Internationally, individual vessel quotas (IVQ) have become an increasingly popular management tool. The main attraction of IVQs is the incentives they create for cost savings, autonomous capacity adjustment and, subsequently, rent generation. In this paper, the extent to which different IVQ systems have facilitated resource rent generation and capacity adjustment in five European countries—Denmark, Iceland, Norway, Sweden and the UK—is examined. The potential economic rents and the capacity reduction necessary to achieve these rents in each of the fisheries are also estimated. Reasons why IVQs have not achieved their potential economic benefits in these fisheries are also examined.  相似文献

Peak-ring basins represent an impact-crater morphology that is transitional between complex craters with central peaks and large multi-ring basins. Therefore, they can provide insight into the scale dependence of the impact process. Here the transition with increasing crater diameter from complex craters to peak-ring basins on Mercury is assessed through a detailed analysis of Eminescu, a geologically recent and well-preserved peak-ring basin. Eminescu has a diameter (∼125 km) close to the minimum for such crater forms and is thus representative of the transition. Impact crater size-frequency distributions and faint rays indicate that Eminescu is Kuiperian in age, geologically younger than most other basins on Mercury. Geologic mapping of basin interior units indicates a distinction between smooth plains and peak-ring units. Our mapping and crater retention ages favor plains formation by impact melt rather than post-impact volcanism, but a volcanic origin for the plains cannot be excluded if the time interval between basin formation and volcanic emplacement was less than the uncertainty in relative ages. The high-albedo peak ring of Eminescu is composed of bright crater-floor deposits (BCFDs, a distinct crustal unit seen elsewhere on Mercury) exposed by the impact. We use our observations to assess predictions of peak-ring formation models. We interpret the characteristics of Eminescu as consistent with basin formation models in which a melt cavity forms during the impact formation of craters at the transition to peak ring morphologies. We suggest that the smooth plains were emplaced via impact melt expulsion from the central melt cavity during uplift of a peak ring composed of BCFD-type material. In this scenario the ringed cluster of peaks resulted from the early development of the melt cavity, which modified the central uplift zone.  相似文献

Reducing greenhouse gas emissions from deforestation and forest degradation (REDD) is likely to be central to a post-Kyoto climate change mitigation agreement. As such, identifying conditions and factors that will shape the success or failure of a reduced deforestation scheme will provide important insights for policy planning. Given that protected areas (PAs) are a cornerstone in forest conservation, we draw on interviews and secondary data to analyze the effects of available PA resources, governance ability, the level of community involvement, and provincial deforestation rates on land-cover change in nine PAs in Panama. Our results illustrate that coupling surveillance measures with greater funding and strong governance are paramount to reducing deforestation. Alone, however, these factors are insufficient for forest protection. We argue that conservation approaches that complement effective surveillance with community participation and equitable benefit sharing will address the wider issues of leakage and permanence.  相似文献

Plagioclase feldspar is one of the most abundant minerals on the surface of the Earth, the Moon, and Mars, and is also commonly found in meteorites. Studying shock effects in feldspar thus provides us with fundamental information about impact cratering processes on planetary bodies. In this study, plagioclase from monomict and polymict breccias, impact melt rocks, and shock‐metamorphosed target rocks, from throughout the Mistastin Lake impact structure, Canada, was examined using 514 nm laser Raman spectroscopy. As one of the very few impact structures with anorthosite in the target rocks, the Mistastin Lake impact structure provides a unique opportunity to study shocked plagioclase displaying progressive shock metamorphic features. A series of microscopic features was observed within plagioclase, including twins, needle‐like inclusions, planar features, and alteration. The lack of planar deformation features is notable. Raman spectra of these features suggest that this technique is capable of differentiating and classifying shock features in low to moderately shocked rocks. Caution should be exercised, however, as Raman spectra collected from unshocked plagioclase references with known compositions indicate that peak width and peak ratio of the Raman peaks in lower wave number region (<350 cm?1) and the main signature peaks around 500 cm?1 vary with chemical composition and crystal orientation. Data collected from diaplectic glass suggest that Raman features are efficient in distinguishing crystalline plagioclase and diaplectic glass. We also observed significant variations in the Raman intensities collected from diaplectic glass, which we ascribe to the localized disorder or inhomogeneity of shock pressure and temperature throughout the target.  相似文献

