This analysis compares decreases in soil moisture (SM) at Utah snow telemetry (SNOTEL) sites during the summer months with discharge at nearby stream gauging locations using data from water years 2008–2012. The following characteristics were evaluated: (1) the influence of the SM loss at mid‐depths (20 cm) on hydrograph recession, (2) the influence of moisture loss from deeper portions of the soil (50 cm) on late‐season baseflow and (3) the timing of this transition. Thirty‐four pairings were used between SNOTEL sites and nearby stream gauges in select locations throughout Utah, for 3–5 years each depending on data quality, to generate 143 total comparisons of soil moisture loss and stream discharge. Regressions were fairly strong (r2 > 0.8) where the SNOTEL site was in a location with slow meltout rates, ample infiltration and minimal summer precipitation. In a few cases, the correlation was remarkably strong (r2 > 0.95), even for SNOTEL sites located far from respective stream gauges (e.g. >30‐km, >1000‐m elevation difference for the best pairing). At such sites, transition timing in 2013 (between predominantly 20‐ vs 50‐cm SM loss) was well predicted from 2012 data given the similarity in water years, with discharges at the transition point less than 30% different than observed values in 2013. An index of the robustness of each pairing was generated to determine where this type of analysis might be most successful; however, results suggest that identification of high‐quality pairings may need to be site by site. Climate change is widely recognised as a ‘wicked’ policy problem. Agreeing and implementing governance responses is proving extremely difficult. Policy makers in many jurisdictions now emphasise their ambition to govern using the best available evidence. One obvious source of such evidence is the evaluations of the performance of existing policies. But to what extent do these evaluations provide insights into the difficult dilemmas that governors typically encounter? We address this question by reviewing the content of 262 evaluation studies of European climate policies in the light of six kinds of dilemma found in the governance literature. We are interested in what these studies say about the performance of European climate policies and in their capacity to inform evidence-based policy-making. We find that the evaluations do arrive at common findings: that climate change is framed as a problem of market and/or state failure; that voluntary measures tend to be ineffective; that market-based instruments tend to be regressive; that EU-level policies have driven climate policies in the latecomer EU Member States; and that lack of monitoring and weak enforcement are major obstacles to effective policy implementation. However, we also conclude that the evidence base these studies represent is surprisingly weak for such a high profile area. There is too little systematic climate policy evaluation work in the EU to support systematic evidence-based policy making. This reduces the scope for sound policy making in the short run and is a constraint to policy learning in the longer term.  相似文献

Based on surface and borehole information, together with pre-existing regional and local interpretations, a 7,150 square kilometre Raster Digital Elevation Model (DEM) of the bedrock surface of northern Switzerland was constructed using a 25 m cell size. This model represents a further important step in the understanding of Quaternary sediment distribution and is open to a broad field of application and analysis, including hydrogeological, geotechnical and geophysical studies as well as research in the field of Pleistocene landscape evolution. An analysis of the overdeepened valleys in the whole model area and, more specifically in the Reuss area, shows that, in most cases, overdeepening is restricted to the areas covered by the Last Glaciation Maximum (LGM). However, at various locations relatively narrow overdeepened valleys outreach the tongue basins and the LGM ice shield limits. Therefore, an earlier and further-reaching glacial event has probably contributed significantly to the overdeepening of these valleys. No significant overdeepening has been identified downstream of Böttstein (Aare) and Kaiserstuhl (Rhine), although the ice extended considerably further downstream, at least during the most extensive glaciation. Except for the bedrock between Brugg and Böttstein, no overdeepened valleys are found significantly north of the outcrop of Mesozoic limestone of the Folded and Tabular Jura. A detailed analysis of the Reuss area shows that the Lake and Suhre valleys are separated from the Emmen—Gisikon Reuss valley basin by a significant bedrock barrier. The individual bedrock valleys are divided into several sub-basins, indicating a multiphase evolution of the valleys. Some of the swells or barriers separating the sub-basins coincide with known late LGM retreat stages. In the Suhre valley, an old fluvial valley floor with restricted overdeepened sections is documented.  相似文献

