This paper brings together consideration of food policies and practices and of post-socialist transition to raise neglected questions about means of nurturing more sustainable food systems in the developed world. The last three decades have been marked by the growing salience of food as a political and scholarly concern. While market-based alternative food systems have been heralded for their potential to promote environmental sustainability, the benefits of non-market practices such as household food self-provisioning and barter have been assumed rather than being the focus of research. In the western context, both types of food consumption have positive connotations. Although food self-provisioning in European post-socialist societies is a more wide-spread practice than in western societies, it has been on the periphery of research. The existing literature has conceptualised them as ‘coping strategies’ or as a legacy of irregular supply of goods in the state socialist era. Drawing on empirical research in the Czech Republic, we are proposing a novel approach to the phenomenon of household food production in post-socialist societies as a practice compliant with principles of sustainability. First, we highlight the large extent and social inclusivity of food self-provisioning in Czech society to demonstrate how post-socialist societies are a repository of a rich set of sustainability-promoting consumption practices in relation to food systems. Second, we show that international and domestic policy actors in these societies have ignored these alternative, socially inclusive and environmentally effective practices in favour of far less effective market-based sustainability oriented food policy initiatives. The paper promotes a more integrated view of non-market and market approaches in the pursuit of more sustainable food systems.  相似文献

The study examines the relationship between poverty and forest cover degradation in rural areas of Pakistan. The area selected for the study District Upper Dir is a rural and relatively backward region located in northwestern Pakistan, in Khyber-Pakhtunkhwa province. The study area is undergoing severe deforestation and natural disasters in the recent past. The study consists of two stages, in first stage the traditional Geographical information system image was used to analyze the spatial–temporal situation of the surroundings. In the second stage, well-designed questionnaire was used to collect the primary information from 420 randomly selected households of research areas. A multidimensional poverty index has been used to measure the poverty profile of the population. It has been found that 55% households were below the poverty line. Almost, 95% households are using wood for cooking purposes. High dependence on natural resources causes forest cover degradation while burning off too much wood causes CO2 emission and leads to environmental degradation. A major portion of population is living on steeply sloped areas with certain risks. It is found that frequency of flash flood is 53% and agricultural land (54%) is at high risk and often flows with flash floods. It is concluded that there is strong correlation between multidimensional poverty and forest cover degradation which leads to climate and environmental risks.

Poverty is the most important metric for determining the nature and sense of wellbeing in a given area. Most economists consider poverty to be an economic criterion for assessing many aspects of human development as well as overall social development; yet, society is multi-faceted in its many forms. To address this pressing societal issue, the current study used the Multidimensional poverty index (MPI). To analyse urban poverty among slum communities, the researchers used the Global MPI of the Oxford Poverty and Human Development Initiative and UNDP (following Alkire and Foster) techniques. Researchers attempted to create a Multidimensional poverty index (MPI) for impoverished households in Purulia's designated slums in this study. In the second phase, the multidimensional poverty of Purulia's urban poor households was assessed based on (a) location, (b) social groupings, and (c) length of stay. Finally, researchers have attempted to identify the factors that contribute to multidimensional poverty. Two indicators, the Head Count Ratio (H) and Intensity of Poverty, have been offered to better explain the nature of MPI (A). Based on slum population density and areal density, eight urban slum areas with 320 households has been taken from 8 selected slums based on Yamane’s methodology from Purulia Municipality's wards. A structured questionnaire, an oral history interview, and a focus group discussion were used as primary data sources, with secondary data acquired from several officially published sources. The study displays a decomposed multidimensional poverty picture in terms of overall condition, socioeconomic groups, and household age, with a quantitative methodology that is transparent. When the locations have been considered, a qualitative approach has been used to determine that the slums closest to the railway track are the most multidimensionally disadvantaged of the eight slums. Furthermore, the schedule caste population has been found to be more deprived across many socioeconomic groups, with Scheduled tribe (ST) households being the most deprived in terms of health on one hand (applied quantitative methodology) and multi-nominal regression (applied qualitative methodology) indicating a mix mode approach. This form of analysis, which combines quantitative and qualitative approaches, can aid stakeholders and policymakers in developing specific poverty-reduction policies at the regional level.

