This paper investigates trust in the scientists, government authorities and wider risk management team during the ongoing volcanic crisis in Montserrat, WI. Identifying the most trusted communicator and how trust in information can be enhanced are considered important for improving the efficacy of volcanic risk communication. Qualitative interviews, participant observations and a quantitative survey were utilised to investigate the views and attitudes of the public, authorities and scientists. Trust was found to be dynamic, influenced by political factors made more complex by the colonial nature of Montserrat’s governance and the changing level of volcanic activity. The scientists were viewed by the authorities as a highly trusted expert source of volcanic information. Mistrust among some of the local authorities towards the scientists and British Governor was founded in the uncertainty of the volcanic situation and influenced by differences in levels of acceptable risk and suspicions about integrity (e.g. as a consequence of employment by the British Government). The public viewed friends and relatives as the most trusted source for volcanic information. High trust in this source allowed competing messages to reinforce beliefs of lower risk than were officially being described. The scientists were the second most trusted group by the public and considered significantly more competent, reliable, caring, fair and open than the authorities. The world press was the least trusted, preceded closely by the British Governor’s Office and Montserratian Government officials. These results tally well with other empirical findings suggesting that government ministers and departments are typically distrusted as sources of risk-related information. These findings have implications for risk communication on Montserrat and other volcanic crises. The importance and potential effectiveness of scientists as communicators, because of, and despite, the existence of political, cultural and institutional barriers, is exemplified by this study.

Upper Klamath Lake (UKL) is the source of the Klamath River that flows through southern Oregon and northern California. The UKL Basin provides water for 81,000+ ha (200,000+ acres) of irrigation on the U.S. Bureau of Reclamation Klamath Project located downstream of the UKL Basin. Irrigated agriculture also occurs along the tributaries to UKL. During 2013–2016, water rights calls resulted in various levels of curtailment of irrigation diversions from the tributaries to UKL. However, information on the extent of curtailment, how much irrigation water was saved, and its impact on the UKL is unknown. In this study, we combined Landsat-based actual evapotranspiration (ETa) data obtained from the Operational Simplified Surface Energy Balance model with gridded precipitation and U.S. Geological Survey station discharge data to evaluate the hydrologic impact of the curtailment program. Analysis was performed for 2004, 2006, 2008–2010 (base years), and 2013–2016 (target years) over irrigated areas above UKL. Our results indicate that the savings from the curtailment program over the June to September time period were highest during 2013 and declined in each of the following years. The total on-field water savings was approximately 60 hm3 in 2013 and 2014, 44 hm3 in 2015, and 32 hm3 in 2016 (1 hm3 = 10,000 m3 or 810.7 ac-ft). The instream water flow changes or extra water available were 92, 68, 45, and 26 hm3, respectively, for 2013, 2014, 2015, and 2016. Highest water savings came from pasture and wetlands. Alfalfa showed the most decline in water use among grain crops. The resulting extra water available from the curtailment contributed to a maximum of 19% of the lake inflows and 50% of the lake volume. The Landsat-based ETa and other remote sensing datasets used in this study can be used to monitor crop water use at the irrigation district scale and to quantify water savings as a result of land-water management changes.  相似文献

Limited field and flume data suggests that both uniform and graded beds appear to progressively stabilize when subjected to inter-flood flows as characterized by the absence of active bedload transport. Previous work has shown that the degree of bed stabilization scales with duration of inter-flood flow, however, the sensitivity of this response to bed surface grain size distribution has not been explored. This article presents the first detailed comparison of the dependence of graded bed stability on inter-flood flow duration. Sixty discrete experiments, including repetitions, were undertaken using three grain size distributions of identical D50 (4.8 mm); near-uniform (σg = 1.13), unimodal (σg = 1.63) and bimodal (σg = 2.08). Each bed was conditioned for between 0 (benchmark) and 960 minutes by an antecedent shear stress below the entrainment threshold of the bed (τ*c50). The degree of bed stabilization was determined by measuring changes to critical entrainment thresholds and bedload flux characteristics. Results show that (i) increasing inter-flood duration from 0 to 960 minutes increases the average threshold shear stress of the D50 by up to 18%; (ii) bedload transport rates were reduced by up to 90% as inter-flood duration increased from 0 to 960 minutes; (iii) the rate of response to changes in inter-flood duration in both critical shear stress and bedload transport rate is non-linear and is inversely proportional to antecedent duration; (iv) there is a grade dependent response to changes in critical shear stress where the magnitude of response in uniform beds is up to twice that of the graded beds; and (v) there is a grade dependent response to changes in bedload transport rate where the bimodal bed is most responsive in terms of the magnitude of change. Past monitoring of heavy metals, organochlorine compounds and polyaromatic hydrocarbons (PAHs) has found that pollutant concentrations are generally low within the Great Barrier Reef Marine Park and World Heritage Area and are indicative of a relatively unpolluted environment. The exceptions are sites that are adjacent to human activity such as ports and harbours, urban centres and areas adjacent to intensive agricultural activity. These sites have elevated concentrations of a range of pollutants. Concentrations of dioxins have also been found to be elevated in marine park sediments. Elevated pollutant concentrations are generally the consequence of effluent discharge, urban stormwater, and agricultural and industrial runoff. However, a majority of Great Barrier Reef pollutant data are now dated, and contemporary information is required concerning the distribution and impact of pollutants in the Queensland marine environment. The utility of specialized monitoring tools such as biomarkers for tropical marine environments urgently needs to be examined. With this information, appropriate risk assessment and monitoring can be implemented and effective management strategies developed to protect tropical marine ecosystems including the Great Barrier Reef.  相似文献

