This paper examines the evolving role of volunteers and the voluntary sector in shaping community responses to structural change in health care systems. It contributes to the emerging understanding of the different forms voluntarism can take within and among places, including as a space of resistance to contemporary restructuring initiatives such as regionalization. Within the geographies of voluntarism literature, however, little attention has been directed towards interrogating the local dynamics of such voluntarism, especially as it is reflected in public discourse. We address this deficiency through a media-based case study of public reaction to the recent implementation of Ontario’s Local Health Integration Networks (a type of regional health authority). Specifically, we examine a decade of newspaper coverage in a mid-size Canadian city region to document and characterize how the activities of volunteers and voluntary sector organizations in the community are portrayed in light of the structural imperatives to integrate health care services and regionalize health care governance. The media findings reveal a suite of public concerns and related activities, with the voluntary sector called upon in various ways to defend the autonomy of the community against the perceived threats to local services, employment and vulnerable populations. We interpret the evident complexity of voluntary sector resistance as a form of ‘defensive localism’ and discuss implications for developing informed policy on health care restructuring and for advancing knowledge on the local geographies of voluntarism.  相似文献

This paper engages with the material geographies of political conflict. It applies the concerns of actor-network theory around the entangled character of material/social relations to the geographies of subaltern politics. It explores how interconnected strikes of riverside labourers and sailors in the London and Newcastle Port Strikes of 1768 contested the terms on which materials were enrolled into mercantile capitalist networks. The dynamic geographies of these strikes are used to unsettle constructions of subaltern spaces of politics as bounded and localised. The paper then demonstrates how labourers crafted multiple antagonisms through negotiating their location in materially heterogeneous networks. It uses this concern with contested material geographies to engage with the entangled construction of political identities. The paper concludes that interrogating the materialities of political conflict does not just add a neglected technical dimension to the study of political activity; it provides considerable resources for engaging with the inventiveness of subaltern political activity and agency [Barry, A., Political Machines: Governing A Technological Society, Continuum Publications, London, 2001].  相似文献

The financial exclusion of enterprise is a concept that has been largely neglected by economic geographers. This is surprising given the attention dedicated to personal financial exclusion and alternative sources of finance. This paper compares financial inclusion policies in deprived areas of the United States (US) and United Kingdom (UK) through the example of Community Development Finance Institutions (CDFIs). CDFIs help overcome financial exclusion by providing local sources of loan finance to micro, small-and-medium-sized enterprises and social enterprises. Drawing upon interviews with key actors within the CDFI sector in the US and UK respectively, the paper aims to compare the CDFI landscape across the US and UK through the provision of finance for enterprise. This is in order to understand the geographies of finance that are being created by such alternative financial institutions thereby contributing to financial inclusion debates. The research concludes that although CDFIs do provide an important source of finance to excluded enterprises, policy initiatives have created uneven geographical coverage and market gaps leaving marked spaces of financial exclusion.  相似文献

This article investigates the possibilities for diffusing trade union power across space through the lens of the Driving Up Standards (DUS) campaign, a public transport sector initiative between two American unions, the SEIU and IBT, and the British T&G. I argue that the DUS highlights the continuing resonance of scalar analysis, despite recent criticisms of combining topological and territorial understandings of space (Marston et al., 2005). By expanding the scale of their resistance to transnational corporations, the unions involved multiply the connections amongst countervailing forces and thus also the points of corporate vulnerability which can be targeted. Moreover, although the possibilities for transnational industrial action may be minimal, this does not give a full account of unions’ strategic position. Comparing recent developments in union campaigning methods to Deleuze and Guattari’s notion of lines of flight, the article traces the campaign’s many micro-segmentations as it seeks to exploit the contingencies of space by leveraging not only the uneven distribution of union power in a TNC, but also the uneven practices and expectations of states, consumers, and shareholders in different national environments. The paper concludes by emphasising the importance of combining spatial and temporal lenses, as the inconclusive outcomes of the campaign illustrate the protracted character of transnational labour struggles and the importance of attrition.  相似文献

