ICZM relies heavily on the definition of major multidisciplinary characteristics/elements of the coastal area of interest. Usually, only terrestrial boundaries are considered, which tend to respond to a specific sectoral problem and can be determined by administrative limits. In this study, we propose a method for establishing a decision-making tool to inform boundary delimitation for ICZM initiatives that is proactive and widely applicable as opposed to reactive and problem specific. This method integrates environmental, economic and societal characteristics of the marine and terrestrial boundaries of the coastal zone, starting at the boundary of the jurisdictional zone of influence (shoreline units), increasing in detail through the definition of their influential areas from jurisdictional, environmental or socio-economic perspectives (functional areas) and, within them, specifying the finest scale at which relevant indicator data may be obtained (analysis units).  相似文献

Arctic coastal communities in the Bering Strait region of Alaska (USA) and Chukotka (Russia) share a close relationship with their natural environments that can be characterized as a social–ecological system. This system is complex, featuring changing ecosystem conditions, multiple jurisdictions, migratory animal populations, and several cultures. We argue that linkages between communities in both countries enhance the effectiveness of transborder polar bear and walrus conservation. We find that locally embedded bilateral institutions can provide effective management venues that persist despite slow or lacking processes of international law because they provide a better fit between rules for managing and the true system state.  相似文献

Developing nations seeking to apply the Basel Convention on the Control of Transboundary Movements in Hazardous Wastes to prevent toxic ships from entering their waters for shipbreaking are faced with legal uncertainty. This paper responds to that uncertainty by adopting a definition of the offence of illegal traffic in end-of-life ships, and further proposing evidentiary burdens and potential sources of proof for that offence. While a shipowner's intention to scrap a ship for its value in steel was previously difficult to prove, recent market analysis of the shipbreaking industry provides potential proof sufficient to halt the importation of a toxic ship.  相似文献

As the collection of Earth science datasets continues to grow, so too grows the challenge in the ability to collect, interpret, assimilate, compare, and combine them. Stores of data, already enormous, continue to amass. New instruments are built that introduce differences in measurements and retrieval algorithms from previous ones. Data are rarely collocated either spatially or temporally, and rarely represent equivalent quantities even for similarly named parameters. Uncertainties must be understood and accounted for. Formats differ. In the realm of diverse data sources, the analyst each time must become an expert in the data from each source, and that expertise is disseminated in the form of publications (if at all), but analysis tools are not, and must be continually redeveloped. AMAPS addresses each of these areas in a way that provides a breakthrough in the analyst’s ability to efficiently and effectively make use of the vast wealth of data that continues to accumulate. AMAPS is targeted to aerosol data acquisition and analysis. Data from disparate aerosol sources, including the Multi-angle Imaging SpectroRadiometer (MISR), the Moderate Resolution Imaging Spectrometer (MODIS), and the AErosol RObotic NETwork (AERONET), are efficiently retrieved and transformed behind the scenes to a common format via SciFlo. Analysis algorithms for collocation and comparison between sources are generalized so that researchers have access to a common set of tools applied consistently to each data source. AMAPS has established a successful track record in supporting scientific research.  相似文献

The lunar meteorite Northwest Africa (NWA) 032 is a low-Ti basalt that has incompatible-element abundances and Th/Sm ratios characteristic of the involvement of late stage magma ocean crystallization products (urKREEP) in its petrogenesis. This sample is very fine-grained and contains terrestrial weather products. A progressive leaching procedure was therefore developed and applied to magnetic separates and whole rock fractions to obtain Rb-Sr and Sm-Nd ages. Although many of the leachates, as well as the unleached mineral and whole rock fractions contain terrestrial alteration products, selected residue fractions yield concordant Rb-Sr and Sm-Nd ages. Rubidium-Sr isotopic analyses yield an age of 2947 ± 16 Ma with an initial 87Sr/86Sr of 0.700057 ± 17. These characteristics indicate NWA 032 is derived from a source region with an 87Rb/86Sr ratio of 0.044 ± 0.001. This value is higher than all but those determined for KREEP basalts, and suggests that NWA 032 is derived from a source region that has higher incompatible-element abundances than other low-Ti basalts. Samarium-neodymium isotopic analysis yield a concordant age of 2931 ± 92 Ma and an initial εNd of +9.71 ± 0.74 corresponding to a source region with 147Sm/144Nd ratio of 0.246 ± 0.004. The initial Nd isotopic composition stands in contrast to the initial Sr isotopic composition by requiring NWA 032 to be derived from a source with lower incompatible-element abundances than most low-Ti basalts. The source of NWA 032 is therefore unlike those of other lunar basalts.Modeling of magma ocean cumulate formation demonstrates that unlike other low-Ti basalt source regions the NWA 032 source is a mixture of olivine, pigeonite, and clinopyroxene bearing cumulates and only a small amount of urKREEP. Furthermore, unlike other mare basalt sources, the NWA 032 source does not contain appreciable quantities of plagioclase. Partial melting models demonstrate that the incompatible-element characteristics of the NWA 032 result from formation by smaller degrees of partial melting than other mare basalts. Thus, the incompatible-element geochemical signature that is observed in NWA 032 appears to reflect the combined effects of generation from an unusual plagioclase-free incompatible-element-depleted source region by very small degrees of partial melting. This study demonstrates that both the presence of urKREEP in the source region and small degrees of partial melting generate magmas with similar, but not identical, incompatible-element characteristics. In addition, it underscores the fact that there is significantly more geochemical diversity on the Moon than is represented by samples collected by the American and Soviet lunar missions.  相似文献