Rural settlements in Hungary account for 93% of all settlements and 37% of the country's population. Since 1989 they are scenes of spectacular changes. Based on some case studies of less developed villages this paper considers the most important characteristics of the post-socialist rural transformation by examining the local economy and living conditions. The main issues are how local actors (for example, economic corporations, households and individuals) have been affected by the interaction of supralocal and local factors and how they responded to them. Such responses can be considered to be manifestations of survival strategy.  相似文献

Energy poverty – or the condition of households that cannot adequately heat their homes – is produced at the confluence of multi-scalar processes, from regional labor market restructuring, to urban disinvestment, to geopolitical and geoeconomic struggles over extraction. Critical theorization of the concept is in its nascent phase and the notion itself has received relatively little attention in the United States. Our paper aims to address these lacunae by mobilizing an urban political ecology framework to consider a community-based campaign that targeted residential energy conservation funds in Buffalo, New York. We analyze how the community campaign drew upon the “network crisis” of the energy-poor home to frame critical justice demands that foregrounded energy poverty as the product of uneven socionatural development. Through spatial claims and scalar strategies, the campaign highlighted the contribution of neoliberal conservation programs to deepening patterns of uneven development, and demanded redress of disinvestment in urban housing stock through funding of weatherization for low-income households. We argue that contests over urban energy metabolism offer a fruitful area to explore the possibilities of transforming uneven development from below.  相似文献

This paper examines the ways in which neo-liberalism is both constructed and made ‘more tolerable’ through everyday practices and livelihoods in post-socialist cities. It argues that existing conceptualisations of neo-liberalism centre too fully on the role of powerful global forces and institutions in constructing marketisation processes, and consequently neglect the ways in which everyday lives are embroiled in the formation of neo-liberal worlds. Through an exploration of the experience of neo-liberalism in the Slovak Republic and drawing upon research with households in one large housing estate in Bratislava, the paper examines the ways in which everyday lives construct neo-liberal possibilities in the attempt to make them ‘more tolerable’. In particular, the paper explores the postponement of the future by some members of the middle-aged generation failing to reap the benefits of economic reform, the role of economic practices ‘outside’ of market-based capitalist relations in constructing engagements with the formal market, and the role of domestic food production in sustaining household networks and social reproduction for some of the most marginal households in the context of low-wage employment and state benefit reductions.  相似文献

Poor, rural communities are vulnerable to adversity. To secure their livelihoods, people adopt multiple livelihood strategies, including using non-timber forest products (NTFPs). NTFPs have been identified as important to rural livelihoods, as an alternative land-use option as well as in fulfilling an important safety-net function although empirical evidence on the latter’s strength is limited. Whilst NTFPs may contribute towards alleviating poverty, this safety-net function needs more critical and quantitative investigation. This includes the establishment of an applicable definition so this function can be communicated to policy makers and taken into account in national poverty alleviation strategies and, in attempts to promote resource-conserving behaviour by highlighting the value of natural resources (including NTFPs) compared to alternative land-use options. Poverty in rural households is complex and households are vulnerable to a range of shocks. During adversity households can turn to a range of possible safety-nets. What determines the use of NTFPs as a safety-net, how this safety-net function manifests and the strength of this function is poorly understood and there is need for further investigation.  相似文献

Poverty and food security are twin concerns of Kenya in a manner similar to many affected developing countries. It is characterized by the inability of the affected households in the country to acquire and retain sustainable livelihoods. The picture in Kenya is bound to be complicated by the projected changes in climate, as well as by population increase and environmental degradation, all which will put pressure on the natural resource base and militate against the achievement of sustainable development. The poverty picture in Kenya has hardly changed since independence over four decades ago despite the enormous resources and efforts which have been directed at tackling it. The current national poverty level remains high at well over 70% in some pockets which remain particularly vulnerable. Following the recent post-election violence, there is now a fear that the situation could degenerate into famine conditions and further hopelessness for a sizeable proportion of the rural population. Government efforts to eradicate poverty and food insecurity spelled out in a thirty year development plan are unlikely to succeed unless underlying causes of inequality are properly addressed. The paper contains suggestions for new approaches to addressing the twin problems.  相似文献