Women in many rural areas of the US often engage in small-scale businesses as one of several avenues for contributing to household incomes. In those geographical areas that contain a significant minority population, many of the women's businesses display the cultural diversity of the regions in which they live. Likewise, women's roles as economic providers as well as wives and mothers are reflected in the manner in which they operate their businesses. Candida Brush suggests that women's strategies for operating their businesses are highly integrative because women's business decisions are intertwined with familial responsibilities, household economic demands and desires to contribute to their communities. Hispanic and Native American women in the Four Corners region of southwestern US and African American women in central Virginia participated in interviews in which they responded to numerous short answer and open-ended questions about their businesses and decision-making strategies. From these interviews an image emerges of rural minority business women who are operating their businesses at the nexus of family obligations, economic necessities, cultural ties and with a commitment for serving their communities. This paper considers the ongoing political transformations in South Africa in the context of debates about good governance and participatory democracy. It first appraises the current transformations of local government in South Africa, focusing specifically on relationships between gender equality and citizenship on the one hand, and local government policy, legislation, and community participation on the other, and then explores meanings of participation and how they inform approaches towards local socio-economic development. The findings of primary research conducted with civil society organisations and black women in communities in the Cape Town metropolitan area are explored through three interrelated themes. First, the model of structured participation that is central to South Africa’s democratic transformation is assessed from the perspective of black women. Second, cultures of alienation, both within local governance structures and amongst black women and the extent to which recent restructuring is combating or contributing to these are explored. Third, how participation policies are dealing with conflict within and between target groups are analysed, whether stakeholder group politics obliterate important differences in interests and whether alternative structures might be more effective in terms of women’s participation and empowerment. Finally, the findings are interpreted in relation to theoretical concepts of good governance and participatory democracy, and the potential and problems of realising South Africa’s transformation process toward developmental local government are assessed.  相似文献

While geographers have increasingly focused on how global commodity and production networks create new ‘geographies of responsibility’ there has been little empirical work considering how responsibility is worked into management systems and social activism in such networks. Drawing on literature from global production networks, geographies of responsibility and other literatures, this paper explores the dynamic and contested ways in which concepts of responsibility can play a role in network regulation. Both foreign direct investment and commodity networks (here referred to as ‘global production and investment networks’) are subject to complex negotiations and compromises involving corporate social responsibility and sustainability initiatives as well as shareholder activist, human rights, labor, and environmental activism. This is illustrated by reference to conflicts in Canada over Alcan, Inc.’s investments from 1993 to 2007 in the Utkal Alumina Project in Orissa, India. The project involved significant socio-environmental conflict. In Canada, Alcan’s investment was met by civil society campaigns that tested the company’s commitments to sustainability and corporate social responsibility. The case study suggests revising theories of geographies of responsibility. While foreign direct investment can create new relationships between distant others, these are fluid and contingent and not necessarily desirable. Rather than see networks as a source of responsibility we should work to ensure that the relationships that networks foster be structured to ensure our deeper values are respected.  相似文献

This paper analyzes the network structure and R&D activities of the information and communication technology (ICT) industry in Suzhou municipality, known previously for its local state-directed Sunan model of development. Suzhou, however, has been undergoing dramatic restructuring to remake itself into a globalizing production center. We highlight the significance of the Chinese state and local/regional assets in shaping the trajectories of globalization and regional development, and the increasing importance of domestic markets and regional clusters/agglomeration for foreign ventures. We have found that Suzhou’s development path, heavily dependent on external forces, has made Suzhou a TNC (transnational corporation) satellite district. We also find that the ICT industry in Suzhou has a dual-structure, segmented between foreign-invested enterprises (FIEs) and domestic firms. TNCs tend to network among themselves and their interfirm networks are increasingly domestic and regionally embedded in the Yangtze River Delta, while the linkages between TNCs and local firms are weak. We argue that there is a series of technological, structural, spatial, and institutional “mismatches” that limits the establishment of “global pipelines” of knowledge exchange. We hold that the nature of global-local networks is contingent upon regional endogenous capacities and the specific ways in which global capital interacts with local institutions. Therefore, perspectives on TNCs’ local embeddedness must be positioned in their regional/external networks. We also analyze the constraints placed on Suzhou’s development into an innovative city and promote the integration of global and local/regional assets through development of indigenous capacities.  相似文献

