Over the past nine years, the US Coast Guard has incorporated the prevention through people (PTP) philosophy as a “human factors” approach to learn how maritime operations can be regulated safer and be more efficient by evaluating training, management policies, operational procedures, and establishing partnerships with the maritime industry. One of the key elements of applying a PTP approach is identifying and incorporating lessons learned from major marine casualties and pollution incidents. Since 1997, the US Coast Guard National Strike Force has responded to three major oil spills involving foreign freight vessels grounding, which included the removal of highly viscous oil using various lightering equipment and systems. An informal workgroup consisting of the US Coast Guard, US Navy Supervisor of Salvage (NAVSUPSALV), and various representatives from oil pollution clean-up companies met at the following facilities: the Chevron Asphalt Facility in Edmonds, WA (September 1999), the Oil and Hazardous Materials Simulated Environmental Test Tank (OHMSETT) testing facility in Leonardo, New Jersey (November 1999 and March 2000), the Alaska Clean Seas (ACS) warehouse annex in Prudhoe Bay, AK (October 2000), and Cenac Towing Company facility in Houma, LA (May 2002). The group shared ideas and techniques, and tested different pumps and hose lengths with viscous oil. It was during the early tests that the first quantitative results showed just how efficient lubricated transport of heavy oil product could be, and broadened the knowledge of such methods to the entire industry. Although this technology had existed for many years in the oil production and handling industry, its use had never been investigated in a laboratory setting with regard to salvage response lightering systems. 相似文献

St Lucia, the largest estuarine lake complex of its type in Africa, is characterised by natural physico-chemical spatial and temporal fluctuations. This estuary functions as an important nursery area making use of a number of different habitat types and associated environmental conditions. The system has been subject to a number of natural episodic events such as cyclonic flooding and cyclical droughts, the most current has persisted since 2001, resulting in almost permanent mouth closure. Furthermore, high levels of evaporation have reduced lake levels and resulted in compartmentalisation of the system for up to several years at a time. St Lucia is sensitive to evaporation and therefore to vast salinity fluctuations and hypersaline conditions. The upper reaches in North Lake are particularly sensitive to drying out and extended hypersaline events. The macrobenthos has been well studied, but no studies have concentrated on the entire system for such an extent of time. Macrobenthic samples were initially collected in 2004, again in 2005 and biannually from 2006 to 2008. This study was part of a larger multidisciplinary programme aimed at determining the effects of long term drought conditions on the ecology of the St Lucia system, and increasing current understanding of the system response to future catastrophic climatic events. Three areas were sampled (North and South Lake and Estuary) at five sites per area, over five years. Data were analysed by representing communities through time series depictions and discriminating sites and sampling periods to test multidimensional relationships. Linkages between biological distribution and selected environmental forcing variables were investigated. The system was found to be highly variable and supporting a large number of different habitats and co-occurring environmental conditions. This variability makes it difficult to discern spatial or temporal patterns in environmental conditions and macrobenthic ecology. However, some level of resilience to wide ranging environmental changes associated with drought is maintained. This study was able to determine that there exists a core of taxa able to persist even under shallow depth conditions and prolonged hypersalinity. These taxa clearly have a self recruiting strategy and are therefore not reliant on mouth opening to re-establish local populations. Abstract The Canadian Regional Climate Model (CRCM) has been nested within the Canadian Centre for Climate Modelling and Analysis ‘ second generation General Circulation Model (GCM), for a single month simulation over the Mackenzie River Basin and environs. The purpose of the study is to assess the ability of the higher resolution CRCM to downscale the hydrological cycle of the nesting GCM. A second 1‐month experiment, in which the CRCM was nested within analyzed fields of a global data assimilation system, was also performed to examine the sensitivity of the basin moisture budget to atmospheric lateral boundary forcing. We have found that the CRCM can produce realistic lee cyclogenesis, preferentially in the Liard sub‐basin, along with associated circulation and precipitation patterns, as well as an improved rainshadow in the lee of the Rocky Mountains compared to the GCM. While these features do quantitatively affect the monthly average climate statistics, the basin scale moisture budgets of the models were remarkably similar, though some of this agreement is due to compensating errors in the GCM. Both models produced excessive precipitation compared to a recent climatology for the region, the cause of which is traced to lateral boundary forcing. A second experiment, identical to the first except that the CRCM was forced with analyzed fields at the lateral boundaries, produced a qualitatively different basin moisture budget, including a much more realistic precipitation field. Errors in the moisture budget of the first experiment appear to be associated with the poor representation of the Aleutian Low in the GCM, and do not appear to be strongly connected to (local) surface processes within the models. This suggests that an effective strategy for modelling the hydrological cycle of the Mackenzie Basin on the fast climate timescale ‐ a major requirement of the Mackenzie GEWEX Study ‐ will involve nesting the CRCM within analyzed (or re‐analyzed) atmospheric fields. 相似文献

We use a digital elevation model (DEM) derived from interferometrically processed SIR-C radar data to estimate the thickness
of massive trachyte lava flows on the east flank of Karisimbi Volcano, Rwanda. The flows are as long as 12 km and average
40–60 m (up to >140 m) in thickness. By calculating and subtracting a reference surface from the DEM, we derived a map of
flow thickness, which we used to calculate the volume (up to 1 km3 for an individual flow, and 1.8 km3 for all the identified flows) and yield strength of several flows (23–124 kPa). Using the DEM we estimated apparent viscosity
based on the spacing of large folds (1.2×1012 to 5.5×1012 Pa s for surface viscosity, and 7.5×1010 to 5.2×1011 Pa s for interior viscosity, for a strain interval of 24 h). We use shaded-relief images of the DEM to map basic flow structures
such as channels, shear zones, and surface folds, as well as flow boundaries. The flow thickness map also proves invaluable
in mapping flows where flow boundaries are indistinct and poorly expressed in the radar backscatter and shaded-relief images.