State conduct of commerce with the rest of the world has always been important, rather than determinant, to domestic capacity to generate and distribute output and income. Theoretically, engagements of world commerce have included protectionism, inward-looking strategies, integration for interdependence, insertion for dependence, openness to imports and free trade regimes. For erstwhile colonies in Africa, the trajectory of engagement has seemed to be predetermined due to colonial-formation of their economies. As the model of evolution of Africa's external relations demonstrates, states in that continent have been inserted into the global system for dependent extraversion and adjustments. Attempts at trade and market liberalisation there have perpetuated openness to imports. Given that state of affairs, states in that continent have been eroded of capacity of domesticating globalisation for local socio-economic transformation. From a political-economy perspective, the paper views South Africa's Growth, Employment and Redistribution (GEAR) strategy as an instrument of appropriation that is set to perpetuate that country's dependent extraversion and openness to imports. The paper uses the balance of payments to demonstrate that country's poor state of commerce with the rest of the world. It argues that as external trade and capital flows and investments, which are shaped through domestic economic policy, affect in return domestic capacity of transforming the structures of deprivation, GEAR has inaugurated a zero-sum game of globalisation, rather than `a better life for all'. We analyse several indicators of economic performance and social wellbeing to demonstrate the paradoxical operations and Janus-faced tendencies of globalisation and the attendant lack of transformation of structures of deprivation in South Africa. Since the transition of the economic system in the early 1990s, urban poverty has become a prominent social problem and attracted attention among Chinese officials and academics. However, there have been few studies on the spatiality of urban poverty. The purpose of this paper is to examine the spatial pattern of urban poverty in China and the mechanism of spatial concentration. Urban poverty has begun to concentrate in specific locations, mainly in three types of poverty neighbourhoods: inner-city dilapidated residence, degraded workers’ villages and rural migrants’ enclaves. We argue that the emergence of concentrated poverty is rooted in the state-led urban development and the socialist housing provision system. Based on fieldwork in typical poverty neighbourhoods in the city of Nanjing, the concentration of poverty is examined, and its creation mechanism is analysed. Further discussion indicates that poverty concentration in particular neighbourhoods is different from slums or ghettoes in advanced western economies.  相似文献

Young adults in the Global North occupy a contradictory environmental identity: they are purportedly more environmentally concerned than older generations, but are also labelled hedonistic consumers. Most studies have focused on young adults still residing in parental homes, neglecting that Generation Y (born between 1975 and 1991) has ‘grown up’. The consumption patterns and environmental implications of their newly established households demand scholarly attention. Through a large-scale household sustainability survey, conducted in Australia, we have uncovered important inter-generational differences in environmental attitudes and everyday domestic practices. We found that generational cohorts hold distinct environmental attitudes. Younger households were most concerned with climate change, and least optimistic about future mitigation. However, generational differences influenced everyday domestic practices in more complex ways. All households engaged extensively with those ‘pro-environmental’ practices that reflected established cultural norms, government regulations and residential urban form. For other pro-environmental practices there were clear differences, with Generation Y households being the least engaged. A widening ‘value-action gap’ was apparent across our sample population, from oldest to youngest. However, rather than reflecting Generation Y’s supposed hedonism, we argue that this gap reflects generational geographies: how lifecourse intersects with housing and labour markets and norms of cleanliness to shape everyday domestic practices. Our research illuminates the shortcomings of a one-size-fits-all approach to household sustainability. The young adult stage is a time of transition during which homes and independent lifestyles are established, and practices are altered or become entrenched, for better or worse.  相似文献