Motivated to help improve the robustness of predictions of sea level rise, the BRITICE-CHRONO project advanced knowledge of the former British–Irish Ice Sheet, from 31 to 15 ka, so that it can be used as a data-rich environment to improve ice sheet modelling. The project comprised over 40 palaeoglaciologists, covering expertise in terrestrial and marine geology and geomorphology, geochronometric dating and the modelling of ice sheets and oceans. A systematic and directed campaign, organised across eight transects from the continental shelf edge to a short distance (10s of kilometres) onshore, was used to collect 914 samples which yielded 639 new ages, tripling the number of dated sites constraining the timing and rates of change of the collapsing ice sheet. This special issue synthesises these findings of ice advancing to the maximum extent and its subsequent retreat for each of the eight transects to produce definitive palaeogeographic reconstructions of ice margin positions across the marine to terrestrial transition. These results are used to understand the controls that drove or modulated ice sheet retreat. A further paper reports on how ice sheet modelling experiments and empirical data can be used in combination, and another probes the glaciological meaning of ice-rafted debris.  相似文献

Of all terrestrial ecosystems, the productivity of deserts has been suggested to be the most responsive to increasing atmospheric CO2. The extent to which this prediction holds will depend in part on plant responses to elevated CO2under the highly variable conditions characteristic of arid regions. The photosynthetic responses ofLarrea tridentata , an evergreen shrub, to a step-increase in atmospheric CO2(to 550 μmolmol−1) were examined in the field using Free-Air CO2Enrichment (FACE) under seasonally varying moisture conditions. Elevated CO2substantially increased net assimilation rate (Anet) in Larrea during both moist and dry periods of the potential growing season, while stomatal conductance (gs) did not differ between elevated and ambient CO2treatments. Seasonal and diurnal gas exchange dynamics in elevated CO2mirrored patterns in ambient CO2, indicating that elevated CO2did not extend photosynthetic activity longer into the dry season or during more stressful times of the day. Net assimilation vs. internal CO2(A/Ci) responses showed no evidence of photosynthetic down-regulation during the dry season. In contrast, after significant autumn rains, Amax(the CO2saturated rate of photosynthesis) and CE (carboxylation efficiency) were lower in Larrea under elevated CO2. In situ chlorophyll fluorescence estimation ofLarrea Photosystem II efficiency (Fv/Fm) responded more to water limitation than to elevated CO2. These findings suggest that predictions regarding desert plant responses to elevated CO2should account for seasonal patterns of photosynthetic regulatory responses, which may vary across species and plant functional types.  相似文献

Abstract— Asteroids and comets are of great scientific interest: their interior structure and composition, which are poorly known, provide information about conditions and processes that occurred during the early stages of solar system development. They are also of interest for social and economic reasons. Their proximity to Earth and abundance in the solar system make them potential sources of raw materials as well as a threat, as evidenced by past catastrophic impacts. Information on their composition and structure is therefore important to assess both the potential benefit of these objects and mitigate the potential risk they pose. This paper describes the use of radio reflection tomography for studying the interiors of asteroids and comets. We discuss technical issues regarding benefits and challenges of implementing a radio reflection tomography instrument and present potential solutions. This paper addresses a range of topics including (1) data collection scenarios, (2) data processing and inversion, and (3) instrument implementation. A “strawman” instrument capable of imaging the full interior of an asteroid or a comet with dimensions of a few kilometers is presented. Such an instrument can play a significant role in studying the near‐Earth objects, both for scientific and socio‐economic purposes.  相似文献

