Initiatives designed to bring about social and spatial change, whether implemented by governments, international agencies, nongovernment organizations or private companies, invariably have an impact on how people perceive ‘places’– defined as spaces with particular meanings. In southern Laos and northeastern Cambodia the ethnic Brao peoples are facing rapid social and spatial changes as a result of a wide range of initiatives, many of which are associated with ‘development’. Case studies on internal resettlement from the uplands to the lowlands, the redesigning of living spaces, and the implications of protected national park establishment and management are discussed in relation to a four‐point typology of what is required to constitute place. The role of social and spatial (re)organization on place amongst the Brao is considered, including how peoples' conceptions of place are being altered and how the Brao are variously responding to efforts to (re)organize them and reconstitute their places.  相似文献

A simple model of the convective (thermal) internalboundary layer has been developed for climatologicalstudies of air-sea-ice interaction, where in situobservations are scarce and first-order estimates ofsurface heat fluxes are required. It is amixed-layer slab model, based on a steady-statesolution of the conservation of potentialtemperature equation, assuming a balance betweenadvection and turbulent heat-flux convergence. Boththe potential temperature and the surface heat fluxare allowed to vary with fetch, so the subsequentboundary-layer modification alters the fluxconvergence and thus the boundary-layer growth rate.For simplicity, microphysical and radiativeprocesses are neglected.The model is validated using several case studies.For a clear-sky cold-air outbreak over a coastalpolynya the observed boundary-layer heights,mixed-layer potential temperatures and surface heatfluxes are all well reproduced. In other cases,where clouds are present, the model still capturesmost of the observed boundary-layer modification,although there are increasing discrepancies withfetch, due to the neglected microphysical andradiative processes. The application of the model toclimatological studies of air-sea interaction withincoastal polynyas is discussed.  相似文献

Key limitations of integrated assessment models (IAMs) are their highly stylized and aggregated representation of climate damages and associated economic responses, as well as the omission of specific investments related to climate change adaptation. This paper proposes a framework for modeling climate impacts and adaptation that clarifies the relevant research issues and provides a template for making improvements. We identify five desirable characteristics of an ideal integrated assessment modeling platform, which we elaborate into a conceptual model that distinguishes three different classes of adaptation-related activities. Based on these elements we specify an impacts- and adaptation-centric IAM, whose optimality conditions are used to highlight the types of functional relationships necessary for realistic representations of adaptation-related decisions, the specific mechanisms by which these responses can be incorporated into IAMs, and the ways in which the inclusion of adaptation is likely to affect the simulations’ results.  相似文献

This study presents a model-based risk assessment of wheat production under projected climate change by 2080 in eight locations of South Australia. The vulnerability of wheat production under future climate change was quantitatively evaluated via a risk analysis in which the identification of critical yield thresholds applies. Research results show that risk (conditional probability of not exceeding the critical yield thresholds) increased more or less across all locations under the most likely climate change. Wheat production in drier areas such as Minnipa, Orroroo and Wanbi will not be economically viable under the most likely climate change. Intensive studies on adaptation are now required.  相似文献

This article discusses the international and national environmental law framework for the management of soil carbon sequestration. Aspects of the legislative framework important to this process include its ability to recognise carbon sinks, expand existing sinks, and the procedures available to return and store carbon in soil reservoirs. International law provides global standards and guidelines and national legislative systems provide the substantive and procedural legal mechanisms to manage soil carbon. The United Nations Framework Convention on Climate Change and the Kyoto Protocol are the primary international legislative instruments but other international instruments and strategies have a significant synergistic role. Various approaches are presented for framing new legislation or to reform existing legislative frameworks to improve the procedures to manage soil carbon.  相似文献

The patterns of large-scale climate change over the 21st century simulated by 23 CMIP3 global climate models are analyzed to provide understanding of the range of projected temperature T and precipitation P changes for Australia published in 2007. Means of change, standardized by the global warming, within each of 11 regions are calculated for each model. Correlations between regions across the 23 models indicate that the changes are rather coherent across much of the mainland. The all-Australian average changes are also well correlated with a pattern of tropical sea surface temperatures. A Pacific-Indian Dipole index, representing this pattern, correlates strongly with Australian P. It also correlates well with variables in Southeast Asia. The global warming itself correlates well with Australian warming. These two indices of large-scale ocean warming are used to partition the 23 models into four representative future climates. For Australia overall, these can be described as much warmer and drier, much warmer, warmer and drier, and warmer. The four climates span much of the range of the earlier Australian projections over most of the continent. Further, they may be reproduced by a downscaling model forced with the SST anomalies. An assessment of the realism of the ocean pattern changes has the potential to reduce the uncertainty of projections, both for Australia and beyond.  相似文献

Greater recognition of the seriousness of global environmental change has led to an increase in research that assesses the vulnerability of households, communities and regions to changing environmental or economic conditions. So far, however, there has been relatively little attention given to how assessments can be conducted in ways that help build capacity for local communities to understand and find their own solutions to their problems. This paper reports on an approach that was designed and used to work with a local grass roots organization in the Solomon Islands to promote inclusivity and participation in decision-making and to build the capacity of the organization to reduce the vulnerability of communities to drivers of change. The process involved working collaboratively with the organization and training its members to conduct vulnerability assessments with communities using participatory and deliberative methods. To make best use of the learning opportunities provided by the research process, specific periods for formal reflection were incorporated for the three key stakeholders involved: the primary researchers; research assistants; and community members. Overall, the approach: (1) promoted learning about the current situation in Kahua and encouraged deeper analysis of problems; (2) built capacity for communities to manage the challenges they were facing; and (3) fostered local ownership and responsibility for problems and set precedents for future participation in decision-making. While the local organization and the communities it serves still face significant challenges, the research approach set the scene for greater local participation and effort to maintain and enhance livelihoods and wellbeing. The outcomes highlight the need for greater emphasis on embedding participatory approaches in vulnerability assessments for communities to benefit fully from the process.  相似文献