The impact and recovery from exposure to the herbicide diuron [DCMU; 3-(3′,4′-dichlorophenyl)-1,1-dimethylurea] was assessed for three tropical seagrasses, maintained in outdoor aquaria over a 10-day period. Photosynthetic stress was detected using chlorophyll a fluorescence, measured with a Diving-PAM (pulse amplitude modulated fluorometer). Exposure to 10 and 100 μg l−1 diuron resulted in a decline in effective quantum yield (ΔF/Fm) within 2 h of herbicide exposure in Cymodocea serrulata, Halophila ovalis and Zostera capricorni. Effective quantum yield also declined over the first 24 h of exposure in H. ovalis at even lower diuron concentrations (0.1 and 1.0 μg l−1). Effective quantum yield in H. ovalis and Z. capricorni was significantly depressed at all diuron concentrations (0.1–100 μg l−1) after 5 days exposure, whereas effective quantum yield in C. serrulata was only significantly lower in plants exposed to highest diuron concentrations (10 and 100 μg l−1). Effective quantum yield depression was present 5 days after plants exposed to 10 and 100 μg l−1 diuron were returned to fresh seawater. These results indicate that exposure to herbicide concentrations present in nearshore Queensland sediments present a potential risk to seagrass functioning.  相似文献

The distribution of foraminifers, ostracods, diatoms and pollen is studied in cores from submarine boreholes. This reveals that the history of the Flandrian transgression is largely the record of the infilling of meltwater channels cut during the early Late Glacial with transgressive estuarine and finally marine deposits. It also supports the idea of the ‘climatic earliness’ of the Welsh seaboard at all stages. Estuarine deposits in excess of —51 m O.D. suggest that Late Glacial sea levels were initially as low as —60 m O.D. and support the idea that the Welsh ice withdrew before 14,000 years B.P. The sea-level rise plots as a smooth curve but was probably episodic in its early phases.  相似文献

Recent research has started to focus on how prolonged periods of sub‐threshold flows may be capable of imparting structural changes that contribute to increased bed stability. To date, this effect (termed ‘stress history’) has been found to be significant in acting to increase a bed's critical shear stress at entrainment threshold. However, it is supported by only limited, qualitative and often speculative information on the mechanisms of this stabilization process in grade‐specific studies. As such, this paper uses high resolution laser scanning to quantitatively ascertain the granular mechanics underpinning the relationship between stress history and entrainment threshold for beds of a range of grain size distributions. Employing a bed slope of 1/200, three grain size distributions with median grain sizes (D50) of 4·8 mm [uniform (σg = (D84/D16)0.5 = 1·13; bimodal (σg = 2·08); and, unimodal (σg = 1·63)] were exposed to antecedent stress histories of 60 and 960 minutes duration. Antecedent shear stress magnitude was set at 50% of the critical shear stress for the D50 when no stress history period was employed. Two laser displacement scans of the bed surface (approximate area 100 mm × 117 mm) were taken, one prior to the antecedent period and one after this period, so that changes to surface topography could be quantified (resolution of x = 0·10 mm, y = 0·13 mm and z = 0·24 mm). Rearrangement of bed surface structure is described using statistical analysis and two‐dimensional (2D) semi‐variograms to analyse scaling behaviour. Results reveal vertical settlement, changes to bed roughness and particle repositioning. However, the bed grain size distribution influences the relative importance of each mechanism in determining stress history induced bed stability; this is the focus of discussion in this paper. For ages, links between environment, climate and their impacts on human health have been observed and studied. Research to improve our understanding of environmental key determinants of infectious diseases can provide innovative information for adaptation strategies and lead to new tools optimizing surveillance, vector control measures, and disease prevention. As earth observation satellites can measure meteorological and environmental parameters, NASA and CNES have separately engaged in an innovative use of their earth observation infrastructure development programs: space tools addressing public health. As NASA and CNES have fruitful cooperation for satellite development missions for years, both health programs have proposed to explore a new area of collaboration: satellites addressing health issues. As members of international organizations, NASA and CNES could promote their common views towards the Group on Earth Observations (GEO) Community of Practice for Health & Environment and the Committee on Earth Observation Satellites (CEOS) Societal Benefit Area on Health.  相似文献

The Coorong in South Australia is an internationally recognised ecologically significant coastal lagoon that extends 140 km south-east from the mouth of the River Murray. The Coorong has increasingly been impacted by a variety of human activities. Declining migratory bird abundance has been linked to the loss of Ruppia tuberosa, an aquatic plant that is the main feedstock for a wide variety of water birds. Analysis of Ruppia remains from a radiometrically dated core in the southern lagoon of The Coorong shows that the salt-tolerant annual Ruppia tuberosa has only been present at this site in recent times. By contrast, the perennial Ruppia megacarpa, which has limited tolerance to elevated salinity, appears to have been present at the site for several millennia, although it had never been observed in ecological surveys of this part of The Coorong. Diatom analysis from the same core reveals a shift from estuarine/marine assemblages to an assemblage reflective of elevated salinity levels. Charophyte, ostracod and foraminifera remains also indicate that the change in the aquatic plant community is associated with increased salinity at the study site since European settlement. Elevated salinity is the result of catchment modifications which have reduced freshwater inflows at the northern and southern extremities of The Coorong, and marine input via the Murray Mouth. This study demonstrates the utility of multiproxy palaeoecological data in addressing complex management questions. In the absence of such information, managers must ultimately rely on data sourced only from the historical record which, more often than not, is already skewed by the impact of European settlement.  相似文献