Airborne measurements of acetone were performed overthe tropical rainforest in Surinam(2°–7° N, 54°–58° W, 0–12 kmaltitude) during the LBA-CLAIRE campaign in March1998, using a novel proton transfer reaction massspectrometer (PTR-MS) that enables the on-linemonitoring of volatile organic compounds (VOC) with ahigher proton affinity than water. The measuredacetone volume mixing ratios ranged from 0.1 nmol/molup to 8 nmol/mol with an overall average of 2.6nmol/mol and a standard deviation of 1.0 nmol/mol. Theobserved altitude profile and correlations with CO,acetonitrile, propane and wind direction are discussedwith respect to potential acetone sources. No linearcorrelation between acetone and CO mixing ratios wasobserved, at variance with results of previousmeasurement campaigns. The mean acetone/CO ratio(0.022) was substantially higher than typical valuesfound before. The abundance of acetone appears to beinfluenced, but not dominated, by biomass burning,thus suggesting large emissions of acetone and/oracetone precursors, such as possibly 2-propanol, fromliving plants or decaying litter in the rainforest.  相似文献

Bottled drinking water constitutes a significant part of total water consumption in developed countries and national and EU legislation regulates their market production. In the framework of an international project carried out by the EuroGeoSurveys Geochemistry Expert Group 36 bottled waters were obtained from public markets in Hungary in order to determine their hydrogeochemical composition. The objective of this study is to investigate the possible relationship between groundwater aquifer lithology and the processed and marketed bottled waters, and to develop a classification of bottled waters, based on their dissolved mineral content. Analytical results of this study are compared with the composition shown on bottle labels, and with archive hydrochemical data from the producing wells. Results show that, while processing of original groundwater, such as oxygen addition, iron or hydrogen-sulphide removal can significantly alter water composition, bottled water composition can be used for selection of sites for detailed hydrogeochemical and hydrogeological characterization. A simple and useful classification of bottled water quality is also presented that is based on natural groups of sampled waters derived by means of statistical data analysis methods.  相似文献

There is currently a rare opportunity to inform emerging efforts to implement coastal and marine spatial planning (CMSP) in the United States, Europe and elsewhere around the world. In particular, the newly formed US National Ocean Council is developing a strategic action plan for CMSP over the next 18-24 months. In order to identify priority needs for significantly advancing CMSP, a group of experts in the science, policy and practice of CMSP developed recommendations for (1) process development, (2) communication and engagement efforts, (3) tradeoff and valuation analyses, and (4) decision support. Some of these priorities are supported by existing activities in the United States and elsewhere. Others have yet to be addressed and merit immediate attention.  相似文献

To estimate the average density contrast associated with the continental tectosphere, we separately project the degree 2–36 non-hydrostatic geoid and free-air gravity anomalies onto several tectonic regionalizations. Because both the regionalizations and the geoid have distinctly red spectra, we do not use conventional statistical analysis, which is based on the assumption of white spectra. Rather, we utilize a Monte Carlo approach that incorporates the spectral properties of these fields. These simulations reveal that the undulations of Earth's geoid correlate with surface tectonics no better than they would were it randomly oriented with respect to the surface. However, our simulations indicate that free-air gravity anomalies correlate with surface tectonics better than almost 98% of our trials in which the free-air gravity anomalies were randomly oriented with respect to Earth's surface. The average geoid anomaly and free-air gravity anomaly over platforms and shields are significant at slightly better than the one-standard-deviation level: −11±8 m and −4±3 mgal, respectively. After removing from the geoid estimated contributions associated with (1) a simple model of the continental crust and oceanic lithosphere, (2) the lower mantle, (3) subducted slabs, and (4) remnant glacial isostatic disequilibrium, we estimate a platform and shield signal of −8±4 m. We conclude that there is little contribution of platforms and shields to the gravity field, consistent with their keels having small density contrasts. Using this estimate of the platform and shield signal, and previous estimates of upper-mantle shear-wave travel-time perturbations, we find that the average value of ∂lnρ/∂lnνs within the 140–440 km depth range is 0.04±0.02. A continental tectosphere with an isopycnic (equal-density) structure (∂lnρ/∂lnνs=0) enforced by compositional variations is consistent with this result at the 2.0σ level. Without compositional buoyancy, the continental tectosphere would have an average ∂lnρ/∂lnνs≈0.25, exceeding our estimate by 10σ.  相似文献
