The development and transfer of clean energy technologies to achieve universal energy access is challenging due to the inherent complexities of the energy sector, and the energy governance and financial systems in developing economies. Innovation is an essential part of successfully addressing these difficulties. Duplicating the energy infrastructure models of developed countries will not be sufficient to meet the needs of poor consumers. To the extent that innovation can accelerate energy access, it is important to understand the specific types of innovations that are necessary and how they might be facilitated. The general features of existing international clean energy innovation systems, which are predominantly driven by the markets and emissions reduction mechanisms of developed and rapidly growing emerging economies, are reviewed and the alignment of these systems to the innovation processes required to extend energy access globally is evaluated. Drawing on the innovation policy literature, the attributes of effective international and domestic energy innovation systems that are pro-poor and the associated policy approaches are identified. 相似文献

We report the results of a multi-instrument, multi-technique, coordinated study of the solar eruptive event of 13 May 2005. We discuss the resultant Earth-directed (halo) coronal mass ejection (CME), and the effects on the terrestrial space environment and upper Earth atmosphere. The interplanetary CME (ICME) impacted the Earth’s magnetosphere and caused the most-intense geomagnetic storm of 2005 with a Disturbed Storm Time (Dst) index reaching ?263 nT at its peak. The terrestrial environment responded to the storm on a global scale. We have combined observations and measurements from coronal and interplanetary remote-sensing instruments, interplanetary and near-Earth in-situ measurements, remote-sensing observations and in-situ measurements of the terrestrial magnetosphere and ionosphere, along with coronal and heliospheric modelling. These analyses are used to trace the origin, development, propagation, terrestrial impact, and subsequent consequences of this event to obtain the most comprehensive view of a geo-effective solar eruption to date. This particular event is also part of a NASA-sponsored Living With a Star (LWS) study and an on-going US NSF-sponsored Solar, Heliospheric, and INterplanetary Environment (SHINE) community investigation. 相似文献

This essay reflects on issues of researcher positionality within participant observation and action research, and the specific methodological issues surrounding research on neoliberal governance strategies, using my experience at the US Environmental Protection Agency as case material. Although I was initially concerned about participating with the anti-progressive Bush Administration, I attempted to adopt the interests and subjectivity of an environmental bureaucrat. Doing so proved to be an extremely effective way of exploring the multi-vocality and cross-cutting interests constituting the state, which often appears from the outside to be a policy monolith. Participant research among elites in the neoliberal state is an effective way to observe such complexity. It became apparent that, because mainstream economics tends to adopt a totalizing epistemology, both its casual and dogmatic adherents usually do not conceive of a coherent external critique. This often means that researchers of any theoretical background can be quite frank concerning their purposes, background, and interests, even as participants. 相似文献

Pronounced climate warming during the past century has been well documented in high-latitude regions. Nonetheless, considerable heterogeneity exists in northern climate trends. We examined the roles of cryospheric landscape and lake depth in modulating the rate and magnitude of local climate responses through a paleolimnological study of lakes from southwest Yukon, Canada. By sampling lakes at varying distances from the Wrangell-St. Elias ice fields, we hypothesized that, for lakes of similar maximum depth, sites closest to the ice fields would be relatively complacent in terms of their chironomid and diatom assemblage changes over the past ~200 years. This hypothesis is based on the moderating effect of the glaciers on local climate, which would be most pronounced in the lakes nearest to the ice fields. However, given the known ecological differences between deep and shallow lakes, we further predicted that, for a given distance from the ice fields, a sediment record from a shallower lake would show the greatest change in stratigraphic subfossil assemblages. Because of the complicated shape of the ice fields, we applied the longitude for each site (which decreases from west to east) to approximate the proximity of our study lakes to the ice fields. Consistent with our predictions, we observed a space-transgressive pattern in the chironomid assemblage turnover that was associated with their proximity to the ice fields (r = ?0.75, P = 0.034, n = 8) across lakes of similar depth (mean maximum depth ± 1, SE = 18.1 ± 2.6 m). Considering a broader network of lakes that represented a greater range in maximum depth (4.9–29 m), we found that differences in subfossil chironomid assemblages between the modern and ca. AD 1800 sediment layers were strongly related to lake depth (r = ?0.77, P < 0.001, n = 15), but failed to detect a significant relationship with latitude or longitude (i.e. our proxy for proximity to the ice fields). Similarly, our comparative high-resolution analyses of two lakes with distinct lake morphometries, but similar proximities to the ice fields, demonstrated the predicted contrasting pattern: we observed pronounced post-1880 changes in the biotic assemblages in the shallow lake and a muted and delayed response (i.e. ~1970s) in the deeper lake. Our findings confirm that cryospheric landscape features can strongly modulate regional climate. Furthermore, our work shows that investigators need to be conscious of how climate change affects the structure and functioning of lakes of different typologies, which influences the way in which paleoclimate signals are recorded and interpreted. 相似文献

