Carbon capture and storage (CCS) is considered by some to be a promising technology to reduce greenhouse gas emissions, and advocates are seeking policies to facilitate its deployment. Unlike many countries, which approach the development of policies for geologic storage (GS) of carbon dioxide (CO2) with nearly a blank slate, the U.S. already has a mature policy regime devoted to the injection of CO2 into deep geologic formations. However, the existing governance of CO2 injection is designed to manage enhanced oil recovery (EOR), and policy changes would be needed to manage the risks and benefits of CO2 injection for the purpose of avoiding GHG emissions. We review GS policy developments at both the U.S. federal and state levels, including original research on state GS policy development. By applying advocacy coalition framework theory, we identify two competing coalitions defined by their beliefs about the primary purpose of CO2 injection: energy supply or greenhouse gas (GHG) emission reductions. The established energy coalition is the beneficiary of the current policy regime. Their vision of GS policy is protective: to minimize harm to fossil energy industries if climate policy were to be enacted. In contrast, the newly formed climate coalition seeks to change existing GS policy to support their proactive vision: to maximize GHG reductions using CCS when climate policy is enacted. We explore where and at what scale legislation emerges and examine which institutions gain prominence as drivers of policy change. Through a detailed textual analysis of the content of state GS legislation, we find that the energy coalition has had greater success than the climate coalition in shaping state laws to align with its policy preferences. It has enshrined its view of the purpose of CO2 injection in state legislation, delegated authority for GS to state agencies aligned with the existing policy regime, and protected the EOR status quo, while creating new opportunities for EOR operators to profit from the storage of CO2 The climate coalition's objective of proactively putting GS policy in place has been furthered, and important progress has been made on commonly held concerns, such as the resolution of property rights issues, but the net result is policy change that does not significantly revise the existing policy regime.  相似文献

While increasing research is focusing on the effective adaptation to climate change in richer (developed) countries, comparatively little has focused specifically on this subject in poorer (developing) countries such as most in the Pacific Islands region. A significant barrier to the development of effective and sustainable adaptive strategies for climate change in such places is the gap between risk and perceived risk. This study looks at a vulnerable location in Fiji—the densely populated Rewa River Delta where environmental changes resulting from shoreline retreat and floods are expected to increase over the next few decades and entail profound societal disruption. The numbers of people living in the Rewa Delta who know of climate change and could correctly identify its contributory causes are few although many rank its current manifestations (floods, riverbank erosion, groundwater salinization) as among their most serious environmental challenges. While lack of awareness is a barrier to adaptation, there are also cultural impediments to this such as short-term planning perspectives, spiritual beliefs, traditional governance structures. One way forward is to empower community leaders in places like the Rewa Delta to make appropriate decisions and for regional governments to continue working together to find solutions that acknowledge the variation in sub-regional trans-national vulnerability to climate change.  相似文献

Assessing disease risk has become an important component in the development of climate change adaptation strategies. Here, the infection ability of leaf blast (Magnaporthe oryzae) was modeled based on the epidemiological parameters of minimum (T min), optimum (T opt), and maximum (T max) temperatures for sporulation and lesion development. An infection ability response curve was used to assess the impact of rising temperature on the disease. The simulated spatial pattern of the infection ability index (IAI) corresponded with observed leaf blast occurrence in Indo-Gangetic plains (IGP). The IAI for leaf blast is projected to increase during the winter season (December–March) in 2020 (2010–2039) and 2050 (2040–2069) climate scenarios due to temperature rise, particularly in lower latitudes. However, during monsoon season (July–October), the IAI is projected to remain unchanged or even reduce across the IGP. The results show that the response curve may be successfully used to assess the impact of climate change on leaf blast in rice. The model could be further extended with a crop model to assess yield loss.  相似文献

Hexavalent chromium Cr(VI) has emerged as a contaminant of prime concern for the environmentalists because of its improper disposal by tannery, dye, and electroplating industries. Adsorption is the most exploited method for its removal from industrial wastewater because of its high removal efficiency even at low Cr(VI) concentration, minimal sludge, and ease of regeneration. In recent years, several adsorbents of biological origin such as plants, algae, fungi, and bacteria have been explored for Cr(VI) remediation. This review comprehends the recent studies involving usage of biopolymer-based nano-composites with respect to its adsorption mechanisms, adsorption capacities, isotherms, and kinetics. The conventional abiotic and biotic techniques for removal of Cr(VI) are also discussed with a comparative insight of their adsorption capacity and removal efficiency. Nano-biocomposites integrate the functional properties of both nanoparticles and biopolymers, which make them efficient biosorbents. Nano-biocomposites offer a large surface area, reduced particle loss, minimal particle agglomeration on the surface, and high stability. Common kinetic models among the nano-biocomposites,  and various equilibrium models are also analyzed to understand the mode of adsorption and associated factors. These materials are mostly found to follow monolayer adsorption with ion exchange, electrostatic interaction, and surface complexation as major players in the process.  相似文献

Drilling fluids are used for drilling natural gas, oil and water wells. These spill over into the surrounding soil at the point of drilling, which may impair soil health. A laboratory investigation was carried out to determine the effect of non aqueous drilling fluid (NADF) and synthetic base oil used with it on soil health as indicated by the dehydrogenase activity. A non-sterile sandy loam soil was treated with different amounts of NADF and base oil at a rate of 800, 8,000 and 16,000 mg kg−1. Initially, reduction in dehydrogenase activity was observed, but it increased with the incubation time. On the 60th day of incubation dehydrogenase activity in untreated control was 1.04 mg TPF g−1 h−1 whereas in the soil samples treated with NADF and the base oil (16,000 mg kg−1), the activity was 1.53 mg TPF h−1 and 1.90 mg TPF h−1, respectively, which was 72 and 82% more than in untreated control. Base oil-treated soil showed more dehydrogenase activity than that observed with NADF. Both NADF and base oil stimulated the soil dehydrogenase activity.  相似文献

Salem-Attur shear zone in the Southern Granulite Terrane demarcates the tectonic boundary between Archaean granulites of Dharwar craton and the Palaeoproterozoic granulites of Salem area. The shear zone marks a low angle thrust which has been steepened at places due to late stage folding. Static recrystallisation during late stage folding has removed the strain marker of mylonites to large extent. However, in a few places S-C angle and porphyroclasts are preserved and have been used to compute the strain. The strain shows apparent flattening by simple shear deformation with 35 % volume loss. A minimum displacement along the thrust has been computed to be 2.7 km. The strain k values increases with r suggesting the strain approaching towards prolate field with increase in strain intensity. The above study suggests the Salem-Attur shear zone is a thrust with low to moderate deformation and volume loss.  相似文献
