The Lancang-Mekong River has attracted much attention from researchers, but the cooperation on water issues in this river basin has been limited, even after the establishment of the Mekong River Commission(MRC). Cooperation on water resources has been determined as one of the key priority areas in the Lancang-Mekong Cooperation Mechanism, but there are no details of targets. In order to establish the priorities of water cooperation under the mechanism, we adopted nine categories to classify the objectives of 87 water cooperation events based on the ‘Lancang-Mekong Water Cooperative Events Database' from 1995 to 2015. Based on the occurrence of cooperative events, cooperative objectives, cooperative scales, and approaches to cooperation, we conducted statistical, correlation, and text analyses. Our analyses indicated the following results: under the impact of economic conditions inside and outside the river basin, full cooperation appeared more difficult than bilateral and multilateral cooperation. Each of the partners adopted different preferences for cooperation targets. Cooperation with more definite objectives was easier to establish than cooperation with broader and more complex objectives. The potential objectives for water cooperation were navigation, hydropower, joint management, data sharing, flood control and water use. Because hydropower development is controversial, and because water cooperation is avoided by most existing regional cooperation mechanisms due to its complexity, we suggest the following priority areas for water cooperation in the Lancang-Mekong River Basin. 1) Navigation and flood control/drought relief are attractive objectives for all the riparian countries across the whole watershed. 2) Data sharing should be a priority for cooperation in the watershed due to its laying the foundation for the equitable and reasonable utilization of transboundary waters. 3) Hydropower is an objective best implemented mainly through bilateral cooperation, and on tributaries. 相似文献
Urban agglomeration is caused by the continuous acceleration of the urbanization process in China. Studying the expansion of construction land can not only know the changes and development of urban agglomeration in time, but also obtain the great significance of the future management. In this study, taking Changsha-Zhuzhou-Xiangtan (Chang-Zhu-Tan) urban agglomeration in Hunan province as a study area, Landsat images from 1995 to 2014 and Autologistic-CLUE-S model simulation data were used. Moreover, several factors including gravity center, direction, distance and landscape index were considered in the analysis of the expansion. The results revealed that the construction area increased by 132.18%, from 372.28 km2 in 1995 to 864.37 km2 in 2014. And it might even reach 1327.23 km2 in 2023. Before 2014, three cities had their own respective and discrete development directions. However, because of the integration policy implementation in 2008, the Chang-Zhu-Tan began to gather, the gravity center moved southward after 2014, and the distance between cities decreased, which was in line with the development plan of urban expansion. The research methods and results were relatively reliable, and these results could provide some reference for the future land use planning and spatial allocation in the urbanization process of Chang-Zhu-Tan urban agglomeration.

China’s tourism industry has witnessed rapid progress in recent years, and is now an important part of global tourism in dealing with climate change. Within a framework of Pressure-State-Response (PSR), this paper focuses on the emission reduction pressure, carbon emission status, and responses of stakeholders in China’s tourism industry. Findings include: 1) The central government’s strategy and rapid growth of the industry scale exert rising pressure on China’s tourism to reduce carbon emissions. 2) Carbon emissions of China's tourism account for 13%-14.6% of global tourism, and about 3% of China’s emissions overall. Chinese tourists’ per capita carbon emission is lower than half of the global level. 3) The Chinese government attaches great importance to energy-saving and carbon emission reduction. In the tourism industry, documents, standards and other regulative measures have been issued to ensure that business practitioners set up green operational and managerial systems. In the field of tourism transportation, China's high-speed rail, new energy vehicles, and urban shared bicycles, have developed very rapidly in recent years, and they have effectively reduced the carbon emissions in traveling. Beijing, Tianjin and Hebei each contributed to the comprehensive governance of bulk coal to treat bulk coal pollution in a mutually beneficial way in 2017. The cooperative game theory is used in this paper to study the environmental benefits and cost effectiveness brought about by this comprehensive governance strategy, primarily focusing on the issue of how to maximize the environmental benefits by choosing an appropriate strategy since the benefits to Beijing, Tianjin and Hebei are closely related. Therefore, the linear optimization, game theory and Shapley value method in the cooperative game model are used to find the ways to minimize the total governance cost of bulk coal in the three areas. In addition, the issues of how to carry out rational distribution and transfer of governance capital among the three places are explored according to the actual amounts of consumption of bulk coal, the influence of the coal burning on the PM2.5 and the actual cost of coal governance in Beijing, Tianjin and Hebei in 2017. The results show that the governance task in Hebei Province is the most onerous, and requires more investment than the other two cities. Thus, it requires the support from other two cities, with the amount of increased capital required of about 600 million Yuan. At the same time, the cost saved after optimization in Tianjin is calculated to be the largest, which thus can be adjusted appropriately and allocated to Hebei for the governance of bulk coal. The model constructed in this paper can not only be used to solve the issues related to bulk coal consumption in Beijing, Tianjin and Hebei, but also to carry out the effective distribution of capital, by which a win-win scenario among the three places can be achieved. 相似文献
This paper examines the spatial characteristics of farmer/household behaviors in regional rice cropping systems (RCS), and the results provide necessary information for developing strategies that will maintain regional food security. Through field study and statistical analysis based on 402 households questionnaires finished in 2014-2015 in the Poyang Lake Region (PLR) of China, we arrived at two main conclusions. First, single- and double cropping rice were found across the study area, but showed a general distribution trend, with double cropping rice in the southeast part (especially in Jinxian county) and single cropping rice in the northwest (particularly in De’an county). Second, the household decisions concerning RCS varied in different parts of the PLR, but double cropping was the dominant type, with about 63.57% of the respondent households in the PLR cultivating double cropping rice. However, the multiple-cropping index of paddy rice was only 1.55. About 3% of interviewed households had altered their RCS during this period. Based on these findings, the local governments should guide farmers’ paddy field cultivation behaviors by increasing the comparative efficiency of rice production, promoting appropriate scale operations and land conversion, as well as optimizing rice growing conditions to improve the multiple cropping index and enhance food provision. Finally, land-use efficiency and more sustainable use of land resources should be improved. 相似文献