This study evaluated the level of household dependence on remittances, its uses and linkages with landscape/environmental conditions in South Eastern Nigeria. The study area is a landscape unit defined by the Idemili River Basin of Anambra State. The concept of socio-ecological systems provided the basis for an integrated assessment of remittances environment linkages using primary data from a survey of 840 households in 25 localities in the basin and landscape data from a Nigerias at 32 m resolution image dataset. Based on this, linear and non linear regression modelling of locality level relationships between four indicators of household remittances (HR) and a key landscape variable (vegetation cover density-VCD) was implemented. About 45 % of the households had access to remittances; 10 % of receiving households depended on it as their main income source; and over 87 % used the receipts mainly to meet basic household needs. Only 4 % of the households used it in activities that directly affected the vegetation cover. The linear and non linear relationships between the indicators of HR and VCD were generally weak (R2 < 0.250). However, the pattern of relationship was different for various indicators of HR. It was inverse for locality aggregate (total) and average HR and positive for level of household access to remittances/locality. This illustrates the complex relationship between remittances and landscape variables in the basin. The study shows that the impact of remittances on households and the environment in the region is both positive (through the alleviation of poverty and land pressure) and negative (through reduction of vegetation cover density).  相似文献

This paper analyses the temporal dynamics and spatial trends in water quality changes in the Elbe River basin in the context of the post-socialist economic transition of the Czech Republic (Czechia). During the 1990s, the Czech portion of the Elbe River Basin underwent significant changes in the quality of surface waters. After a long period of massive discharges of pollution, which reached a peak at the end of the 1980s, a reduction in effluent from industrial and municipal sources led to a substantial decrease in the pollution of the Elbe River and its principal tributaries. The scope and speed of such water quality changes was unprecedented in Czechia as well as throughout Europe. The classification of the spatial distribution of water quality trends revealed that the majority of streams in the Czech Elbe River basin displayed improvement of surface water quality. However, the decrease in pollution levels was spatially concentrated mainly in the Elbe River and its main tributaries. Many of the peripheral streams are, on the contrary, experiencing deteriorating water quality, even in regions where water quality improved in the early 1990s because of a decline in local economic activity associated with political changes in the former Eastern Block countries. Further improvements in water quality are thus dependent on measures adopted across the entire river basin, including the numerous minor streams. The current economic revival in a number of regions where decreases in water pollution were not based on systematic pollution reduction measures, but only on the decline of industrial or agricultural production, may result in a return to deteriorating water quality, primarily in the outer regions of the catchment.  相似文献

Despite its strong legal and historical claims to sovereignty, the Republic of Somaliland remains entirely unrecognized by the international community more than 20 years after it proclaimed independence from Somalia in 1991. Paradoxically, Somaliland’s lack of external legitimacy has, in some ways, facilitated the growth and development of its internal legitimacy. In contrast, Somalia enjoys widespread external recognition from the international community but has very little domestic legitimacy and largely fails to govern effectively the territory it claims. Somaliland’s high degree of domestic legitimacy and its strong desire for external recognition increasingly come into conflict with one another both in the eastern parts of Somaliland and in the continued democratic development of its hybrid domestic political institutions. The safest prediction for Somaliland is continued de facto statehood where its strong internal legitimacy enables it to survive in a hostile external environment but fails to translate into widespread sovereign recognition of its significant domestic accomplishments. Ultimately, though, Somaliland’s ability to deliver the “goods” on economic development and poverty reduction for its citizens will be significantly hampered without external recognition of its domestic achievements.  相似文献

This paper explores the issue of restructuring socialist housing estates in St. Petersburg, Russia, with an emphasis on residents’ perceptions of the wide range of economic, social, and environmental impacts of that restructuring. A new housing renewal program, “renovatsiia” (renovation) of khrushchevki, has been controversial from the very beginning and involves the demolition of existing khrushchevki and the construction of new housing on the same sites. By examining the issue within the framework of housing regeneration in the post-socialist context, the paper aims to provide insights into some of the challenges of urban renewal in the housing sector in the second largest Russian city. The paper at the same time investigates the viability of the collaborative planning model in the context of the post-socialist city.  相似文献

