Some things old, some things new: The spatial representations and politics of change of the peak oil relocalisation movement 总被引:1,自引:0,他引:1
Despite continued uncertainty about the physical realities and political, economic and social implications of peak oil, combined concerns about oil scarcity, climate change and globalisation has spawned an energetic relocalisation movement dedicated to achieving a comprehensive reduction in oil dependency through community-scale initiatives. This paper uses a discourse approach to examine the emergence, geographical spread and practices of the Transition Network, a UK-originated relocalisation movement now involving 186 local initiatives in the UK and other countries. We trace the movement’s drawing upon, and innovation from, discourses and techniques used by other grassroots environmental movements to promote a spatial representation of peak oil as an inevitable and geographically undiscriminating problem, and its use of addiction metaphors and participatory techniques to promote personal and community-scale energy descent initiatives as a viable and necessary alternative to globalisation. We also analyse the spatial representations and techniques used in the Network’s “rhizomic” spread across multiple localities around the world and embedding in communities where relocalisation initiatives are established. We conclude by examining the future challenges these spatial constructions of peak oil pose for the relocalisation movement. 相似文献

The decline or loss of traditional social- ecological systems may induce adverse effects to the societies and ecosystems. Transhumance, the recurring and seasonal movement of grazing livestock, is increasingly constrained by a numbers of factors including policy, land use and soeio-economic changes in Nepal. To explore how these changes have affected the transhumance, this study investigated transhumance at the Langtang valley in central Nepal. The specific objectives of this study were to determine the herd size and composition, spatial-temporal patterns and to identify the major drivers of the system and the system changes. Data were collected from field study comprising semi-structured interviews with the herders, focus group discussions, key informants survey, and observations of rangeland and livestock management systems. The study revealed that the transhumanee system in the Langtang is influenced by two types of drivers. In one hand, traditional practices are contributing to the sustainability of the system. On the other hand, the grazing patterns and adaptive responses are strongly influenced by changes in government policies, socioeconomic and cultural transformation, livestock productivity, markets, rangeland conditions and climate change. The prairie pothole region (PPR) in the north-central United States and south-central Canada constitutes the most important waterfowl breeding area in North America. Projected long-term changes in precipitation and temperature may alter the drivers of waterfowl abundance: wetland availability and emergent vegetation cover. Previous studies have focused on isolated wetland dynamics, but the implications of changing precipitation on managed, river-fed wetlands have not been addressed. Using a structured decision making (SDM) approach, we derived optimal water management actions for 20 years at four river-fed National Wildlife Refuges (NWRs) in North and South Dakota under contrasting increasing/decreasing (+/?0.4 %/year) inflow scenarios derived from empirical trends. Refuge pool depth is manipulated by control structures. Optimal management involves setting control structure heights that have the highest probability of providing a desired mix of waterfowl habitat, given refuge capacities and inflows. We found optimal seasonal control structure heights for each refuge were essentially the same under increasing and decreasing inflow trends of 0.4 %/year over the next 20 years. Results suggest managed pools in the NWRs receive large inflows relative to their capacities. Hence, water availability does not constrain management; pool bathymetry and management tactics can be greater constraints on attaining management objectives than climate-mediated inflow. We present time-dependent optimal seasonal control structure heights for each refuge, which are resilient to the non-stationary precipitation scenarios we examined. Managers can use this information to provide a desired mixture of wildlife habitats, and to re-assess management objectives in reserves where pool bathymetry prevents attaining the currently stated objectives. 相似文献

Reforestation of cleared land has the potential to reduce groundwater recharge, salt mobilization and streamflow. Stream salinity change is the net result of changes in stream salt load and streamflow. The net effect of these changes varies spatially as a function of climate, terrain and land cover. Successful natural resource management requires methods to map the spatial variability of reforestation impacts. We investigated salinity data from 2000 bores and streamflow and salinity measurements from 27 catchments in the Goulburn–Broken region in southeast Australia to assess the main factors determining stream salinity and opportunities for management through reforestation. For groundwater systems of similar geology, relationships were found between average annual rainfall and groundwater salinity and between groundwater salinity and low‐flow salinity. Despite its simplicity, we found that the steady‐state component of a simple conceptual coupled water–salt mass balance model (BC2C) adequately explained the spatial variation in streamflow and salinity. The model results suggest the efficiency of afforestation to reduce stream salinity could be increased by more than an order of magnitude through spatial planning. However, appreciable reductions in stream salinity in large rivers through land cover change alone would still require reforestation on an unprecedented scale. Observations in the submillimetre (submm) waveband have recently revealed a new population of luminous sources. These are proposed to lie at high redshift and to be optically faint because of their high intrinsic dust obscuration. The presence of dust has been previously invoked in optical galaxy count models which use the Bruzual & Charlot evolution models with an exponential τ =9 Gyr star formation rate (SFR) for spirals, and these fit the count data well from U to K . We now show that by using either a 1/ λ or Calzetti absorption law for the dust and re-distributing the evolved spiral galaxy ultraviolet (UV) radiation into the far-infrared (FIR), these models can account for all of the 'faint' ( 1 mJy) 850-μm galaxy counts, but fail to fit 'bright' ( 2 mJy) sources, indicating that another explanation for the submm counts may apply at brighter fluxes, e.g., quasi-stellar objects (QSOs) or ultraluminous infrared galaxies (ULIRGs). We find that the main contribution to the faint, submm number counts is in the redshift range 0.5< z <3, peaking at z ≈1.8. The above model, using either dust law, can also explain a significant proportion of the extragalactic background at 850 μm, as well as producing a reasonable fit to the bright 60-μm IRAS counts. 相似文献

With 80 % of world trade carried by sea, seaports provide crucial linkages in global supply-chains and are essential for the ability of all countries to access global markets. Seaports are likely to be affected directly and indirectly by climatic changes, with broader implications for international trade and development. Due to their coastal location, seaports are particularly vulnerable to extreme weather events associated with increasing sea levels and tropical storm activity, as illustrated by hurricane “Sandy”. In view of their strategic role as part of the globalized trading system, adapting ports in different parts of the world to the impacts of climate change is of considerable importance. Reflecting the views of a diverse group of stakeholders with expertise in climate science, engineering, economics, policy, and port management, this essay highlights the climate change challenge for ports and suggests a way forward through the adoption of some initial measures. These include both “soft” and “hard” adaptations that may be spearheaded by individual port entities, but will require collaboration and support from a broad range of public and private sector stakeholders and from society at large.
