The notion of community has been central to the political project of renewal of New Labour in the UK. The paper explores how the discourses of community are framed within New Labour and discusses these in the light of the results from research which focuses on how people within urban deprived areas construct their community. It draws upon the results of one part of a larger research project (the ‘Well London’ programme) which aimed to capture the views of residents from 20 disadvantaged neighbourhoods throughout London using an innovative qualitative method known as the ‘World Café’. Our results show the centrality of young people to the development of cohesive communities, the importance of building informal relationships between residents alongside encouraging greater participation to policy making, and the need to see these places as fragile and temporary locations but with considerable social strengths. Government policies are only partially addressing these issues. They pay greater attention to formally encouraging citizens to become more involved in policy making, largely ignore the contribution young people could make to the community cohesion agenda, and weakly define the shared norms and values that are crucial in building cohesive communities. Thus, the conclusion is that whilst an emphasis of the government on ‘community’ is to be welcome, more needs to be done in terms of considering the ‘voices’ of the community as well as enabling communities to determine and act upon their priorities.  相似文献

The area of coastal rivers with a combination of fluvial, tidal and wave processes is defined as the fluvial to marine transition zone and can extend up to several hundreds of kilometres upstream of the river mouth. The aim of this study is to improve the understanding of sediment distribution and depositional processes along the fluvial to marine transition zone using a comprehensive dataset of channel bed sediment samples collected from the Mekong River delta. Six sediment types were identified and were interpreted to reflect the combined action of fluvial and marine processes. Based on sediment‐type associations, the Mekong fluvial to marine transition zone could be subdivided into an upstream tract and a downstream tract; the boundary between these two tracts is identified 80 to 100 km upstream of the river mouth. The upstream tract is characterized by gravelly sand and sand and occasional heterolithic rhythmites, suggesting bed‐load supply and deposition mainly controlled by fluvial processes with subordinate tidal influence. The downstream tract is characterized by heterolithic rhythmites with subordinate sand and mud, suggesting suspended‐load supply and deposition mainly controlled by tidal processes with subordinate fluvial influence. Sediment distributions during wet and dry seasons suggest significant seasonal changes in sediment dynamic and depositional processes along the fluvial to marine transition zone. The upstream tract shows strong fluvial depositional processes with subordinate tidal influence during the wet season and no deposition with weak fluvial and tidal processes during the dry season. The downstream tract shows strong coexisting fluvial and tidal depositional processes during the wet season and strong tidal depositional processes with negligible fluvial influence during the dry season. Turbidity maxima are present along the downstream tract of the fluvial to marine transition zone during both wet and dry seasons and are driven by a combination of fluvial, tidal and wave processes.  相似文献

Small metagabbro bodies are enclosed in the metasedimentary sequence of NW Sardinia. The metagabbros represent the last magmatic episode before the continent–continent collision that built up the Variscan chain of north Sardinia. The metagabbros are composed of variable proportions of plagioclase and pyroxene igneous relics and metamorphic minerals. Major and trace element data, specifically high TiO2 and P2O5 and low K and Rb contents, as well as light rare‐earth elements, Nb and Ta enrichment, suggest an alkaline affinity for the gabbro and emplacement in a within‐plate tectonic setting. The gabbro was derived from an ocean island alkali basalt‐like asthenospheric mantle source enriched with incompatible elements and uncontaminated by crustal or subducted materials. The response of phytoplankton growth to iron supply and its modulation by large-scale circulation and tropical instability waves (TIWs) in the eastern equatorial Pacific has been investigated with an ocean biogeochemical model. This process study shows that iron can be efficiently advected from the New Guinea shelf through the Equatorial Undercurrent (EUC) to the eastern Pacific. The presence of a continental iron source is necessary for the maintenance of the observed subsurface iron maximum in the EUC core. In the eastern Pacific region, phytoplankton production is enhanced when additional iron is available in the EUC. Simulated phytoplankton variability is linked to TIWs activity, as revealed by a wavelet analysis of the total autotrophic carbon. The net local effect of the waves on phytoplankton can be either positive or negative depending on several factors. When the iron nutricline is sufficiently shallow to be reached by the wave vertical scale, the effect of the waves is to enhance iron availability in the euphotic zone leading to a net local increase of phytoplankton biomass. We therefore suggest that the local maxima of phytoplankton observed in moorings off the Equator in the eastern Pacific might be not only the result of concentration mechanisms, but also the result of an increase in local production sustained by advected iron.  相似文献