This paper presents a novel approach to allocation of spatially correlated data, such as emission inventories, to finer spatial scales, conditional on covariate information observable in a fine grid. Spatial dependence is modelled with the conditional autoregressive structure introduced into a linear model as a random effect. The maximum likelihood approach to inference is employed, and the optimal predictors are developed to assess missing values in a fine grid. An example of ammonia emission inventory is used to illustrate the potential usefulness of the proposed technique. The results indicate that inclusion of a spatial dependence structure can compensate for less adequate covariate information. For the considered ammonia inventory, the fourfold allocation benefited greatly from incorporation of the spatial component, while for the ninefold allocation this advantage was limited, but still evident. In addition, the proposed method allows correction of the prediction bias encountered for the upper range emissions in the linear regression models. 相似文献

A direct comparison among highly uncertain inventories of emissions is inadequate and may lead to paradoxes. This issue is of particular importance in the case of greenhouse gases. This paper reviews the methods for the comparison of uncertain inventories in the context of compliance checking. The problem is treated as a comparison of uncertain alternatives. It provides a categorization and ranking of the inventories which can induce compliance checking conditions. Two groups of techniques to compare uncertain estimates are considered in the paper: probabilistic and fuzzy approaches. They show certain similarities which are revealed and stressed throughout the paper. The group of methods most suitable for the compliance purpose is distinguished. They introduce new conditions for fulfilling compliance, depending on inventory uncertainty. These new conditions considerably change the present approach, where only the reported values of inventories are accounted for. 相似文献

The effectiveness of larval behavior in regulating transport between well-mixed, low-inflow estuaries and coastal waters in seasonally arid climates is poorly known. We determined the flux of an assemblage of benthic crustacean larvae relative to physical conditions between a shallow estuary and coastal waters on the upwelling coast of northern California (38°18′N, 123°03′W) from 29 to 31 March 2006. We detected larval behaviors that regulate transport in adjacent coastal waters and other estuaries for only two taxa in the low-inflow estuary, but they were apparent for taxa outside the estuary. Vertical mixing in the shallow estuary may have overwhelmed larvae of some species, or salinity fluctuations may have been too slight to cue tidal vertical migrations. Nevertheless, all larval stages of species that complete development in nearshore coastal waters were present in the estuary, because they remained low in the water column reducing seaward advection or they were readily exchanged between the estuary and open coast by tidal flows. Weak tidal flows and gravitational circulation at the head of the estuary reduced seaward transport during development for species that completed development nearshore, whereas larval release during nocturnal ebb tides enhanced seaward transport for species that develop offshore. Thus, nonselective tidal processes dominated larval transport for most species back and forth between the low-inflow estuary and open coastal waters, whereas in adjacent open coastal waters, larval behavior in the presence of wind-induced shear was more important in regulating migrations between adult and larval habitats along this upwelling coast. 相似文献

The equilibrium tide-generating forces in the lunar orbital plane of a planet of radius R are calculated for the case of N moons of mass Mi orbiting the planet at instantaneous polar coordinates (Di, αi). For the case of a single moon, there are only two high tides. For the case of two moons, it is found that there can exist a critical lunar orbital distance at which two high tides become unstable with respect to formation of three high tides. Bifurcation diagrams are presented which depict how the angular positions of the high and low tides on the planet vary with the lunar distances and lunar separation angle. Tidal stability diagrams, which illustrate the stability regions for various tidal patterns as a function of lunar distances and lunar separation angle, are presented for various values of D2/D1 and M2/M1. Generally speaking, the aforementioned tidal instability, and hence the propensity for formation of three high tides on a two-moon planet, exists over a significant range of lunar distances and separation angles provided that M2/M1∼3(D2/D1).
