This paper provides an evidence-based contribution to understanding processes of climate change adaptation in water governance systems in the Netherlands, Australia and South Africa. It builds upon the work of Ostrom on institutional design principles for local common pool resources systems. We argue that for dealing with complexities and uncertainties related to climate change impacts (e.g. increased frequency and intensity of floods or droughts) additional or adjusted institutional design propositions are necessary that facilitate learning processes. This is especially the case for dealing with complex, cross-boundary and large-scale resource systems, such as river basins and delta areas in the Netherlands and South Africa or groundwater systems in Western Australia. In this paper we provide empirical support for a set of eight refined and extended institutional design propositions for the governance of adaptation to climate change in the water sector. Together they capture structural, agency and learning dimensions of the adaptation challenge and they provide a strong initial framework to explore key institutional issues in the governance of adaptation to climate change. These institutional design propositions support a “management as learning” approach to dealing with complexity and uncertainty. They do not specify blueprints, but encourage adaptation tuned to the specific features of local geography, ecology, economies and cultures.  相似文献

From the Late Carboniferous until the Middle Jurassic, continents were assembled in a quasi-rigid supercontinent called Pangea. The first palaeomagnetic data of South America indicated that the continent remained stationary in similar present-day latitudes during most of the Mesozoic and even the Palaeozoic. However, new palaeomagnetic data suggest that such a scenario is not likely, at least for the Jurassic. In order to test the stationary versus the dynamic-continent model, we studied the Jurassic apparent polar wander paths of the major continents, that is, Eurasia, Africa and North America that all in all show the same shape and chronology of the tracks with respect to those from South America. We thus present a master path that could be useful for the Jurassic Pangea. One of the most remarkable features observed in the path is the change in pole positions at ~197 Ma (Early Jurassic), which denotes the cessation of the counter-clockwise rotation of Pangea and commencement of a clockwise rotation that brought about changes in palaeolatitude and orientation until the end of the Early Jurassic (185 Ma). Here, we analyse a number of phenomena that could have triggered the polar shift between 197 and 185 Ma and conclude that true polar wander is the most likely. In order to do this, we used Morgan’s (Tectonophysics 94:123–139, 1983) grid of hotspots and performed “absolute” palaeogeographical reconstructions of Pangea for the Late Triassic and Jurassic. The palaeolatitudes changes that we observe from our palaeomagnetic data are very well sustained by diverse palaeoclimatic proxies derived from geological and palaeoecological data at this time of both the southern and northern hemispheres.  相似文献

The reprocessing of Gravity field and steady-state Ocean Circulation Explorer (GOCE) Level 1b gradiometer and star tracker data applying upgraded processing methods leads to improved gravity gradient and attitude products. The impact of these enhanced products on GOCE-only and combined GOCE+GRACE (Gravity Recovery and Climate Experiment) gravity field models is analyzed in detail, based on a two-months data period of Nov. and Dec. 2009, and applying a rigorous gravity field solution of full normal equations. Gravity field models that are based only on GOCE gradiometer data benefit most, especially in the low to medium degree range of the harmonic spectrum, but also for specific groups of harmonic coefficients around order 16 and its integer multiples, related to the satellite’s revolution frequency. However, due to the fact that also (near-)sectorial coefficients are significantly improved up to high degrees (which is caused mainly by an enhanced second derivative in Y direction of the gravitational potential — VYY), also combined gravity field models, including either GOCE orbit information or GRACE data, show improvements of more than 10% compared to the use of original gravity gradient data. Finally, the resulting gradiometry-only, GOCE-only and GOCE+GRACE global gravity field models have been externally validated by independent GPS/levelling observations in selected regions. In conclusion, it can be expected that several applications will benefit from the better quality of data and resulting GOCE and combined gravity field models.  相似文献

In undisturbed tropical montane rainforests massive organic layers accommodate the majority of roots and only a small fraction of roots penetrate the mineral soil. We investigated the contribution of vegetation to slope stability in such environments by modifying a standard model for slope stability to include an organic layer with distinct mechanical properties. The importance of individual model parameters was evaluated using detailed measurements of soil and vegetation properties to reproduce the observed depth of 11 shallow landslides in the Andes of southern Ecuador. By distinguishing mineral soil, organic layer and above‐ground biomass, it is shown that in this environment vegetation provides a destabilizing effect mainly due to its contribution to the mass of the organic layer (up to 973 t ha? 1 under wet conditions). Sensitivity analysis shows that the destabilizing effect of the mass of soil and vegetation can only be effective on slopes steeper than 37.9°. This situation applies to 36% of the study area. Thus, on the steep slopes of this megadiverse ecosystem, the mass of the growing forest promotes landsliding, which in turn promotes a new cycle of succession. This feedback mechanism is worth consideration in further investigations of the impact of landslides on plant diversity in similar environments. Copyright © 2012 John Wiley & Sons, Ltd.  相似文献

This paper presents a modelling approach for the spatial allocation of second-generation feedstock (lignocellulosic crops) under a reference policy scenario in European Union of 28 Member State (EU-28). The land-use modelling platform (LUMP) was used in order to simulate the land-use changes from 2010 to 2050. Within the LUMP, the land demand for these lignocellulosic energy crops was derived from the Common Agricultural Policy Regionalised Impact analysis model. Suitability maps were generated for two main energy crop groups: herbaceous and woody lignocellulosic crops, using multicriteria analysis techniques. Biophysical factors (climate, soil properties and topographical aspects), natural and artificial constraints and location-specific land categories were defined as relevant components within the platform. A sensitivity analysis determined the most influential factors to be temperature, precipitation, length of growing period and number of frost-free days. The results of the modelling exercise in the LUMP reflect the significant renewable energy contribution from energy crops in EU-28, which was estimated to be between 2.3 EJ/year (in 2020) and 6.3 EJ/year (in 2050), accounting for 2.3% and 9.6% of total energy consumption in the EU-28. The results of the allocation were aggregated at regional level to analyse trends. Regions with considerably high demand were identified in Germany, the United Kingdom and Poland.  相似文献