In order to determine the effect of Eulerian spatial resolution on the two particle statistics of synthetic drifter trajectories, we examine a hierarchy of ocean models, starting from 2D turbulence simulations, progressing to idealized simulations of a buoyant coastal jet with ROMS, and finally to realistic HYCOM simulations of the Gulf Stream. In each case, particle dispersion at large time and space scales is found to be controlled by energetic meso-scale features of the flow that are relatively insensitive to the resolution of finer scale motions. In all cases, time-distance graphs given in terms of computed Finite Scale Lyapunov Exponents show an expected increase in the extent of exponential scaling with increasing spatial smoothing of the velocity field. The limiting value of the FSLE at small separation distances is found to scale remarkably well with the resolution of Eulerian velocity gradients as given by the average of positive Okubo–Weiss parameter values.  相似文献

The effects of the amount of sodium ions, their solar angles correlation, temperature and velocities, have been explained as consequences of the almost full penetration of the second mode of micrometeorite fluxes (M>10–8 g) across the Io atmosphere to its surface, whereas volcanism may satisfy only the amount of sodium.Conclusions about the formation of fine grains on the Io surface, unflooded by lava, are presented. In the semi‐arid Mediterranean environment, the rainfall–runoff relationships are complex because of the markedly irregular patterns in rainfall, the seasonal mismatch between evaporation and rainfall, and the spatial heterogeneity in landscape properties. Watersheds often display considerable non‐linear threshold behavior, which still make runoff generation an open research question. Our objectives in this context were: to identify the primary processes of runoff generation in a small natural catchment; to test whether a physically based model, which takes into consideration only the primary processes, is able to predict spatially distributed water‐table and stream discharge dynamics; and to use the hydrological model to increase our understanding of runoff generation mechanisms. The observed seasonal dynamics of soil moisture, water‐table depth, and stream discharge indicated that Hortonian overland‐flow was negligible and the main mechanism of runoff generation was saturated subsurface‐flow. This gives rise to base‐flow, controls the formation of the saturated areas, and contributes to storm‐flow together with saturation overland‐flow. The distributed model, with a 1D scheme for the kinematic surface‐flow, a 2D sub‐horizontal scheme for the saturated subsurface‐flow, and ignoring the unsaturated flow, performed efficiently in years when runoff volume was high and medium, although there was a smoothing effect on the observed water‐table. In dry years, small errors greatly reduced the efficiency of the model. The hydrological model has allowed to relate the runoff generation mechanisms with the land‐use. The forested hillslopes, where the calibrated soil conductivity was high, were never saturated, except at the foot of the slopes, where exfiltration of saturated subsurface‐flow contributed to storm‐flow. Saturation overland‐flow was only found near the streams, except when there were storm‐flow peaks, when it also occurred on hillslopes used for pasture, where soil conductivity was low. In order to characterize the pressure-induced decomposition of ringwoodite (γ-Mg2SiO4), the topological analysis of the electron density ρ(r), based upon the theory of atoms in molecules (AIM) developed by Bader in the framework of the catastrophe theory, has been performed. Calculations have been carried out by means of the ab initio CRYSTAL09 code at the HF/DFT level, using Hamiltonians based on the Becke- LYP scheme containing hybrid Hartree–Fock/density functional exchange–correlation terms. The equation of state at 0 K has been constructed for the three phases involved in the post-spinel phase transition (ringwoodite → Mg-perovskite + periclase) occurring at the transition zone–lower mantel boundary. The topological results show that the decomposition of the ringwoodite at high pressures is caused by a conflict catastrophe. Furthermore, topological evidences of the central role played by the oxygen atoms to facilitate the pressure-induced ringwoodite decomposition and the subsequent phase transition have been noticed.  相似文献