This article deals with women's use of public space and sense of place in El Raval, a neighbourhood located in the historical center of Barcelona. Attention will be paid to discover to what degree the existence of a quality public space fosters the creation of socially meaningful places, thus contributing to the construction of womens sense of place and urban identities. A qualitative approach, based on direct observation and in-depth interviews with women living in the neighbourhood, has allowed us to capture the main aspects of the building of a sense of place and belonging, that is the use of public space and facilities, the attitude towards living in the neighbourhood, etc. This revised version was published online in July 2006 with corrections to the Cover Date.  相似文献

Using qualitative data from a research project investigating contemporary rural identities in England this paper examines the apparently contradictory discursive claims that are made on rural spaces. It looks in particular at the ways in which these are narrated - through the notions of rural space as a site of safety, orderliness and community on the one hand and as a site of freedom, anti-order and non-regulation on the other. While the former is a familiar, entrenched and critiqued representation of rurality, the latter narrative has a more marginal and ambivalent place in the dominant rural imaginary. Drawing on Foucault’s concepts of panopticism and heterotopia the paper demonstrates the ways in which the rural is a highly labile concept and emphasises its continual ‘unfinishedness’. However, alongside this, the paper suggests that the tensions and contradictions of the orderly and anti-orderly discourses are underpinned by a particular coherency that is driven by senses of community, belonging and self-regulation. While these do not resolve the contradictions of the discursive claims the potency of such drivers are sufficient to produce a particular inclusive spatiality which is able to accommodate and incorporate the different discursive positions and the practices that are associated with each.  相似文献

Social change in rural China is to be understood as a complex interaction of global effects, state and regional actions and competing systems of valuation. An important implication of this model of path dependence is the development of distinctive forms of markets in different regions of the country. One such distinctive model that is emerging in southern Inner Mongolia is based on the independent commodity production of milk (on small dairy farms) for large, capitalist dairy corporations. Yet this production system is also being challenged by the emergence of large, capitalist dairy farms in this region. The outcome of the competition between these two forms of production will depend on locally specific trajectories of costs and opportunities. The long run evolution of this production system is thus not plannable in advance and is locally contingent.  相似文献

This Special Issue comprises a selection of the papers given at a two‐day discussion meeting held at the University of Melbourne, Australia in June 2009 to celebrate Roger Powell’s 60th birthday. At this milestone, it is fitting to review Roger’s career to date. He has published ~200 scientific papers on topics that range from low‐ to high‐grade metamorphism, from low‐ to ultrahigh‐pressure (UHP) metamorphism, and from thermodynamics to kinetics. Most of Roger’s papers are multi‐authored and address important questions in the petrogenesis of metamorphic rocks. Roger is widely known for his work with Tim Holland to develop the most complete internally consistent dataset of thermodynamic properties of end members of phases necessary to undertake calculations on the conditions of formation and modification of metamorphic rocks. Additionally, Roger and Tim have developed activity–composition models for many of these phases, building on their important methodological developments in formulating such models. Roger is also responsible for the ongoing development of thermocalc , a thermodynamic calculation software package that may be used to undertake a wide range of phase diagram calculations, including PT projections, PT, PX and TX, compatibility diagrams and μ–μ diagrams. Together, Roger and Tim have changed the way we carry out quantitative phase equilibria studies. However, Roger’s contributions to metamorphic petrology go well beyond the development of phase equilibria methods and mineral thermodynamics. He has contributed significantly to our understanding of a range of metamorphic processes, and with an extensive array of co‐authors has shown how phase equilibria can be used to understand the evolution of metamorphic rocks in general terms as well as in specific terranes. The papers in this Special Issue cover the range from the stabilization of the continents to understanding the formation of orogenic gold deposits, from the stability of sapphirine–quartz‐bearing assemblages to the crystallization of melt in migmatites, from the effects of ferric iron and sulphur on the stability of metamorphic mineral assemblages in general to the effects of ferric iron and H2O on the stability of eclogite in particular, and to the quantification of UHP metamorphism. It is our hope that in reading these contributions, you will be stimulated to seek a better understanding of metamorphic processes and to improve our quantification of the variables in metamorphism.  相似文献

