This article provides an analysis of the EU Emissions Trading Scheme (ETS) and the harmonized benchmark-based allocation procedures by comparing two energy-intensive sectors with activities in three Member States. These sectors include the cement industry (CEI) and the pulp and paper industry (PPI) in the UK, Sweden, and France. Our results show that the new procedures are better suited for the more homogeneous CEI, in which the outcome of stricter allocation of emissions allowances is consistent between Member States. For the more heterogeneous PPI – in terms of its product portfolios, technical infrastructures, and fuel mixes – the allocation procedures lead to diverse outcomes. It is the lack of product benchmark curves, and the alternative use of benchmark values that are biased towards a fossil fuel-mix and are based on specific energy use rather than emission intensity, which leads to allocations to the PPI that do not represent the average performance of the top 10% of GHG-efficient installations. Another matter is that grandfathering is still present via the historically based production volumes. How to deal with structural change and provisions regarding capacity reductions and partial cessation is an issue that is highly relevant for the PPI but less so for the CEI.
Policy relevance
After an unprecedented amount of consultation with industrial associations and other stakeholders, a harmonized benchmark-based allocation methodology was introduced in the third trading period of the EU ETS. Establishing a reliable and robust benchmark methodology for free allocation that shields against high direct carbon costs, is perceived as fair and politically acceptable, and still incentivizes firms to take action, is a significant challenge. This article contributes to a deeper understanding of the challenges in effectively applying harmonized rules in industrial sectors that are heterogeneous. This is essential for the debate on structural reformation of the EU ETS, and for sharing experiences with other emerging emissions trading systems in the world that also consider benchmark methodologies. 相似文献
Service oriented architectures (SOA) are widely used nowadays. As the name implies such architectures rely on services. Germany developed a marine‐specific service oriented data infrastructure (MDI‐DE – Marine Dateninfrastruktur Deutschland) from 2010 to 2013. The services in MDI‐DE can contribute to fulfilling reporting commitments for various European and national legislation. The services of MDI‐DE (just like other services affected, for instance, by INSPIRE) have to meet specific requirements regarding performance, availability and conformity (quality of service, QoS). Although SOA is an important field in scientific research there are very few publications and studies available on QoS, especially regarding INSPIRE requirements. The services of MDI‐DE were analyzed using various existing tools. Their usefulness to reflect where either the aspect's performance, availability or conformity needs improvement was partly verified. Due to varying results and the neglect of some services for various reasons it can be stated that the more tools are used, the more conclusive the outcome. Furthermore, service quality was not coherent when measured with different tools. This means that measuring QoS in terms of INSPIRE will be very difficult to do in the future and there is the danger that people will choose the tools with which their services perform best. 相似文献
The kinematic and dynamic of steep two-dimensional focusing wave trains on a shearing flow in deep water are investigated analytically and numerically. In the absence of waves, the vorticity due to the vertical gradient of the horizontal current velocity is assumed constant. A linear kinematic model based on the spatio-temporal evolution of the frequency is derived, predicting the focusing distance and time of a chirped wave packet in the presence of constant vorticity. Furthermore, a linear model, based on a Fourier integral, is used to describe the evolution of the free surface on shearing current. To compute the fully nonlinear evolution of the wave group in the presence of vorticity, a new numerical model, based on a BIEM approach, is developed. On the basis of these different approaches, the role of constant vorticity on rogue wave occurrence is analysed. Two main results are obtained: (1) the linear behaviour expected in the presence of constant vorticity is significantly different from what is commonly expected in the presence of constant current and (2) the nonlinear effects are found to be of significant influence in the case at hand. 相似文献
The management of groundwater resources is very important in the semiarid Sahel region, which is experiencing rapid urban development. Impacts of urbanization on groundwater resources were investigated in the unconfined aquifer of the Continental Terminal beneath the city of Niamey, Niger, using water level and chemical data. Hydrodynamic and chemical changes are best described by a combination of factors including the historical development of the city, current land use, water-table depth and topography. Seasonal groundwater recharge occurs with high spatial variability, as indicated by water-level monitoring in all wells, but there was no interannual trend over the 5-year study period. Groundwater salinity shows high spatial variability and a minor rising trend. The highest salinity is in the old city centre, with Na–NO3 dominant, and it increases seasonally with recharge. Salinity is much lower and more variable in the suburbs (Ca–HCO3, Ca–NO3, and Na–NO3 dominant). Nitrate is the main ionic contaminant and is seasonally or permanently above the international guidelines for drinking water quality in 36 % of sampled wells, with a peak value of 112 mg L?1 NO3–N (8 meq L?1). Comparison of urban and rural sites indicates a long-term increase in groundwater recharge and nitrate enrichment in the urban area with serious implications for groundwater management in the region. 相似文献
Coastal plains are amongst the most densely populated areas in the world. Many coastal peatlands are drained to create arable land. This is not without consequences; physical compaction of peat and its degradation by oxidation lead to subsidence, and oxidation also leads to emissions of carbon dioxide (CO2). This study complements existing studies by quantifying total land subsidence and associated CO2 respiration over the past millennium in the Dutch coastal peatlands, to gain insight into the consequences of cultivating coastal peatlands over longer timescales. Results show that the peat volume loss was 19.8 km3, which lowered the Dutch coastal plain by 1.9 m on average, bringing most of it below sea level. At least 66 % of the volume reduction is the result of drainage, and 34 % was caused by the excavation and subsequent combustion of peat. The associated CO2 respiration is equivalent to a global atmospheric CO2 concentration increase of ~0.39 ppmv. Cultivation of coastal peatlands can turn a carbon sink into a carbon source. If the path taken by the Dutch would be followed worldwide, there will be double trouble: globally significant carbon emissions and increased flood risk in a globally important human habitat. The effects would be larger than the historic ones because most of the cumulative Dutch subsidence and peat loss was accomplished with much less efficient techniques than those available now. 相似文献