In India, as a result of development, the demand for water is increasing both in urban and rural areas. This may increase tensions and disputes over sharing of water resources. For water demand management, it is crucial to know the details of actual water use on a household level. Therefore, this paper explores the pattern of domestic water consumption in semi-arid Dhani Mohabbatpur village of Hisar district in Haryana state of India, to improve the understanding of how local communities in the region relate to water, based on questionnaires and interview surveys of 763 households. The study has examined the households daily and activity wise water consumption, sources, quality, duration, frequency of water supply, distance of different sources and the level of awareness about rainwater harvesting. Results of the study revealed that the daily average water consumption for the village was found to be 117.0 l per person per capita per day (SD = 35.8). Washing of clothes consumes the highest amount of water, whereas 85 % of the households are using government water supplies with very safe water quality. However, 77 % households are not satisfied with duration of water supply and 86 % do not have awareness about rainwater harvesting technology. This needs to be addressed immediately by changing public perception through media and by organizing public awareness programs. It is hoped that the results of the study would benefit the policy and planning executives in India in optimizing the existing water resources for rural development.  相似文献

This research paper compares and contrasts the post-civil war economic development in the conflict-affected Eastern and Northern Provinces and the Southern and Western Provinces in Sri Lanka. In spite of high economic growth in the conflict-affected provinces, employment generation has been very low; unemployment rates and poverty are very high. Moreover, the ruling party (at the time of the first draft of this paper in June 2014) has lost significant share of its vote received in the recent provincial elections (2012–2014) compared to its share of votes at the provincial elections in the immediate aftermath of the civil war (2008–2010) indicating that the economic growth at national and provincial levels has not filtered down to the households.  相似文献

Global economic restructuring has not only intensified the shift in reproductive work from the household to the market, but it has been predicated on the international mobility of labour to countries where locals are no longer willing to work in low-paying menial jobs. This paper focuses on Singapore as a country which has drawn upon female migrant workers from neighbouring developing countries to work as domestic helpers in Singapore such that the gainful entry of its own women into the formal economy has been facilitated. Drawing upon a range of secondary sources as well as field data, the paper demonstrates how state policies on labour migration in Singapore have played a crucial role in influencing the uneven employer-employee relationships that migrant female domestic helpers in Singapore households find themselves in. More generally, it argues that the availability of foreign domestic helpers in Singapore and the state discourse on the issue has contributed to perpetuating the patriarchal ideology of housework as women's work and of housework as non-work.  相似文献

Private sector partnerships (PSPs) have been increasingly advocated as an instrument of ‘pro-poor’ water supply policies. This article examines the performance of the private sector with respect to network connections for poor households in Jakarta, Indonesia, drawing on three sources: data collected through a household survey of poor households in six Jakarta neighbourhoods in 2005; data provided by the two private concessionaires and the Jakarta municipal government; and interviews with water supply managers, government officials, and NGO representatives in 2001 and 2005. The analysis concludes that the Jakarta PSP contract has not been pro-poor: new connections were preferentially targeted at middle and upper-income households over the period 1998-2005, and the numbers of new connections have been lower than the original targets. The paper argues that the failure to connect the poor is not solely attributable to the private operators, and identifies disincentives to provide individual network connections to poor households on the part of the municipality, the private concessionaires and poor households. The paper concludes by questioning the long-term ability of private sector operators to supply water to the poor.  相似文献

Bolivia is a country with high levels of poverty and inequality among its peoples and regions. For the nation and its urban and rural areas, trends in the social and spatial distribution of poverty (and extreme poverty) are identified from 1976 to 2003 using UBN data with minor support where appropriate from poverty lines. The main survey between 1992 and 2001 uses composite and selected UBN to track detailed poverty change for the country’s nine departments, its ten largest cities and a selection of other smaller urban and rural municipalities. Because of rising background increases in population in the various surveyed administrative units, many instances of relative reductions in poverty are accompanied by rising absolute increases. Marked spatial variations in poverty and development in the country over the last several decades are identified as the main driver for the country’s quickening pace of rural–urban migration. As a result, the paper concludes by assessing two different but closely related views. One investigation tests the notion that because more poor people have been living in Bolivia’s cities than in its rural areas since the mid to late 1990s, rapid rural–urban migration has simply shifted the locus of poverty from the countryside to the cities in a process called, the ‘urbanisation of poverty.’ A second, more challenging, investigation assesses the view that the flow of poor rural people to the better serviced urban areas of Bolivia has actually acted to alleviate national poverty levels.  相似文献