The polarization structure in several spectral lines in solar type stars is computed using the method described by McKenna (1981, 1984a). The frequency redistribution function used for these calculations is a linear combination ofR II andR III. The line profiles and polarization structures have been computed for several weak solar resonance lines includingKi 7664 Å, Sri 4607 Å, Baii 4554 Å, for various polar angles along the stellar disk. Both the line profiles and polarization structures as well as the center to limb behavior of the line center polarization agree well with observations.The somewhat stronger resonance line Cai 4227 Å shows a different polarization structure when compared to the weaker solar resonance lines. It is found that for strong resonance lines the proper redistribution function to be used is a linear combination ofR III andR v (see McKenna, 1981, 1984b; Heinzel, 1981). The major reason for this is that for strong resonance lines both the upper and lower levels are broadened by collisions. This violates the assumptions upon which the redistribution functionsR II andR III are based.  相似文献

We present a multiproxy paleoclimate record using leaf wax hydrogen isotopes (??2Hwax) and varve thickness from Arctic proglacial lake sediments. We also provide one of the first evaluations of the utility of ??2Hwax as a paleoclimate proxy in Arctic proglacial lakes. We compare varve thickness and ??2Hwax at sub-decadal resolution from 1948 to 2004 AD, and at sub-centennial resolution from 1450 to 2004 AD. Varve thickness and ??2Hwax both contain large interannual variability and are anti-correlated during the late twentieth century, suggesting that both proxies respond rapidly, but by different mechanisms, to catchment-scale forcings. At longer time scales, varve thickness exhibits a strong response to Little Ice Age cooling (1661?C1827 AD in this record) but does not show evidence for twentieth century warming recorded throughout the Arctic. ??2Hwax does record regional-scale temperature changes, with more 2H-depleted values during the Little Ice Age and an abrupt change to more 2H-enriched values in the twentieth century. This corresponds well with a recent Arctic-wide temperature reconstruction in which the seventeenth century is the coldest interval, and the twentieth century is the warmest interval. Our results suggest that ??2Hwax is a promising proxy that can be applied at high resolution in proglacial Arctic lakes.  相似文献

Computational Movement Analysis focuses on the characterization of the trajectory of individuals across space and time. Various analytic techniques, including but not limited to random walks, Brownian motion models, and step selection functions have been used for modeling movement. These fall under the rubric of signal models which are divided into deterministic and stochastic models. The difficulty of applying these models to the movement of dynamic objects (e.g. animals, humans, vehicles) is that the spatiotemporal signal produced by their trajectories a complex composite that is influenced by the Geography through which they move (i.e. the network or the physiography of the terrain), their behavioral state (i.e. hungry, going to work, shopping, tourism, etc.), and their interactions with other individuals. This signal reflects multiple scales of behavior from the local choices to the global objectives that drive movement. In this research, we propose a stochastic simulation model that incorporates contextual factors (i.e. environmental conditions) that affect local choices along its movement trajectory. We show how actual global positioning systems observations can be used to parameterize movement and validate movement models and argue that incorporating context is essential in modeling movement.  相似文献

We used climatological composite analysis to investigate El Ni?o-Southern Oscillation (ENSO) signals in long-term shallow ground water level observations from four wells in the lower Fraser Valley of British Columbia. Significance of differences between warm-phase, cold-phase, and neutral climate states was assessed with a Monte Carlo bootstrap technique. We also considered time series of local precipitation and streamflow for comparison. Composite annual hyetographs suggest that ENSO precipitation impacts are largely limited to winter and spring, with higher and lower rainfall occurring, respectively, under cold-phase and warm-phase episodes. This is consistent with prior work in the region and is found to be directly reflected in both streamflow and ground water level data. The mean magnitude of ENSO terrestrial hydrologic anomalies can be up to approximately 50% of the average seasonal cycle amplitude. ENSO does not appear to systematically affect annual hydrometeorological cycle timing in this study area. However, relative to the surface hydrologic systems considered, aquifers are observed to retain a stronger memory of seasonal ENSO-related precipitation anomalies, with changes potentially extending through the following summer, presumably reflecting storage effects.
