areas. Streamflow peak dates were linked to the period of highest snow melt rates. Snow storage could be estimated both on average, considering all years, and for each year. Snow accumulation dynamics could not be characterized due to the lack of streamflow response during the snow accumulation period. The signatures were found potentially valuable to gain insights into catchment scale snow processes. In particular, when comparing catchments or observed and simulated data, they could provide insights into differences in terms of (a) snow melt rate and/or snow melt affected area over the snow melt season and (b) average or yearly snow storage. Requiring only widely available data, these hydrological signatures can be valuable for snow processes characterization, catchment comparison/classification or model development, calibration or evaluation.  相似文献

Following the catastrophic and devastating Atlantic Hurricane seasons in 2004 and 2005, there has been increased interest in formulating planning directives and policy aimed at minimizing the societal impacts of future storms. Not all populations will evacuate an area forecast to be affected by a hurricane, so emergency managers must plan for these people who remain behind. Such planning includes making food, water, ice, and other provisions available at strategic locations throughout an affected area. Recent research has tackled problems related to humanitarian and relief goods distribution with respect to hurricanes. Experience shows that the torrential rains and heavy winds associated with hurricanes can severely damage transportation network infrastructure rendering it unusable. Scanning the literature on hurricane disaster relief provision, there are no studies that expressly consider the potential damage that may be caused to a transportation network by strong storms. This paper examines the impacts of simulated network failures on hurricane disaster relief planning strategies, using a smaller Florida City as an example. A relief distribution protocol is assumed where goods distribution points are set up in pre-determined locations following the passage of a storm. Simulation results reveal that modest disruptions to the transportation network produce marked changes in the number and spatial configuration of relief facilities. At the same time, the transportation network appears to be robust and is able to support relief service provision even at elevated levels of hypothesized disruption.  相似文献

Within the scope of the interdisciplinary Natural and Artificial Systems for Recharge and Infiltration research project dealing with riverbank filtration processes at the Berlin water works, a semi‐technical column experiment has been ongoing since January 2003. Here, a 30 m long soil column is infiltrated with surface water sampled from Lake Tegel (Berlin, Germany) under saturated flow conditions. Changes in pore water hydrochemistry sampled on 21 non‐equidistant distributed points are verified by coupled transport and reaction modelling. The objective of reactive transport modelling was to identify the main biogeochemical processes within the soil column during the flushing experiment as a conceptual model for riverbank filtration. Modelling was done with a combination of MATLAB and PHREEQC. The main processes identified are: (1) biogeochemical degradation due to interaction of natural surface water with the soil matrix; (2) continuous dissolution of refractory air bubbles from the soil column matrix.