We analyze digital topographic data collected in September 1993 over a ∼500-km2 portion of K*lauea Volcano, Hawai'i, by the C-band (5.6-cm wavelength) topographic synthetic aperture radar (TOPSAR) airborne
interferometric radar. Field surveys covering an ∼1-km2 area of the summit caldera and the distal end of an ∼8-m-thick 'a'* flow indicate that the 10-m spatial resolution TOPSAR
data have a vertical accuracy of 1–2 m over a variety of volcanic surfaces. After conversion to a common datum, TOPSAR data
agree favorably with a digital elevation model (DEM) produced by the U.S. Geological Survey (USGS), with the important exception
of the region of the ongoing eruption (which postdates the USGS DEM). This DEM comparison gives us confidence that subtracting
the USGS data from TOPSAR data will produce a reasonable estimate of the erupted volume as of September 1993. This subtraction
produces dense rock equivalent (DRE) volumes of 392, 439, and 90×106 m3 for the Pu'u '*'*, K*pa'ianah*, and episode 50–53 stages of the eruption, respectively. These are 124, 89, and 94% of the
volumes calculated by staff of the Hawaiian Volcano Observatory (HVO) but do not include lava of K*pa'ianah* and episodes
50–53 that flowed into the ocean and are thus invisible to TOPSAR. Accounting for this lava increases the TOPSAR volumes to
124, 159, and 129% of the HVO volumes. Including the ±2-m uncertainty derived from the field surveys produces TOPSAR-derived
volumes for the eruption as a whole that range between 81 and 125% of the USGS-derived values. The vesicularity- and ocean-corrected
TOPSAR volumes yield volumetric eruption rates of 4.5, 4.5, and 2.7 m3/s for the three stages of the eruption, which compare with HVO-derived values of 3.6, 2.8, and 2.1 m3/s, respectively. Our analysis shows that care must be taken when vertically registering the TOPSAR and USGS DEMs to a common
datum because C-band TOPSAR penetrates only partially into thick forest and therefore produces a DEM within the tree canopy,
whereas the USGS DEM is adjusted for vegetation.

We have investigated the chemistry of phosphorus-bearing compounds in the circumstellar envelopes of both oxygen-rich and carbon-rich evolved stars. In accordance with thermodynamic calculations of photospheric chemistry, we have assumed that the dominant forms of phosphorus in the inner circumstellar envelope (CSE) are PS and HCP in each case. In the C-rich case, we can reproduce the observed CP abundance reasonably well if it is the photodaughter of HCP. In the O-rich case we find, for the same amount of P available in PS, that large abundances of atomic P are available for reaction but that a low abundance of PO can be produced. We have not extensively explored the effect of additional neutral processes since our results are partly compromised by the fact that neither HCP nor PS is detected in the three CSEs where searches have been made; our models predict column densities in excess of the published upper limits. Sensitive searches for these molecules at higher frequencies are required before their presence in circumstellar envelopes can definitely be ruled out. Dust condensation may incorporate all the available P into refractory grains and so we suggest that searches for P-bearing molecules may have the greatest opportunity for success in more evolved objects, such as protoplanetary nebulae, where P has been released from grains through the action of strong shock waves. 相似文献

Application of one-dimensional Fourier analysis to the erosional morphology of intertidal beach at a number of contrasting sites in North Queensland, Australia, confirms that there exists a zonation of hollows. Although different combinations of processes may be responsible for the morphology of each zone it is suggested that increasing case hardening and joint development with associated intermittent exposure of the beach rock may be the greatest influence on the development of erosion hollow zonation. 相似文献

Concepts and terms used in previous multidisciplinary studies of tile-drained aquitard-dominated catchments (TDADC) are inconsistent and confusing. We provide a well-defined, comprehensive conceptual model of the subsurface hydrology of TDADC by selecting seven mutually compatible and consistent concepts. These concepts are: (1) groundwater as the main source of baseflow in headwater streams, (2) dominance of ‘pre-event’ water in stormflow, (3) importance of both macropores and matrix, (4) changes in flowpaths with rate of stream discharge, (5) dominance of shallow, lateral subsurface flow, (6) interactive nature of subsurface water, (7) transpiration of groundwater. This conceptual model was successfully ‘field-tested’ by examining data collected in a TDADC in a rural area of southern Ontario, Canada. The data consist mainly of chemical and isotopes tracers in water samples (headwater streams, groundwater, precipitation, tile water, soil-surface water), supplemented by water levels and meteorological data. 相似文献