Abstract

Considering floods as multivariate events allows a better statistical representation of their complexity. In this work the relevance of multivariate analysis of floods for designing or assessing the safety of hydraulic structures is discussed. A flood event is characterized by its peak flow and volume. The dependence between the variables is modelled with a copula. One thousand random pairs of variables are transformed to hydrographs, applying the Beta distribution function. Synthetic floods are routed through a reservoir to assess the risk of overtopping a dam. The resulting maximum water levels are compared to estimations considering the peak flow and volume separately. The analysis is performed using daily flows observed in the River Agrio in Neuquén Province, Argentina, a catchment area of 7300 km2. The bivariate approach results in higher maximum water level values. Therefore the multivariate approach should be preferred for the estimation of design variables.

Rainfall thresholds represent the main tool for the Italian Civil Protection System for early warning of the threat of landslides. However, it is well-known that soil moisture conditions at the onset of a storm event also play a critical role in triggering slope failures, especially in the case of shallow landslides. This study attempts to define soil moisture (estimated by using a soil water balance model) and rainfall thresholds that can be employed for hydrogeological risk prevention by the Civil Protection Decentrate Functional Centre (CFD) located in the Umbria Region (central Italy). Two different analyses were carried out by determining rainfall and soil moisture conditions prior to widespread landslide events that occurred in the Umbria Region and that are reported in the AVI (Italian Vulnerable Areas) inventory for the period 1991?C2001. Specifically, a ??local?? analysis that considered the major landslide events of the AVI inventory and an ??areal?? analysis subdividing the Umbria Region in ten sub-areas were carried out. Comparison with rainfall thresholds used by the Umbria Region CFD was also carried out to evaluate the reliability of the current procedures employed for landslide warning. The main result of the analysis is the quantification of the decreasing linear trend between the maximum cumulated rainfall values over 24, 36 and 48?h and the soil moisture conditions prior to landslide events. This trend provides a guideline to dynamically adjust the operational rainfall thresholds used for warning. Moreover, the areal analysis, which was aimed to test the operational use of the combined soil moisture?Crainfall thresholds showed, particularly for low values of rainfall, the key role of soil moisture conditions for the triggering of landslides. On the basis of these results, the Umbria Region CFD is implementing a procedure aimed to the near real-time estimation of soil moisture conditions based on the soil water balance model developed ad hoc for the region. In fact, it was evident that a better assessment of the initial soil moisture conditions would support and improve the hydrogeological risk assessment.  相似文献

The extent of impact‐generated hydrothermal activity in the 24 km sized Ries impact structure has been controversially discussed. To date, mineralogical and isotopic investigations point to a restriction of hydrothermal activity to the impact‐melt bearing breccias, specifically the crater‐fill suevite. Here, we present new petrographic, geochemical, and isotopic data of postimpact carbonate deposits, which indicate a hydrothermal activity more extended than previously assumed. Specifically, carbonates of the Erbisberg, a spring mound located upon the inner crystalline ring of the crater, show travertine facies types not seen in any of the previously investigated sublacustrine soda lake spring mounds of the Ries basin. In particular, the streamer carbonates, which result from the encrustation of microbial filaments in subaerial spring effluents between 60 and 70 °C, are characteristic of a hydrothermal origin. While much of the primary geochemical and isotopic signatures in the mound carbonates have been obliterated by diagenesis, a postimpact calcite vein from brecciated gneiss of the subsurface crater floor revealed a flat rare earth element pattern with a clear positive Eu anomaly, indicating a hydrothermal fluid convection in the crater basement. Finally, the strontium isotope stratigraphic correlation of the travertine mound with the crater basin succession suggests a hydrothermal activity for about 250,000 yr after the impact, which would be much longer than previously assumed.  相似文献

The effects of the herbicide diuron on the early life history stages of broadcast spawning and brooding corals were examined in laboratory experiments. Fertilisation of Acropora millepora and Montipora aequituberculata oocytes were not inhibited at diuron concentrations of up to 1000 microg l(-1). Metamorphosis of symbiont-free A. millepora larvae was only significantly inhibited at 300 microg l(-1) diuron. Pocillopora damicornis larvae, which contain symbiotic dinoflagellates, were able to undergo metamorphosis after 24 h exposure to diuron at 1000 microg l(-1). Two-week old P. damicornis recruits on the other hand were as susceptible to diuron as adult colonies, with expulsion of symbiotic dinoflagellates (bleaching) evident at 10 microg l(-1) diuron after 96 h exposure. Reversible metamorphosis was observed at high diuron concentrations, with fully bleached polyps escaping from their skeletons. Pulse amplitude modulation (PAM) chlorophyll fluorescence techniques demonstrated a reduction in photosynthetic efficiency (Delta F/F(m)') in illuminated P. damicornis recruits after a 2 h exposure to 1 microg l(-1) diuron. The dark-adapted quantum yields (F(v)/F(m)) also declined, indicating chronic photoinhibition and damage to photosystem II.  相似文献