Over the past two decades, the natural gas of Bolivia has been a point of international interest and internal contention. Materially and discursively using Bolivia’s natural gas to express their demands, transnational energy firms, the Bolivian state, and Bolivia’s social movements have made the country’s natural gas into an object of profit and protest. In this paper, I examine how these actors have used the country’s natural gas to both secure and disrupt processes of capital accumulation. Extending regulation approaches that take into account the materiality of nature, I argue that the differential abilities of transnational energy firms, the Bolivian state, and the country’s social movements to materially and discursively use Bolivia’s natural gas have provided each of these actors with differential mediums through which to express their often times contradictory interests, and thus to the challenge or stabilize existing regulatory frameworks. Within this context, the Bolivian state has been forced to continually balance the tensions surrounding its natural gas in an attempt to secure a stable regime of accumulation.  相似文献

This article seeks to bring young respondents more sharply into focus by considering fear of crime ‘through children’s eyes’. By incorporating children’s perspectives it is argued that more inclusive and integrative community safety initiatives may arise. Inspired by the recent flowering of research undertaken in childhood studies by social and cultural geographers, the study seeks to make a theoretical, empirical and spatial contribution to debates in the field. Based on the findings of a large-scale school survey, the responses indicate that children have an acute place-based sensitivity to a range of highly relevant community safety issues. This includes detailed reflections concerning the place of policing, boredom, youth gangs, motorcars and drugs in their neighbourhoods. It is suggested that the inclusion of children’s accounts into geographical debates not only enriches our knowledge of childhood studies, but also adds detail and texture to our understandings of fear of crime.  相似文献

Three‐dimensional seismic data were used to infer how bottom currents control unidirectional channel migration. Bottom currents flowing towards the steep bank would deflect the upper part of sediment gravity flows at an orientation of 1° to 11° to the steep bank, yielding a helical flow circulation consisting of a faster near‐surface flow towards the steep bank and a slower basal return flow towards the gentle bank. This helical flow model is evidenced by the occurrence of bigger, muddier (suggested by low‐amplitude seismic reflections) lateral accretion deposits and gentle channel wall with downlap terminations on the gentle bank and by smaller, sandier (indicated by high‐amplitude seismic reflectors) channel fills and steep channel walls with truncation terminations on the steep bank. This helical flow circulation promotes asymmetrical depositional patterns with dipping accretion sets restricted to the gentle bank, which restricts the development of sinuosity and yields unidirectional channel migration. These results aid in obtaining a complete picture of flow processes and sedimentation in submarine channels.  相似文献

通过对岩溶石漠化山地中小尺度范围内的现有三种主要退耕模式及对照地土壤抗蚀性主成分分析及与各级结构体分形维数关系研究,结果表明:(1)研究区退耕地在3~6年内土壤抗蚀性均发生了比较明显的变化,但都介于传统耕地与马尾松次生灌丛之间,其中以具有复式结构的退耕樟树+草被退耕模式的抗蚀效果较理想;(2)与传统旱耕地不同,各退耕模式土壤抗蚀性均是A层土壤强于B层土壤,表明退耕有利于A层土壤抗蚀性迅速提高,尤其是草本+乔灌模式对A层土壤抗蚀性的提高更为显著;(3)>0.25mm水稳性团聚体含量及破坏率、水稳性指数、有机质含量为评价土壤抗蚀性的最佳四指标;(4)微团聚体、风干团聚体分形维数表征土壤抗蚀性有一定的局限性,而机械组成、水稳定性团聚体分维数与抗蚀性综合分值相关性较高,尤其是水稳性团聚体分形维数可较好地反映出土壤的抗蚀特性.  相似文献