Five years of thermal infrared spectra from the Cassini Composite Infrared Spectrometer (CIRS) are analyzed to determine the response of Saturn’s atmosphere to seasonal changes in insolation. Hemispheric mapping sequences at 15.0 cm−1 spectral resolution are used to retrieve the variation in the zonal mean temperatures in the stratosphere (0.5-5.0 mbar) and upper troposphere (75-800 mbar) between October 2004 (shortly after the summer solstice in the southern hemisphere) and July 2009 (shortly before the autumnal equinox).Saturn’s northern mid-latitudes show signs of dramatic warming in the stratosphere (by 6-10 K) as they emerge from ring-shadow into springtime conditions, whereas southern mid-latitudes show evidence for cooling (4-6 K). The 40-K asymmetry in stratospheric temperatures between northern and southern hemispheres (at 1 mbar) slowly decreased during the timespan of the observations. Tropospheric temperatures also show temporal variations but with a smaller range, consistent with the increasing radiative time constant of the atmospheric response with increasing pressure. The tropospheric response to the insolation changes shows the largest magnitude at the locations of the broad retrograde jets. Saturn’s warm south-polar stratospheric hood has cooled over the course of the mission, but remains present.Stratospheric temperatures are compared to a radiative climate model which accounts for the spatial distribution of the stratospheric coolants. The model successfully predicts the magnitude and morphology of the observed changes at most latitudes. However, the model fails at locations where strong dynamical perturbations dominate the temporal changes in the thermal field, such as the hot polar vortices and the equatorial semi-annual oscillation (Orton, G., and 27 colleagues [2008]. Nature 453, 196-198). Furthermore, observed temperatures in Saturn’s ring-shadowed regions are larger than predicted by all radiative-climate models to date due to the incomplete characterization of the dynamical response to the shadow. Finally, far-infrared CIRS spectra are used to demonstrate variability of the para-hydrogen distribution over the 5-year span of the dataset, which may be related to observed changes in Saturn’s tropospheric haze in the spring hemisphere.  相似文献

Acid weathering of plagioclase-pyroxene mixtures has been investigated with an open system kinetic dissolution model. The modeling reveals that elevated plagioclase/pyroxene ratios observed in some low-albedo martian regions and atmospheric dust could be partially caused by preferential dissolution of pyroxenes at pHs below ∼3-4. Surface materials with smaller grain sizes, affected by lower pH fluids, and/or exposed to longer durations of acid weathering would be enriched in plagioclase. If preferential dissolution is responsible for the observed mineral ratios, the dissolution process likely occurred on a large scale, such as weathering by acid atmospheric precipitates. If dissolution was continuous, modeled timeframes required to produce a high plagioclase/pyroxene ratio are short on geologic timescales; however, it is likely that acid weathering on Mars was episodic, possibly occurring over a longer period of time.  相似文献

We evaluated injuries to Spartina alterniflora by debris items common to North Carolina coastal waters as a function of debris type (wire blue crab pots, vehicle tires, and anthropogenic wood) and deployment duration, and monitored S. alterniflora recovery following debris removal. Injuries sustained by S. alterniflora and subsequent recovery, varied considerably between debris types. Differences were likely due to dissimilarities in the structure and composition of debris. Tires caused an immediate (within 3 weeks) and long-term impact to S. alterniflora; tire footprints remained devoid of vegetation 14 months post-removal. Conversely, crab pot impacts were not as abrupt and recovery was short-term (<10 months). We suggest that removal programs specifically target habitats that are susceptible to negative impacts (e.g., salt marsh) and prone to debris accumulation. Management would benefit from the inclusion of habitat information in removal databases.  相似文献

Abstract– Fragments of magnesian anorthositic granulite are found in the lunar highlands meteorites Allan Hills (ALH) A81005 and Dhofar (Dho) 309. Five analyzed clasts of meteoritic magnesian anorthositic granulite have Mg′ [molar Mg/(Mg + Fe)] = 81–87; FeO ≈ 5% wt; Al2O3 ≈ 22% wt; rare earth elements abundances ≈ 0.5–2 × CI (except Eu ≈ 10 × CI); and low Ni and Co in a non‐chondritic ratio. The clasts have nearly identical chemical compositions, even though their host meteorites formed at different places on the Moon. These magnesian anorthositic granulites are distinct from other highlands materials in their unique combination of mineral proportions, Mg′, REE abundances and patterns, Ti/Sm ratio, and Sc/Sm ratio. Their Mg′ is too high for a close relationship to ferroan anorthosites, or to have formed as flotation cumulates from the lunar magma ocean. Compositions of these magnesian anorthositic granulites cannot be modeled as mixtures of, or fractionates from, known lunar rocks. However, compositions of lunar highlands meteorites can be represented as mixtures of magnesian anorthositic granulite, ferroan anorthosite, mare basalt, and KREEP. Meteoritic magnesian anorthositic granulite is a good candidate for the magnesian highlands component inferred from Apollo highland impactites: magnesian, feldspathic, and REE‐poor. Bulk compositions of meteorite magnesian anorthositic granulites are comparable to those inferred for parts of the lunar farside (the Feldspathic Highlands Terrane): ~4.5 wt% FeO; ~28 wt% Al2O3; and Th <1 ppm. Thus, magnesian anorthositic granulite may be a widespread and abundant component of the lunar highlands.  相似文献
