An approach to the formation of market of permissions for pollutant discharge into water bodies

An approach is proposed for the formation of permission market for pollutant discharge into water bodies, taking into account the specific features of the use of water resources and their quality control in a spatially distributed water management system. The market functions under stochastic conditions of water quality formation. In the proposed approach to market formation, the leading factors are the maximal permissible discharges, serving as guides for solute masses. The masses of discharges produced under different realizations of stochastic conditions are secondary factors.     

Harmonization of strategies for the use of transboundary water resources

An approach to developing harmonized strategies of the use of transboundary water resources is considered. The principle of open management is examined in two possible situations of strategy development—either there is no agreement between governments regarding the use of a transboundary water body, or the existing agreement is to be revised.