Focusing on the case of the World Heritage Site and Wildlife Sanctuary Thung Yai Naresuan, the paper sketches the interdependences of international and national forest and conservation policies in Thailand since the middle of the 19th century. In the context of Thailand’s globalization and modernization, these policies resulted in a coercing conservationism which focuses increasingly on the so-called ‘hill tribe’ ethnic minority groups. The shifting cultural and political framings of the area that became a national wildlife sanctuary and a ‘global heritage’ reflect external economic, political, and ideological interests. The people of the Karen ethnic minority group who live in the sanctuary are conceived of as a disruptive factor and never have had a chance to participate in these framings. After the designation of the area as a World Heritage Site, the remaining villages face increasing pressure from the Royal Forest Department which is trying to remove them with the help of the Military. Drawing on the different vested interests and the relativity of cultural conceptualizations, the paper questions the external framing, pointing to three major problems that are raised with regard to Thung Yai, but are symptomatic of modern conservationism at large: inconsistencies between normative claims and political practice; distortions of scale between conceptions designed at different levels of social space from the local to the global, and; the problem to reconcile conflicting cultural patterns and conceptualizations. The paper argues for a reframing of the conflict to conceive the Karen in Thung Yai as an integral part of the ‘global heritage’.  相似文献

为了更直观地反映天然林资源保护工程(以下简称“天保工程”)对森林生态系统涵养水源和保育土壤功能产生的影响,体现天保工程所带来的生态效益,依据《森林生态系统服务功能评估规范(GB/T 38582—2020)》,以内蒙古大兴安岭重点国有林管理局的林区为研究对象,对天保工程实施前(1998年)和实施后(2018年)2期森林生态系统涵养水源和保育土壤功能进行量化分析,认为内蒙古大兴安岭重点国有林管理局林区(简称“内蒙古森工林区”)涵养水源价值为950.16亿元(1998年)和1 341.32亿元(2018年),保育土壤的价值为563.49亿元(1998年)和760.11亿元(2018年)。天保工程实施前后,森林生态系统涵养水源功能总价值量排名前3位的林业局依次是根河、莫尔道嘎、乌尔旗汉,保育土壤功能排名前3位的依次是根河、乌尔旗汉、金河。从整体空间分布上分析得出的2期涵养水源和保育土壤功能价值量均呈现中部>北部>南部的趋势。  相似文献

Research pertaining to children’s geographies has mainly focused on children’s physical experiences of space, with their ‘imagined geographies’ receiving far less attention. The few studies of children’s imagined geographies that exist tend to focus on children’s national identities and their understanding of distant places. However, children’s lives are not necessarily static and they often move between places. Research has not so far considered children’s images of these transitional spaces or how such images are constructed.Through an examination of over 800 thematic drawings and stories, regarding ‘moving house’, produced by children aged 10-17 years in urban and rural communities of Lesotho and Malawi, this paper explores southern African children’s representations of migration. The research considers how ideas of migration are culturally-constructed based on notions of family, home and kinship, particularly in relation to the fluid family structure characteristic of most southern African societies. The results suggest that most children imagine migration as a household rather than an individual process, rarely including micro-migrations between extended family households in their drawings. Further, children’s images of migration are place-rooted in everyday life experiences. Their representations concentrate on the reasons for migration, both negative and positive, which are specifically related to their local social and environmental situations and whether house moves take place locally or over longer distances. The paper concludes by exploring the implications of these conceptualisations of moving house for children’s contemporary migration experiences, particularly in light of changing family structures due to the effects of the HIV/AIDS pandemic.  相似文献
